THE CONSTITUTION OF ST.

JULIAN ALUMNI ASSOCIATION

THE PREAMBLE

WE THE OLD STUDENTS OF ST JULIAN SCHOOLS;

Remembering our past success at the institution and a need to foster unity and collective
success amongst ourselves and the public generally;

Committed to building a better future for every alumni of the great institution by
establishing a socio-political order through a durable constitution based on unity, collective
success, harmony and togetherness.

DO HEREBY, in and through the General Assembly solemnly, adopt, enact and give to
ourselves and our posterity; this constitution of the St. Julian Alumni Association [STAA], this
year 2024.

CHAPTER ONE

THE CONSTITUTION

1. Sovereignty of members
(1) All power belongs to the members of the association who shall exercise their
sovereignty only in accordance with this constitution.

(2) All power and authority of Government, its organs, and committees shall derive
from this constitution, which in turn derives its authority from the members of the
association who consent to be governed in accordance with this constitution.

(3) The members of the association shall express their will on who shall govern them
and how they should be governed , through regular, free elections of their
representatives or through referenda.

2. Supremacy of the constitution

(!) Subject to relevant National laws and applicable association regulations and
charter, this constitution shall be the supreme law of the association, and shall have
binding force on all authorities and members of the association.

(2) If any other law or practice is inconsistent with any of the provisions of this
constitution, the constitution shall prevail and that other law or practice shall, to the
extent of the inconsistency, be void.

3. Defense of the constitution

All members of the association shall have the right and duty all times to defend
this constitution and, in particular, to resist or petition in the Noble or council or group of
persons seeking to undermine or amend this constitution contrary to its provisions or acts in
contravention of this constitution.

4. Promotion of awareness of this constitution

The executive cabinet of the association shall promote member awareness of this
constitution by-

(a) Disseminating copies of the constitution through various social media platforms,
(b) Exercising all power and authority in accordance with the provisions of this
constitution.
(c) Donating copies of the constitution to the school.
(d) Issuing copies of the constitution to the new members of the association during
induction sessions or as soon as they become alumni of the institution.

CHAPTER TWO
THE ASSOCIATION
5. St. Julian Alumni Association (STAA)

(1) There is established a body known as the St. Julian Alumni Association, hereafter
referred to as ‘the Association’

(2) The association shall be nonpartisan and non- discriminatory.

6. The official language

The official language of the association shall be English.

7. The Association logo

The association logo, seal and/or stamp(s) shall be used.

8. Aims and objectives of the Association

The aims and objectives of the Association shall be;

i. To encourage and promote unity amongst the Alumni students of St Julian


schools.
ii. To support the well being of all former students and to ensure collective
success academically at further institutions of learning.
iii. To encourage and motivate the continuing students of the school through
the different programs organized by the school and the Association.
iv. To support the school administration in all its programs.
v. To groom leaders amongst the continuing students.
vi. To represent the school and market its agenda to the nation and the world at
large.
vii. To keep a good relationship between the Alumni students and the school
administration.
viii. To monitor the welfare of all Alumni students and keep in touch with them,
call them were need arises for school programs.
ix. To organize reunion parties that are aimed at fostering unity amongst the
Alumni students and the school administration.
x. To promote the school image and repute at all times.
CHAPTER THREE

MEMBERSHIP
9. Acquisition of membership

(1) The association members shall comprise of all categories of persons determined
by this constitution.

(2) The membership of the association shall be categorized as follows;

(a) Full members, who shall comprise of all former students of St Julian Schools

(b) Honorary members, being any distinguished persons or former leaders of St.
Julian schools.

(c) Ex-officio members, who shall comprise the patron and the school administrators

10. Registration

Any Alumni who satisfies and consents to the objectives of the association shall
be registered by the General Secretary as a member.

11. Rights and duties of members

(1) A full member shall have a right to;

i. Fully and reasonably participate in all proceedings in which their attendance is


permitted.

ii. Nominate or to be nominated to any office of government.

iii. Vote or to be voted to any position of the association.

iv. Be elected as representative to any of the functions or undertakings were the


association wishes to be represented.

(2) Ex- officio members shall not have a right to vote on any matter in the association
but their suggestions may be persuasive.

