the out-of-school youths’ beneficiaries of Barangay Puente Carmen, Cebu.

Abstract

Community extension is an important program that is organized by schools in order to help

in the development of communities within the areas where the school or any specific learning

institution is inhabited. The Cebu Technological University Carmen Campus Extension Services

Office serves as the outreach and extension arm of the university. Its main objective is to ensure

in its adopted community that livelihood programs are existent, flourishing and can very well

support families who are not well-off. Because of this, the College of Maritime Sciences has

chosen Barangay Puente, Carmen Cebu, Cebu Philippines. This research aims to determine the

sustainability of CMS extension program so that the people living in this community may be

helped in living a decent and dignified life, a life that can someday be given a chance to progress

and develop so that they too may be able to help more. It has been found out that most of the CMS

program can be sustainable such as Shielded Metal Arc Welding Training. This means that the

training is sustainable.

Introduction

Welders are an important part of the construction industry. Without them, there would be

no airports, bridges, tall buildings, or any of the products we use every day. The fact remains

welding is one of the oldest and thriving fields, and training in welding can offer a wide range of

opportunities, including careers in engineering, education, and the shipping company Adrienne Z.,

AWS (2007).

Community extension is an important program that is organized by schools in order to help

in the development of communities within the areas where the school or any specific learning

institution is inhabited. Since schools cater to the learning of students, the best service that it could

also give to the children in its neighboring communities is to supplement them in their learning,

study needs and in other areas of activity where living and survival can be viable Garay, G. A.,

et.al.

Partnerships between CTU and the community should be mutually beneficial. Research

and technology-transfer activities by the academe should have the potential to improve curriculum

and pedagogy. Relationship among technology generator and technology user is one of factors

determining successful technology transfer, but the existence of intermediaries is proven to

enhance the absorptive capacity of technology user, especially in rural areas, Sari et.al (2017). For

students, extension programs help to instill the value of citizenship in a manner that traditional

classroom teaching is unable to provide. Such engagements can also add new ideas and insights to

the intellectual process and give broader meaning to the work and world of academics (Soska &

Butterfield, 2013).

The Faculty of Bachelor of Science in Marine Engineering Department of Cebu

Technological University, Carmen Campus conducted skills training on Shielded Metal Arc

Welding, to empower the community and promote livelihood. This program aims to provide skills

to our community members to enrich their means of living. The beneficiaries are the out- of school-

youth from barangay Puente, Carmen Cebu. Based on 2017 Philippine Statistics Authority data, 9

percent or 3.53 million of the estimated 39.2 Filipinos aged 6 to 24 years old were considered Out

of School youth. Of that number, 83.1 percent consist of individuals 16 to 24 years old, 11.2

percent were 12 to 15 years old, and 5.7 percent were 6 to 11 years old, Kariza Celis, J. 1. (021,

October 2).

The program is a 3-Month course, that includes an assessment examination from Technical

Education and Skills Development Authority (TESDA). The Shielded Metal Arc Welding

(SMAW) NC II Qualification consists of competencies that a person must achieve to weld carbon

steel plate and pipe components as specified by layout, blueprints, diagrams, work order, welding

procedure or oral instructions using shielded metal arc welding equipment. Each trainee will be

given a SMAW National Certificate II upon completing the said program.

This study aims to monitor on the Shielded Metal Arc Welding NCII Implemented Training

Activity for the out-of-school youths’ beneficiaries of Barangay Puente Carmen, Cebu.

Figure 1 shows the conceptual framework of the study. It illustrates the different phases or

stages in attaining sustainability. Planning is an important aspect of the project, the people involved

in this activity should be able to provide fruitful insights on how to make such program work. An

important aspect of in the planning stage is the consolidation of the different opinions coming from

involved individuals. As the old cliché says “two heads are better than one” so it is better to set

aside differences and misunderstandings so that a more substantial outcome can materialize.

Proper resources are always important in making things possible. All our objectives can easily be

achieved if there is an appropriate use of facilities, this makes things easier to do. Two hands are

always better than one, this means that certain tasks must be designated to proper individuals who

can deliver the job competently, efficiently and with passion. If this can be accomplished,

everything else will run smoothly. Putting things all together is like mixing up several ingredients

to complete a recipe, condiments and spices are necessary in order to make the food tasty. Same

as well when doing something, if all tasks are accomplished well as the workers put their hearts

and attention, the product will come out naturally splendid. Maintaining an effective and useful

process should not stop in its full application and implementation, it definitely requires monitoring

so that so that changes, challenges and problems along the way may either be anticipated or

resolved with the most fitting solution. All of these stages make an ideal and sustainable project

or activity that will surely benefit more stakeholders. Putting it all together makes sustainability of

any program possible, hence, with emphasis on proper planning and continuous monitoring, any

program will not just be successful but most of all, will last for as long as it is useful to the people.

Statement of the Problem

The study aims to explore the socio-economic changes experienced by the SMAW (Shielded Metal

Arc Welding) beneficiaries after completing the training program. The specific objectives are to

profile the SMAW beneficiaries and investigate the impact of the training on their employment

status, skills application, and overall satisfaction with their current employment. The following

key issues will be addressed in the research:

1) What is the demographic profile of the respondents in terms of:

a. Age;
b. Gender; and
c. Socio-economic status?
d. Educational attainment
e. household members

2) What is the socio-economic profile of the respondents in terms of;


a. Employed
b. Type of work
c. Monthly income

3. How effective are the welding techniques training activities implemented by CTU - Carmen
Campus in terms of;

a. Have you applied what you learned in the SMAW training to your job?
b. Are you not having difficulty with your job?
c. Are you satisfied with your job?
d. If you had the choice, what other job would you want?

