1 PURPOSE AND SCOPE


1.1 Purpose
1.1.1 The purpose of this Plan is to facilitate emergency preparedness and response arrangements for managing potential
emergencies at Red Sea Destination Construction Village Housing – Camp-B (CVH-B). The requirement of this Emergency
Response Plan shall be implemented by Red Sea Destination Community Management, Red Sea Destination Emergency
Operations Centre (EOC), Red Sea Destination Security Team, International SoS (ISOS), Community Management Service
Provider, CMSP First Aiders, CMSP Fire Wardens and Red Sea Destination Contractors. Red Sea Destination Health and
Safety department shall provide necessary advice and support for establishing the Emergency Response Plan.

1.1.2 This plan is based on the CVH-B Fire Life Safety System configuration providing automated alarm calls, an automated
sprinkler system, and the provision of an active local Fire Hydrant system to draw water for the fire/emergency services.

1.2 Scope
1.2.1 This plan applies to all Red Sea Destination employees, contractors, consultants, and visitors either working or residing in
Red Sea Destination CVH Camp-B.

2 REQUIREMENTS
2.1.1 Identify the clear roles and responsibilities of individuals, Red Sea Destination departments, Community Management
Service Provider, Red Sea Destination Contractors and visitors.

2.1.2 Identify the potential emergency situation specific to the location.

2.1.3 Establishing an emergency response action and arrangements.

2.1.4 Training and competency requirements.

2.1.5 Compliance to applicable legal and other requirements.

2.1.6 Establish communication process, notification channels and emergency contact list.

4 ROLES AND RESPONSIBILITIES


4.1 Top Management
4.1.1 The CEO is accountable for the implementation and assigning Health and Safety responsibilities as defined by this Plan, as
well as ensuring the availability of resources to enable the successful implementation of the requirements of this plan.

4.1.2 Top management to align to the Crisis Management Framework where incidences require escalation for the organization.

4.2 Senior Facilities Director


4.2.1 Ensure adequate Emergency resources are appointed as necessary

4.2.2 Ensure that a robust and effective emergency plan is in place at each location to safely evacuate all persons, whether
employees, visitors, or service users.

4.2.3 Appoint Emergency Response Lead, first aiders and fire wardens as per the requirement of this plan.

4.2.4 Confirm emergency response plan is communicated to all residents, employees and affected personnel.

4.3 H&S Director


4.3.1 Assist Red Sea Destination departments in developing location-specific Emergency Response Plan (ERP).

4.3.2 Provide advice on the statutory health and safety requirements.

4.3.3 Escalation of events to Senior Management and Crisis management committee as required.

4.3.4 Coordinate incident response.

4.4 H&S Managers


4.4.1 Ensure necessary Emergency resources and equipment are provided as per the plan. Includes (first aid boxes, fire
extinguishers, emergency response team, etc.

4.4.2 Participate in Emergency Response planning, incident investigation, and drills as required.

4.4.3 Ensure emergency response team members are trained per their designated responsibilities.

4.4.4 Ensure Red Sea Destination Contractors have established Emergency response plans for all other work being conducted,
including subcontracted work.

4.4.5 Report findings and recommendations for continual improvement.

4.4.6 Follow the instructions and guidance from Emergency Response Team as required.

4.4.7 Ensure that a robust and effective emergency plan is in place at each location to safely evacuate all persons, whether
residents, employees, visitors, or service providers.

4.4.8 Confirm emergency response plan is communicated to all employees and affected personnel.

4.4.9 Review and update the Emergency Response plan annually or as required.

4.5 Red Sea Destination Emergency Operations Centre - EOC Incident Commander
4.5.1 Ensure Emergency Operations Center is fully operations 24/7.

4.5.2 Manage and direct members of the ECO during the emergency event.

4.5.3 Notifies CVH Fire Station, ISOS and deploy additional security staff to incident vicinity.

4.5.4 Determine ‘Activation Level’ (Activation Level 01-03), as required in response to the event.

4.5.5 Evaluate and escalate the emergency event as needed.

4.5.6 Coordinate with Crisis Control.

4.5.7 Establish Incident Command Center as required.

4.5.8 Coordinate with KSA emergency agencies, MOH, Red Crescent, Fire/Rescue, Police as required.

4.5.9 Closes the emergency event by announcing “CODE CLEAR”.

4.6 Red Sea Destination Security Team


4.6.1 Pre-Emergency Responsibilities

 Ensure all operational security personnel are aware of the potential emergency scenarios that could occur at the
facility they are guarding.

