On behalf of Dar es Salaam Maritime Institute (DMI), Public Service Recruitment


Secretariat invites dynamics and suitable qualified Tanzanians to fill thirty-one (31)
vacant posts mentioned below.

1.0 DAR ES SALAAM MARITIME INSTITUTE (DMI)

The Dar es Salaam Maritime Institute (DMI) was established on the 3rd July, 1978
by Cabinet Resolution as a training unit within the Ministry of Transport and
Communication to fulfill the needs for well-trained Seafarers. On realizing the
increasing needs for maritime training, the Government transformed the training
unit to Dar es Salaam Maritime Institute (DMI) by the Act of Parliament No. 22 of
1991 to cater for greater needs of shipping Industry in the region. DMI main
campus is located along Sokoine Drive in the commercial city of Dar es Salaam
adjacent to the Port of Dar es Salaam.

1.1 LECTURER (SCIENCE AND MANAGEMENT) - 1 POST


1.1.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 9;
ii. To guide and supervise students in building up their practical and research
projects;
iii. To prepare learning resources and design training exercises for students;

iv. To conduct consultancy and community services;
v. To participate in developing and reviewing curriculum;
vi. To undertake individual research and participate in scientific/academic
congregations;
vii. To prepare teaching manuals, simulations and case studies for training;
viii. To coach junior teaching staff; and
ix. To perform any other relevant duties as may be assigned by the supervisor.

1.1.2 QUALIFICATION AND EXPERIENCE


Holder of a PhD (NTA Level 10) in Shipping/Maritime Economics,
Shipping/Maritime and International Trade, Shipping and logistics, or equivalent
qualifications from recognized Institutions with a minimum GPA of 3.5 at Bachelor
Degree level and 3.8 at Master Degree level

OR
Holder of Master Degree in Shipping/Maritime Economics/Shipping/Maritime and
International Trade, Shipping and logistics, or equivalent Qualifications from
recognized Institutions with a minimum GPA of 3.8 at Master level and 3.5 at
Bachelor Degree level with working experience of at least four (4) years in related
industry and with at least three (3) points attained from consultancy, publications or
academic book. The publication must be published within recent four years.

1.1.3 SALARY SCALE: PHTS 3/1

1.2 LECTURER (MARITIME TRANSPORT) - 1 POST


1.2.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 9;
ii. To guide and supervise students in building up their practical and research
projects;
iii. To prepare learning resources and design training exercises for students;
iv. To conduct consultancy and community services;
v. To participate in developing and reviewing curriculum;
vi. To undertake individual research and participate in scientific/academic

1.2.2 QUALIFICATION AND EXPERIENCE


Holder of a PhD (NTA Level 10) in Nautical Science/ Navigation Technology/
Hydrographic Studies/ Fishing Technology or equivalent qualifications from
recognized Institutions with a minimum GPA of 3.5 at Bachelor Degree level and
3.8 at Master Degree level. Must be ready to undergo Sea Service.
OR
Holder of a Master Degree in Nautical Science/ Navigation Technology/
Hydrographic Studies/ Fishing Technology or equivalent and minimum GPA of 3.5
at Bachelor Degree and 3.8 at Master Degree level with working experience of at
least four (4) years in related industry and with at least three (3) points attained

1.2.3 SALARY SCALE: PHTS 3/1

1.3.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 9;

Offshore Engineering/ Ship Design and Construction/ Petroleum Engineering/ Oil
and Gas Technology/ Mechatronic Engineering or equivalent qualifications from
recognized Institutions with a GPA of 3.5 at Bachelor Degree level and 3.8 at
Master Degree level. Must be ready to undergo Sea Service.

OR

Holder of a Master Degree in Marine Engineering/ Naval Architecture/ Offshore


Engineering/ Ship Design and Construction/ Petroleum Engineering/ Oil and Gas
Technology/ Mechatronic Engineering or equivalent and minimum GPA of 3.5 at
Bachelor Degree level with working experience of at least four (4) years in related
industry and with at least three (3) points attained from consultancy, publications or
academic book. The publication must be published within recent four years. Must
be ready to undergo Sea Service.

