The scope of this method statement is to describe the sequential procedure for construction of gravity
line storm water drainage network

2.0 Reference:
 Project Quality Plan.
 Contract Specification: Vol 3 - Part 1 (General Specifications), Approved Material Submittal &
Material Inspection Request.
 IFC Drawings.
 Project HSE Plan.

3.0 General Requirements:


 All materials should be approved from Engineer and Authority.
 Approved Shop Drawing from Engineer and Authority are required.
 Surveying and setting out approved.
 Orientation for all staff regarding safety and environment is required before site work.
 PPE should be available at all times.
 Obtain necessary permit, NOC from authorities required for site activities.
 Each activity should be started after approval of previous one.

6.0 Request for Inspection & Approvals/ Stages:

7.0 Responsibility:
7.1 Project Manager:
 Organize the site so that work is carried out to the required specifications with a minimum risk to
men, equipment and materials.
 Adhere to the project specific quality management program and the approved method statements
for the various construction activities involved.
 Directly supervise the Project Engineer/ Site Engineer and Foremen. He is responsible to ensure
that all the correct procedures have been followed, and that any necessary permits for the Works
have been obtained in advance.
 Co-ordinate safety & quality matters between the construction personnel & HSE/quality personal.
He reports to the Project Manager.

7.2 Project Engineer/ Site Engineer:

 Responsible for the works entire quality assurance, quality control & inspection programs.
 Works directly at site with the foreman to ensure that all the required information has been
provide to proceed with the works, and that the works comply with project specification and
method statements.
 He liaises with the client staff with respect to inspections and approvals. He reports to the Project
Manager.

7.3 QA/QC Engineer:

 Responsible for the coordination of quality activities pertaining to the construction phase of the
project.
 Review project specifications and drawings to ensure complete comprehension of the overall
requirements.
 Directs the necessary testing and inspection to be carried out in accordance with the contract
requirements.
 Monitors construction quality parameters and controls any deviation from the requirements.
 Handles reported non-conformances including investigation, recommendation of remedial action
and confirmation of corrective action taken.
 Ensures that all equipments have a valid calibration certificate.
 Checks and reviews test certificate of construction materials from the suppliers to ensure
compliance with the specified requirements.
 Reviews designs/specifications for technical quality / adequacy.
 Ensures that PQP requirements are achieved
 Maintains project technical records including minutes of meetings, changes in scope of work, and
reasons for major assumptions, decisions and changes.

7.4 Surveyor:
 Responsible for all survey related activities and to maintain accuracy and tolerance in all site survey

at site and to get approval for the same by liaising with consultant representatives.
 To ensure all survey equipment’s are having valid calibration certificates.
 Maintain complete, accurate log of control and survey work as it progresses.

7.5 Foremen:
 Directly supervise the work on the site & has full control over the use of the labor, plant and
equipment (if required). He ensures that the work is carried out in full compliance with
specification and in manner that confirms to the work safety requirements. He reports to the
Project Manager/ Site Agent when the work is ready for inspection.
 Adhere to the project specific method statement, inspection plan & HSE instruction to get the
activities performed with full coordination with Project. Site Engineer when the work is completed
and ready for inspection.

7.6 Safety Officer


 The Safety Officer is verifying to ensure that all safety precautions are in place and that all
personnel on site are using the required PPE’s including helmet, gloves, shoes and coveralls,
also ensure that all relevant permissions are available for Works execution.
 Safety officer will make sure that toolbox talk given to workforce by Site Engineer, and it is
recorded. Safety Officer can also conduct toolbox talk.

8.0 Preliminary Activities:


 Understand full scope of works.
 Notify of commencement of work & gain approval for access to carry out the works.
 Arrange competent experienced gang & supervision.
 All site access roads, control points, welfare facilities and control measures will be established
prior to the commencement of any works on site.
 All staff & personnel involved in the execution of the work will be instructed on the contents of this
Method Statement.
 A checklist of all documents (Risk Analysis, Approvals from concerned authorities, materials &
equipment’s) will be completed prior to commencement of the works.
 Prior to cutting works, the Surveying team will set out shall set out the lines, levels and profile for
the line in accordance with Approved Shop Drawings. Control lines will be provided at 20m
intervals along the line.
 All utility service lines will be identified at the site through Trial Pits, in co-ordination with or the
As-Built Drawings from the relevant Authorities. The identified existing service lines will be
protected, wherever necessary, special permits & training will be provided prior to working in
vicinity of these service lines.

