THE PREAMBLE
Remembering our past success at the institution and a need to foster unity and collective
success amongst ourselves and the public generally;
Committed to building a better future for every alumni of the great institution by
establishing a socio-political order through a durable constitution based on unity, collective
success, harmony and togetherness.
DO HEREBY, in and through the General Assembly solemnly, adopt, enact and give to
ourselves and our posterity; this constitution of the St. Julian Alumni Association [STAA], this
year 2024.
CHAPTER ONE
THE CONSTITUTION
1. Sovereignty of members
(1) All power belongs to the members of the association who shall exercise their
sovereignty only in accordance with this constitution.
(2) All power and authority of Government, its organs, and committees shall derive
from this constitution, which in turn derives its authority from the members of the
association who consent to be governed in accordance with this constitution.
(3) The members of the association shall express their will on who shall govern them
and how they should be governed , through regular, free elections of their
representatives or through referenda.
(!) Subject to relevant National laws and applicable association regulations and
charter, this constitution shall be the supreme law of the association, and shall have
binding force on all authorities and members of the association.
(2) If any other law or practice is inconsistent with any of the provisions of this
constitution, the constitution shall prevail and that other law or practice shall, to the
extent of the inconsistency, be void.
All members of the association shall have the right and duty all times to defend
this constitution and, in particular, to resist or petition in the Noble or council or group of
persons seeking to undermine or amend this constitution contrary to its provisions or acts in
contravention of this constitution.
The executive cabinet of the association shall promote member awareness of this
constitution by-
(a) Disseminating copies of the constitution through various social media platforms,
(b) Exercising all power and authority in accordance with the provisions of this
constitution.
(c) Donating copies of the constitution to the school.
(d) Issuing copies of the constitution to the new members of the association during
induction sessions or as soon as they become alumni of the institution.
CHAPTER TWO
THE ASSOCIATION
5. St. Julian Alumni Association (STAA)
(1) There is established a body known as the St. Julian Alumni Association, hereafter
referred to as ‘the Association’
MEMBERSHIP
9. Acquisition of membership
(1) The association members shall comprise of all categories of persons determined
by this constitution.
(a) Full members, who shall comprise of all former students of St Julian Schools
(b) Honorary members, being any distinguished persons or former leaders of St.
Julian schools.
(c) Ex-officio members, who shall comprise the patron and the school administrators
10. Registration
Any Alumni who satisfies and consents to the objectives of the association shall
be registered by the General Secretary as a member.
(2) Ex- officio members shall not have a right to vote on any matter in the association
but their suggestions may be persuasive.
(3) It shall be the duty of every member to respect and protect the provisions of this
constitution and carryout any other duty as may be specified by this constitution.
(2) Notice of discharge shall take effect in a period of fourteen days after
depositing the letter of discharge to the president of the association.
CHAPTER FOUR
REPRESENTATION OF MEMBERS
(1) Every full member of the association shall have a right to vote apart from ex-
officio members and the patron.
(2) For avoidance of doubt, non- full members shall not have any right to vote on
any matter whatsoever.
(1) Every region of the country shall have such representatives that will represent
the different members and shall be voted into power by the different Alumni in those different
regions.
(i) Incompetence
(6) For any case were a certain region specified in clause 3 is not in position to
elect a representative, the school administration may appoint such person to represent the
association and the school in that region.
(2) Members of the commission shall be appointed, within the first fourteen days
after the Election Day, from among full members of the association with at least one honorary
member.
(2) Members of the executive and Nobles shall not be eligible for appointment to
the Electoral commission.
(1) The members of the commission shall hold office for a period of two years and
their appointment may be renewed after the two years of service.
(c) To organize, conduct and supervise elections and referenda in accordance with
this constitution.
(d) To ascertain, publish and declare in writing the results of the elections or
referenda.
(1) Any person aggrieved by the decision of the Electoral commission may appeal
to the Nobles of the Association and the Nobles shall proceed to hear and determine the appeal
as soon as possible and shall, for that purpose, suspend any other matter pending before it.
(2) A decision of the Nobles of the Association on the appeal shall be final.
(1) The commission shall expend on its activities, money obtained from the
treasury of the association and nomination fees paid by the aspirants.
(20 The chairperson and deputy chairperson shall receive the money envisaged in
clause 1 of this article with the approval of the president and the Nobles.