1.3.3 SALARY SCALE: PHTS 3/1

1.4 ASSISTANT LECTURER (MARINE ENGINEERING) - 2 POSTS


1.4.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 8 (Bachelor Degree);
ii. To assist senior staff in practical training, seminars and tutorials up to NTA 9
Level as part of capacity buildings;
iii. To prepare learning resources for tutorial exercises;
iv. To conduct research, seminars and case studies;
v. To carry out consultancy and community services under supervision;
vi. To supervise student’s project;
vii. To assist in preparin teaching manual and compendium;
viii. To work in cooperation with seniors in specific project;
ix. To attend workshops, conferences and symposium; and

x. To perform any other relevant duties as may be assigned by the supervisor.

1.4.2 QUALIFICATION AND EXPERIENCE


Holder of a Master Degree (NTA Level 9) in Naval Architecture/ Ship design and
Construction/ Offshore Engineering or equivalent qualification with a minimum GPA
of 3.5 at Bachelor Degree level and 3.8 at Master Degree level. Must be ready to
undergo Sea Service. Holding of Certificate of Competence is an added
advantage.

1.4.3 SALARY SCALE: PHTS 2/1

1.5 TUTORIAL ASSISTANT (MARITIME TRANSPORT) - 3 POSTS


1.5.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 6 (Ordinary Diploma);
ii. To assist in conducting tutorial, seminars and practical exercises for
students under close supervision;
iii. To prepare learning resources for tutorial exercises;
iv. To assist in conducting research under close supervision;
v. To participate in developing and review of curriculum;
vi. To assist in carrying out consultancy and community services under
close supervision; and
vii. To perform any other relevant duties as may be assigned by the supervisor.

1.5.2 QUALIFICATION AND EXPERIENCE


Holder of a Bachelor Degree (NTA Level 8) in Maritime Transport/ Nautical
Science/ Navigation Technology or equivalent qualifications with a minimum GPA
of 3.5 from recognized Institutions. Holding a Certificate of Competence is an
added advantage. Must be ready to undergo Sea Service.

1.5.3 SALARY SCALE: PHTS 1/1

1.6 TUTORIAL ASSISTANT (SCIENCE AND MANAGEMENT) - 3 POSTS
1.6.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 6 (Ordinary Diploma);
ii. To assist in conducting tutorial, seminars and practical exercises for
students under close supervision;
iii. To prepare learning resources for tutorial exercises;
iv. To assist in conducting research under close supervision;
v. To participate in developing and review of curriculum;
vi. To assist in carrying out consultancy and community services under close
supervision; and

1.6.2 QUALIFICATION AND EXPERIENCE


Holder of a Bachelor Degree (NTA Level 8) in Shipping and International Trade/
Transport Management/ Shipping and logistics or equivalent qualifications with a
minimum GPA of 3.5 at Bachelor Degree level.

1.6.3 SALARY SCALE: PHTS 1/1

1.7 TUTORIAL ASSISTANT (MARINE ENGINEERING- NAVAL ARCHITECTURE) - 2

i. To teach up to NTA level 6 (Ordinary Diploma);
ii. To assist in conducting tutorial, seminars and practical exercises for students
under close supervision;
iii. To prepare learning resources for tutorial exercises;

Holder of bachelor Degree (NTA Level 8) in Naval Architecture or equivalent
qualifications with a minimum GPA of 3.5. Holding a Certificate of Competence is
an added advantage. Must be ready to undergo Sea Service.

1.7.3 SALARY SCALE: PHTS 1/1

1.8 TUTORIAL ASSISTANT (MARINE ENGINEERING- OIL AND GAS


ENGINEERING) - 1 POST
1.8.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 6 (Ordinary Diploma);
ii. To assist in conducting tutorial, seminars and practical exercises for students
under close supervision;
iii. To prepare learning resources for tutorial exercises;
iv. To assist in conducting research under close supervision;
v. To participate in developing and review of curriculum;
vi. To assist in carrying out consultancy and community services under close
supervision; and
vii. To perform any other relevant duties as may be assigned by the supervisor.

1.8.2 QUALIFICATION AND EXPERIENCE


Holder of a bachelor Degree (NTA Level 8) in Oil and Gas Engineering or equivalent
qualifications with a minimum GPA of 3.5. Holding a Certificate of Competence is an
added advantage. Must be ready to undergo Sea Service.

