This manual can be used for understanding the ICEGATE SEZ registration
functionality for maximal utilization and benefit. Users cannot copy, modify, distribute,
redistribute, share, and at the same time cannot avail any kind of attribution or credit
from this copyrighted work.
CBIC is free to make any changes or update or delete the information without any prior
intimation to the users and customers at large. The text and software explained in this
user manual fully comply with the intellectual property law – including trademark,

(b) This user manual is intended for use by all the stakeholders who wish to avail
services of the ICEGATE portal. The business/roles that are allowed SEZ Child
registration on ICEGATE are listed in Para 6 of this manual.
3. Overview.
(a) The SEZ Child registration functionality at ICEGATE aims at simplifying the
overall process of completing child registration at ICEGATE for accessing ICEGATE
Dashboard and availing the services therein. During the process, few key details such
as Reference ID, PAN etc. will be validated online and users will be required to provide
minimal details for obtaining the child registration. Once the process is completed,
users are provided with a system generated ICEGATE ID and password for accessing
the ICEGATE dashboard.
(b) Kindly go through this manual and follow the step-by-step process for
competing SEZ child registration process.
(b) The Individual user (Child user) will not be able to register directly in ICEGATE
portal.
(c) The Parent user must have a valid Mobile Number and Email ID to create a
new child user.
(d) The Individual user must have a valid PAN, Aadhar, DSC and a copy of
authorisation letter issued by the Organisation for conducting business on
ICEGATE.
(e) The Individual user must have an unexpired Reference ID (10 digit) for
registration.
(b) These sections are divided into simple steps and are explained below.
(a) In this section we will discuss about the procedure of creating new child users
under a SEZ role in ICEGATE portal. The registration process has three key sections.
These are explained below-
(b) Please note that a child user registered under one parent user cannot be
registered in any other parent unless disabled by the parent user.
(a) The ‘User Type’ that needs to be selected shall be ‘ICEGATE User’.
(b) Existing Parent user (i.e., users already registered on ICEGATE) can directly
log-in to the new ICEGATE 2.0 portal by providing their ICEGATE ID.
(a) A registered parent user navigates to the ‘Child Details’ tab available in the
‘Profile Status’ widget and click on the <Add New Child User> button. The screen
display will be as follow-
(b) On clicking the ‘Add New Child User’ button, the system will display the below
screen and the parent user needs to enter the following details pertaining to the Child
User.
(a) On clicking the ‘Create Child User’ button, A ‘Reference ID’ along with its
expiry date (Valid for 15 days) is generated by the system and shared with the Parent
user and with Child user on the email of the child user provided by the Parent user.
(c) On clicking the <Done> button, the user will be redirected to the Child Details
page of ICEGATE portal.
(a) In this section, we will discuss the procedure followed by the child users for
registering in the ICEGATE portal. The registration process has five key sections.
These are as follows –
1. Access Registration Link
2. Verification of Reference ID
3. Verification of Mobile and Email Address
4. Filling of the Role Registration Form
5. Submission of the Role Registration Form
(b) These sections are divided into simple steps and are explained below.
(a) The child user will access the <Register Now> button as shown in the screen
below.
(a) On selecting ‘Continue using Reference ID’ option, the Child user needs to
enter and verify the Reference ID received on the registered email-id and click on the
<Proceed> button. Screen display will be as follow-
▪ If the entered Reference ID is expired, the parent user has to generate new
Reference ID for Child user.
(b) On clicking the <Proceed> button, the Child user needs to verify his/her Mobile
Number and Email ID in ICEGATE portal.
(a) On clicking the <Proceed> button above, the system will display the below
screen where user will verify the registered Mobile Number and Email ID.
(a) Select the Mobile option, the users need to click on the <Generate OTP>
button.
(b) A six-digit OTP will be generated and sent to the user's mobile number.
(d) In case of not receiving the OTP verification code, click on <Resend OTP> link.
(e) The user must validate the received OTP within a set interval of 600 seconds.
Otherwise, the OTP will expire.
(f) On successful verification of OTP, the system will display the message as
“Mobile Verified” on the screen.
(a) Similarly, on clicking on the <Generate OTP> button against the Email ID, a
six-digit OTP will be generated and sent to the user's Email address.
(a) On clicking the <Submit> button above, the Child user is redirected to
registration form page to provide the remaining information and complete the role-
based registration process.
(b) The user will have to provide the details of all mandatory fields (*) and upload
a self -attested copy of Authorization Letter.
(c) The user will enter a valid PAN number and click on the <Validate> button.
(d) On Successful verification of PAN, the system will display the message “Pan
verified Successfully” on the screen.
(e) The user will click on the <Validate Aadhaar> button to verify the Aadhar
number.
(g) DSC must belong to the user and should not be expired. The user must add the
DSC by clicking the ‘Click to Update DSC’ button.
(a) The user can save the form in draft mode till submission. The user needs to
click on the button <Save as Draft>, and the application filed by the user till now, will
be saved in draft mode.
(b) If the user saves the application as a draft, the system will display the message
“SEZ form is saved Successfully” for the application form and is displayed on screen
as follows-
(a) Before submitting the application, the user must declare that if any information
given in the application form (including attachments) is found false then the
department can take the necessary action.
(a) On completion of filling of the form, the user will click on the <Submit> button
for submission.
(c) The user can go to the login page of ICEGATE portal by clicking on <Close>
button.
(a) Once the form is completed by the child use. it will go to the Parent user for
confirmation. Parent user can approve or reject the registration form filled by the Child
user.
(b) In order to access these requests for approval/rejection, the Parent user will
need to log in to the ICEGATE portal and navigate to ‘Child Details’ tab available in
the profile section. User can access the same by clicking on the Profile Status widget.
A dedicated section for accessing these requests will be visible as shown in the screen
(a) The Parent user can approve the registration of the Child user by clicking on
<Approve> button. Screen display will be as follow-
(d) Once approved, the child user will be able to access the ICEGATE dashboard
and perform all the actions/transactions that are authorised/enabled by the Parent user
for that child user in the ‘Child Details’ tab under Profile section of the Parent user.
(a) The Parent user can reject the registration of Child user by clicking on <Reject>
button. Screen display will be as follow-