(3) It shall be the duty of every member to respect and protect the provisions of this
constitution and carryout any other duty as may be specified by this constitution.

(12) Termination of membership

(1) A member of the association may be deprived of his or her membership as


acquired through the ways provided for by this constitution on the following grounds;
(a) Where a member acts in a manner prejudicial to the association or to the nation
at large.

(b) Where the acquisition of membership was by fraud, deceit, bribery or


misrepresentation.

(c) In case of death or permanent insanity.

(2) Notice of discharge shall take effect in a period of fourteen days after
depositing the letter of discharge to the president of the association.

CHAPTER FOUR

REPRESENTATION OF MEMBERS

13. Right to Vote

(1) Every full member of the association shall have a right to vote apart from ex-
officio members and the patron.

(2) For avoidance of doubt, non- full members shall not have any right to vote on
any matter whatsoever.

14. Regional Representatives

(1) Every region of the country shall have such representatives that will represent
the different members and shall be voted into power by the different Alumni in those different
regions.

(2) All representatives shall be in position to give accountability to the speaker of


the association.

(3) The following regions shall have representatives;

(i) Northern region

(ii) Central region

(iii) Eastern region

(iv) Western region

(v) Kigezi region


(4) All regions shall have two representatives, both a male and female
representative for matters of gender balance.

(5) A regional representative may vacant office on grounds of;

(i) Incompetence

(ii) Death or permanent insanity

(iii) When voted out of office by the electorate

(6) For any case were a certain region specified in clause 3 is not in position to
elect a representative, the school administration may appoint such person to represent the
association and the school in that region.

15. Establishment of the electoral commission

(1) There shall be an independent electoral commission, which shall consist of a


chairperson, deputy chairperson and five other commissioners who shall be appointed by the
president of the association in consultation with the executive and approval of the Nobles.

(2) Members of the commission shall be appointed, within the first fourteen days
after the Election Day, from among full members of the association with at least one honorary
member.

16. Qualifications of appointment to the Electoral commission

(1) A member of the association shall be appointed to the Electoral commission if


he or she is;

(i) An Alumni of St Julian Schools.

(ii) A person of good repute.

(iii) A registered member of the association.

(2) Members of the executive and Nobles shall not be eligible for appointment to
the Electoral commission.

17. Term of office

(1) The members of the commission shall hold office for a period of two years and
their appointment may be renewed after the two years of service.

(2) A member of the commission may vacate office if he or she is unable to


continue with his or her work, if he or she misconducts him or herself, if he or she is
disappointed by the president, if he or she resigns from office and if he or she becomes insane.
18. Functions of the Electoral commission

(1) The Commission shall have the following functions;

(a) To receive, scrutinize and approve nominations for elective offices,

(b) To ensure that free and fair elections are held,

(c) To organize, conduct and supervise elections and referenda in accordance with
this constitution.

(d) To ascertain, publish and declare in writing the results of the elections or
referenda.

(e) To decide on the mode of voting i.e. online or physical election.

19. Independence of the Electoral commission

Subject to the provisions of this constitution, the commission shall be independent


and shall, in performance of its functions, not be subject to the direction or control of any person
or authority.

20. Appeals from the decisions of the Electoral commission

(1) Any person aggrieved by the decision of the Electoral commission may appeal
to the Nobles of the Association and the Nobles shall proceed to hear and determine the appeal
as soon as possible and shall, for that purpose, suspend any other matter pending before it.

(2) A decision of the Nobles of the Association on the appeal shall be final.

21. Expenses of the Commission

(1) The commission shall expend on its activities, money obtained from the
treasury of the association and nomination fees paid by the aspirants.

(20 The chairperson and deputy chairperson shall receive the money envisaged in
clause 1 of this article with the approval of the president and the Nobles.

Elections

22. Organization of elections

(1) The Electoral commission shall ensure that elections are held at times fixed and
notified to the members of the association.

(2) Every candidate shall be accorded time to talk to the members of the association
in a manner that shall be prescribed by the Electoral commission.
CHAPTER FIVE

THE GOVERNMENT

23. The Association Government

(1) There shall be the Association government which shall comprise of three major
organs;

(a) The Executive

(b) The General Assembly

(c) The Nobles or council

(2) The government shall be a voluntary, non partisan and democratic in its affairs.

