Health & Safety – Employer


p Employers have responsibilities for the health and safety of their
employees.

p Employers are responsible to take all reasonably practical or possible


precautions to protect health, safety and welfare of their employees
and the other people who may be affected by the work activity.

p Employer’s duties to protect health, safety & welfare of staff include:


n Providing and maintaining safe equipment and safe systems of
work
n Providing safe use, handling, storage and transport of substances
n Providing a safe workplace with a safe entrance and exit
n Carrying out hazard & risk assessments
n Providing written health & safety policy
n Providing safety instructions, safety training & supervision

p Employers responsibilities (cont’d):
n making sure that all materials are handled safely, employees are
given access to information about materials handling
n providing adequate first aid facilities & setting up emergency plans

n taking precautions against the risks caused by flammable or


explosive hazards, electrical equipment, noise and radiation
n providing health supervision as needed
n provide personal protective equipment (PPE)

p Employees have responsibilities too:


n Taking care of themselves and others at the job site

n Following the instructions for health & safety at the job site
including wearing proper PPE
n Reporting any hazards, risks, near-misses & accidents

p Material Safety Data Sheet (MSDS)
n Chemical composition, reactivity, fire & explosion hazard, health hazard,
spill-leak procedures
p Job-Site Hazard Analysis (JHA) Hazard = Potential harm
n Per OSHA, it is a technique that focuses on the job tasks as a way to
identify hazards before they occur
n After uncontrolled hazards are identified, the goal is to eliminate and to
reduce the injuries and accidents related to these hazard
p Task Risk Assessment (TRA):
n Activity based risk assessment (Any activity that requires hazard
management!!)
n Geotechnical drilling at site will carry different set of risks compared to
reinforced concrete form-work on 70th floor of a skyscraper. TRA forms
typically include: the job steps, hazards, population at risk, risk rating,

p Construction projects, specifically those that involve multiple different
activities, require preparation of detailed Health and Safety Plans.

p International construction & consulting companies, have their engineers plan


their job-site safety controls together with an HSE specialists. Employees will
be required to take health and safety trainings prior to the start of the job.

p HSE Plan can involve the following:


n Organization charts & contractor information
n Brief information about the project and the tasks involved
n JHA Forms, TRA Forms
n Hazard information Cards (HOC): To be filled at the job site
n Required Personal Protective Equipment List (PPE)
n Local emergency facilities & directions
n Safety meeting forms
n Equipment Inspection Forms

p PPE stands for personal protective equipment.
p The proper PPE should be selected and provided to employees based
on the hazards determined for the specific tasks at the job-site.

n Long-sleeved shirts
n Steel toed boots/shoes
n Hard hats

n Fire retardant clothing (FRC)
