FEASIBILITY STUDY ON OFFERING A BACHELOR OF TECHNICAL VOCATIONAL


TEACHER EDUCATION major in FOOD AND SERVICE MANAGEMENT

I. INTRODUCTION

Bachelor of Technical Vocational Teacher Education (BTVTED) major in Food Service


Management is a program that gives students the knowledge and skills to be able to teach and/or
perform skills related to technical-vocational. Food service management programs are now in
demand locally and internationally. BTVTED graduates who pass the Licensure Examination for
Teachers, Civil Service Examination, and/or NC II-IV could work in industries to address the
demand of the worldwide market, particularly the companies related to this skill and the academic
institutions.

By Republic Act (RA) No, 7722, otherwise known as the “Higher Education Act of 1994”,
in pursuance of an outcomes-based quality assurance system as advocated under CMO No. 46,
series of 2012, and by Commission en banc Resolution No. 231-2017 dated March 28, 2017, and
to offer the Bachelor of Technical Vocational Teacher Education (BTVTED) major in Food
Service Management, the university highlights pertinent provisions that are significant in
addressing the above concerns, that, this is a four- year degree program primarily designed to
provide training to would-be teachers in the nuances of starting and operating an industry as well
as building one’s character. The program commits itself to the education and formation of students
who will be competent, committed, and compassionate professionals imbued with ethical, pro-
social, and altruistic qualities of empathy, social responsibility, and justice. The program is being
offered in response to the growing economic and social concerns of poverty in the Philippines. It
is considered to be a unique and innovative kind of program since it seeks to integrate food service
management with social consciousness and ethics education.

In Zamboanga Del Sur, BTVTED- Food and Service Management is being offered in some
schools in Pagadian City. Subanen tribe of Bayog cannot afford to enroll in the said program due
to being far enough from their home town and the majority of them belong to a poor family. To
cater to the demands of local and international expectations and standards through the incoming
freshmen students within the Bayog and neighboring municipality, Zamboanga Peninsula
Polytechnic State University (ZPPSU)-Bayog campus will offer the abovementioned program for
free and will deliver accessible education to the doorsteps of the Municipality of Bayog. Thus, this
will provide academic knowledge and skills to pursue desired career paths and global opportunities
that will develop a broad understanding and life-long experiences in the field of academics and
human resources.

II. OBJECTIVES OF THE STUDY


The objectives of the study focused on gathering and analyzing the gathered data to prepare
a feasibility study of offering a BTVTED major in Food and Service Management at Zamboanga
Peninsula Polytechnic State University- Bayog EPDU. The specific objectives of the study are to
identify the strengths and weaknesses of the program to be offered in terms of external and internal
factors and to determine whether the proposed curriculum is feasible.
Program Outcomes
Based on CMO 79, series of 2017. Section 6, Program Outcomes with the minimum
standards for the BTVTED- Food and Service Management program and Section 6.3 state that, a
graduate of the course be able to:
1. Demonstrate the competencies required of the Philippine TVET Trainers-
Assessors Qualification Framework (PTTQF);
2. Demonstrate broad and coherent, meaningful knowledge and skills in BTVTED
Food and Service Management;
3. Apply with minimal supervision specialized knowledge and skills in BTVTED
Food and Service Management;
4. Demonstrate higher level literacy, communication, numeracy, critical thinking,
and learning skills needed for higher learning;
5. Manifest a deep and principled understanding of the learning processes and the
role of the teacher in facilitating these processes in their students;
6. Show a deep and principled understanding of how educational processes relate
to larger historical, social, cultural, and political processes;
7. Apply a wide range of teaching process skills (including curriculum
development, lesson planning, materials development, educational assessment,
and teaching approaches); and
8. Reflect on the relationship among the teaching process skills, the learning
processing in the students, the nature of the content/subject matter, and other
factors affecting educational processes in order to constantly improve their
teaching knowledge, skills, and practices.

III. METHODOLOGY
This feasibility study utilized quantitative survey research. It is a quantitative method for
collecting information from a pool of respondents by asking multiple survey questions. This
research design includes survey questionnaires and documentary analysis as the main data-
gathering instrument. The method was used since the intention of the study is to describe
analytically an existing situation as the basis for the preparation of a preliminary plan for the
offering of BTVTED Food and Service Management.

