Provisions of the estimate: The estimate has been examined in the Regional Office and following provisions are recommended: 2.1 Alignment: NH 322 starting from Hajipur on NH - 22 and ends at Darbhanga to NH 527E in the state of Bihar. Level Crossing 2 is situated at km 70 of NH-322 at Muktapur. Technical Specifications: 5-1” The work shall be executed as per Ministry's “Specifications for Road and Bridge works {Fifth revision-2013)” and IRC norms/guidelines and Circulars/instructions issued by this Ministry from time to time. 9.2 Defect Liability/Maintenance period for the National Highways and Centrally sponsored roads and Bridge works to be implemented on EPC mode shall be as per Ministry Circular no, RW/NH-37010/4/2010-EAP (Printing) vol,-IV dated 05.03.2019, 10. Invitation of tender and award of work: 10.1 The tenders for the work shall be invited through e-tendering and guidelines issued by this Ministry. The work shall be awarded as per guidelines issued by the Ministry vide letter No NH-15015/29/2001-PL dated 05.07.2001, 10.2 The work is to be awarded within six months from the date of issue of sanction. In this connection, the Ministry’s Circular No.NH-15015/29/2001-PL dated 05.07.2001 is to be referred, 10.4 The work shall be executed on EPC mode as per Ministry Circular no, RW/NH- 24035/4/2008-P&M/PIC Vol-Ii dated 23.02.2018. There shall not be any separate Authority Engineer and the work shall be supervised by concerned State Pwo, Therefore, agency charge @ 3% and supervision charge @ 3% have been considered, 10.5 The bid documents/RFP shall be prepared based on EPC Norms/bid documents as per Ministry circular no. The work shalt be entrusted to the contractors having adequate experience in similar type works and having adequate machineries, equipments and financial resources to execute the work as per Ministry’s guidelines. 13.6 For maintenance of proper record of the ‘execution of the work Photography! videography shall be taken by state PWD before, during and after execution of work and @ digital copy of the same may be forwarded to ministry/RO Patna for record. 13.7 Guidelines for Road Safety vide Ministry’s letter wo. RW/NH-33072/04/2004-SER(R) dated 27.04.2010 shall be followed. 43.8 The procurement of material from the quarry mentioned in the estimate has been allowed for estimate purpose only. Howevers while calling the tender, CE (NH) Wing RCD, Bihar shall satisfy himself about the quarry and rate of the various items.
