Bangladesh is the 7th most climate change vulnerable country in the world due to its geographical
location. The south-western coastal area is the most disaster prone area in the country. The area is
vulnerable to frequent cyclones, tidal flooding, storm surges, riverbank erosion and salinity intrusion.
Almost every year, the area faces remarkable cyclones and disasters. The frequency and intensity of
these disasters have increased to an alarming rate. During the last couple of decades, several
remarkable disasters devastated this coastal area. Some prominent cyclones of this period are- Cyclone
SIDR, November 2007, cyclone Nargis in 2008, Cyclone AILA, May 2009, cyclone Mohasen May 2013,
Cyclone Helen, November 2013, Cyclone Hudud October 2014, Cyclone Komen, July 2015, Cyclone
Roanu May 2016, Cyclone Mora 2017, Cyclone Titli 2018, Cyclone Fani 2019, Cyclone Bulbul 2019,
Cyclone Amphan May 2020 and Cyclone Yaas May 2021 1. People of this area always fight for their
existence with the support of the government along with different non-government and social
organizations. A lot of social organizations has been formed and they are very much active in the area.
These social organizations are youth-led and members are also youth. These youths are full of life and
energetic. They work as the frontline fighters in any disasters or cyclones. They extend their helping
hands to the endangered people for their high moral values. They raise funds, rescue people during
disaster, provide relief, drinking water, help the affected to rehabilitation works. Actually, they perform
all the management activities before, during and after any disaster. While performing these activities,
they don’t even care for their lives.
Rationale:
A lot of youth-led social organizations works in the disaster to support the affected people. There lies a
great risk doing different supportive works during any disaster. These youths don’t have any training on
disaster preparedness and disaster management. Even these social organizations are not equipped with
proper safety equipment for the members. They also don’t have enough disaster management
equipment. They don’t have any source of fund. The members of these social organizations need proper
training and enough necessary equipment not only to help the affected people but also for their own
safety. Strengthening the capability of these social organizations will help to build a strong disaster
management network in the coastal area of Bangladesh.
Objective:
Proposed Activities:
1. Capacity building training on disaster response: Two days in-house training will be provided to
the volunteer team leaders on disaster risk reduction and disaster preparedness to increase
their capacity. The volunteers will also be provided training so that their capacity is developed
and they can perform properly in the time of disaster.

2. Help to continue functionality of volunteer team: Our support will help to ensure the
functionality of these social organizations. We will guide them to maintain proper hierarchy in
the management of these volunteer teams.
3. Provide disaster safety and rescue equipment: We will provide them different disaster safety
and rescue equipment. These will enable them to perform their activities safely and effectively
in any disaster. We will provide Hand mike, Rechargeable Torch, Electric Saw, Siren, Thick Rope,
Whistle, Life Jacket, Helmet, Rain Coat, Flag, etc. to increase the capability of their organizations
to fight any disaster.

Conclusion:
The south-western coastal area of Bangladesh is devastated by frequent disasters and cyclones. A lot of
youth-led social organizations work very actively to ensure the safety of the disaster affected people.
But, these young people put their lives on the line to help the victims. If their capacity can be developed
and equipped with proper safety and disaster equipment, they can contribute a lot to fight any disaster.
Their service will save a lot of lives and property of the people of the coastal area. This will also promote
volunteerism among the youth and influence them to contribute for the society.