 Ensure all operational security personnel are trained to identify emergencies and report events to the Emergency
Operations Center.

 Ensure that operational security personnel participate in and support emergency evacuation drills.

 Ensure access, and egress points for Emergency Vehicles (Fire Engines, Ambulance, Security) always remain clear
and accessible. See Appendix D – Fire Engine & Emergency Vehicle Access Routes.

 Ensure communication between Red Sea Destination EOC and security team member(s) responsible for managing
Emergency Vehicle access is always maintained.

4.6.2 Responsibilities During Emergency

 Ensure access and egress points for Emergency Vehicles (Fire Engines, Ambulance & Security) remain clear and
accessible during the emergency event and evacuated personnel are safely guided to Emergency Assembly
Points.

 Ensure facilities remain secure by ensuring unapproved third parties are kept out of the facility and personnel
(residents) do not return to the facility until “CODE CLEAR’ has been announced.

 Support Red Sea Destination EOC, ISOS,CMSP Facilities Team, CMSP Emergency Commander, as required.

 Ensure evacuated personnel do not return to the location of the emergency until the “All Clear” is given.

 Control local traffic and ensure access/parking is available for Emergency Services if called to attend.

4.7 CMSP Emergency Response Lead


4.7.1 Lead the operational level response for the incident under this Emergency Response Plan.

4.7.2 Ensure Emergency Response arrangements are implemented as per the Emergency Response Plan.

4.7.3 Maintain and update a list of personnel with special needs.

4.7.4 Ensure appropriate maintenance, testing and inspections of Fire systems, extinguishers and other emergency equipment
under the control of Red Sea Destination.

4.7.5 Ensure that all key personnel within the emergency response plans are trained in their role.

4.7.6 Conduct emergency drills at least twice per year, and aligned to other resiliency drills, tests & exercises for the organization.

4.7.7 Undertake the lead role in the event of an emergency and coordinate with Red Sea Destination Emergency Operations
Center, first aiders, fire wardens, and onsite security personnel as part of the tactical level of response for the organization
under the Crisis Management Framework.

4.7.8 Ensure that personnel are safe from other hazards at the Assembly Point.

4.7.9 Report if any injury or medical attention is required.

4.7.10 Coordinate and ensure the safe evacuation and headcount confirmed.

4.7.11 Ensure that the ECO Incident Commander has declared ‘’CODE CLEAR” before allowing residents to return to their units.

4.7.12 After action review and complete Emergency drill forms and notification to Health and Safety & the Resilience Department.

4.7.13 Shall ensure to complete an Incident Report as per the Red Sea Global Incident Reporting and Investigation procedure.

4.7.14 If the event requires escalation, follow all escalation procedures per the Crisis Management Framework.

4.8 CMSP Fire Wardens


4.8.1 Pre-Emergency Responsibilities

 Participate in Emergency Response training and awareness workshops/meetings.

 Be familiar with updated crisis management framework, emergency procedures, emergency roles and
responsibilities.

 Be familiar with:

o Emergency Exits.

o Assembly points

o Locations of emergency equipment: Fire Alarm(s), Fire Extinguisher(s) and Emergency Equipment and
Supplies (e.g., Evacuation Chairs, etc.), other Equipment.

 Report any safety issues to the CMSP H&S personnel or to the CMSP Emergency Response Lead.

 Participate with preparation, scheduling, and conducting evacuation exercises.

 Assist in implementing and improving effective emergency procedure(s).

 Confirm that all fire equipment that has been used, or that otherwise fails an inspection is immediately tagged
and removed from service.

 Confirm that fire protection equipment is kept in a visible location and that access to fire protection equipment is
not blocked or impeded.

 Review and be familiar with the location of specific emergency response plans.