1.8.3 SALARY SCALE: PHTS 1/1

1.9 TUTORIAL ASSISTANT (MARINE ENGINEERING) - 1 POST


1.9.1 DUTIES AND RESPONSIBILITIES
i. To teach up to NTA level 6 (Ordinary Diploma);
ii. To assist in conducting tutorial, seminars and practical exercises for students
under close supervision;

iii. To prepare learning resources for tutorial exercises;
iv. To assist in conducting research under close supervision;
v. To participate in developing and review of curriculum;
vi. To assist in carrying out consultancy and community services under close
supervision; and

1.9.2 QUALIFICATION AND EXPERIENCE


Holder of a bachelor Degree (NTA Level 8) in Marine Engineering or equivalent
qualifications with a minimum GPA of 3.5. Holding a Certificate of Competence is
an added advantage. Must be ready to undergo Sea Service.

1.9.3 SALARY SCALE: PHTS 1/1

1.10 INSTRUCTOR II (MARITIME TRANSPORT) - 1 POST


1.10.1 DUTIES AND RESPONSIBILITIES
i. To teach STCW Mandatory Courses;
ii. To teach officer in charge of navigational 500 GT respectively;
iii. To participate in research/consultancy work;
iv. To construct/manufacture/fabricate or prepare teaching aids;
v. To prepare material for practical exercises;
vi. To assist in engaging learners into competence practice up to NTA level 6;
vii. To assist in conducting practical exercises to students under close supervision;
viii. To present personal professional appearance and attitude;
ix. To assess learners acquired practical competencies;
x. To guide learners to perform minor repair and maintain practical facilities; and
xi. To perform any other relevant duties as may be assigned by the supervisor.

1.10.2 QUALIFICATION AND EXPERIENCE


Holder of Bachelor Degree (NTA Level 8) in Maritime Transport/ Nautical Science/
Navigation Technology/ Maritime safety and security/ Fishing Engineering or equivalent
qualifications from recognized Institution with a minimum GPA of 3.0. Should possess
Certificate of Competency (Class IV) as Officer in charge of a Navigational Watch

on ships of less than 500 gross tonnage. Must be ready to undergo Sea Service.

1.10.3 SALARY SCALE: PTSS 3

1.11 INSTRUCTOR II (MARINE ENGINEERING) - 2 POSTS


1.11.1 DUTIES AND RESPONSIBILITIES
i. To teach STCW Mandatory Courses;
ii. To teach officer in charge of navigational 500 GT respectively;
iii. To participate in research/consultancy work;

Ship Design and Construction/ Oil and Gas Engineering or equivalent qualifications
from recognized Institution with minimum GPA of 3.0. Should possess Certificate of
Competency (Class IV) as Officer in charge of an Engineering Watch on
seagoing ships powered by main propulsion machinery of less than 750Kw.
Must be ready to undergo Sea Service.

1.11.3 SALARY SCALE: PTSS 3

1.12 ASSISTANT INSTRUCTOR II (MARITIME TRANSPORT) - 3 POSTS


1.12.1 DUTIES AND RESPONSIBILITIES
i. To assist in administering practical and practical examinations from NTA Level 5;
ii. To assist in preparing learning resources for practical exercises;

iii. To perform any other duties assigned to him by his seniors;
iv. To assist in conducting practical exercises for students in the department under
close supervision up to level 5;
v. To assist in assessing learners acquired practical competencies;
vi. To prepare material for practical exercises;
vii. To guide learners to abide with regulations required tin the particular practical
competences;
viii. To guide learners to perform minor repair and maintain practical facilities;
ix. To assist in carrying consultancy and service job assignments under close
supervision; and
x. To perform any other relevant duties as may be assigned by the supervisor.

1.12.2 QUALIFICATION AND EXPERIENCE


Holder of Ordinary Diploma (NTA Level 6) in Maritime Transport/ Nautical Science/
Navigation Technology/Hydrographic Engineering/ Fishing Technology or equivalent
qualifications from recognized Institution with minimum GPA of 3.0. Should possess
valid Certificate of Able Seafarer deck with sea service of not less than one year.
Must be ready to undergo sea service. Holding a Certificate of Competence is an
added advantage.

1.12.3 SALARY SCALE: PTSS 1/1

1.13 ARTISAN II (MARINE ENGINEERING) - 2 POSTS


1.13.1 DUTIES AND RESPONSIBILITIES
i. To perform specified craft jobs under close supervision;
ii. To perform routine technical cleaning of the work environment;
iii. To record repair and maintenance reports;
iv. To assist in conducting repair and maintenance activities;
v. To assist in ensuring safety and security of facilities and personnel;
vi. To take care of tools and equipment; and
vii. To perform any other official duties as may be assigned by supervisor.

