7: AGRARIAN REFORM PROGRAMS
I. Research about the achievements of the last two presidents regarding their Agrarian Reform Programs during their terms in office:
A. SIMEON BENIGNO AQUINO III - (2010 - 2016)
● Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS)
Project It is intended to help achieve the overall aim of reducing rural poverty, particularly in agrarian reform areas. ● Agrarian Production Credit Program (APCP) This program offered credit support for crop production to farmers' organizations and newly established and existing agrarian reform beneficiaries' organizations (ARBOs) who were not eligible to apply for loans through the regular credit windows of banks. ● Legal case monitoring system (LCMS) It is a web-based legal system for keeping track and recording of various agricultural matters or cases at the DAR's provincial, regional, and national offices in order to ensure agrarian-related cases are quickly resolved and closely monitored. ● Executive Order No. 26, Series of 2011 To order the Department of Agriculture, Department of Environment and Natural Resources, and Department of Agrarian Reform Convergence Initiative to establish a National Greening Program in collaboration with other governmental organizations. ● Agricultural and Fisheries Mechanization Law The state must encourage the creation and use of modern, suitable, economical, and environmentally safe agricultural and fisheries machinery and equipment in order to increase farm productivity, ensure the safety and security of the food produced, and boost farmers' income. B. RODRIGO R. DUTERTE - (2016 - 2022)
● He instructed the Department of Agrarian Reform (DAR) to begin the Comprehensive
Agrarian Reform Program's (CARP) the 2nd Phase of Agrarian Reform, in which landless farmers would get undistributed lands. ● Under President Rodrigo Duterte's administration, the Department of Agrarian Reform (DAR) has awarded 516,000 hectares to 405,800 farmers nationwide. ● Agrarian reform was imposed on almost all public lands, including military bases. ● In Boracay, the President put 400 hectares of agricultural land under Comprehensive Agrarian Reform Program (CARP). ● Under his leadership, the DAR established an Anti-Corruption Task Force to look into and address accusations of allegedly anomalous behavior by government officials and employees. ● In order to expedite the implementation of CARP, the DAR pursues Oplan Zero Backlog for the resolution of cases pertaining to the delivery of agrarian justice under his administration. ● Rice Tariffication Law In order to stabilize rice prices, he signed this law, which liberalized rice imports and provided small farmers with free irrigation. ● Sagip Saka Act Strengthened direct purchases of agricultural products from farmers, and supported enterprise growth for farmers and fishermen to increase their incomes. ● Free Irrigation Service (FIS) Act Farmers who possess no more than eight hectares of land are eligible for free irrigation. They are exempt from paying irrigation service fees (ISF) for water obtained from communal irrigation systems and the National Irrigation Administration's (NIA) national irrigation system. ● Coconut Farmers and Industry Trust Fund Act For the benefit of 2.5 million coconut farmers and their families as well as the coconut industry as a whole, this law will bring about reforms in the coconut sector and ensure the effective use of the trust fund in accordance with the Coconut Farmers and Industry Development Plan.