4.8.2 Responsibilities During Emergency

 First attendants at the scene following emergency alarm activation and will coordinate with Red Sea Destination
EOC.

 Try to extinguish the fire if safe to do so.

 If evacuation is necessary, sweep / Scan the residential units and corridors to ensure that all personnel have
evacuated.

 Ensure safe evacuation or location of personnel with special needs.

 Guide everyone to the assembly area and assist in checking that everyone has arrived safely.

 Check all accessible spaces in their area to ensure everyone has evacuated. Ensure this sweep is on the way out of
the building to reduce re-entry risk for fire wardens.

 Close the doors to help to isolate the fire; and

 Take headcounts, ensure all are evacuated and report to the Emergency Response lead.

 Whilst at the Assembly Point, ensure that no personnel leaves the Assembly Point without instructions from the
Emergency services/Civil Defence / Emergency Response Lead or Red Sea Destination EOC Incident Commander.

 Report to CMSP Emergency Response Lead.

4.9 Red Sea Destination Fire Service


4.9.1 General

 Duties include responding to emergencies, assessing emergencies and deploying correct emergency responses.

 Coordinate with and Red Sea Destination Construction, MEP, Utilities Teams & Community Management.

 Understand the hydrant locations for CVH to allow timely response to fires.

 Maintain close communication between Red Sea Destination Emergency Operations Centre (EOC) and other
external emergency stakeholders.

4.9.2 Pre-Emergency Responsibilities

 Being familiar with CVH complex layout and emergency access and egress routes

o Appendix D – Fire Engine & Emergency Vehicle Access Routes.

 Testing emergency response activities and reducing response times.

 Ensuring emergency response equipment is fully functional ready for deployment and is compatible with CVH Fire
Life Safety components.

o Such as Fire Hydrant and Fire Engine hose compatibility.

 Provide feedback to Red Sea Destination Construction, MEP, Utilities Teams & Community Management and CMSP
as to the suitability of Emergency Response Arrangements, Fire Life Safety System and suggest any process or
equipment improvements that may be required.

4.9.3 Responsibilities During Emergency

 Respond immediately to all emergency calls.

 Maintain communication with EOC, who will coordinate the incident and provide details of the exact location of
the emergency event.

 Follow access and egress instructions from Red Sea Destination Security Team (bases at CVH). Provide updates
and feedback to Red Sea Destination EOC Incident Commander, who will monitor the situation, coordinate the
overall emergency response event and escalate where required.

 Ensure the safety of the fire crew, emergency response crew(s), onsite Red Sea Destination and CMSP personnel,
and residents of CVH.

 Participate in the final “CODE CLEAR” decision-making process.

 Ensure all emergency equipment is safely removed from the scene of the incident.

 Participle in the post-incident reporting and analysis to ensure all lessons are learnt.

4.10 All Other Red Sea Destination Employees / CVH Residents


4.10.1 Take reasonable care and responsibility for their own, and others health and safety.

4.10.2 Do not introduce hazards to the premises by bringing or storing any items in the residential units that present a risk to life
and safety.

4.10.3 Comply with H&S policies, procedures, and any instructions issues by Red Sea Global.

4.10.4 Familiarize themselves with the Emergency Response Plan and Assembly points.

4.10.5 Report potential and actual hazards, incidents, and near-miss following company H&S procedures.

4.10.6 Upon being notified of an emergency, employees shall proceed to their emergency assembly point unless instructed
otherwise.

4.10.7 Follow all instructions from the Red Sea Destination Emergency Response Team.

4.10.8 Comply with the instructions of emergency first responders in emergencies.

4.10.9 Use a designated smoking area. Smoking is strictly prohibited inside Red Sea Destination facilities.

4.10.10 Report to CMSP CM/HR/Line Manager if you require special needs provisions.

4.11 Visitors
4.11.1 Report any unsafe conditions or an emergency to their host.

4.11.2 All visitors shall follow the instructions and advice from Emergency Response Team.

5 FIRE-WATER TANK CAPACITY DATA AND HOURS OF SERVICE


5.1.1 The firewater network of CVH Camp B consisted of two water tanks with holding capacity of 1000 m3 , as per the water flow
rate the facility can operate 4 hours for fire hydrant (4X250GPM).

