ANNEXURE IV

Standard Operating Procedure (SOP) for Single Window System and Standard
Application Form:
1. Objective:

1. Single Window System is a one-stop portal for release of electricity


connection in a time-bound, transparent, and hassle-free manner. The
proposed Single Window Portal is to expedite grant of electricity connection to
public EV charging stations. State Discoms will provide a single window
application to streamline and simplify the process for accelerated deployment
of public EV charging stations within the stipulated timelines as specified in
the Electricity (Rights of Consumers) Rules dated 22 nd Feb 2024 and its
amendments thereof. All requisite clearances for releasing the electricity
connection and for setting up of EV charging station will be obtained by the
applicant.
2. Another option for a single window system is to rope in SNAs for this.
However, entrusting SNAs with the Single Window system including for
seeking all clearances seem to be fraught with a risk of adding another layer
of administration for the release of connections to charging stations.
Secondly, most of the SNAs are Discoms themselves and obligating them to
seek all clearances including of Petroleum & Explosives Safety Organisation
(PESO) may not be productive as they are not having such experiences and
are already struggling even with releasing the connections to general
consumers in time.
3. Discom may not find it attractive to incur additional expenses in coordinating
clearances for EV charging stations. Therefore, it is proposed that Discoms be
directed to have online portal with visibility to SNAs and CNA. The proposed
SoP for online portal for Discoms is as under:

2. Standard Operating Procedure (proposed):

1. State Discom shall develop an online portal if they don’t already have, for
receiving applications for grant of public EV charging connections online.
2. Charge Point Operator (CPO) to fill the application form and upload
documents online including clearances from other agencies, if any. Online
form may have details as provided at Annexure A.
3. Discom shall examine / review the application and verify the supporting
documents submitted by CPO within 3 days of submission.
4. Post the review of the application, Discom may send back the application to
the applicant, in case of any discrepancy, to be re-submitted within 3 days.
5. Once an application complete in all respects is received by DISCOM,
DISCOM shall conduct technical feasibility of the desired location and provide
electricity connection in terms of the timelines prescribed in the Electricity
(Rights of Consumers) Rules dated 22nd Feb 2024.
6. Post the grant of the electricity connection by DISCOM, Charger Point
Operator (CPO) shall visit the site, install the EV charger and the required
electrical infrastructure.
7. Post installation, the CPO will submit the documents (as provided at
Annexure B) through the online portal to SNA.
8. Discoms shall integrate their online application portal with the portals of
concerned SNA and CNA(BEE) for visibility and monitoring the status of
charging infrastructure installations.
9. SNA / DISCOM may charge a fee from the CPO for taking necessary
clearances from relevant departments, wherever requested by the CPO.

1) Lease agreement between Land Owning Agency and the CPO.
2) Power of Attorney confirming powers on the person(s) who are competent to
execute the MoU / agreement.