9.0 Engineering Works:


9.1 Shop Drawing Approval

Prepare the Shop Drawings and submit to the Consultant to get his approval prior to
starting any excavation works. Four copies of Shop / Working Drawings will be submitted
to consultant for approval. The Engineer will return one copy with any necessary correction for
resubmittal or marked with approval. Approval from Authority would be required before starting
the works.

9.2 Materials Approval


All materials to be used in the permanent works as described in this Method
Statement will be approved by the consultant and Authority prior to use & installations.

Note: All materials would be approved from Authority and Consultant Engineer.

9.4 Materials Delivery, Inspection and Approval for Usage.

No material will be imported into the site without prior submission & approval. The
delivery or materials would be as per the project and relevant authority specification and
manufacturers recommendation. The delivered materials would be Inspected and
Approved by the Consultant Engineer through Material Inspection Request.

9.5 Method Statement Approval.

Approval for the Method Statements and Inspection & Testing Plan for activates before
starting the works from Consultant Engineers will obtain.

10.0 Work Procedure/ Methodology

10.1 General Procedural Matters


• Upon formal receipt of construction approval from the Consultant, setting out for the storm
water lines will be carried out by the contractor’s surveyor, which will be agreed with the
Consultant’s surveyor before proceeding with any permanent work.
• Any obstruction observed during site inspection will be recorded and photographed and
confirmed in the writing for reference and records.
• Based on approved drawings from the various authorities, trial trenches are taken with a view
to locate the exact position of the services.
• Shop drawing for each line will be prepared and approved by consultant prior to start of the
actual work.
• Work will proceed in the event the proposed storm water is unaffected by obstruction.
• In the event of obstruction or conflict of any kind, necessitating relocation outside the
allocated storm water reserve, the necessary permission for such relocation will be acquired.

10.2 Excavation
 The area of excavation will be cordoned off using barricading to stop trespassers.
 Prior to any excavation, with the used of cable detector center line will be defined & marked
on the site as per Approved Setting-Out Drawing & to the satisfaction of the Engineer.
 Once Setting Out is approved by the Engineer, the excavation will be carried out along the
marked lines.
 Trenches for pipes will be excavated to the depth as defined in the profile of the proposed

alignment of the network by machine/ hand excavation by an excavator.
 The type of excavation - Hand or Machine Excavation depends on the proximity of the
proposed alignment with respect to the existing service lines.
 All excavation exceeding 1.2m if intended to be left unattended must be protected by a rigid
barrier not less than 1m height.
 Sign and warning boards such as “DEEP EXCAVATION”, “MEN WORKING”, “DANGER”.
 Stepped excavation or shoring will be used depending on the soil condition and depth.
 In trench excavation the bottom width of at least in 750mm plus the dimension of pipes,
conduits, ducts, etc to be installed.
 The bottom of the excavation shall be levelled and trimmed to receive the permanent works.
 Excavation will proceed after successful dewatering wherever required.
 All excavation more than 1.5 meters depth shall require step cutting.
 The deep excavation will be in stages as per depth band.
 Where the proposed deep lines are located near an existing service or structure, we will use
trench sheet support for excavation prior to commencement of any such excavation.
 Due care will be taken to maintain and support all the existing services and structures.
 Access ladders will be provided for ease of entry and exit from the excavations every 40
meters.
 Inspection requests, will be given to the Consultant /Inspectors, for obtaining approvals at
various stages
 Excavated materials must be kept at least 1 meter away from the edge of the excavation.