6 FREQUENCY AND TYPES OF REGULAR EMERGENCY DRILLS


6.1.1 Below are the various type of planned emergency drills and frequencies. Red Sea Global form ‘RSG-HS-FRM-0087- H&S

7 COMPETENCE TRAINING & AWARENESS


7.1.1 An analysis of training needs should be conducted to cover all aspects of managing the Construction Village Housing facility
and for safer occupancy of the residential units to assess the health and safety skills and knowledge required to safely carry
out operations and habitation. Requirements for the emergency response plan (ERP), such as First Aiders and Fire Warden
training, shall also be considered. Training and awareness campaigns shall consider the risk that employees and residents
are exposed to, as well as levels of responsibility, capability, language skills, and literacy.

7.1.2 The analysis shall also identify any generic health and safety training that employees require (e.g., incident reporting
procedures).

7.2 Trainer Competency


7.2.1 Training shall be delivered by competent persons, who, through previous training, professional qualifications, experience,
and observation, have in-depth knowledge of the subjects on which they shall be delivering training.

7.3 Employee and CVH-B Health and Safety Orientation

8 H&S INCIDENT NOTIFICATION, INVESTIGATION & REPORTING


8.1.1 All H&S incidents and near misses require a formal investigation and will be investigated thoroughly by the appropriate
facility manager and H&S manager in line with the H&S Incident reporting and Investigation process. Refer to Red Sea
Destination H&S Incident Reporting and Investigation RSG-HS-ADM-0008.

8.1.2 The incident investigation will:

a) Ensure that the incident investigation is recorded and analysed.

b) Ensure that investigations are performed by a competent person(s) in consultation and coordination with relevant
stakeholders.

c) Ensure that investigations are performed promptly.

d) Determine the root causes of health and safety incidents.

e) Identify opportunities for corrective actions.

f) Ensure the effective communication of the outcomes of the investigation to relevant stakeholders, including
reporting to regulatory authorities (if required).

g) Ensure procedures and risk assessments are reviewed and updated, as necessary, based on the lessons learned.

9 AUDITS AND INSPECTION


9.1.1 Audits and inspections shall be used to assist Red Sea Destination to evaluate the level of internal systems, procedures and
management plans, and contractual and legal requirements.

9.1.2 Audits and inspections shall be viewed as an opportunity to confirm that Red Sea Destination is implementing its internal
systems according to its policies and procedures. An audit is a positive undertaking and can ensure compliance with
internal and/or external procedures, therefore ensuring that an organization is on par with expectations.

9.1.3 Red Sea Destination H&S department and /or CMSP H&S Department shall carry out scheduled health and safety
inspections of the CVH-B facility. An annual health and safety audit shall also be carried out. All inspections will be reviewed
by Red Sea Destination H&S department and communicated to all CVH-B occupants via the CVH-B H&S communication
board.

9.2 Documentation and Records Management


9.2.1 Red Sea Destination CVH-B H&S representative is responsible for taking steps to establish, implement and maintain the
storage of records in accordance with RSG’s records retention requirements.

9.2.2 Common records that should be accounted for in the records are:

 Facility H&S Induction records

 Incident report and investigation

 Emergency Drill Record

10 POTENTIAL EMERGENCY SITUATIONS & RESPONSE ARRANGEMENTS


10.1 Medical Emergency
10.1.1 In the event of a medical emergency within the Red Sea Destination CVH-B the following ERP shall be implemented:

1. Notify CMSP Trained First Aider(s).

2. CMSP Trained First Aider (s) will administer first aid treatment depending upon the condition.

3. CMSP Trained First Aider(s) shall contact Emergency Operations Center who will notify emergency services if the
patient has/had:

o Chest pain.

o Difficulty breathing (choking, etc.)

o Excessive or uncontrollable bleeding.

o Unconsciousness.

o Life-threatening injuries (e.g., falling, severe head injuries, severe burns, etc.);

o If the first aider is in doubt about the seriousness of the injury.

4. Remain with the person with the medical emergency. Do not move them unless they are in immediate danger of
further injury.

