This procedure defines applicable guidelines in assessing the risks in all road journeys
that are identified as high-risk (e.g., remote travel and oversize/heavy loads) which must
be controlled and managed to ensure that actions are taken to mitigate the risks.
This applies to all heavy vehicle and regular light vehicles high-risk road journeys
throughout all GGUPD projects sites.
3 Applicability
OMPPD-GGUPD projects.
Area Manager
o To ensure adherence to Group H.S.E Policies and Procedures within their area
of responsibility.
o Formulation of audit schedules and ensuring audits are carried out in accordance
with requirements.

o Understand the H.S.E. requirements of the Project and Local laws and ensure they
are complied with.
o Monitoring Project Health and Safety performance and reporting to Area Health
and Safety Manager and Project Manager.
o Assist the Area H.S.E. Manager in the formulation and review of documents and
procedures inclusive of Hazard Identification Plans, Emergency Response Plan,
Work Instructions, and other documents that may be required to ensure a Safe and
Health Work Environment.
o Report concerns and performance data to Area Health and Safety Manager and
Project Manager.
o Ensure all accidents and incidents are promptly and correctly reported.
o To assess proposed new route as well as review existing routes with the aim to
ensure routes are properly assessed for safety and security.
o To identify and capture all routine and non-routine journeys on the Journey
Management Plan and perform regular update of their status so that the plan
shows up-to-date vehicle movements and locations.

o Coordinate the assignment of the allocated vehicles and maintain the journey
management log.
o Implement and refine as necessary the Journey Management process across all
business functions of construction, wells, and operations.
o Ensure for all journeys undertaken across the functions of construction, wells, and
operations that there is a Journey Management Plan in place and that journeys are
then monitored for compliance against these plans.
o Provide technical support and oversight to Journey Management when the are
facilitating the transit of over-sized loads and convoys.
Safety Supervisor
o Organize the site in order that activities are conducted on a safe manner.
Drivers
o Drive vehicles to designated destinations safely, Short-cuts or alternate routes
are prohibited.
o Ensure to check the tools and safety requirements prior to the journey and
making sure that all are in good working condition.
o Ensure to notify the supervisors about any vehicle repairs and maintenances.
o Follow all traffic/ travel safety rules and regulations. Taking all precautions to
avoid hazards.
Workers
o Report any situation that may be unsafe immediately to your supervisor.
o The workplace is not a playground do not act in any manner that may endanger
others or yourself.
o Always use the correct PPE and tools for the job.

o Do not interfere with or operate any equipment without authorization which may
endanger others or yourself.
5 Definitions
Journey Management Plan – is a plan that helps driver travel safely and
toorganize help if he gets into trouble or have an accident
Distracted Driving – is the diversion of attention away from activities
critical for safedriving toward a competing activity
Distracting Devices – are devices that disrupt the attention of the
driver whichinclude portable and/or handheld electronic devices
6 General
This procedure is formulated to address all aspects of Health and Safety relative to
Journey Management on the specific project indicated on the Title Page and/or support
& administration activities.
7 Journey Management
Motor vehicle travel shall be reviewed and planned to make sure that:
• Driver take a rest break from driving of at least ten minutes every two
hours or more frequently if deemed required.
7.2.2 Communications
The level of detail required to be communicated prior to and during ajourney
will depend on a range of factors including duration, location, and time of day
or night of travel.
• A means of mobile communication is established usually via mobile
phone devices. Ensure that the driver and passenger mobile phones
are charged, and phone numbers are exchanged with relevant
personnel.
• A form of communication is agreed between the driver and a contact
person (e.g. supervisor, co-worker/driver, etc.). The agreed approach
should include establishing contact at regular scheduled intervals.
• It is confirmed that communication devices where fitted to the vehicle,
are working and their use is understood by all occupants.
• Satellite phone for the location that has no signal is required.
7.7 Training
Those personnel who are undertaking remote area travels must receive adequate
initial and refresher training at a minimum to cover the following.
➢ Off-road driving
➢ Defensive driving
➢ First aid/BLS
➢ Correct procedure to follow when lost or stranded
➢ Map orientation
➢ Emergency equipment and radio use
➢ Name(s)
➢ Badge number(s)
➢ Nature of travel
➢ Destination(s) in order of travel, if applicable
➢ Transport type, vehicle number, color
➢ Planned route(s)
➢ Departure time
➢ Expected arrival time at destination(s)
➢ Expected return time to origin, if applicable
➢ Contact telephone number(s) or radio frequency

