The City of San Antonio's 89th State Legislative Program outlines our

community's policy priorities and legislative goals. The program aims to
improve residents' quality of life through policy and funding. The
Government Affairs Department advocates on behalf of San Antonio
residents to secure the authority and resources needed to deliver quality

services. The City of San Antonio’s legislative priorities can only be
accomplished in collaboration and alignment with community partners and
the State of Texas.

INITIATIVES

PROTECTION OF COMMUNITY INTERESTS
The City’s overarching legislative priority is to preserve the voice of the community – as

expressed through the city charter and other voter approved amendments – and
maintain a fiscally sound and well-managed organization to allow for continued high
quality services to our residents and local businesses.

Local Governance
Support legislation that maintains the authority of local elected officials – the level of
government closest to the people – to create new ordinances and protect the existing

ones to meet the unique needs and priorities of the community.
Oppose legislation that would be detrimental to the City’s interests and results in the
loss of revenue or negatively impacts the authority to generate revenues, including

mandates that increase costs to cities.

Military City USA
Support increased funding for the Defense Economic Adjustment Assistance Grant
(DEAAG) and other programs that add military value to missions in San Antonio and
Texas.
Support basing actions that would increase the number of Department of Defense and
Texas National Guard military missions in the San Antonio region.
Oppose legislation that undermines the City’s ability to sustain and enhance Joint Base
San Antonio’s (JBSA) and the Texas National Guard’s mission readiness to ensure the
long-term protection of its military bases.
Support legislation that protects the municipal utility model for CPS Energy and San
Antonio Water System (SAWS).

COMMUNITY DEVELOPMENT
The City of San Antonio is prepared for growth in a way that is compatible with the
community's vision. This vision includes investments in a strong local economy,
increasing housing stability for residents, and an educated and trained workforce.
Economic Development
Support the continuation of local and state incentives to supplement local economic
development strategies to recruit and retain employers and compete for major sporting
events and conventions that grow the local and state economy.

Support additional funding for the arts and film industry, increased flexibility in grant
programs, and protecting the current Texas Moving Image Industry Incentive Program
(TMIIP) guidelines.

Housing Stability
A
Support legislation that provides sustainable property tax relief to San Antonio
residents.
Workforce

Support legislation that invests in educational and job placement programs and
increased access to childcare to provide support for our growing workforce.

San Antonio’s healthcare mission is to protect and improve the health of our
community so that all people thrive in a healthy and safe environment. The strategic
priority areas are access to care, nutrition and food insecurity, violence and crime
prevention, health equity and social justice, and mental health.

Healthcare & Nutrition
Support funding to expand San Antonio’s psychiatric and behavioral health system and
add facilities to provide additional mental health services to our community.
Support additional funding for services and programs that provide food assistance,
increase access to nutritious foods, and promote food security.

Support improved state funding and access to comprehensive and timely mental
health care in Texas.

Supports legislation that encourages responsible pet ownership and improves the
health, safety and welfare of our residents and pets.

Violence Prevention
Support efforts to prevent and mitigate domestic and targeted violence in order to
ensure the safety and well being of all citizens.

Support responsible firearm safety practices and additional resources to help aid in the
prevention of gun violence in our community.

INFRASTRUCTURE & RESILIENCY
Expanding infrastructure is needed to create a resilient future for San Antonio. San
Antonio’s priorities are to make strategic investments that acknowledge the need for
digital inclusion as a necessity in a rapidly changing society; create transportation
infrastructure that incorporates safety for pedestrians, bicyclists, and motorists; and
prepare for the impacts of extreme weather events and natural disasters.

Digital Inclusion
Support legislation that ensures and funds infrastructure, connectivity and affordability
of broadband internet service for all San Antonians.

Transportation
Support legislation and funding to meet the transportation needs of the rapidly
growing San Antonio region, reduce congestion, and address aging infrastructure.

Support legislation that would enhance pedestrian safety and continue to support
safety initiatives such as Vision Zero.
Resiliency
A
Support legislation that provides for the development of resilient and sustainable utility
and transportation infrastructure to prepare our community against extreme weather
events and natural disasters.

The City of San Antonio coordinates with local, state, and national partners in support of
their legislative agendas that enhance the health, safety and vitality of the community,
provided it does not conflict with the City’s own legislative agenda.