5. Assist First Responder(s) if required / requested.

6. If an ambulance has been called – send somebody to the building entrance to assist the paramedic to find the
location quickly.

10.2 Fire
10.2.1 Response for Residents

10.2.1.1 In the event of a fire within the Red Sea Destination CVH-B the following ERP shall be implemented:

1. If you discover a fire, give a clear warning by shouting, “Fire!”.

2. Activate the manual fire alarm call point. Fire alarm call points are situated at all building exit points.

3. Fire wardens will only attempt to fight the fire if safe to do so and call the Emergency Operations Center to ensure
the emergency is managed centrally.

4. Ensure to provide necessary details when making the call, including:

o Location (Building, Floor Number and Area)

o Status of the fire

o Inform them if ambulance service is required.

5. Only attempt to put the fire out with a portable fire extinguisher if:

o You have been properly trained and you are confident to attempt to put it out.

o The fire is small (e.g., wastebasket size).

o You have a fully charged and proper extinguisher type for the fire you are fighting.

o You are not alone.

o You have your back to an unobstructed exit/escape route.

6. Red Sea Destination Trained Emergency First Responders will start Emergency Evacuation.

7. Evacuate by the nearest Emergency Exit Staircase. Do not use the Elevators.

8. Take only keys, wallets and essential belongings with you.

9. Go to the official Evacuation Assembly Point – refer to Appendix A.

10. Follow the instruction of the Emergency response team and stay at the Assembly Point.

11. CMSP Fire Wardens will assist people with mobility impairments using the Evacuation Chairs or supporting them
until Emergency Services arrive. Wherever possible, special equipment shall be made available in advance for their
safe evacuation. Residents should ensure that CMSP Fire Wardens are provided to people who need assistance
first.

12. Do not re-enter the building until given the “CODE CLEAR” by EOC Incident Commander.

13. Do’s and Don’ts:

o Do not panic.

o Do not run.

o Do not collect any office belongings.

o If caught in heavy smoke: take shallow breaths, cover your mouth and nose with a cloth, stoop or crawl
to escape.

o If your clothes catch fire:

- Stop.

- Drop to the ground.

- Roll.

10.2.2 Response for Red Sea Destination Security Team

 Ensure Emergency Operations Centre is informed.

 Ensure access for Fire Engine and other Emergency Vehicles is kept clear as per layouts in Appendix D.

 Guide the Fire Engine and other Emergency Vehicles to ensure they use the access routes, refer to Appendix D.

10.3 Power Outage


10.3.1 Response to a power outage will depend on the circumstances - the extent and likely duration of the outage in many cases
cannot be determined ahead of time.

10.3.2 In the event of a power failure:

1. Call Red Sea Destination EOC helpline, who will guide you through the event.

2. Emergency Response Team shall check elevators to determine if anyone is trapped inside. If so:

o Immediately call for help.

o Do not attempt to force open doors and rescue them. Wait for maintenance personnel.

3. If you are in an elevator when the power goes out:

o Remain calm and activate the elevator emergency alarm and communicate with the security in charge

o Inform them of the situation and which lift you are in

o Give your name

o Request that relevant Red Sea Destination H&S Department and facilities management be informed

o The CVH-B maintenance team will be opening the lift doors as soon as safe to do so

10.4 Chemical Spill – CMSP Cleaners or Maintenance Personnel


10.4.1 When a Chemical Spill has occurred:

1. Notify the First Aider immediately.

2. Identify the type of Chemical and characteristics from the Safety Data Sheet (SDS).

3. Deal with the spill in accordance with the instructions described in the Safety Data Sheet (SDS).

4. Small spills must be handled safely while wearing the Personal Protective Equipment (PPE) as outlined in the SDS.

5. Follow the disposal instructions as per the Safety Data Sheet (SDS) and local regulatory compliance.

10.5 Earthquake
10.5.1 What to do when the shaking begins:

 Remain calm. Do not immediately evacuate the building – you are safer inside the building until notified
otherwise.

 Don’t panic if the building sways. Expect the fire alarms and sprinklers to go off. This is normal and expected.

