Our nation is blessed with a vast coastline, and possesses an abundant untapped
resource in the form of offshore wind. The winds that sweep across our seas carry
immense potential to power our homes, industries, and to drive our economic
growth. In this special issue on Offshore Wind, we delve into the opportunities and
challenges that lie ahead as we begin to harness the power of offshore wind here
in India.
Estimates suggest India’s offshore wind capacity at over 300 GW within 50 nautical
miles of our coast. That there is immense potential was firmly established by the
approval on 19 June 2024 of the Viability Gap Funding (VGF) scheme for offshore
wind energy projects.
The VGF scheme’s total outlay of ₹7,453 crore includes ₹6,853 crore for installation
and commissioning of 1 GW of offshore wind energy projects (500 MW each off the
coasts of Gujarat and Tamil Nadu), and a grant of ₹600 crore for the upgradation
of two ports to meet the logistics requirements of offshore wind energy projects.
Offshore wind was also quite extensively discussed in Chennai on 29 May 2024
during IWTMA’s pre-event for the Global Wind Day celebrations. We had the
privilege of hearing from Shri Lalit Bohra, Joint Secretary, MNRE, and Dr. Rajesh
Katyal, Director General, NIWE, aling with other stalwarts of the industry. One of
the primary challenges is the high cost of offshore wind projects, which stems
from the complex engineering and logistical requirements involved in constructing
and operating wind farms at sea. Technology advances and economies of scale
were discussed and debated. One thing is for sure: India’s strong manufacturing
capability holds a lot of promise - not just in India, but within the region. And,
as Shri Bhupinder Singh Bhalla, Secretary, MNRE, stated at the Delhi meet for
Global Wind Day on 15 June, “Once India develops the ecosystem and expertise
for offshore wind, we can also help neighbouring countries set up offshore wind
farms.”
We wish all our readers a happy Global Wind Day. We need to work together to
ensure that offshore wind becomes a key pillar of India’s renewable energy mix
and a catalyst for a cleaner, greener, and more prosperous future.

As the excitement about India’s foray into offshore wind ramps up, Srijith Menon
answers some questions about some of the inevitable challenges the wind industry will
face while developing offshore farms.

Future Technologies
Offshore wind turbines are typically

two-thirds of the U.S. wind resources
are located in depths beyond 60 meters
[6]. As a result, floating offshore wind
turbines are being looked into as a
potential option. The general structure
consists of a buoyant support structure
that is anchored to the sea floor with
long cables, also called mooring lines
[6]. There are many structures being
developed according to a site’s various
characteristics such as seabed soil
composition, climate, and weather.
These structures, exemplified in Figure
4, must be capable of withstanding
strong waves, hurricanes, and the
general harsh marine environment.