Respondents
The target population of this study is the Senior High School Students in ZPPSU-Bayog
campus, Bayog, Zamboanga Del Sur. Four (4) identified public schools, namely: Bayog National
Technical Vocational High School (BNTVHS), Bobuan National High School (BNHS), Damit
National High School (DNHS, and Depase/Mataga National High School (DMNHS) participated
in the survey. The respondents (758) are graduating students of the Senior High school year 2023-
2024 which was selected through a purposive sampling technique. Table 1 shows that most of the
students who participated in the study are from the BNTVHS with six hundred eighteen (618) or
81.53% of the respondents. This public school is popularly known in the municipality and is
situated in the town proper. The smallest number of participants (about 5%) belong to BNHS and
DMHS. This is because these schools are situated more or less fifteen (15) kilometers away from
the town proper and have a small student population. Moreover, the sex of the respondents is more
likely the same.

Data Gathering Tools


This study used a researcher-made survey questionnaire that comprised three (3) parts. The
first part aimed to get the demographic profile of the respondents, which includes the sex, school,
and the K-12 track and strand. Second, comprise questions aimed at assessing the perception of
the respondents about the possible offering of a BTVTED-FSM program. The last part is to
determine the reasons for enrolling in the said program. The questionnaire was validated by the
pool of experts to determine the clarity and understanding per indicators. On the other hand,
reading materials such as books, journals, and internet sources were included in the data-gathering
process. Documentary analysis is used to determine the technical viability of the proposed
curricular offering. The documents such as the faculty profiles, individual personal datasheets,
laboratory materials, tools, and equipment; inventory, library holdings, and other similar
documents are used for the analysis.

Statistical Treatment
For data analysis, this study employed descriptive statistics using frequency count and
percentage to categorize the results of the study. The percentage is calculated by taking the
frequency in the category divided by the total number of participants and multiplying it by 100%
(Korb, K., 2013). This also employed forecasting and simple mathematical calculations to derive
the results of the cost-benefit analysis.

IV. RESULTS AND DISCUSSIONS

Strength, Weakness, Opportunity, and Threat (SWOT)

As a result of the document analysis done to assess the technical viability of BTVTED
Food and Service Management as a proposed curriculum offering for Zamboanga Peninsula
Polytechnic State University – Bayog EPDU, Bayog, Zamboanga Del Sur, the SWOT is
determined and explained in the succeeding section.

Strengths
Relative to the five-year development plan of Bayog Municipal Government (BMG) to be
one of the highly industrialized economic zones within Zamboanga Del Sur, the BMG is preparing
a learning environment as an External Program Delivering Unit of ZPPSU for students who wish
to pursue higher education and employment opportunities. This campus is strategically located
within the municipality which could cater to the needs and demands of the community itself and
other neighboring municipalities. Also, an adequate budget is proposed and provided by the MGB
to build up infrastructures and purchase laboratory facilities. Thus, this proposed EPDU is
expected to have none or less competition among private and public SUCs offering BTVTED
major in FSM within the locality.

Weakness
Despite the intention to provide and deliver education to the doorsteps of the Municipality
of Bayog, the EPDU is currently hindered by the existing fact of not having an adequate number
of faculty members who should be vertically aligned and must be master’s degree holders, at least,
to be qualified for the available plantilla positions. Moreover, the university and BMG have limited
financial resources for Visiting Lecturers (VLs) and the sustainability of the extension program.
Opportunities
Other than graduates of BTVTED-FSM becoming Teachers, the proposed program could
provide and establish beneficial engagements and undertakings for both students and faculty
together with our somehow business-related partners such as the Department of Trade and Industry
(DTI), Department of Science and Technology (DOST), TVI Resource Development Philippines
Inc. (TVIRD), and LGU small and medium business enterprise. These opportunities will
eventually increase the employment rate among the graduates of BTVTED-FSM and increase the
availability of income-generating projects and establishments within the locality.