 Follow the ”DROP, COVER, and HOLD ON“ procedure:

o DROP – stay indoors DO NOT try and evacuate the building. Stay where you are or move on a few steps
to a place of safety, staying away from windows.

o COVER – lie down next to a sturdy desk or table, or any sturdy object. In these conditions, the triangle of
space created if anything falls against a large piece of furniture is your best chance of not getting
crushed. Alternatively, brace yourself against a wall in the core of the building. Do not use the staircase
during an earthquake and stay away from glass, windows, and anything that could fall, such as lighting
fixtures or furniture

o HOLD ON – protect your head and neck. Secure yourself and wait for the tremors to pass.

 If outside, stay in the open, move away from overhead objects (i.e. buildings, trees, and power lines).

 If you are in a car, slow down and drive to a clear place. Stay in the car until the shaking stops.

10.5.2 What to do when the shaking stops:

 Once the shaking has stopped, follow the direction of Emergency First Responders - be prepared for aftershocks.

 Check for injuries and give first aid. Do not attempt to move a seriously injured person unless they are in
immediate danger of further injury.

 If outside, move away from buildings, structures, power poles, or other possible hazards. Stay in an open area.

 If necessary, Red Sea Destination Trained Emergency First Responders will start Emergency Evacuation Process.

 Replace telephone receivers so that the telephone system will work; however, telephones/mobile phones should
be used for emergency calls only.

 Open doors carefully. Watch for falling objects.

 Wear shoes for protection from debris and broken glass and stay away from windows/glassed areas.

 Expect aftershocks, listen for instructions.

 Do not evacuate until you are instructed to. You are likely to be safer inside.

10.6 Extreme Weather Conditions


10.6.1 Extreme weather conditions for CVH-B have been identified as strong winds, sandstorms, heavy rain.

1. Move and remain indoors until the weather has abated.

2. Stay away from high exposed areas.

3. Be aware of falling and wind-blown objects.

4. Stay away from windows, do not go outside until the weather has abated.

5. Avoid using a landline, mobile or any electronic devices during an electrical storm is ongoing.

6. In case of any emergency, call the Emergency Operations Center and follow their advice.

10.7 Foodborne Illness Outbreaks


10.7.1 Detect

 Identify the number of individuals affected and detect the common food consumed.

 Provide medical assistance to the individuals expressing symptoms, this includes providing drinking water and
first aid care till they get the medical attention.

 Collect meal data and time of consumptions in detail from affected persons.

 Immediately remove suspected food items from the service, cover and separate from all other foods.

 For food borne illness this is often difficult to ascertain, because different micro-organisms have different
incubation periods, which is the time it takes before symptoms are exhibited.

 The medical practitioners will provide the support for the individuals, this includes testing the blood, stool
samples for medical analysis.

10.7.2 Communicate

 Appointed outlet manager to notify hotel manager/Food Business unit manager and Food safety manager.

 Project Manager to report to Facility Manager and Contractor H&S Manager.

 Hotel manager to notify general manager and General Manager to notify Group Head of Operations .

 Food Safety manager to notify Head of Health and Safety.

 Head of H&S to escalate to Group Chief Executive officer and agree on regulatory notifications.

10.7.3 Investigate

 Take reference samples of food (where possible).

 Duplicate samples (150-200g) so that one sample can be sent for analysis and one sample should be frozen and
retained. Additional samples may be necessary if Municipality authorities are also investigating the incident.

 Label with name of the food item, date of production, outlet where it was produced, outlet / function where it was
served, meal period and name of staff that collected the food sample.

 Keep in refrigerator while arrangement is being made to be sent to an external laboratory. Ice pack must be used
during delivery to the laboratory.

 Check with food safety manager, External Consultant or Laboratory Technical Manager for advice on tests that
need to be carried out on the food sample based on the complainant’s symptoms / food type.

 If the suspect food items have a sufficiently long shelf-life that will allow the results of analysis to be known before
the end of shelf-life, the products may be stored as appropriate, but must be labeled as “RESTRICTED” to indicate
it not to be used until clearance is given.

 Follow the food borne illness investigation procedure for further actions.
