HAUDENOSAUNEE GRAND COUNCIL RULES OF PROCEDURE

The rules outlined in Model United Nations Northwest Long Form Rules of
Procedure, as specified in their entirety, will be considered to have been adopted in
advance by this Haudenosaunee Grand Council. Modifications to Long Form Rules of
Procedure specific to Haudenosaunee Grand Council are as follows:

RULES GOVERNING DEBATE:

Perpetual Moderated Caucus:


Debate will, by default, take place in a perpetual moderated caucus. First and last
speaker’s rights are not granted in a perpetual moderated caucus, and a perpetual
moderated caucus cannot be exhausted. There will be no primary or secondary
speaker’s lists.

Precedence of Motions within Debate:


1. Suspension of Debate
2. Divide the Room
3. Closed Session
4. Extension
5. Straw Poll
6. Trial
7. Expel a Chief
8. Demote a Tribe
9. Promote a Tribe
10. Unmoderated Caucus
11. Gentleman’s Unmoderated Caucus
12. Round Table

SPECIALIZED MOTIONS:

Veto
Any motion can be vetoed by a unanimous vote of Onondaga chiefs unless
otherwise stated. The veto may be ruled dilatory by dais discretion. A veto may be
called prior to or during voting on a motion. The dais will then ask for all Onondaga in
favor of the veto – if all agree and say Aye, it passes; if the veto is not unanimous,
voting continues.

Motion to Divide the Room

This can only be motioned for and voted on by the younger brothers, and it requires
a ⅔ majority of younger brothers to pass. If passed, the elder brothers will leave the
room while the younger brothers discuss.

Motion for a Closed Session


This can only be motioned for and voted on by the elder brothers, and it requires a ½
majority of elder brothers to pass. If passed, the younger brothers will leave the room
while the elder brothers discuss.

Motion for a Trial


This motion requires a simple majority to pass. The delegate who motions for a trial
will get one minute of speaking time. Then, the dais will move into a question and
answer period before the chief on trial gets a two-minute closing speech.

Motion to Expel
This motion requires a ⅔ majority to pass and must name a specific chief in the
motion. If this passes the chief will be expelled from committee. If there is a
unanimous veto from Onondaga chiefs during the voting process, the motion will
not be vetoed, but will then move into a two minute speech by any delegate against
the expulsion and then a revote will occur.

Motion to Demote
This motion requires a ½ majority to pass, and a tribe must be named in the motion.
If passed, a delegate may make a two minute speech for the demotion. The Chief
being demoted will get two minutes to respond. Then a vote to demote a tribe to a
lower tribal status may be called, for example advisory, younger brother, or elder
brother status. This vote requires a ⅔ majority to pass. The same veto power in the
motion to expel applies here.

Motion to Promote
This motion requires a ½ majority to pass, and a tribe must be named in the motion.
If passed, a delegate may make a two minute speech against the promotion. The
Chief being promoted will get two minutes to respond. Then a vote to promote a
tribe to a higher tribal status may be called, for example elder brother or fire keeper
(Onondaga) status. This vote requires a ⅔ majority to pass. The same veto power in
the motion to expel applies here.

DOCUMENTS OF THE COMMITTEE:

Private Directives:

Written by one or several delegates to take action within their jurisdiction. Directives
should be structured as follows:
● Title
● Type: Overt, Covert
○ Overt means the actions and results are announced to committee, but
the sponsor(s) are not
○ Covert means nothing is revealed to committee
● Sponsor
● Signatories
○ Only needed on directives if another persons’ powers or abilities are
used

Public Policy Proposals:


In place of a resolution or a public directive, the Haudenosaunee Grand Council will
pass a Public Policy Proposals written and introduced throughout committee in the
place of public directives. Public Policy Proposals should be structured as follows:
● Title
● Sponsors
○ In the case the Haudenosaunee Grand Council decides to make their
policy an international treaty, the name of the foreign nation being
negotiated with should be included somehow.
● Operative clauses
● End goal of the proposal
● Timeline for implementation

Motion to Introduce a Public Policy Proposal:


This motion may be passed by a simple majority. If the motion passes, the proposal
will be read aloud to the committee.

Motion to Adopt a Public Policy Proposal:


Once a Public Policy Proposal has been introduced and amended, delegates may
motion to vote on the proposal. If requested, the Dais will ask for two speakers for
and two speakers against with a thirty-second speaking time.

RULES GOVERNING END OF DEBATE:

Motion to Close Debate:


Once the committee is satisfied with the Public Policy and feels that sufficient
progress has been made on the topic at hand, delegates may motion to close
debate. This motion requires a simple majority to pass.