1.13.2 QUALIFICATION AND EXPERIENCE
Holder of form IV/VI certificate in secondary education plus Certificate in Trade Test II,
National Vocational Award II (NVA II) in fitter and turner, welding, or equivalent
qualifications from recognized Institution

1.13.3 SALARY SCALE: PGSS 2/1

1.14 TECHNICIAN II (MARINE ENGINEERING-ELECTRICAL) - 1 POST


1.14.1 DUTIES AND RESPONSIBILITIES
i. To carry out specified tasks connected with simulator/ workshop / laboratory practical,
students' projects, research, consultancy and services under close supervision;
ii. To assist in the repair and maintenance of simulator/ workshop/ laboratory facilities;
iii. To assist senior staff in related fields of operation; and
iv. To perform any other related duties as may be assigned by the supervisors.

1.14.2 QUALIFICATION AND EXPERIENCE


Holder of Diploma (NTA level 6) or Full Technician Certificate (FTC) in Electrical or
equivalent qualifications from recognized institution.

1.14.3 SALARY SCALE: PGSS 5/1

1.15 TECHNICIAN II (MARINE ENGINEERING- MECHANICAL) - 2 POSTS


1.15.1 DUTIES AND RESPONSIBILITIES
i. To carry out specified tasks connected with simulator/ workshop / laboratory practical,
students' projects, research, consultancy and services under close supervision;
ii. To assist in the repair and maintenance of simulator/ workshop/ laboratory facilities;
iii. To assist senior staff in related fields of operation; and
iv. To perform any other related duties as may be assigned by the supervisors.

1.15.1.1 QUALIFICATION AND EXPERIENCE


Holder of Diploma (NTA level 6) or Full Technician Certificate (FTC) in Mechanical or

equivalent qualifications from recognized institution.

1.15.2 SALARY SCALE: PGSS 5/1

1.16 TECHNICIAN II (MARITIME TRANSPORT - COMPUTER SCIENCE)- 1 POST


1.16.1 DUTIES AND RESPONSIBILITIES
i. To carry out specified tasks connected with simulator/ workshop / laboratory
practical, students' projects, research, consultancy and services under close
supervision;
ii. To assist in the repair and maintenance of simulator/ workshop/ laboratory
facilities;
iii. To assist senior staff in related fields of operation; and
iv. To perform any other related duties as may be assigned by the supervisors.

1.16.2 QUALIFICATION AND EXPERIENCE


Holder of Diploma (NTA level 6) in Computer Science, or equivalent qualifications from
recognized institution.

1.16.3 SALARY SCALE: PGSS 5/1

1.17 SEAFARER DECK II (MARITIME TRANSPORT) - 2 POSTS


1.17.1 DUTIES AND RESPONSIBILITIES
i. To assist his/her senior in all deck operations;
ii. To assist in handling small craft in ferrying equipment and personnel from shore
to vessel/sea;
iii. To handle and operate all deck machinery;
iv. To maintain cleanliness in deck; and
v. To perform any other official duties as may be assigned by supervisor.

1.17.2 QUALIFICATION AND EXPERIENCE

Holder of Certificate of Secondary Education and STCW Basic Safety Training
Certificates (Mandatory Courses) from a recognized institution with at least 24 months of
on-board ship experience in relevant duties.

1.17.3 SALARY SCALE: PGSS 2/1

1.18 SEAFARER ENGINE II (MARINE ENGINEERING) - 2 POSTS


1.18.1 DUTIES AND RESPONSIBILITIES
i. To upkeep and maintain cleanliness in the Engine Room;
ii. To assist Marine Engineers in the maintenance of the machineries on board the
vessel;
iii. To maintenance and repair of electrical power plants and electronic equipment;
iv. To appropriate use of hand tools, machine tools and measuring instruments for
fabrication and repair onboard; and
v. To perform any other related duties assigned by Officer-in-Change.

1.18.2 QUALIFICATION AND EXPERIENCE


Holder of Certificate of Secondary Education or above and STCW Basic Safety Training
Certificates (Mandatory Courses) from a recognized institution and at least 24 months of
sea service.
1.18.3 SALARY SCALE: PGSS 2/1
