NOTIFICATION
Klamabad* the 27th November, 2021.

S.R. O. No, In exercise of the powers conferred by sections 7A and 10 of


the Federal Public Service Conunission 1977 (XLV of 1977), the Chairman of the
Federal Public Service Commission, with the approval of the Federal Government, is to
direc:t that the following unendments shall be made in the CSS-Competitive Examination
Rules,
2019, namely:

In the aforesaid Rules.

(1) in rule 2,—

(i) in clause the word at the end, shall be omitted; and

(ii) in clause (g), after the semi colon at the end, the word "and" shåll be
added and thereafter the following new clause shall be added,
namely:-

"Preliminary Test" means the "multiple choice questions (MCQ)


based Preliminary Test (MPT)" designed to be held for the
purpose of short listing candidates for the written examination
under these rules";

(2) in rule3,

(i) in sub-rule for clauses (a), (C) and the following shall be substituted,
namely :

Preliminary Test; written


examination; medical examination;
psycho logical assessment; and
(e) wa voce: •
in sub-mle for the words "Written examination", the words "Preliminary
Test and written examination" shall be substituted; and

(iii) in sub-mle for the words "Written examination", the words


"Preliminary' Test" and written examination" shall be substituted;

(3) in rule-4, for the words "Written examination' s", the words
"Preliminary Test and written examination" shall be substituted; after rule
10. the following new rule shall be inserted, namely:

"lox. Preliminary test (MPTL- (l) Preliminary Test shall he held to shortlist
candidates for written examination.

Preliminary Test shall of two hundred minutes durati on, comprismg


one paper based on MCQs of two hundred marks, on the topics mentioned In
Appendix-Ill and "llabus as sel out In Annexure—C-
(3 Preliminary Test shall conducted annually before written
examination on the date as the Commission may d&tide-

(4) Validity of Preliminary Test shall only he for the same year of
competitive exammati on.

(5) Qualitying threshold of the Preliminary Test shall be 33% marks.

(6) Subject to rule 6, there shall be no limit on number of attempts to


uppear in the Preliminary Test,

(7) Candidate seeking admission to the Preliminary Test must apply online
for registration upto closing date announced by the Commission. The
ppplication receiv«l manually or after the closing dat e shall not be
entertained-

(8) For Preliminary Test no hard copy ofthe documents is required to be


submitted.

Candidate shall pay fee for Preliminary Test as set out in Appendix-
ll. The original treasuuy receipt should be handed over to the supervisory staff
in the examination hall at the time of appearing In Preliminary Test.

( 10) Intimation about schedule and centers for Preliminary Test may
only be obtained from Commission 's website. No separate intimation shall be
sent through post. Candidates may download and print admission certificate
from Commission's online system_ Entiy to the examination hall shall not be
allowed without original CNIC, original treasury and admission certificate or
as decided by the Commission.
(l Ij Result of Prelininary Test shall be published on Commission's
website and no separate intimation to individual candidate shall be sent.

( 12) In case of large number of app I icants for Preliminary Test, the
Commission may decide to conduct the test in batches-

C13j Candidates appearing in Preliminary Test must be otherwise


eligible to appear in the competitive examination of the relevant year,
otherwise their candidature shall be liable to rejection. irrespective of the fact
that they appeared in the Preliminary Test or even passed the same.

(14) Any wrong or misstatement given in the online application for


Preliminary Test by the candidate may lead to rejection of candidature.

(15) Candidates who have already availed three chances to appear in


competitive examinations are not eligib le to apply or appear in Preliminary
Test';

in rule I l,-
(a) in the marynal heading. after the word "the", the word üTitten" shall be
inserted;

(b) in suburule ( I l, after the ward "the", occurring for the first time, the w
ord "written" shall be Inserted;

after sub-rule (l amended as aforesaid, the following new sub-rule shall


inserted, namely:-

"(IA) Only the candidates whose successfully qualified the


Preliminary T est shall be eligible to appear in written examination for
the same yearn";

in sub-nile ( 12), after the word "the", occurring for the first time, the
word "written" shall be Inserted; and

in sub-nile after the word "the", occurrmg for the first time, the word
"written" shall be Inserted;

(6) in Appe:ndix-ll, in clause sub-clause (i) shall be re-numbered as sub-clause


(ia) of that clause and before sub-clause (ia), re-numbered as aforesaid. the
following new sob-clause (i) shall be inserted, mamely:

Rupees 250 for Preliminary Test-";

(7) after Appendix-Il, amended as aforesaid, the following new Appendix shall be
inserted. namely.

l. Prelinunary Test shall be based on Multiple Choice Questions {MCQS) of 200
marks with subject wise distribution as following:-

affairs und Pakistan affairs
2. Syllabus of the above subjects is given in Annexure-C.