Elections
(1) The Electoral commission shall ensure that elections are held at times fixed and
notified to the members of the association.
(2) Every candidate shall be accorded time to talk to the members of the association
in a manner that shall be prescribed by the Electoral commission.
CHAPTER FIVE
THE GOVERNMENT
(1) There shall be the Association government which shall comprise of three major
organs;
(2) The government shall be a voluntary, non partisan and democratic in its affairs.
(3) The government shall promote the democratic governance of the Association
and serve as a bridge between the Alumni students and the School administration.
(1) There shall be an organ of government known as the executive which shall
comprise of the following persons;
i. The president
v. Finance secretary
x Clerk to cabinet
(2) Except for the clerk to cabinet, finance secretary and vice president who are
appointed by the president, the rest shall be elected.
(3) Subject to the provisions of this constitution, the functions of the executive shall
be to determine and formulate policies of the government and to perform such other functions as
may be conferred by this constitution.
(4) An executive member shall have responsibility for such functions of government
as the president may, from time to time, assign to him or her.
iii. To censure an executive who has failed to execute his or her duties
(1) The Assembly shall always sit at least thrice a year to discuss matters arising in
the association and to build new policies.
(2) The speaker shall preside over all the meetings of the General Assembly and the
deputy speaker if need arises or if delegated by the speaker.
(1) There shall be an organ known as the Nobles or the council which shall
comprise of the following persons;
I. The chairperson
iii. Secretary
(2) For one to qualify as a member of the Nobles, he or she must have served as
former president to any of the campuses of St Julian schools.
iii. To disallow any decision that may be inconsistent with this constitution.
(1) The cabinet shall comprise of the president, the vice president, the speaker, the
General Secretary and other secretaries.
(2) The president, vice president, speaker and the General Secretary shall take
precedence of all other members of the Association in that order.
(3) The speaker shall preside over all meetings of the cabinet and the patron of the
association shall be an ex officio member to these meetings.
(1) The president shall be the head of the Association, fountain of honor of the
association and shall take precedence of all other members of the Association.
(2) The president shall be voted by the members of the association and shall be
declared after attaining fifty percent of the votes cast.
ii. To be the flag bearer and the face of the Alumni students.
v. To ensure and monitor the well being of Alumni students in high institutions
of learning.
ix. To perform such other functions as may be assigned to him or her by this
constitution.
(1) The vice president shall deputize the president and perform such other
functions as may be delegated to him or her by the president.
(2) The speaker shall be elected by the members of the association and declared
by the Electoral commission after attaining fifty percent of the votes cast.
(b) To be the legislative head of the government and to the overall supervisor of
all the representatives of the association.
(4) There shall be a deputy speaker who shall perform such other functions as
maybe delegated by the speaker.
(5) The speaker or deputy speaker shall vacate office if he or she resigns, dies, or
misconducts him or herself or if he or she is impeached by the Nobles or council on grounds of
incompetence.
(1) There shall be a General Secretary who shall perform such functions as
stated in this article;
I. The General secretary shall be the head of all government business and the
head of all other secretaries in the association.
ii. To make a yearly report about all the executive offices which shall be signed
and stamped by the president and there after presented to the patron.
(1) The deputy General secretary shall perform such other functions as maybe
delegated by the General Secretary.
(1) The finance secretary shall be the financial head of the government and shall
be the custodian to the financial account of the association.
(a) To be one of the signatories to the association bank account together with the
president and speaker.
(b) To handle all the finances acquired by the association and thereafter make an
annual budget that shall be approved by the General assembly.
(c) To come up with different ways in which the association shall get funds.
(3) The finance secretary shall be appointed by the president and approved by
the Nobles.
(4) The finance secretary shall not be deputized but shall be supervised by the
Nobles and the president.
(1) The publicity secretary shall be voted by the members of the association and
shall have such functions as conferred in clause 2.
(a) To manage all the social media platforms of the association and ensure
effective communication about the activities of the association.
(b) To organize all the public communications from all the cabinet members and
post them effectively.
(c) To perform such other functions as maybe delegated by the president and in
relation to his or her role.
(c) To initiate and organize such other functions that maybe availed on the work
plan of the association.
(1) All other secretaries may perform such duties as maybe delegated to them by
their heads or the president.