PURPOSE OF THE STUDY:

This study is deemed beneficial to the following stakeholders:

College of Maritime Sciences Faculty: This assessment can serve as a foundation for future

improvements or adjustments to the program, should any changes be necessary.

Brgy. Puente, Carmen Cebu: This study can help determine whether the program should be

advanced to a higher level to better meet the evolving needs of its stakeholders. If it remains

beneficial, it can be continued to support those who still require it.

Future Researchers: This study can provide a basis for further research and development, guiding

subsequent investigations and enhancements.

Research Design

This study is a descriptive and quantitative approach for monitoring, evaluating, and

assessing the overall effects of the extension program and activities implemented by CTU –

Carmen Campus's College of Maritime Sciences. This type of action research seeks to understand

the extension implementation's successes and challenges to guide future activities positively. As

mentioned by Ian I. Llenares & 1&3Custer C. Deocaris, Community development is where

government, non-government organizations, the volunteer sector, and even private corporations

work together to empower communities economically, socially, and even politically (Perkins et

al., 2004).

The survey questionnaire's main objective is to gather information and ideas from the

respondents. The questionnaire comprises three parts. The first part deals with the demographic

profile of the respondents. It includes their age, gender, marital status, highest educational

attainment and the number of household members. The second part focuses on the socio-economic

profile of the respondents. It involves the respondent's occupation, other sources of income and

monthly income. The respondent's response to the extension program of CTU Carmen is the

concern of the third part of the survey questionnaires. It tackles their application of the

implemented training activity related on the welding techniques to their job and the difficulties

they encountered during their work.

RESULT AND DISCUSSION

Profile of the Respondents. Table 1 shows the demographic profile of the respondents from
Barangay Puente, Carmen, Cebu. The age of the respondents is one of the significant
characteristics needed in understanding their views about the output of the extension program. It
is evident from the table that there is a wide age range of the respondents, starting from 18 to 62
years. Considering the quartile value, (21%) are from 33-48 years of age, whereas most
respondents are from ages 18 to 32 (79%). It is relatively evident that out of the total respondents,
all are (100%) male. As reflected in the table, many of the respondents (83%) were unmarried, and
the remaining (17%) were married. About (67%) of the respondents were educated up to high
school graduates, and a few were (33%) college level. It is also quite clear that the majority of the
respondents (58%) have 3-4 members in the family living together while (4%) were composed of
1-2 family members the same with (4%) 11 and up members, 21% were 5-6 members and (13%)
were 7-8 members.

Socio-Economic Profile of the Respondents. It is evident from the Table that a large number of
the total respondents (83%) were employed while (17%) were unemployed. Whereas (54%) of the
respondents were employed in the private companies as welder and 29% of the respondents are
self-employed welder. The income distribution indicated that 46% earned the minimum monthly
wage, 37% earned at above the minimum wage, and 17% did not disclose their income status.

Response Towards Extension Services of CTU- Carmen Campus. The table shows
respondents' responses to the extension services offered by CTU-Carmen Campus highlights
positive outcomes. A large majority (83%) applied the welding techniques learned during the
SMAW training to their jobs, indicating practical relevance and effectiveness of the training
program. This application of skills likely contributed to enhanced job performance and
productivity among respondents. Additionally, a significant portion (67%) expressed interest in
establishing their welding shops to generate extra income, indicating entrepreneurial aspirations
and potential economic empowerment through acquired skills.

Furthermore, the majority of respondents (83%) expressed gratitude and acknowledged the
benefits derived from the SMAW training, emphasizing its contribution to their skill enhancement
and employment opportunities. This positive feedback underscores the value of vocational training
programs in addressing skills gaps and improving livelihoods, particularly in industries like
welding.

Regarding job satisfaction, a notable proportion (83%) reported being content with their
current employment, suggesting a favorable perception of their work situations. However, a
minority (17%) expressed dissatisfaction, indicating potential areas for improvement or addressing
challenges in the workplace.

Future Career Aspirations. The desire for entrepreneurial ventures, as indicated by 67% of
respondents expressing interest in establishing their welding shops, reflects aspirations for
economic autonomy and growth. This entrepreneurial mindset aligns with efforts to promote self-
reliance and economic development within the community. Encouraging such initiatives through
supportive policies and resources could further empower individuals to pursue their career goals
and contribute to local economic development.

Overall, the findings underscore the importance of targeted vocational training programs
in equipping individuals with relevant skills, fostering entrepreneurship, and enhancing
employment opportunities, thereby contributing to socio-economic development at the grassroots

level. Further research and program evaluation may be needed to assess the long-term impacts of
such initiatives and inform future interventions effectively.

RECOMMENDATION
Based on the result of the monitoring assessment survey, it is highly recommended that the

implemented extension program entitled Welding keeps our economy moving SMAW NCII

Training Activity for the out-of-school youths must be implemented for the next batch because

there was a big difference in their economic status. They applied their welding skills to their work.

After all, they used their NCII certificate to get work opportunities as welders in the Philippines

and abroad.
