MESSAGE OF THE MAYOR

Assalamu Alaikom Warahmatullahi Wabarakatuhu!

Alhamdulillah! In the exigency of public service, it is with great honor that we


present this Comprehensive Development Plan 2020-2025 which encapsulates our
collective ambition to transform our dearest Municipality into a model of Maranao
governance.

This CDP is evidence of our commitment to deliver the best services to our
constituents. We remain steadfast in ensuring that our services are efficient, timely
and responsive to this ever-changing world. This CDP sets our course in actualizing
planned programs, projects, and strategies. It will serve as a blueprint in formulating
our policies and implementing priority programs in order to attain our vision of a
peaceful and progressive community.

It is my fervent hope that our pursuit of progress and development for our
municipality withstands the challenges it may face. We shall continue to identify and
address the issues and problems that may materialize.

The partnership between the municipal government and the community, and the
unity of all concerned stakeholders will indeed be crucial in realizing our goal to lead
Butig to a brighter future. Butig shall be a model of a peaceful and resilient
community. In Shaa Allah, this dream is just around the corner.

MESSAGE OF THE VICE MAYOR

May the peace and blessings of ALLAH (swt) be with you!

As a neophyte in local governance, I am truly inspired by the dedication and


commitment put in formulating this Comprehensive Development Plan for the
Municipality of Butig. It is no easy feat to map out the framework that will plot the
course of development for the next six years of our beloved municipality.

The road to progress is not a road without complications but it is definitely a fulfilling
one to take. I am positive that this CDP accords us with a push to the right direction.
Each of us in our community have a role in our common goal of a better and
progressive Butig. For my part, I shall continue to discharge my duties and
responsibilities as your Vice Mayor to the very best of my ability. It is a privilege to
work with the municipal officials and other stakeholders in ensuring that we actualize
our plans, implement our programs and fulfill our mandate to serve the good people
of Butig.

To the Municipal Planning and Development Council, Congratulations for this


accomplishment! May ALLAH (swt) bless us with His guidance in achieving our
mission for progress and development.

A RESOLUTION APPROVING THE FORMULATED COMPREHENSIVE


DEVELOPMENT PLAN 2020-2025 AND INDORSING FOR ADOPTION TO THE
HONORABLE MEMBERS OF THE SANGGUNIAN BAYAN

WHEREAS, presented to this planning body of the Municipality of Butig is the
Comprehensive Development Plan for the calendar year 2020-2025.

WHEREAS, the making was done with maximum participation of all sectors in
accordance with the process as set by the Department of Interior and Local
Government and the organized Provincial Inter Agency of which majority of the
members of its planning body were involved.

WHEREFORE, upon review with minor comments and after recommendation had
been made without much ado and on motion by the LDC member Engr. Ahmad M.
Macod duly seconded by all present it was;

RESOLVED AS IT IS HEREBY RESOLVED, to approve and respectfully forward


this formulated CDP-ELA to the Honorable Sanggunian Bayan for adoption.

RESOLVED FINALLY to produce copies of this CDP for distribution to all concerned
after adoption.

A RESOLUTION ADOPTING THE FORMULATED COMPREHENSIVE


DEVELOPMENT PLAN (CDP) OF THE MUNICIPALITY OF BUTIG, LANAO DEL
SUR FOR THE YEAR 2020-2025

WHEREAS, as mandated in the Local Government Code of 1991 or RA 6710, all


government units must have documents that contains what it should do for the
period of their tenure of office, also strengthen by joint memorandum circular 1 of the
DBM, DOF, NEDA and the DILG.

WHEREAS, endorsed to the Legislative Body is the Comprehensive Development


Plan formulated by the CDP planning team.

NOW THEREFORE, aware of the necessity and upon motion duly seconded by all
members present, it was

RESOLVED AS IT IS HEREBY RESOLVED to adopt the formulated
Comprehensive Development Plan (CDP) of the Municipality of Butig CY 2020-2025
and have the right road map to progress and development.

RESOLVED FURTHER, to enjoin all municipal key officials to take active part in the
realization of the CDP.

RESOLVE FINALLY, to submit this resolution to all agencies concerned through the
Department of the Interior and Local Government, ARMM.

FOREWORD

The Comprehensive Land Use Plan of the Municipality of Butig, which


covers CY 2021-2030, encompasses the goals and objectives of the Local
Government Unit and its people. It is an all-inclusive plan which is vividly
presented in 3 volumes namely; CLUP Content, Zoning Ordinance, Eco System
Analysis and DRR CCA.

The plan underwent a tedious process that it required ample time of


intensive research and sectoral consultation during the stage of its preparation.
During the situational analysis phase, we sought to answer 4 basic questions: 1.
Where are we now? 2. Where do we want to be? 3. How do we get there? 4.
Where do we put what we want?

On the other hand, the CLUP in its entirety will serve as the Municipality’s
fundamental reference in the pursuit of its developmental thrust. This will be
attuned in accordance with the development directions of the national
government and appropriate to the pace of the Local Government Unit in its
implementation.

Finally, the essential substance of sustainability is categorically embodied


in the various plans with emphasis in the protection of the environment vis-a -
vis the development that had been envisioned. Through this plan, we are highly
confident that the future leaders will aptly be guided in their pursuit for
development with objectivity and determination thereby providing a
comprehensive response to the various sectoral concerns and needs.

ACKNOWLEDGEMENT

The accomplishment of the Comprehensive Land Use Plan 2020-2030 of


the Municipality of Butig is the product of module–based approaches employed
by the Housing and Land Use Regulatory Board (HLURB). The concerted efforts
of national line agencies and local offices provided essential data and resulted to
a comprehensivebook covering sectoral studies that is elemental for a
comprehensive land use.This is the blue print of our developmental plans as
espoused by the Municipality’s Local Chief Executive of the Municipality, His
strong support in the makings of this book manifests the qualities of effective
management and utilization of our resources.

The logistical support of the Sangguniang Bayan Council headed by the


Honorable Vice-Mayor and the direct participation of the Committee on Land Use
and Housing chaired by the Committee members who willfully educated
themselves in the preparation of the LGU’s Zoning Ordinance the legal document
for the enforcement of the CLUP;

Finally and foremost to the Omnipotent Planner, our Almighty God, who
directed our hands and provided us the wisdom to produce a book that
represents the appropriate use of his creation, our land resources.
