1. Introduction
Ministry of Micro, Small & Medium Enterprises (MSME) in its endeavor to provide the right
stimulus for the growth of the industry in the country – particularly with the objective of helping micro,
small and medium enterprises, has developed a robust skilling eco-system to meet the demands of
skilled workforce in the various emerging and traditional sectors in different segments of enterprises.
The Ministry has been organizing a number of skill development programmes/ courses for the
existing & potential entrepreneurs, in order to build their capacity. These training courses are as per
demands of industry, a pathway to fill up the gap of requirement of skilled workforce in the MSME
sector in consonance with the changing landscape of the MSME Ecosystem and its present challenges in
India.
Skill training programmes are conducted by a network of institutions under the Ministry i.e.
Khadi & Village Industry Commission (KVIC), Coir Board, National Small Industries Corporation Ltd.
(NSIC), National Institutes for MSME (ni-msme) and MSME - Technology Centres (TCs).
The intake eligibility for the training programmes ranges from school drop out to M.Tech. level.
Various levels of courses, viz. certificates, diploma, advance diploma, post diploma, post graduate
diploma and post graduate courses are offered by these institutions. Furthermore, training for skill up-
gradation in traditional sector of Khadi & Village Industry and Coir sector are also provided to
strengthen these sectors
The Ministry has taken initiatives to align a number of training courses conducted by
Technology Centres (76 courses) with National Skill Qualification Framework (NSQF), Ministry of
Skill Development & Entrepreneurship (MSDE).
After the completion of skill development training, attention is also provided to follow-up with
the successful candidates and to assist the trained personnel so that they are meaningfully engaged in
self-employment/employment. The skill provided enabled many of the candidates to start their own
venture or even linked up with the bank finance assistance under PMEGP to set up their Micro, Small &
Medium units. The details of training centres working are given below :
Nature of Courses:
Most of the courses have been designed with short duration ranging from one week to 2 months
and also considering the potential in respective geographical area where the training centers are located.
These courses are basically conducted in a practical mode rather than theoretical. In addition, few long
term courses such as Khadi Weaving (Frame/Semi- automatic) course – 06 months, Khadi Technology
Course - 09 months, Textile Chemistry courses-15 months are offered by the training centres, having
more employment potential in Khadi sector. The trained instructors of KVIC’s Training Centres or the
experienced trainers are engaged for conducting these courses. Wherever needed stipendiary
programmes are conducted to provide financial support to the needy trainees for their travelling/ food
expenses.
Courses annexed at Annexure -I are having good demand and are being conducted by both departmental
and non-departmental training centres.
A number of courses of varied duration and timing are arranged by the training centres keeping in view
the local demand and the skill available. These courses except stipendiary courses are conducted on
fees basis.
ii. Coir Board
Coir Board conducts training programmes through Coir Vikas Yojana - SKILL
UPGRADATION & MAHILA COIR YOJANA
• The main objective of the scheme is to provide skilled manpower to the coir industry and also to
create more employment opportunities by setting up of new units in Coir Sector.
• To train personnel in the cadres of Supervisors/ Instructors/ Artisans and to meet the requirement
of skilled man power for the development of coir industry.
• Help in transfer of technology to non-traditional areas through development of skill of coir
workers.
• Assisting the trained candidates including women artisans for procuring spinning equipments/coir
processing machineries for starting their own entrepreneurship by availing financial assistance
through PMEGP.
• Provide self employment to rural women artisans in regions producing coir fibre and enabling them
to get better returns through improvement of productivity and quality.
• Providing better work environment and elimination of drudgery involved in the traditional methods
of spinning and product manufacturing.
• Encourage new entrepreneurs both in traditional and non-traditional areas under Entrepreneurship
Development Programmes to venture into coir industry and trade and thereby accelerate the
development of the industry in the existing and new areas.
• Aim at inculcating quality consciousness among the workers at grass root level and to educate them
on proper methods of producing standard quality fibre, yarn and products.
• Create awareness among the coconut growers, entrepreneurs etc. to set up coir based units and to
modernize the existing units for better productivity, quality and also enhance earnings.
• Providing awareness on various schemes and services of Coir Board/ Ministry of MSME
Under the scheme, the programmes listed at Annexure-II are being implemented through Board’s
field establishments viz. Regional /Sub Regional /Extension Service Offices etc. situated in various coir
producing states of the Country, like Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Odisha
Maharashtra, etc.
The NSQF aligned regular courses offered through Board’s two Training Institutes viz.
NCT&DC, Kalavoor (Kerala) & Regional Extension Centre, Thanjavur (Tamil Nadu) and training
centres attached to Board’s Regional Offices at Bhubaneshwar (Odisha) and Rajahmundry (Andhra
Pradesh).
The successful trainees are provided with certificate and monthly stipend of Rs. 3000/- and
honorarium to the trainer @ Rs. 15,000/-per month. Now the stipend and honorarium are enhanced to
Rs. 6000/- and Rs. 20,000/- per month respectively.
(iii) Skilling through Technology Centres
Training Peogrammes conducted through Technology Centres(Tool Rooms and Technology
Development Centres(TDC))
The Ministry of MSME has set up 18 Tool Rooms & Technical Institutions, (Phase-I) from 1967 to
1999 to provide technological support to industries through design & manufacture of tools, precision
components, moulds, dies etc. in sectors such as Forging & Foundry, Electronics, Electrical Measuring
Instruments, Fragrance & Flavour, Glass, Footwear & Sport Goods, etc. Generally, these are called
Technology Centres (TCs). Some TCs apart from extending design, development & manufacturing
support for complex tools, parts and components to MSMEs have also supported strategic sectors such
as defense, aerospace etc. toward their R&D requirements. TCs also serve the industry by providing
consultancy services in tooling and related areas. These TCs have been set up as Autonomous Bodies
(Government of India Societies) under the Ministry and work on self-sustainable basis for meeting their
operating expenses.
(iii)2. These TCs are also conducting various training Programme including NSQF Compliance
Courses, AICTE/NCVT/SCVT approved courses and variety of training courses as per needs of
industry to provide them industry ready manpower & create Entrepreneurship. A total no. of 391
courses are being conducted by TCs which consisting 76 NSQF Compliance courses + 43
AICTE/SCVT/NCVT courses + 272 tailor made/short term courses which includes NSQF exempted 26
courses.
(iii)3. All courses are regularly updated to keep abreast with global technological advancements. The
intake eligibility for the training programmes range from school dropout to M-Tech level. Various
levels of courses, viz., certificate, diploma, advanced diploma in the areas of Certificate Course in
Advance Machining, Machine Operations, 3D Animation & Special Effects, CNC Milling & Turning;
Fitter, Welder, Turner, Diploma in Footwear Manufacturing & Design, Mechatronics; Production
Engineering, Post Diploma in Tool Design & CAD/CAM, Structural Analysis and Project Management,
Computer Aided Engineering; Post Graduate Diploma in Advanced Animation & Film Making,
Mechanical Product Design Technology etc. offered by Technology Centres are well accepted by the
industry in India and abroad for employment purposes. A number of passed out trainees have also
established their own enterprises thereby contributing in the social and economic development of the

