ADOPTION, ISSUANCE AND PROMULGATION OF THE
ENHANCED TABLES OF SPECIFICATIONS FOR THE SUBJECTS
IN THE FISHERIES PROFESSIONAL LICENSURE EXAMINATION
WHEREAS, the Vision Statement of the Professional Regulation Commission
(PRC/Commission) is to serve as an instrument for the Filipino people in securing for the
nation a reliable, trustworthy, and progressive system of determining the competence of
professionals through credible and valid Licensure Examinations (LE);
WHEREAS, Section 9 (h) of Republic Act (R.A.) No. 8981, known as the "PRC
Modernization Act of 2000”, empowers the Professional Regulatory Boards to prepare,
adopt and issue the syllabi or tables of specifications of the subjects for examinations in
consultation with the academe, and determine and prepare the questions for the licensure
examinations which shall strictly be within the scope of the syllabus or table of
specifications of the subject for examination;
WHEREAS, Section 13 of R.A. No. 11398, known as the “Philippine Fisheries Profession
Acf, states that all applicants for registration as Fisheries Professional shall be required
to undergo and pass a written examination which shall be given by the Professional
Regulatory Board of Fisheries (Board);
WHEREAS, the Board issued Resolution No. 03 (s. 2010) on the promulgation of the
Tables of Specification (TOS) for the subjects in the Fisheries Professional Licensure
Examination (FPLE);
WHEREAS, with the issuance of Commission on Higher Education (CHED)
Memorandum Order (CMO) No. 33 (s. 2021), or the Policies, Standards and Guidelines
(PSG) for the Bachelor of Science in Fisheries, it is imperative that the LE be updated in
order to be congruent with the prevailing CMO;
WHEREAS, the TOS shall further include the qualifications level descriptors defined in
terms of knowledge, skills and values, application, and degree of independence referred
to in Section 8 of R.A. No. 10968 or the “Philippine Qualifications Framework Act”;
WHEREAS, the Commission issued Resolution No. 1049 (s. 2017) entitled "Prescribing
the Adoption and Promulgation of an Outcome-Based Licensure Examination by All
Professional Regulatory Boards for their Respective Professions”, which enjoins the
Professional Regulatory Boards to update their respective TOS based on the Philippine
Qualifications Framework Learning Descriptors;
WHEREAS, the TOS shall be the basis for the test items to be encoded into the Test
Questions Databank System;
WHEREAS, the TOS to be adopted and issued shall incorporate the learning outcomes
and competencies as indicated in the profession’s respective CHED-PSGs, articulate on
the item distribution based on the Bloom’s Taxonomy Cognitive Domains, and the
percentage weights;

WHEREAS, the TOS shall include the competencies covering the topics and subtopics,
the percentage weights and number of items, as well as the different lower and higher
order thinking skills such as Remembering, Understanding, Applying, Analyzing,
Evaluating, and Creating;
WHEREAS, the Board conducted a public consultation in partnership with the
Department of Environment and Natural Resources, Bureau of Fisheries and Aquatic
Resources, Higher Educational Institutions, and other stakeholders during the discussion
on 30 May 2023, in compliance with R.A. No. 8981;
WHEREAS, the Board, with the guidance of the PRC Consultant for Test Construction
and Development, formulated the TOS for implementation in the FREE;
NOW THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to adopt, issue
and promulgate the “Enhanced Tables of Specifications for the subjects in the Fisheries
Professional Licensure Examinations”, marked as Annex “A” and made an integral part
of this Resolution.
RESOLVED FURTHER, that this Resolution shall apply in the October 2024 Fisheries
Professional Licensure Examinations and the subsequent schedules thereof.
This supersedes Board Resolution No. 03 (s. 2010).
This Resolution shall take effect immediately following the completion of its publication in
the Official Gazette or in any newspaper of general circulation in the Philippines.
Let a copy of this Resolution be furnished the University of the Philippines Law Center
and be further posted on the PRC Website for information.