10.3 Pipe Laying uPVC Pipes


• The drawing shall be reviewed by the Site Engineer and communicated to foreman in charge
of pipe laying. UPVC pipes will be laid in accordance with the manufacturer’s instructions
concerning the laying of pipes and bedding for the same, as per contract requirements.
• Written inspection request will be given to the consultant/ inspectors for approval of various
stages of work, such as o Setting Out o Excavation Formation o Geotextile Laying & Gravel
Bedding o Pipe laying (Line and Level Alignment) o Gravel Surround & Backfilling o Water
Test, Air test, Visual test & Mirror test.
• For pipelines laid in trenches the permissible tolerances in line and level shall be as per
Specified in clause 9/4.3.
• The pipeline jointing systems incorporating flexible jointing rings pipes shall be laid with a gap
as per specified in clause 9/4.3.
• Upon receipt of the consultant’s approval of the compacted formation, the bedding material
will be carefully placed in the trench on the spread geotextile.
• The bedding material will be spread and levelled to the pipe gradient to a level of 2cm above
the invert level, so as to have a compacted invert level.
• The stacked pipes will be lowered by downstream to upstream.
• UPVC Pipes will be laid in granular bed and surrounded by aggregate as per specified in
Clause 9/4.5, contained within approved geotextile trench lining material.
• The pipe will be checked for line and level jointly by our surveyor and the engineer’s
inspector.
• Approved selected excavated granular material shall be introduced at both sides of the pipe
and compacted until it has been brought up to at least 300mm above the crown of the pipe.
• Deflection test shall be taken at least two separate occasions as per specified in Clause
9/4.8.3.

 Horizontal and vertical deflections shall be measured at each end at points 100 mm and 1.5 m
away from the joint and at 3.0 m intervals thereafter, or as directed by the Engineer.
 deflections shall be checked by pulling through an approved cylindrical plug dimensioned to
suit the
 permissible minimum deflected diameter of the pipe as per specified in Clause 9/4.8.1.
• If tests indicate that the deflection may exceed the permitted values the pipe or pipes shall be
replaced. Any pipe removed for this reason shall be taken from site and not incorporated in
the permanent works.
• All pipes replaced for any reason shall subsequently be subject to deflection checks as
described above. Deflection checks shall also be carried out on adjacent pipes for 20 m either
side of the removed pipes.
• The permissible positive or negative deflections on the pipelines shall be specified in
Clause 9/4.8.3
• Visual test, Water test and air test in accordance with specification will be carried out.
• When pipe laying is not in progress, we will ensure that the pipe ends are closed at all times
by end caps.
• Subsequently, backfilling will continue in layers compacted in the lower regions by mechanical
plate compactors and in the upper region by hand operated drum roller.

10.4 Pipe Laying GRP Pipes


 The drawing shall be reviewed by the Site Engineer and communicated to foreman in charge
of pipe laying. GRP pipe and fittings shall be installed in accordance with the manufacturer's
written instruction. A field representative of the manufacturer shall be made available as and
when required during the installation of the GRP pipe and fittings. All flanges shall be
tightened in accordance with the Manufacturer's written instructions using a torque wrench.,
as per contract requirements specified in Clause 9/1.6.4.
 Written inspection request will be given to the consultant/ inspectors for approval of various
stages of work, such as o Setting Out o Excavation Formation o Geotextile Laying & Gravel
Bedding o Pipe laying (Line and Level Alignment) o Gravel Surround & Backfilling o Visual
Test, FAT & Ellipticity Test.
 Repair will not be permitted on any pipe with defects and shall not be incorporated into the
works as per specified in 9/1.6.1.
• Excavate the trench to the required depth and width, considering the pipe diameter and
bedding requirements.
• Ensure the trench bottom is smooth and free of sharp objects.
• Upon receipt of the consultant’s approval of the compacted formation, the bedding material
will be carefully placed in the trench on the spread geotextile.
• Lower the GRP pipes into the trench using appropriate lifting equipment to avoid damage.
• Lay the pipes starting from the downstream end, ensuring correct alignment and gradient.
• GRP Pipes will be laid in granular bed and surrounded by aggregate as per specified in
Clause 9/4.5, contained within approved geotextile trench lining material.
• The pipe will be checked for line and level jointly by our surveyor and the engineer’s
inspector.
• Selected materials previously excavated from the trench will be utilized to backfill the trench in
200mm layers, carefully compacted by hand, up to level of 600mm above the crown of the
pipe.
10.5 Procedure for the Storage Handling of Pipes

• The pipes and fittings will be stored in a shaded area to protect from direct sunlight and in
accordance with manufactures recommendations.
• It will be ensured that the pipes and fittings do not come into contact with sharp projections.
• The pipes and fittings will be stored in a flat level area and raised above the ground on timber
so that the lowest point of any pipe or fitting is not less than 150mm above the ground.
• At every point of loading or unloading, all pipes or castings must be handled by approved
lifting tackle unless specified elsewhere. Unloading by rolling down planks or any other form
of inclined ramp will not be allowed. Pipes shall not be tipped or dropped.
• The spigot and socket pipes will be stacked in such a manner so as to ensure that pipe layer
have sockets protruding at opposite ends of the stacks.
• Rubber joint rings will be stored in a cool place.
• Segregation of damaged products (if any) is brought to the notice of Engineer for either repair
or rejection of that piece