(3) The government shall promote the democratic governance of the Association
and serve as a bridge between the Alumni students and the School administration.

24. The Executive

(1) There shall be an organ of government known as the executive which shall
comprise of the following persons;

i. The president

ii. Vice president

iii. General secretary

iv. Deputy General secretary

v. Finance secretary

vi. Publicity secretary

vii. Organizing secretary

viii. Deputy publicity secretary

ix. Deputy organizing secretary

x Clerk to cabinet
(2) Except for the clerk to cabinet, finance secretary and vice president who are
appointed by the president, the rest shall be elected.

(3) Subject to the provisions of this constitution, the functions of the executive shall
be to determine and formulate policies of the government and to perform such other functions as
may be conferred by this constitution.

(4) An executive member shall have responsibility for such functions of government
as the president may, from time to time, assign to him or her.

25. The General Assembly

(!) There shall be an organ of government known as the General Assembly,


comprising of the following persons;

(i) The Speaker


(ii) Deputy speaker
(iii) Clerk to the Assembly
(iv) Chief whip
(v) All regional representatives
(vi) University representatives

(2) The functions of the Assembly shall be;

I. To approve policies determined by the executive organ

ii. To approve the budget drafted by the finance secretary

iii. To censure an executive who has failed to execute his or her duties

iv. To represent the views of the Association to the institution.

26. Meetings of the General Assembly

(1) The Assembly shall always sit at least thrice a year to discuss matters arising in
the association and to build new policies.

(2) The speaker shall preside over all the meetings of the General Assembly and the
deputy speaker if need arises or if delegated by the speaker.

27. The Nobles or council

(1) There shall be an organ known as the Nobles or the council which shall
comprise of the following persons;
I. The chairperson

ii. Deputy chairperson

iii. Secretary

iv Two other commissioners

(2) For one to qualify as a member of the Nobles, he or she must have served as
former president to any of the campuses of St Julian schools.

(3) Functions of the Nobles are;

I. To promote justice in the association and determine decisions of election petitions.

ii. To discipline the executive members and the General assembly

iii. To disallow any decision that may be inconsistent with this constitution.

iv. To summon any member of the association to a disciplinary sitting.

v. To advice the executive and the General assembly

vi. To approve the appointments of the president.

28. The cabinet

(1) The cabinet shall comprise of the president, the vice president, the speaker, the
General Secretary and other secretaries.

(2) The president, vice president, speaker and the General Secretary shall take
precedence of all other members of the Association in that order.

(3) The speaker shall preside over all meetings of the cabinet and the patron of the
association shall be an ex officio member to these meetings.

29. The President

(1) The president shall be the head of the Association, fountain of honor of the
association and shall take precedence of all other members of the Association.

(2) The president shall be voted by the members of the association and shall be
declared after attaining fifty percent of the votes cast.

(3) The functions of the president shall be;


I. To foster unity among the Alumni students of the institution.

ii. To be the flag bearer and the face of the Alumni students.

iii. To appoint such officials as instructed by this constitution.

iv. To represent Alumni students were need arises.

v. To ensure and monitor the well being of Alumni students in high institutions
of learning.

vi. To call and preside over executive meetings.

vii. To delegate government officials to different engagements and school


programs.

ix. To perform such other functions as may be assigned to him or her by this
constitution.

30. The Vice president

(1) The vice president shall deputize the president and perform such other
functions as may be delegated to him or her by the president.

31. The Speaker

(1) There shall be the cabinet speaker.

(2) The speaker shall be elected by the members of the association and declared
by the Electoral commission after attaining fifty percent of the votes cast.

(3) The functions of the speaker shall be;

(a) To preside over the General assembly meetings

(b) To be the legislative head of the government and to the overall supervisor of
all the representatives of the association.

(c) To give accountability of the performance of the association to the members


and the school administration.

(d) To be the voice of the association in all matters.

(e) To perform such other functions as maybe conferred by this constitution.

(4) There shall be a deputy speaker who shall perform such other functions as
maybe delegated by the speaker.
(5) The speaker or deputy speaker shall vacate office if he or she resigns, dies, or
misconducts him or herself or if he or she is impeached by the Nobles or council on grounds of
incompetence.

