Job title: IT Analyst / Associate Technical Architect

Grade: G

Purpose of Post:
To support the Technical Architect. Provide key input and analysis to help create
and maintain a cohesive, dynamic and successful ICT Shared Service.
To document, analyse and improve business processes and information needs of
the Council and advise on “optimal” solutions.
To author, contribute to and manage the Council's IT led strategies and other
strategies as appropriate.
To provide Programme & Project Management services, leading and undertaking
IT and change project activities and supplying expertise to the Council on ICT and
business areas as required.
To contribute to corporate initiatives such as corporate performance assessments.
To work closely with our key partners in Local and Central Government (such as
other Districts) and other organisations on joint developments and strategies as
required.

Key Deliverables:

• Author, contribute to and lead strategy based work as required.


• Manage, facilitate and undertake the analysis and documentation of
business processes in the Shared Service and in the Councils:
o Lead business process improvement programmes, projects and work
as required.
o Business cases and benefits.
o Improve process efficiency and effectiveness (including wholesale
re-engineering where appropriate).
o Identify opportunities to improve business processes through the
application of relevant ICT.
o Identify the information needs necessary to implement planned
changes.
o Determine whether existing systems require enhancement or
replacement in line with the ICT and corporate strategies and to
satisfy the user departments.
o Contribute to a corporate approach to information provision is
adopted (As directed by the Information Governance Manager) e.g.
there is minimal duplication in the electronic collection, storage and
dissemination of data / information / knowledge.
• Work with other members of the Shared Service to investigate the
applicability of new technologies.
• To manage relevant Programmes and activities. (Programmes being a
collection / group of projects that all contribute towards a common strategy,
outcome or area of activity.)
o Plan, manage and control projects to ensure they are delivered on
time, to standard, within budget and that expected business benefits
are delivered. Often this involves managing and influencing multi-
disciplinary teams.
o Manage project risks and issues ensuring they are dealt with in an
appropriate manner.
o Manage and contribute to budgetary and resource planning
requirements for programmes, projects and the team.
• Contribute to the Information standards / Knowledge Management
requirements of the Shared Service and the Councils.
• Contribute to work with key partners as required.
• Undertake any other duties of a similar level and responsibility as may be
required from time to time.

The service will be delivered from a central hub supporting a number of sites.
Flexibility will be required in location dependent upon service needs and the
requirement to provide cover at all sites.
