Pre-Construction Stage

Government Approvals
o To provide Timelines required for obtaining all necessary approvals.
o To provide Quote giving Budgetary Cost estimate for obtaining the approvals.
o To provide Co Ordination for the submission of Drawings & Documentation.
o To provide Drawings & Documentation assistance required for the Approvals.

Design Stage
o Review Project Design Brief to ensure the optimum design achieved and suggest
changes if any.
o Work out Design release time lines with Design consultants and track progress.
o Carry out Constructability reviews and generate recommendations as necessary.
o Prepare Consultants’ contracts
o Co-ordinate with Designers & other Consultants to align detailed design with the design
brief.
o Identify all project consultants
o Attend project coordination meetings with the Client, Consultants and project
stakeholders
o Prepare detailed Project Schedule
o Prepare communication protocols
o Review the client’s master schedule and provide comments
o Identify construction packages
o Identify long delivery items
o Participate in value engineering sessions and provide comments and recommendations
o Set criteria to prequalify contractors
o Negotiate works contracts
o Implement Change Management process.

Tender Stage
o Co-ordinate & check status of statutory approvals by Government authorities
o Review of tender documentation for compliance and completeness, including clauses on
safety, quality & related special conditions as per Indian Standards
o Suggest equivalent bidders/ contractors.
o Provide comments and advice on the tender schedule & tender packages.
o Review final tender documents and make recommendations on bid-ability.
o Provide advice, assistance and recommendation on pre-qualification criteria
o Attend tender briefings and preparation of agenda.

o Preparation of techno-commercial comparative statement of bidders offer for clients
review.
o Attend job showings and assist the clarification of site issues.
o Assist the client as requested in bid analysis.
o Provide the client with cost information, as requested, prior to negotiations with any
bidders
o Provide advice on any packages that are required to be re-tendered

Value Engineering Process


o Major construction elements evaluated:
Building systems
Components/equipment
Materials
o Building methods/constructability review
o Solutions reviewed by project team
o Evaluate building program assuring it is delivered in the shortest schedule
o Evaluating revised proposal against design, schedule, budget and quality constraint.
o Solutions submitted to the owner and design team
o Accepted suggestions incorporated and tracked through preconstruction

Construction Stage

Time Management
o Develop/ Review Project Execution Plan & Master Schedule.
o Develop / Review design and tender event schedules based on master schedule
o Develop working schedules for tracking at micro level
o Identification of long lead items for award of contract and follow up
o Updating and tracking of all schedules, reporting on the same with highlights of concern
areas.
o Developing mitigation schedules in the event of delays

Cost Management
o Review budget provisions basis consultant recommendations for various contracts /
packages with client.
o Prepare cash flow chart of the project.
o Highlight changes in BOQ / drawings that affect project time or cost and ensure
approvals by the client prior to execution.
o Review / analyse and report on project cash flows
o Review and track changes to project cost estimates and impact on approved budget.
o Review and track status of all contracts, especially with respect to changing tax regimes
& implication of extensions, if any.

Quality Management
o Develop Project Quality Plan & align contractor quality plans accordingly.
o Develop & implement an inspection and testing protocol, including acceptance criteria,
on incoming materials and construction.
o Regular site inspections, recording, review of documentation status.
o Daily Testing of all construction material coming on site.
o Quality training workshops at site on relevant topics involving supervisors & engineers
of all contractors deployed at site.
o Recommend & enforce punitive measures where necessary.

EH & S Management
o Develop Project Safety Plan, Site Logistics plan and align contractor Plans with it.
o Ensure legal compliances.
o Focus on key site safety processes like induction, safety audits, Permit system, Checklists
& Safety Training Programs.
o Pro-actively work with the design team to ensure that where possible all construction
risks are mitigated through design, while still achieving the required quality and
functional requirements.
o Ensure appropriate and adequate Insurance of manpower and equipment on site.
o Responsibility for Fire Fighting and Disaster Management.
o Weekly & Monthly audits and close-out of action items generated.
o Report and analyze safety statistics.
o Track, analyze and report on safety Deviations.
o Improving system strength and reduce repetitive instances.

Change Management
o Identify and track potential changes as they occur.
o Co-ordinate for the review of changes requested by the contractors with the Architects
and submit the recommendations to Client regarding the acceptability and approval.
o Assist for negotiations if required.

Risk Management
o Identification of Potential issues or occurrences that can have a negative impact on a
project’s cost, schedule, quality, safety, etc.
o Risk Evaluation - Potential risks identified are evaluated in terms of their size and scale
and probability of impact.
o Follow-up of Risks
o Maintain Risk Register

Measurements and Billing
o Joint measurement and record of all ongoing work on site.
o Checking of contractors RA bills.
o Certification of contractors bills for payment.
o Settlement of all extra items which was not included in tender BOQ.

Post Construction Stage

Construction close out


o Prepare, track & complete execution of punch lists for each package.
o Coordinate with client project team for final inspections, final punch lists and coordinate
timely execution of the same.
o Certification of works completion for all packages.
o Co-ordinate delivery of all hand over documents from contractors & consultants.
o Follow ups for As- Build Drawings.
o Preparation of Handing over Documents and all reports.
o Collection of all warranty documents from contractor.
o To prepare the project completion report

As-Built Documents
o RASS ensures that as-built drawings in both hard and electronic versions are provided by
the contractors and coordinated by the Consultants team prior to being verified by
RASS’s Design Review team for submission to the Client.

Commercial Closeout

o Review status of outstanding variations to contracts and finalize the same through
discussions with contractors and client.
o Detailed checking & reconciliation of Final bills / invoices of each contractor.
o Review of documentation related to final payments, including BGs, before
recommending final payment to client.
o Asset Register creation & Capitalization of project expenses.
