CITY OF MUTARE

ENGINEERING & TECHNICAL SERVICE DEPARTMENT


WASTEWATER DIVISION
VACANCY: PRINCIPAL WASTE WATER ENGINEER: GRADE 12

Applications are invited from suitably qualified, experienced, honest, self-motivated and task-oriented
individuals to fill the above position that has arisen within the Engineering and Technical Services Department.
The successful candidate will report to the Deputy Director- Water and Wastewater.
THE PERSON MINIMUM SPECIFICATION
 Honours Degree in Civil/ Civil and Water/ Sanitary/ Environmental Engineering/ equivalent recognized
by ZIMCHE
 Corporate member of ZIE and working towards ECZ registration
 At least five (5) years of experience in a similar environment of which one should preferably be in a
local authority or government setup
 Excellent written and verbal communication skills.
 Ability to work independently and as part of a team.
 Strong analytical and problem-solving skills
 Computer literacy is a must.
 Clean class 4 driver’s license.

KEY RESULT AREAS


The overall function is ensuring that the city has access to clean, safe and sustainable environment.
 Management of wastewater systems (reticulation, treatment feacal sludge management
 Planning and designing of wastewater systems.
 Development and implementation of wastewater quality to ensure compliance with regulatory
requirements.
 Development and implement strategies to reduce environmental pollution and assist in improving revenue
collection.
 Project management
 Conducting research to identify new technologies and good practices
 Development of emergency response plans.
 Collaboration with stakeholders, including government agencies, contractors, and community members.
 Development and implementation of training programmes for divisional staff.
 Preparation of divisional reports
 Divisional budget formulation
 Stock control and management.
 General staff administration and supervision.
 Any other duties within reason as assigned by the superiors
PRINCIPAL INSTALLATION AND
MAINTENANCE ENGINEER: GRADE 12

The successful candidate will report to the Deputy Director - Water and Wastewater

THE PERSON MINIMUM SPECIFICATION


 Honours Degree in Mechanical or Electro-mechanical Engineering/ Industrial and manufacturing
Engineering/equivalent recognized by ZIMCHE
 Corporate member of ZIE and registered with the Engineering Council of Zimbabwe (ECZ) or working
towards ECZ registration
 Five (5) years of experience in a similar environment, one of which should preferably be in a local
authority or government setup

KEY RESULT AREAS


 Approval of designs and specifications for mechanical installations and equipment.
 Maintenance management of electromechanical assets.
 Adoption of best practices and safety standards.
 Mentoring of juniors and performance management
 Maintenance of discipline in the division.
SENIOR LABORATORY ANALYST: GRADE 11

Applications are invited from suitably qualified, experienced, honest, self-motivated, and task-oriented
individuals to fill the above position in the Engineering and Technical Services Department.
The successful candidate will report to the Deputy Director of Water and Waste Water.

THE PERSON MINIMUM SPECIFICATION


 Honours Degree in Applied Chemistry/ Laboratory Technology/ equivalent recognized by ZIMCHE
 At least five (5) years of experience in a similar environment, one of which should preferably be in
a local authority or government setup.

KEY RESULT AREAS


 Analyse water samples using testing and analysis techniques for water & wastewater samples
 Examine the water, sewerage, microbiology, water treatment chemicals, and trade waste analytical
activities.
 Examine the physical components of raw water to examine the chemical and mineral characteristics and
contents that are in there in order to check treatability.
 Implement programmes for sampling of water, sewage, and river and stormwater samples.
 Implement programmes on Process Control/optimization of water and sewage treatment plants in liaison
with the Quality Assurance Manager.
 Implement programmes on Product (water, sewage effluent and trade waste) Quality Control
 Conduct simulations in the lab to check for the actual dose of chemical for the water
 Draw up the water quality monitoring programmes for potable water, waste water, trade waste, surface
water, sewage effluent disposal on to council farms and landfill leachate and containment.
 Coordinate reservoir water quality investigation programmes to check for water quality
handling of consumer complaints on water and waste water quality.
 Maintenance management of Quality assurance assets.
 Adoption of best practices and safety standards.
 Mentoring of juniors and performance management.
 Maintenance of discipline in the division.
VACANCY: LABORATORY TECHNICIAN: GRADE 9

Applications are invited from suitably qualified, experienced, honest, self-motivated and task-oriented
individuals to fill the above position that has arisen within the Engineering and Technical Services Department.
The successful candidate will report to the Senior Laboratory Analyst.
THE PERSON MINIMUM SPECIFICATION
 Honors Degree in Applied Chemistry/ Laboratory Technology/ equivalent
 At least four (4) years of experience in a similar environment, of which one should be in a local
authority or government setup

KEY RESULT AREAS


 Receive and analyze chemicals to ensure they are the correct chemicals
 Calibrate laboratory equipment to ensure that there are no germs
 Stock takes on reagents and chemicals for accountability
 Collect water samples using sampling techniques to test the water samples
 Coordinate in the examination of water, sewerage, microbiology, water treatment chemicals and trade
waste analytical activities.
 Check water chlorine to check for free chlorine and total chlorine
 Examine the physical components of raw water to examine the chemical and mineral characteristics
and contents that are in there in order to check treatability
 Draft up tasks and responsibilities for attaches, assistants and priorities work accordingly as per
organizational needs.
 Motivate staff by managing a participatory program and information sharing to ensure team work and
interdepartmental synergy.
 Enforce safety and health regulations to ensure that all operations are carried out in compliance with
legal and other requirements
