In partial supersession of Board's letter No.2011/0/127/4/MintlPt.II dated 12.01.2012

issued earlier revising the rate of recovery of replacement cost of the metal passes, it has been
decided that the rates of recovery in case of loss of Silveri All India Bronze Metal Passes stand
revised with immediate effect as per the following: .

In supersession of Board's letter No.2017/G/127/4, dated 01.08.2018 issued earlier revising the
rate of recovery of replacement cost of the Gold Metal Pass, it has been decided that the rate of
recovery in case of loss of Gold Metal Pass stands revised to Rs. 17449 with immediate effect.
It is, therefore, advised that recovery of replacement cost of one Gold Metal Pass from the
Officers who report loss of their metal passes may please be made at the above rate and the
amount so recovered be credited credited to Railway Board under Head:64-B/Misc/Railway

It has been observed that no specific entitlement is stipulated in Board's above

cited letter in respect of CC/FC Coaches being attached to some Special Trains on
Special Charges and Suvidha Special Trains. In order to remove this amblquity, Note
No.2 of Annexures I & II of Board's above referred circular is modified as follows>

"Travel .entitlement in Humsafar, Special Trains on Sped a) Charges and

Suvidha Special Trains will be of Rajdhani Express type of trains. In case
CC/FC Coach is attached to such trains, the entitlement of CC Class of
Shatabdi Express type train wiH be applicable."

2. Other terms & conditions stipulated in Board's above referred circular shall
remain unchanged.

3. This issues with the concurrence of the Finance Directorate of the Ministry of
Railways.

issued by Commercial Directorate.
Ref: (i) Board's letter No. E(W)2016/PS5-1/1 0 dated 12.07.2017.
(Ii) Board's letter No. E(W)2016/PS5-1/8 dated 31.01.2019.
(iii) Board's letter No. 2021/TG-1I20/P/2 dated 30.07.2021.
(iv) Board's letter No. TCII/2910/18/Train18 dated 12.02.2019.
Instructions were issued vide letter cited under Ref.(i) above validating Passes/PTOs in all
the trains and stamping the physical Passes on the basis of type of trains viz. Mail/Express or
Rajdhani/Ouronto type or Shatabdi type. However, with the introduction of E-Pass/PTO Module
under HRMS with e-ticket booking facility and issuance of independent Booking Codes for
different type of coaches by Commercial Dte, vide their letter cited under Ref.(iii) above,
clarifications are being sought regarding travel entitlement in AC 3-Tier Economy Coach,
Vistadome (AC/Non-AC) Coach, Anubhuti Coach, etc. Both the recognised Federations i.e. All
India Railwayrnen's Federation and National Federation of Indian Railwaymen have also
requested Board to continue the extant travel entitlement based on type of trains.
2. In order to bring in more clarity and to maintain uniformity, it has been decided with the
approval of Competent Authority to integrate Commercial instructions with the travel entitlement
issued vide. Board's letter cited under Ref.(ii) above. Integrated travel entitlement accordingly
framed is enclosed as Annexure-I (for Duty Passes) and Annexure-II (for Privilege/Post·
Retirement ComplimentarylWidow Passes). In case two types of trains are operated
(viz. Rajdhani type Tejas Express train and Shatabdi type Tejas Express train, etc), travel
entitlement in such trains will be as per respective type of train. This supersedes all previous
instructions regarding travel entitlement on Passes/PTOs.
3. CRIS/PRS and CRIS/HRMS will immediately make necessary modifications in PRS &
E-Pass/PTO Module of HRMS, respectively.
4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

3. Travel entitlement in Garib Rath/Jan Shatabdi /Double Decker/Mahamana/Yuva/Antyodaya Express Trains will be of Mail/Express Trains.
4. Travel entitlement in Tejas Express Trains operated by Indian Railways will be as per the type of respective Train i.e. Shatabdil Rajdhani.
5. Travel entitlement in Anubhuti/Vistadome Coaches will b~ as per type of Train in which such Coaches are attached.

7. Existing provisions regarding attendant/companion facility shall continue to apply,

NOTE: 1. Travel entitlement in Vande Bharat and Gatimaan Express trains will be of Shatabdi Express type trains.
2. Travel entitlement in Humsafar, Special Trains on Special Charges and Suvidba Special Trains will be of Rajdhani Express type of Trains.
3. Travel entitlement in Garib Rath/Jan Shatabdi !Double Decker/Mahamana/Yuva/Antyodaya Express Trains will be of MaillExpress Trains.
4. Travel entitlement in Tejas Express Trains operated by Indian Railways will be as per the type of respective Train i.e. Rajdhani/Shatabdi.
5. Travel entitlement inAnubhuti/Vistadome Coaches will be as per type of Train in which such Coaches are attached.
6. Refer RBE No.68/2017dated 12.07.2017 for type of Trains.
7. Existing provisions regarding attendant/companion facility shall continue to apply .