32. General Secretary

(1) There shall be a General Secretary who shall perform such functions as
stated in this article;

I. The General secretary shall be the head of all government business and the
head of all other secretaries in the association.

ii. To make a yearly report about all the executive offices which shall be signed
and stamped by the president and there after presented to the patron.

iii. To be answerable to the General assembly about executive matters.

iv. To recommend any secretary or executive member for a disappointment to


the president.

v. To take minutes in all executive meetings and cabinet meetings.

vi. Clause 5 of article 31 applies to the General Secretary too.

31. Deputy General Secretary

(1) The deputy General secretary shall perform such other functions as maybe
delegated by the General Secretary.

32. The Finance secretary

(1) The finance secretary shall be the financial head of the government and shall
be the custodian to the financial account of the association.

(2) The functions of the finance secretary shall be;

(a) To be one of the signatories to the association bank account together with the
president and speaker.

(b) To handle all the finances acquired by the association and thereafter make an
annual budget that shall be approved by the General assembly.

(c) To come up with different ways in which the association shall get funds.

(3) The finance secretary shall be appointed by the president and approved by
the Nobles.
(4) The finance secretary shall not be deputized but shall be supervised by the
Nobles and the president.

33. Publicity secretary

(1) The publicity secretary shall be voted by the members of the association and
shall have such functions as conferred in clause 2.

(2) The functions of the publicity secretary shall be;

(a) To manage all the social media platforms of the association and ensure
effective communication about the activities of the association.

(b) To organize all the public communications from all the cabinet members and
post them effectively.

(c) To perform such other functions as maybe delegated by the president and in
relation to his or her role.

34. Organizing secretary

(1) The duties of the organizing secretary shall be;

(a) To organize and prepare association functions organized by the executive


and any other arm of government.

(b) To be the chairperson of the reunion dinner organizing committee.

(c) To initiate and organize such other functions that maybe availed on the work
plan of the association.

(d) To perform such other functions as maybe delegated by the president.

35. Other secretaries

(1) All other secretaries may perform such duties as maybe delegated to them by
their heads or the president.

(2) The president may appoint such other secretaries if need arises to perform
other specific functions after consulting the General Secretary to approve such need.

36. Clerk to cabinet

(1) The clerk to cabinet shall be appointed by the president and shall perform
such other functions as delegated to do so by the president.

37. Clerk to the assembly


(1) The clerk to the assembly shall be appointed by the speaker from the
representatives of the different regions or universities or from the former leaders of St Julian
schools.

(2) The clerk to the assembly shall be responsible for recording minutes during
the General assembly meetings.

38. Chief whip

(1) The chief whip shall be a member of the General assembly and shall be
elected by fellow representatives to the General assembly.

(2) The chief whip shall be a representative before assuming the office of chief
whip.

39. Taking of oaths

(1) The president and vice president shall take and subscribe to the oath of
allegiance which is stated in the first schedule of this constitution before assuming the office.

(2) The speaker and deputy speaker shall subscribe to the oath of allegiance
which is in the first schedule of this constitution.

(3) All other government officials shall take and subscribe to the oath of
allegiance specified in the first schedule of this constitution.

CHAPTER SIX

THE PATRON

40. The office of the Patron of the association.

(1) There shall be the office of the patron or patroness of the association.

(2) The patron shall be a teacher at St. Julian schools and shall be an ex-officio
member to all the meetings of all organs of the association.

(3) The patron shall be the overall supervisor and advisor of the government
and the association at large.

(4) The patron shall have power to dismiss any of the government officials
who act contrary to this constitution.

41. Functions of the Patron


(1) The patron shall foster corporation and unity in the association.

(2) The patron shall also talk to the members of the association often and advice
them accordingly in regards to the progress of the association.

(3) The patron shall also raise the concerns of the association and its ideas to the
administration meetings.

(4) The patron shall also sign on the certificates issued out by the president after
the end of every tenure of office.

CHAPTER SEVEN

THE FINANCE

42. The St. Julian Alumni Association Account.

(1) There shall be an association account into which shall be paid all monies of the association
received on behalf or for the purpose of the activities of the association.

