VII. Village Development Plan w.r.t 20 Non-Negotiables:
<This section is very crucial for the VDP, hence there need to be three
sub sections in each thematic category viz., (i) Current Status (ii)
issues/bottlenecks; (iii) Proposed Plan (iV) Resources required for
implementing the plan. The status can be drawn from baseline survey
findings; and it can be used to dialogue with concerned line functionaries
and stakeholders for understanding issues and bottlenecks and propose
suitable actions. Respective question number of baseline questionnaire
is given for each non-negitiable – Please refer Baseline Questionnaire>
a. Human Development
i. 100% institutional Deliveries (D.05)
ii. End all preventable maternal deaths (D.06)

iii. End all preventable infant deaths (D.08)


iv. Malnutrition free children (below 9 years of age) (D.11)
v. Zero school dropouts of boys and girls up to 12th Class (D.09)

f. Other Developmental Activities:

approach roads to the nearby town, overhead tanks, Library,
community hall, Bank, ATM, Post Office, public transport
system and any other basic amenities and services may be
briefed as per current status and proposed plan>

pensions, arogyashree cards for eligible beneficiaries>

IX. Financial Plan:
<A Financial Plan (format enclosed) is also to be worked out for each of
the 20 non-netotiabless to be achieved over a period of time, based on
the baseline survey findings. This section give a comprehensive picture
of existing financial resources available and gap fund required for the
activities and infrastructural needs of the village>

Part-II : Guidelines for Activities to be carried towards preparation of
participatory village development plan
<The following activities to be carried before preparing the village
development plan by all the village committee, partner etc as per the
instructions>

a. Transect Walk:
<To understand the status of the village and to introduce the VDP in
the village, transect walk need to organize each street of the village.
The transect walk is to be participated by Sarpanch, GP
Secretary/Ward Member, MPTC, SHG members any other officials,
non-officials, partners etc as per availability. During the transect
walk, interaction with community need to be taken place and the
concerns prevailing in the village and observations to be noted in this
section>

b. Baseline Study:
<Prior to the preparing the VDP, baseline survey need to be
conducted in order to understand the status of 20 non-negotiables
and the details obtained in the format need to be analyzed and
findings are to be used in developing the VDP>
c. Resource Mapping:
<Participatory Resource Mapping is to be carried out by communities
in the village to map the village and indicate which places and which
resources are used for which purposes. A map may be drawn with all
the resources and a brief description may be given for the same in
this section>
d. Formation of Village Development Committee:

<Village Committees and sub committees may before in a democratic


manner for each section of the village such as ST Thanda / SC Colony
and main village ensuring each committee has composition of 2
women, 2 youth and 2 elderly person. A description of these
committees may be briefly given in this section>
Roles & Responsibilities of Village Development Committee (Main and
Sub Committees): <The following list of R&R but not limited to,
should be incorporated under this section>
 Resolutions passed by the committees need to be approved by the
Gram Sabha

 Gram Sabha has rights in approvals, rejections and modifications
of decisions taken by the committees

 All Committees need to conduct meetings once in a month under


the chairmanship of Sarpanch
 The committees are responsible for planning village development
activities
 Committees should take the responsibility to mobilize resources
 The Committee should actively participate in implementation and
monitoring of village development activities
 The Committee should actively get involved in supporting the
Gram Panchayat in all aspects

 The Committee should develop action plans and ensure


implementation of the same
e. Situation Analysis:

<Situation analysis mainly contains the challenges / bottlenecks faced


by the village, priorities of the village, strategies to address the
challenges identified as priorities and plans and projects to convert the
strategies into action to be briefed in this section; However, current
status and future plan with respect to each 20 non-negotiables will be
discussed in-detailed in the this section>
