ARTICLE ONE
CONSTITUTION DECLARATION
PREAMBLE
WE, THE STUDENTS of MAU Yola, under the umbrella of the Faculty of
Environmental Sciences Students Association HAVING firmly and solemnly
resolved to live in peace and harmony, and to be governed and represented as a
subunion, for the purpose of collective uplift, solidarity, welfarism and intellectual
development, in•espective of Our race, color- religion and ethnic background for
the betterment of this citadel of learning;
HEREBY PROVIDE for a Constitution for the purpose of promoting the good
representation and welfare of all FESSA Students on the minciple of Freedom,
Equity and Justice.
ARTICLE TWO
Section 1:
NAME, MOTTO AND LOGO OF THE UNION
l. The Union shall be known as Faculty Of Environmental Science Students Association (in
this constitution referred to as FESSA).
2. The motto of the Union shall be "CREATING A SUSTAINABLE
EVNIRONMENTS".
3. The logo of Union (as shown on the title page of this Constitution)
4. Supremacy subject to statut01Y enactment as well as laws, rules and regulations
that the Dean, the Senate and all other agents of the Modibbo Adama University
Yola may make, this constitution shall be supreme to all other constitutions of the
departments under the faculty.

ARTICLE FOUR
Section 3:
OFFICERS OF THE UNION AND THEIR FUNCTIONS
There shall be a Faculty' Executive Council (FEC) for the Union.
J. Health Director.
(a) Ensure that the health and safety of all members is safeguarded.
(b) Co-ordinate with relevant University organs to ensure that there are adequate
Medical and health facilities for all members.
(c) Ensure an efficient environmental sanitation within the faculty.
(d) Perform other duties as may be assigned by the Excos

Section 6: REGISTRATION
Every member of the Union shall:

Section 4:
1. DUTIES OF THE FEC The
FEC shall:
a. Organize and coordinate activities of the Union.
b. Initiate policies and projects in line with the aims and objective of the Union..
c. Be the custodian ofthe Union's properties.
d. Represent the Union in all matters relating to the Union within and outside the
University.
e. Publish the statement of account of the Union at least once a month.
f. Hold meetings with departmental Presidents and General Secretaries under the
faculty at least once a month on the affairs of the Union.
2. All activities of the FEC that requires capital expenditure must get the approval
of the FEC members before implementation.

DEPARTMENTAL EXECUTIVE COUNCIL (DEC)

Quorum of Congress
1. The Quorum of a Congress shall not be less than 2/3 of the members of the
Union that cut across the departments under the faculty in the University.
ARTICLE SEVEN
PATRON/MATRON- QUALIFICATION, TENURE, REMOVAL OR
RESIGNATION.
Section 9:
PATRON/MATRON
(1) The Patron shall be: the Dean Faculty of Environment Sciences.
(2) The appointment shall be communicated in writing. (3) The
appointment of a patron shall stand terminated:
a. Exit of the office
b. If he dies while in office or
c. At the date when his resignation as Patron/Matron takes effect.

FINANCIAL MATTERS
Powers and Control over Union Funds
Section 10: Financial Year
1. Financial year shall be a whole academic session which shall begin from the date
of inauguration of a new administration to another.

3. All monies in the FESSA account, except the union dues, shall be distributed
monthly among the FEC and Standing Committees according to the provisions
of section of this Constitution (also known as allowances)
4. The signatories to the account shall be the President of the Union, and the
Financial Secretary of the Union.
5. For any withdrawal from this account, the President of the Union,neither the
Treasurer or the Financial Secretary must sign the cheque.
6. Every withdrawal shall be approved by either the Staff adviser/Faculty Officer or Dean.
ARTICLE NINE
ELECTORAL ACT, 2023
(1) of
The Committee shall not later than 1 week (seven days) before the day their
Election under this Act publish a notice in all constituencies:
(a) A lift of ban on all campaigns.
(b) Stating the date of commencement of sales of forms
(c) Appointment and stating the place and/or persons at/to which nominations, forms
(application form) are to be delivered or submitted.
(d) Stating expressly the time frame for the submission of the nomination forms.
(e) Stating the period of screening.
(f) Stating the date of the elections.

(6) In addition to section 19(1) to (4) of this Act, aspirants for the post of Treasurer
must be a female.
(7) In addition to section 19(4) to (4) of this Act, aspirants for the post of Treasurer
and financial Secretary must have knowledge of book keeping, accounting and
budgetary control.
(8) Aspirants for the position of Sport Director must be:
(a) a certified sports person who has actively participated in sports activities
within and outside the University.
Section 32: Election Campaigns.
All forms of Campaign by Aspirants shall be well-managed and devoid any
harassment, intimidation, violence and contradiction to the provision of the FESSA
Constitution and this Act.
(2) Campaign shall not in any way constituted nuisance or defamation of any
member of the union.
(3) All campaigns must not commence until the committee has lifted the ban.
(4) Poster or any form of campaign or awareness shall not be pasted on walls but
restricted to notice boards and billboards. (5) Campaigns train with music or any
form of singing and dancing shall not be taken near classrooms, offices and
laboratories.
(2) Accreditation of voters shall be by the use of the school identification Card or
any other documents that identifies a voter as a bonafide student of his
department under the faculty.
(3) A voter would not be allowed to vote if such voter's studentship is not verifiable.

Section 40: Polling Units.
(1 ) There shall be one polling unit cited in each constituency of the Faculty.
(2) A polling Unit shall be cited at a conspicuous location where every voter shall
have easy access to the unit.
(3) Notice at polling Units shall be pasted conspicuously for all voters to read.
(4) Physically challenged voters shall be assisted to vote only by an electoral officer.
(5) Any ballot paper that does not contain official signature, stamp or seal of the
committee shall be void and not counted for any aspirants.
Section 41: Closing Of Poll.
(1) At the prescribed hours for the close of poll, the chairman shall declare the poll
closed and no more person(s) shall be admitted into the polling unit and only
those already inside the polling unit shall be allowed to vote.
(2) After the declaration of the close of polls no voter already inside the polling unit shall
be permitted to remain in the polling unit unless otherwise authorized under this Act.