(2) No monies shall be withdrawn from the account before approval by the Nobles or council.

(3) The money withdrawn from the account shall only be withdrawn to meet the needs of the
association not individual wants.

(4) The president, finance secretary and speaker shall be the major signatories to the account of
the association.

(5) All the monies withdrawn shall be accounted for to the Nobles.

43. Sources of funds of the association.

(1) The major source of funds of the association shall be the monies collected by all the members
of the association on a monthly basis, the amount that will be agreed upon by the three organs of
government.

(2) Funds collected from the different projects that shall be started by the association.

(3) And all other sources that may be acquired by the association.

44. Estimates or budget

(1) The president shall cause to be prepared, by the finance secretary, and laid before the Nobles,
but in any case not later than thirty days after taking office, estimates of the revenues and
expenditure of its government for its tenure of office.
(2) The finance secretary shall plan accordingly depending on the work plan presented by the
executive and other organs of government.

CHAPTER EIGHT

AMENDMENT OF THE CONSTITUTION

45. Amendment of the constitution

(1) Subject to the provisions of this constitution, the General assembly shall have the right to
amend this constitution by way of addition, variation or repeal any of the provisions that may be
inconsistent with the views of the members of the association and this constitution.

(2) This constitution shall be amended only if seventy percent of the representatives vote in
regards to do so and a motion passed.

(3) The speaker shall approve the motion passed in regards to the amendment after being
supported by the percentage of representatives conferred in clause 2 of this article.

(4) Article one and two of this constitution shall not be subject to any amendment whatsoever.

CHAPTER NINE

TRANSITIONAL PROVISIONS

46. Transitional Government

(1) Notwithstanding anything in this constitution, the government existing immediately before
the coming into force of this constitution, in this chapter referred to as ‘the current government
shall continue in office until a new government is elected into power after.
(2) The first government before the coming into force of this constitution shall be appointed
amongst them, the members that are the builders and founders of this idea and shall only vacate
office after the tenure of service is done, thereafter a new government shall be elected following
the procedure in this constitution.

(3) The transitional government shall follow and respect this constitution at all times.

47. Existing law and practice

(1) Subject to the provisions of this article, the operation of the existing law or practice after the
coming into force of this constitution shall not be affected by the coming into force of this
constitution but the existing law and practice shall be construed with such modifications,
adaptations, qualifications and exceptions as may be necessary to bring it into conformity with
this constitution.

(2) The first president elected under this constitution may, after assuming office as president, by
declaration, make such provision as may appear necessary for repealing, modifying , adding to or
adapting any law and or practice for bringing it into conformity with this constitution or
otherwise for giving effect to this constitution.

CHAPTER TEN

INTERPRETATION

48. Interpretation

(1) This constitution shall be read as a whole. Where any article creates an exception to another
then full meaning and effect shall be given to such qualification.

(2) In this constitution, unless the context otherwise requires, the following expressions shall
carry the following meaning;

‘President ‘means the president of the St Julian Alumni Association.

‘Speaker ‘means the speaker of the St Julian Alumni Association.

‘Account ‘means the St Julian Alumni Association account.

‘Assembly’ means the general assembly.

‘Patron’ means the Patron of the St Julian Alumni Association.

‘Association’ means the St Julian Alumni Association.

‘Institution’ means the St. Julian Schools.

FIRST SCHEDULE

OATHS

Oaths of Allegiance

I,……………………………………………, swear in the name of the ALMIGHTY GOD,


solemnly affirm that I will be faithful and bear true allegiance to the St. Julian Alumni
Association and that I will preserve, protect and defend the constitution.(SO HELP ME GOD).

Oath or solemn Affirmation of Office for the president or acting president or vice president

I,……………………………………………………….., swear or solemnly affirm that I will truly


and diligently serve the members and the St Julian Alumni Association in the office of president
or vice president of the St. Julian Alumni Association; that I will diligently discharge my duties
and perform my duties my functions in the office of president or vice president and I will do
justice to all in accordance with this constitution, as by law established, and in accordance with
the usage of the St. Julian Alumni Association without fear or fever, affection or ill will.(So Help
Me God).
