CHESS OFFICIAL GROUND RULES


I. FIDE Laws
Unless otherwise superseded by these ground rules, the FIDE Laws of Chess shall govern the Tournament.

II. Tournament Format, Venues & Dates


The Tournament shall be conducted in Two (2) Categories: College Men and College Women in a Single Round
Robin System which compose of 2 boards, 1 and 2 in the proper order in alternating color in each category. Team
Winners will be decided by the Highest Match Points.

III. COMPETITION RULES:


a. Pairing will be done by Swiss Manager pairing program – Protest on pairing will not be entertained ( SRR for
limited entries using the pairing table) or DRR as deemed necessary.
b. The use of chess clock is mandatory.
c. Rate of play is (10+2 ) ten minutes plus 2 seconds increment, play to finish ( Rapid ). The CA and his assistant
may declare a game concluded the moment he observes a player overstep the time limit (Flag Fall or Time
Forfeit.) In case of “Flag Fall” and in the absence of the CA or his designated arbiter, the player may stop the
clock and notify the Arbiters claiming for Time Forfeit.
d. Recording of moves is not mandatory
e. Defaulting time is 10 minutes and there shall be no postponement of game. In case a team defaults 2 successive
games, the team shall be declared withdrawn by the CA. If the team has completed at least 50% of their games,
the same shall remain in the tournament table and shall be counted in the final standing.
f. The decision of the CA on point of Chess Law is Final. He or his representative is empowered to declare the game
drawn if in his judgment one of the players is trying to win on time alone.
g. Each team shall be scored in the following manner: MATCH POINT
a) Team Win - 2 points ( 1.5 - 2.0 )
b) Team Draw – 1 point ( 1.0 - 1.0 )
c) Team Loss by Game – 0 ( 0.0 - 0.5 )
IV. PENALTIES FOR ILLEGAL MOVE
a) Major Offenses:
1) Wrong movement of piece
2) Exposed the king to an attack
3) Capturing the opponent’s king
4) Non replacement of piece for a promoted pawn

Shall be penalized by:

1. Adding Two (2) minutes thinking time to the opponent after the first offense
2. Loss of the game after the 2nd offense.
b) Minor Offenses:
1) Using two hands in making a move
2) Displacement of pieces on the chessboard
3) Advanced recording of moves
4) Unnecessary use of force in pressing the chess clock
5) Singing, Dancing, Etc.,

Shall be penalized by:

1. Oral warning on the first offense


2. Adding two minutes thinking time to the opponent after the second time.
3. And loss of the game after the third offense.

The use of Cellular phone is strictly prohibited in the playing area during the game. Penalty is
forfeiture of the game.

V. TIEBREAKS
A. Individual
a. Direct Encounter (WOTO)
b. Number of victory
c. Buchholz
d. Sonneborne Berger
B. For Team
a. Points (Game Points)
b. Direct Encounter
c. Sonneborne Berger

VI. MISCELLANEOUS PROVISIONS


1. No serving of snacks while the tournament is in progress. (Optional)
2. No smoking inside the tournament area.
3. No player is allowed to leave the “playing area” without the arbiter’s permission.
4. No player is allowed to loiter and observe other games when the game is in progress.
5. A player is required to leave the playing area after the completion of his/her game.
6. A player must always observe the proper decorum during the game.

VII. AMENDMENTS
The tournament Committee (Chess Technical Officiating Officials) reserves the rights to amend alter or raise
the above rules in the interest of the successful conduct of the tournament.
