General Speech

Mexico does not own, possess, or control nuclear weapons, has never done so, and does not
host any other state’s nuclear weapons on its territory. Mexico advocates for nuclear
disarmament, having signed and ratified the Treaty on the Prohibition of Nuclear Weapons.
The country has renounced the development of nuclear weapons and is committed to using
nuclear technology only for peaceful purposes. Mexico signed the Treaty on the Prohibition
of Nuclear Weapons on September 20, 2017, and ratified it on January 16, 2018.

Agenda
Agenda for Discussion on Complete Nuclear Disarmament:

1. Review of Current Nuclear Disarmament Treaties: Assess the effectiveness of existing


treaties such as the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), Treaty on the
Prohibition of Nuclear Weapons (TPNW), and New START Treaty.

2. Verification and Monitoring Mechanisms: Discuss the need for robust verification and
monitoring mechanisms to ensure the complete elimination of nuclear weapons and to
prevent their re-emergence.

3. Promoting Nuclear-Weapon-Free Zones: Explore the possibility of establishing additional


nuclear-weapon-free zones and strengthening existing ones to support regional disarmament
efforts.

4. Addressing the Humanitarian Consequences of Nuclear Weapons: Deliberate on the


catastrophic humanitarian impact of the use of nuclear weapons and strategies to raise
awareness about the humanitarian imperative for nuclear disarmament.

5. Engaging Nuclear-Armed States: Consider strategies for engaging nuclear-armed states in


the disarmament process and encouraging their commitment to a timeline for complete
nuclear disarmament.

6. Strengthening Non-Proliferation Efforts: Discuss measures to prevent the spread of


nuclear weapons to additional states or non-state actors.

7. Role of Civil Society and Public Engagement: Explore ways to involve civil society
organizations, academia, and the public in promoting a nuclear-weapon-free world and
raising awareness about the dangers of nuclear weapons.

8. Regional and International Security: Assess the security implications of complete nuclear
disarmament and explore alternative security paradigms to ensure stability and peace in a
nuclear-weapon-free world.
9. Technology and Nuclear Disarmament: Discuss the role of emerging technologies, including
verification technologies and disarmament techniques, in advancing the goals of complete
nuclear disarmament.

10. Commitment to Nuclear Disarmament: Emphasize the importance of political will,


leadership, and global commitment to achieving complete nuclear disarmament and
maintaining international peace and security.
