HGC ROP Guide
The rules outlined in Model United Nations Northwest Long Form Rules of
Procedure, as specified in their entirety, will be considered to have been adopted in
advance by this Haudenosaunee Grand Council. Modifications to Long Form Rules of
Procedure specific to Haudenosaunee Grand Council are as follows:
SPECIALIZED MOTIONS:
Veto
Any motion can be vetoed by a unanimous vote of Onondaga chiefs unless
otherwise stated. The veto may be ruled dilatory by dais discretion. A veto may be
called prior to or during voting on a motion. The dais will then ask for all Onondaga in
favor of the veto – if all agree and say Aye, it passes; if the veto is not unanimous,
voting continues.

This can only be motioned for and voted on by the younger brothers, and it requires
a ⅔ majority of younger brothers to pass. If passed, the elder brothers will leave the
room while the younger brothers discuss.
Motion to Expel
This motion requires a ⅔ majority to pass and must name a specific chief in the
motion. If this passes the chief will be expelled from committee. If there is a
unanimous veto from Onondaga chiefs during the voting process, the motion will
not be vetoed, but will then move into a two minute speech by any delegate against
the expulsion and then a revote will occur.
Motion to Demote
This motion requires a ½ majority to pass, and a tribe must be named in the motion.
If passed, a delegate may make a two minute speech for the demotion. The Chief
being demoted will get two minutes to respond. Then a vote to demote a tribe to a
lower tribal status may be called, for example advisory, younger brother, or elder
brother status. This vote requires a ⅔ majority to pass. The same veto power in the
motion to expel applies here.
Motion to Promote
This motion requires a ½ majority to pass, and a tribe must be named in the motion.
If passed, a delegate may make a two minute speech against the promotion. The
Chief being promoted will get two minutes to respond. Then a vote to promote a
tribe to a higher tribal status may be called, for example elder brother or fire keeper
(Onondaga) status. This vote requires a ⅔ majority to pass. The same veto power in
the motion to expel applies here.

Written by one or several delegates to take action within their jurisdiction. Directives
should be structured as follows:
● Title
● Type: Overt, Covert
○ Overt means the actions and results are announced to committee, but
the sponsor(s) are not
○ Covert means nothing is revealed to committee
● Sponsor
● Signatories
○ Only needed on directives if another persons’ powers or abilities are
used