Ministry is in the process of setting up of 15 new Technology Centres under Technology Centre
Systems programme (TCSP). 5 of the Technology Centre which have been completed have also started
conduction training programmes apart from assisting MSMEs through their technology support.
To enhance the outreach of network of Ministry’s Technology Centres, a new Scheme, “Establishment
of new Technology Centres/Extension Centres “ is also being implemented. Under this 17 Extension
Centres have also started conducting training programs.
(iv) Training Programme conducted by NiMSME
NiMSME, Hyderabad conducts various types of skill development programes through
funding from following scheme of the Ministry

iii. SC-ST Hub scheme The National SC/ST Hub has been set up to provide professional support to
Scheduled Caste and Scheduled Tribe Entrepreneurs to fulfil the obligations under the Central
Government Public Procurement Policy for Micro and Small Enterprises Order 2012, adopt applicable
business practices and leverage the Stand-Up India initiative.
The Hub is being implemented by the Ministry of MSME, Govt. of India through National Small
Industries Corporation (NSIC), a public-sector undertaking under the administrative control of this
Ministry. The Hub supports existing SC/ST entrepreneurs and enterprises in technological upgradation
and capacity building thereby enabling them to effectively participate in government. procurement
process. This would involve active participation by CPSEs/Central Ministries, States, Industry
Associations such as DICCI and others. Selected entrepreneurs would be provided with support and
mentoring by industry experts, CPSEs, & incubators.

(v) Training Programme conducted through NSIC
To help SC/ST entrepreneurs increase their capabilities, skill and enhance their participation in the
public procurement, various skill and entrepreneurship development training programs are organized
under National SC-ST Hub for existing and aspiring SC/ST entrepreneurs across the country through 40
different institutions. These include various Tool Rooms of Ministry of MSME, EDII-Ahmadabad,
RSETIs, CIPET, Indian Institute of Packaging, IRMA, NTSCs etc. The primary objective of these
training programs is to bridge the existing skill gap, increase the technical as well as managerial
capabilities of the entrepreneurs and develop entrepreneurship among target beneficiaries. After
successful completion of training programs, toolkits are also provided to the participants of these
training programs.
The National SC ST Hub is set up to provide professional support to Scheduled Caste and Scheduled

under the Ministry of MSME.
NSIC also offers Incubation Training Programme through its Incubation Training Centres to create self-
employment opportunity by imparting training in entrepreneurship building to the unemployed people
who want to set up new small business enterprises in any of the manufacturing / services sectors or seek
employment opportunities.
Further, NSIC Incubation centres provide an opportunity to first generation entrepreneurs to gain
exposure in all the areas of business operation such as business skill development, identification of
appropriate technology, project/product development, hands on experience on working projects,
opportunity guidance including commercial aspect of business under the one roof.

(vii) Two week Entrepreneurship development Programmes are also conducted through
various organization under the Prime Minister Employment Generation Programme
(PMEGP)