(2) The president may appoint such other secretaries if need arises to perform
other specific functions after consulting the General Secretary to approve such need.
(1) The clerk to cabinet shall be appointed by the president and shall perform
such other functions as delegated to do so by the president.
(2) The clerk to the assembly shall be responsible for recording minutes during
the General assembly meetings.
(1) The chief whip shall be a member of the General assembly and shall be
elected by fellow representatives to the General assembly.
(2) The chief whip shall be a representative before assuming the office of chief
whip.
(1) The president and vice president shall take and subscribe to the oath of
allegiance which is stated in the first schedule of this constitution before assuming the office.
(2) The speaker and deputy speaker shall subscribe to the oath of allegiance
which is in the first schedule of this constitution.
(3) All other government officials shall take and subscribe to the oath of
allegiance specified in the first schedule of this constitution.
CHAPTER SIX
THE PATRON
(1) There shall be the office of the patron or patroness of the association.
(2) The patron shall be a teacher at St. Julian schools and shall be an ex-officio
member to all the meetings of all organs of the association.
(3) The patron shall be the overall supervisor and advisor of the government
and the association at large.
(4) The patron shall have power to dismiss any of the government officials
who act contrary to this constitution.
(2) The patron shall also talk to the members of the association often and advice
them accordingly in regards to the progress of the association.
(3) The patron shall also raise the concerns of the association and its ideas to the
administration meetings.
(4) The patron shall also sign on the certificates issued out by the president after
the end of every tenure of office.
CHAPTER SEVEN
THE FINANCE
(1) There shall be an association account into which shall be paid all monies of the association
received on behalf or for the purpose of the activities of the association.
(2) No monies shall be withdrawn from the account before approval by the Nobles or council.
(3) The money withdrawn from the account shall only be withdrawn to meet the needs of the
association not individual wants.
(4) The president, finance secretary and speaker shall be the major signatories to the account of
the association.
(5) All the monies withdrawn shall be accounted for to the Nobles.
(1) The major source of funds of the association shall be the monies collected by all the members
of the association on a monthly basis, the amount that will be agreed upon by the three organs of
government.
(2) Funds collected from the different projects that shall be started by the association.
(3) And all other sources that may be acquired by the association.
(1) The president shall cause to be prepared, by the finance secretary, and laid before the Nobles,
but in any case not later than thirty days after taking office, estimates of the revenues and
expenditure of its government for its tenure of office.
(2) The finance secretary shall plan accordingly depending on the work plan presented by the
executive and other organs of government.
CHAPTER EIGHT
(1) Subject to the provisions of this constitution, the General assembly shall have the right to
amend this constitution by way of addition, variation or repeal any of the provisions that may be
inconsistent with the views of the members of the association and this constitution.
(2) This constitution shall be amended only if seventy percent of the representatives vote in
regards to do so and a motion passed.
(3) The speaker shall approve the motion passed in regards to the amendment after being
supported by the percentage of representatives conferred in clause 2 of this article.
(4) Article one and two of this constitution shall not be subject to any amendment whatsoever.
CHAPTER NINE
TRANSITIONAL PROVISIONS
(1) Notwithstanding anything in this constitution, the government existing immediately before
the coming into force of this constitution, in this chapter referred to as ‘the current government
shall continue in office until a new government is elected into power after.
(2) The first government before the coming into force of this constitution shall be appointed
amongst them, the members that are the builders and founders of this idea and shall only vacate
office after the tenure of service is done, thereafter a new government shall be elected following
the procedure in this constitution.
(3) The transitional government shall follow and respect this constitution at all times.
(1) Subject to the provisions of this article, the operation of the existing law or practice after the
coming into force of this constitution shall not be affected by the coming into force of this
constitution but the existing law and practice shall be construed with such modifications,
adaptations, qualifications and exceptions as may be necessary to bring it into conformity with
this constitution.
(2) The first president elected under this constitution may, after assuming office as president, by
declaration, make such provision as may appear necessary for repealing, modifying , adding to or
adapting any law and or practice for bringing it into conformity with this constitution or
otherwise for giving effect to this constitution.
CHAPTER TEN
INTERPRETATION
48. Interpretation
(1) This constitution shall be read as a whole. Where any article creates an exception to another
then full meaning and effect shall be given to such qualification.
(2) In this constitution, unless the context otherwise requires, the following expressions shall
carry the following meaning;