10.6 Backfilling
• The Backfilling will be carried out in accordance with specification Clause 9/4.7
• Approved selected excavated granular material shall be introduced at both sides of the pipe
and compacted until it has been brought up to at least 300mm above the crown of the pipe as
per stated in specification Clause 9/4.6.3.
• Subsequently, backfilling will continue in layers of 200mm, compacted in the lower regions by
mechanical plate compactors and in the upper region by hand operated drum rollers.
• Compaction test will be carried out for the minimum proctor density of 95% under non-paved
areas, under roads and paved areas. Backfilling compaction test will be in accordance with
the requirements of the specification.
• Backfilling will start immediately after the pipeline is tested and approved.
• The tapes shall be flexible with a minimum width of 150 mm and thickness of 150 microns as
specified in Clause 9/4.15 and shall be subject to the Engineer's approval.
• The warning tape will be laid 60cm from the finished ground level.

11.0 HEALTH, SAFETY & ENVIRONMENT

11.1 HEALTH

 Dust Control: Describe measures to control and minimize dust, which can pose respiratory
hazards. This may include using dust collection systems, providing respirators, or wet cutting
methods.
 Ventilation: Ensure adequate ventilation in enclosed spaces to prevent the buildup of harmful
fumes or dust. This may include natural ventilation or mechanical systems.
 Heat Stress: If working in hot conditions, describe measures to prevent heat-related illnesses, such
as providing shaded rest areas and hydration options.
 Noise Control: Address potential noise hazards, especially when using power tools, and provide
hearing protection where needed.
 Health Surveillance: If necessary, consider periodic health check-ups for workers, especially for
long-term projects with potential exposure to hazards.

11.2 SAFETY

All the above operation shall be executed in according with the occupational health, safety, and
environment plan.
Safety procedures are to be considered before, through and after the completion of the work to
avoid any possibility of danger to humans or the construction.
Movement of vehicles should be controlled to avoid any confusion with any other casual traffic.
Prior to the commencement of any activities, the workforce will receive a safety induction on the
project site safety requirements; this safety induction will include Project HSE Policy,
Project details and layout, Site management team, general site HSE requirements, emergency
procedure including Emergency contact numbers, Roles and responsibilities of the workers, Site
discipline, general environmental awareness, PPE requirements.
The HSE roles and responsibilities shall be delivered to all staff (construction manager, engineer,
supervisor, foremen, and charge hand).
Work will commence as per safety regulations laid in the contract specifications and project safety
plan.
Housekeeping shall be done before and after work.
All activities will be performed according to the control measures and instructions prescribed in the
attached Risk Assessment Sheets.
Permit to work system should be implemented and high-risk activities should control All Vehicles
will have valid licenses and passes before entering the site.
PPE shall be issued to all personnel (Mandatory PPE’s: Hard hat, Safety glass, high visibility vest,
Safety shoes, rubber shoes with steel toe and steel sole board and cover all. Task specific PPE;
Dust mask, goggles, hand gloves).
Specific training shall be given for task specific tools and equipment; records shall be kept in the
HSE department.
Heat stress training will be provided during the summertime, records shall be kept in the HSE
department.
Welfare facilities will be provided to all personnel (toilet, rest room, first aid room etc.).
Adequate cool drinking water, shade and hydrolyte shall be placed.
Plant and equipment shall have back-up alarms, lights, and all other applicable safety devices.
Provide Banks man when operating equipment reverse and moving the equipment where
pedestrian movement exists.
Work on site will be supervised by a competent person (Qualified SE).

11.3 ENVIRONMENT
 Waste Management: Describe how you will manage construction waste, including old tiles,
packaging materials, and unused adhesives or grouts. Ensure waste disposal follows local
environmental regulations and recycling practices when possible.

12.0 EMERGENCY PROCEDURES

 Requirement of the Project Emergency Preparedness and Response plan shall


be strictly followed.
 In the event of an accident, contact the area HSE Supervisor.
 In case of Diesel Spillage contact the Environmental department.
 Easy means of access will be always available.
 Contact numbers of all emergency supervisors will be distributed to site personnel (Site engineer,
Safety officer, male nurse and concerned authorities
and emergency services).
 Injuries will have the highest priority to be directly dealt with at once.