Threats
In the event of having a fully established program, the competition with other private HEIs
or SUCs within a 20km radius might increase in the near future. Moreover, the competition is
expected to be high and stiff in the local market when it comes to branding and production. On the
other hand, there might be faculty with high qualifications who do not intend to stay or reside in
the community due to low salary rates and overseas opportunities with better salary offerings.

Laboratory and Facilities

All classes at the ZPPSU-Bayog EPDU, Bayog, Zamboanga Del Sur will be temporarily
housed at some building owned by the Municipal Government of Bayog situated in the town proper
until the permanent building located at Kahayagan, Bayog, Zamboanga Del Sur will be completely
constructed (Approximately two years). The temporary buildings have two (5) lecture classrooms
with a carrying capacity of 50 students. The Laboratory has one (1) room with a carrying capacity
of at least 30 students and one (1) room for the storage of the minimum standards’ materials, tools,
and equipment set forth by CHED and TESDA.
The temporary library has a collection of books, references, journals, publications, and a
variety of other learning materials and resources. The temporary EPDU is provided with internet
services for all students and faculty. Open fields and gymnasiums serve as locations for students’
activities such as sports and cultural presentations. Medical and Dental Clinics will be housed in
the Municipal Health Center to support the needs of the students in terms of mental and medical
attention. Other Support services are within the temporary school site. All Support services and
occupancy of the building are provided with a memorandum of agreement (MOA). Please see the
appendix.

Financial Viability
Projected Number of Enrollees
The proposed BTVTED-Food and Service Management program has an initial projection of fifty
(50) students in the first year. The ratio of the decrease in the number of students every year was based on
the existing BTVTED- Food and Service Management program at ZPPSU main campus. Based on the
record, there is seemingly a decrease of 23.81% from the 1st semester to the 2nd semester. And, the rate of
decrease from 1st year going to 2nd year is about 12.51%, with no deduction from 2nd year to 3rd year,
and a 0% decrease when they reach 4th year. Table 2 shows the projected number of enrollees per semester
per annum for the next four years of operation.

Projected Benefit

The projected benefits, as calculated for four years of operations, were based on the billing per
student. The benefits of the program are based on the Tuition Fees. The average computation billing per
student on the tuition fees is 75 pesos, and the number of units per semester is multiplied by the number of
students per year level (see Table 3).

Projected Cost

The projected cost was computed only based on Personnel and additional equipment tools.
Other operational expenses like the salary of permanent faculty are funded by GAA and the
miscellaneous of the BTVTED Food and Service Management students, e.g. the repair of rooms
and computer laboratories maintenance could be under the instructional facilities for improvement
as shown in Table 4.

As shown in Table 5, a positive cost-benefit ratio of 1.309 is greater than 1.0 which
suggests that the offering of the program is expected to deliver a positive net value and will have
a positive rate of return after four years. This means that the net value of the program offering
outweighs the cost and that the program should be considered.

External Aspects

Demand Analysis of BTVTED Food and Service Management Graduates for the next five (5)
years

As a budding discipline in education, BTVTED major in Food and Service Management


produces graduates equipped with relevant competencies in teaching electrical technology.
In CMO 79, the series of 2017 Policies, Standards, and Guidelines in offering BTVTED
major in Food and Service Management state that, graduates of this program is a prospective teachers
in Grade 9-10 TLE subjects, Senior High School teachers for TVL tracks, TVET
trainers/Instructors, and Higher Education Institutions. Hence, they are a priority in the K-12
curriculum hiring of faculty. Moreover, they can build their own business, and manage and operate
it. Also, assume managerial positions in Industrial agencies either private or government-owned
establishments. Further, 50,000 job openings for food and computer-related graduates are being
offered every year as posted on the website ph.indeeed.com which is managed by Recruit Holdings
Ltd and founded by Paul Forster, Rony Kahan et.al (2022). In addition, the Municipal government
of Bayog has proposed strategic plans to build economic hubs for its constituents to increase local
employment and boost local tourism. Thus, graduates of this program will be in great demand after 5
years in the Philippines and in the global workforce.

