Commissioning Method Statements

1. INTRODUCTION

This Commissioning Specification describes the requirements for Commissioning


Method Statements, the purpose of which are to help control risks to safety or to the
integrity of in-service parts of the distribution system during the commissioning of new
or modified protection, control, automation and signalling systems on the Central
Networks plc distribution network.

2. DEFINITIONS

Definitions of some of the terms used within this document can be found in
Commissioning General CG-02: Commissioning Terminology.

3. ASSOCIATED DOCUMENTATION

An index of associated commissioning documentation can be found in


Commissioning General CG-01: Index of Commissioning Documentation.

4. GENERAL REQUIREMENTS

4.1 GENERAL

Commissioning Method Statements shall be prepared on a circuit-by-circuit basis


where there are significant risks to safety or to the integrity or wellbeing of in-service
parts of the distribution system.

Commissioning Method Statements shall always be prepared for:


− On-load testing for operation and stability of unit protection systems by
reversing the polarity of current transformer secondary windings
− On-load testing for operation and stability of directional protection systems by
reversing the polarity of current transformer secondary windings

− Primary injection testing where primary current will pass through current
transformers associated with in-service protection systems (in addition to the
protection system being commissioned)
− Addition / removal of circuits to / from a busbar protection scheme
− Addition / removal of circuits to / from a mesh corner protection scheme
− commissioning of circuit breaker fail protection,
− Addition / removal of circuits to / from a synchronism-check systems
− Addition / removal of circuits to / from an interlocking scheme
− Any testing involving the application of voltages in excess of 5kV (ac or dc).

4.2 TITLE PAGE

The title page of the commissioning method statement shall include the following
information:
− Title (Commissioning Method Statement)
− The name of the construction project
− The substation where the new or modified equipment is located
− The circuit on which the new or modified equipment resides
− The date on which the implementation of the commissioning method statement
is to take place
− The version number of the method statement
− The person responsible for preparing the method statement (Protection
Commissioning Engineer) and the date of preparation
− The person responsible for endorsing the method statement (Protection
Commissioning Supervisor) and the date of endorsement
− The persons responsible for accepting the method statement (Contract Manager
/ Project Manager & Control Engineer) and the date of acceptance

4.3 NUMBER OF SECTIONS

The commissioning method statement shall be separated out into seven sections as
follows:
− Introduction
− Purpose of method statement
− Circulation list
− Personnel executing method statement
− Communications
− Preliminary checks
− Procedure

4.4 ‘INTRODUCTION’ SECTION

The introduction section shall include:


− A brief outline of the project
− An overview of the equipment being commissioned

4.5 ‘PURPOSE OF METHOD STATEMENT’ SECTION

The purpose of the method statement section shall include:


− A description of the activity to be undertaken
− A description of the hazards to be controlled
− Any residual risks that exist

4.6 ‘CIRCULATION LIST’ SECTION

The circulation list section shall identify all individuals involved with, or affected by the
commissioning method statement, including:
− Control Engineer (where appropriate)
− Protection Commissioning Engineer
− Protection Commissioning Supervisor
− Contract Manager / Project Manager
− External Service Provider / Principal Contractor

Where the activity to be undertaken is at or adjacent to the Transmission System or to a


Customers System and the hazards to be controlled or the residual risks affect those
systems also, then the circulation list shall include representatives from those
organisations.

All personnel on the circulation list shall receive draft copies of, and be encouraged to
make comments on, the commissioning method statement.

All personnel on the circulation list shall receive a copy of the final version prior to the
implementation of the commissioning method statement.

4.7 ‘PERSONNEL EXECUTING METHOD STATEMENT’ SECTION

The personnel executing method statement section shall identify all individuals involved
with the execution of the commissioning method statement and where they will be
located during that period. It shall typically include:
− Control Engineer
− Protection Commissioning Engineer
− Protection Commissioning Supervisor
− Contract Manager / Project Manager

4.8 ‘COMMUNICATIONS’ SECTION

The communications section shall list the contact telephone numbers for those
personnel responsible for implementing the commissioning method statement (identified
in section 4.7).

It shall include:
− Control room telephone numbers (plus the planned work approval number for
the telephone operated menu system)
− Relevant substation telephone numbers
− Appropriate mobile phone numbers

4.9 ‘PRELIMINARY CHECKS’ SECTION

The preliminary checks section shall identify those checks that must be completed
before the commissioning method statement can commence.

Typically it will include confirmation of the following (where appropriate):


− All personnel are in position and ready to proceed
− All personnel are in possession of the latest version of the method statement
− Any ‘risk of trip’ has been formally agreed with the Control Engineer
− Any ‘protection depletion’ has been formally agreed with the Control Engineer
− The sanction of the Control Engineer has been granted for work on protection,
control, automation and signalling systems

4.10 ‘PROCEDURE’ SECTION

The procedure section shall comprise the step-by-step sequence of actions which must
be rigorously adhered to without deviation in order to control risk to safety or to the
distribution system to an acceptable level.

4.11 FORMAT

Copies of all method statements shall be provided in duplicate in the following formats:
− One electronic copy
− One paper copy

4.11.1 Electronic Format

The electronic copy shall be supplied in Microsoft Word (*.doc) format using the
Central Networks template where possible.

The electronic copy shall be included within the electronic version of the
Commissioning File.

4.11.2 Paper Format

The paper copy shall be supplied in A4 size format on white paper of a quality not
less than 80g/m2.

The paper copy shall be included within the paper copy version of the Commissioning
File.

4.12 COMMISSIONING GUIDANCE NOTES

Central Networks plc has prepared a suite of Commissioning Guidance Notes which
provide practical guidance with respect to Commissioning Specifications.