Supply Analysis

The supply was determined by the prospective enrollees composed of those who signified interest
in the survey. Table 6 shows the demographic profile of Senior High School respondents in terms of Track
Strand. There are six (6) different strands identified in public schools in the area of Bayog. With the result,
most of the respondents who participated in the study are taking up the Technical-Vocational-Livelihood
(TVL) strand. This means that most of the respondents are interested in pursuing their field of specialization
in the TVL. This strand has prepared students to undergo hands-on technical skills training and apply it as
the source of livelihood within the vicinity. Others non-TVL tracks, the students focus on culture, politics,
literature, arts, and society which are also vital and helpful in studying the BTVTED-FSM of an
organization. Based on the results, the food-related track gained the highest response rate of 19.13%
followed by the computer-related track at 15.44%, and the lowest among the TVL track is welding with
5.54%. Other non-TVL tracks, the General Academic Strand with 3.17%. Humanities and Social Science
Strand (HUMMS) with 13.32, and STEM with 2.77%. This implies that offering the BTVTED-FSM
Program in Bayog is Feasible concerning the number of enrollees.

Among the graduating Senior High School students, they preferred BInTech Computer
Technology, BInTech Culinary, BTLED ICT, BS Hospitality Management, and BTVTED Food
and Service Management. Observe that each of the preferred programs has more than 100 students
and is more likely of a similar percentage. On the other hand, only a few (6.59%) preferred other
courses/programs listed in the survey questionnaire as shown in Table 7. This means that they
preferred the technical vocational programs offered by the Zamboanga Peninsula Polytechnic State
University. This implies that students nowadays are very well aware of the demand for skill-related
programs. Hence, BTVTED is one of their preferred programs. This may be attributed to the
financial stability that could be sustained in their daily living and its usefulness not only in the
workplace but in almost all facets of life.

Most of the reasons for choosing the top five (5) courses/programs are the following: I can land a
stable job after graduation (38.84%) and their skills will be enhanced (37.85%). This means that most of
the students agree that if given a chance, they want to pursue a career in food-related courses. Please see
Table 8.

When asked if the respondents wanted to enroll BTVTED Food and Service Management
program at ZPPSU, most of them answered at least “Sure” which garnered 72.72 % as shown in
Table 9. This implies that there is a great number of potential enrollees for the proposed program.

Table 10 shows the percentage of responses of the participants’ reason for enrolling in
BTVTED Food and Service Management. The majority of the respondents 81.06% say it enhanced
their skills, in line with their interests and talents, a continuation of their learning from the high
school track, and it is their preference. This is an indication that these student-respondents have
great interest and want to harness their skills in vocational-technical technology.

Table 11 shows the percentage of responses of the participants’ certainty in enrolling in


BTVTED Food and Service Management. 90.91% of the respondents believed that the program
would meet their expectations and needs in the future. This means that most of the respondents
believe that they will be able to achieve their desired outcomes which are to secure a job and gain
income to sustain their needs in the future.

Finally, when asked if they are certain of completing the program, most of the respondents
(90.53%) are very certain to complete the program in four (4) years as shown in Table 12. This
implies that these respondents are very eager to achieve their goal of finishing their program.

V. CONCLUSIONS AND RECOMMENDATIONS

Conclusions

The study revealed that offering a BTVTED major in Food and Service Management is
feasible. The internal and external aspects are favorable to Zamboanga Peninsula Polytechnic State
University- Bayog EPDU since based on the presented data gathered; the tools, equipment, and
human resources needed for the proposed program are available, and there exists a strong job
market for graduates of this curricular offering not just locally but globally and these demands will
continue for the next five (5) years. ZPPSU-Bayog EPDU can continually sustain the operation of
the new program based on internal and external aspects. On administration, the said campus is
very supportive of offering the new programs as stipulated in the deed of donation memorandum
of agreement between ZPPSU and the Municipal Government of Bayog (see appendix) and the
demands for the graduates are promising.

Recommendations

There are strong and weak points in the areas evaluated and this should be strengthened
and improved. Quality and not the quantity of graduates should be given emphasis and institutional
faculty development of ZPPSU must be continuously monitored to adhere to the new educational
system.