All Abaja personnel that are using vehicle & heavy equipment shall fill up the
journey management log sheet prior to journey.
8 Incident Reporting:
8.1 An immediate oral report will be made to Abaja Contracting Est. area office and to
the Client’s representative in the following cases:
8.2 A full detailed written report of these incidents must be submitted through the
responsible Project HSE Manager, Project or Department Manager within 24 hours
using Form P205-1 Incident Report, Form P205-4 Motor Vehicle Accident Report
and any additional information.
8.3 It is of the highest importance that all incidents including near misses are correctly
and accurately reported using Form (ACE-ISF-001) Incident Report to ensure full
and detailed analysis to be conducted.
8.4 All Projects and support locations will maintain a Monthly Incident Status Report
P205-2 which shall form part of the overall Area Data Analysis system which has the
objective of continual improvement of Health and Safety Performance.
8.5.2 The initial responsibility for reporting an incident rests with the supervisor of
the operation where the incident occurs who shall:
8.5.3 In order that detailed analysis of data can be conducted the Responsible
Senior Safety Representative shall fill out and submit to the Project /
Department Manager Form P205-2 Monthly Safety Status Report. Project /
Department Manager shall after signing the form submit copy to Area
H.R.D. / Administration Department.
8.5.4 Head office shall through the Senior H&S Representative in operational Areas
maintain Quarterly Incident and Man-hours data to be highlighted at
Management Reviews, analyzed and corrective actions proposed.
8.5.5 Incident Reporting Flowchart is attached which indicated how, who and when
reporting is conducted.
9 Emergency Scenario:

10 Rescue Procedure
1. Scope and purpose This procedure defines applicable Instructions and established techniques
to be employed prior to any journeys to Desert or Remote Locations and if
an incident occurs.
2. Responsibility • Project Manager
• HSE Manager
• Project and Discipline Engineers
• Emergency Response Team
• All Personnel
3. General This procedure is formulated to address all aspects of Health and Safety
relative to Desert Driving on the specific project indicated on the Title Page
and/or support & administration activities.
4. Desert Driving 4.1 Only authorized drivers (SA or contractor) shall operate motor
vehicles.
4.2 Operator credentials shall be verified prior to their being allowed to
operate motor vehicles.
4.3 Drivers operating motor vehicles (either SA owned/leased, or
contractor owned/leased) on highways and company property
and/or work sites shall have in their possession a valid Saudi

1. Introduction Abaja Contracting Est. believes in prevention first and foremost by applying
commitment and best practices throughout construction. However, in the
event of motor vehicle accident, Abaja Contracting Est. shall be prepared to
respond in a timely and effective manner that will limit people injury, property
and environmental damage to a minimum under the overall direction and
control.
2. Purpose This Rescue Plan describes Abaja Contracting Est. showsthe
responsibilities in responding to Motor Vehicle Accident during the
execution of work.
3. Responsibilities All Road Rescue responders are responsible for familiarizing themselves
with the safety program, understanding each component, how they relate
to each other and how they fit into the road rescue training, exercising and
response framework.
4. Safety components The following safety components are common to Road Rescue operations.
However, implementation should be based on the working environment(s),
risk and operating requirements encountered in each Road Rescue
operation.
4.1 Key Responsibilities
Responsibilities of Road Rescue Supervisors:
➢ Take all reasonable and practical steps to ensure the safety of
responders.
➢ Develop and implement safe work practices & ensure allresponders
attend required safety training courses.
➢ Assign responders to activities that are consistent with their
knowledge, skills, ability.
➢ Remove any responder from activities if the supervisor has
concerns as to the responder’s ability to perform their duties safely.
➢ Make sure appropriate emergency medical response services are
provided or available to responders.
➢ Identify hazards and take proper steps to control the risks.
➢ Report and investigate incidents, including accidents.
➢ Ensure regular inspection of the worksite and correction of unsafe
conditions.
➢ Instruct responders to follow safe work procedures.

7. Medical Response/ Each road rescue responder needs to ensure that appropriate medical
First Aid response/ first aid services are available t responders in the event of an
injury.
Advise all responders of the first aid or medical response services available
to them in the event of an injury, as well as how to contact those services.
8. Inspections Workplace inspections ensure that safe work practices are followed and
are effective inspections also identify any potentially unsafe conditions so
they can be eliminated or controlled before an incident occurs. Trained and
qualified people should conduct inspection/ assessments.
Inspection will depend on the nature of the situation/ task and may include
the following:
➢ Immediate surroundings where responders may work or pass
through.
➢ Tools and equipment
➢ Work methods and practices.
➢ Mobile equipment/ vehicles.
9. Records All records relevant to above rescue procedure shall be kept in the site office
for the duration of the project and transferred to the Area Head Office, at the
achievement of the Project, to be filed, archived, and kept for
a period of three years.
10. Appendices Appendix A – Inner/Outer Scene Safety Survey
While staging tools, road rescue responders can begin the inner and outer
circle surveys. These crucial assessments will enable the responders to
determine potential hazards, the number of subjects involved, and the
degree of entrapment.
➢ Outer circle survey
• In the outer circle survey, one or two responders will do a
complete walk around the vehicles to determine the overall
conditions at the extrication scene.
o Make a wide sweep around the vehicles.
o Look toward the vehicles and out around the perimeter of
the scene.
o Check for subjects that may have walked away or been
thrown from the wreckage.
o Check for hazards, and any potential problems.
o Ask bystanders what happened, and what they saw.
• Determine the size of the outer circle by the speed of the
roadway, the type of crash, the time of day, the terrain of the
crash area, or any evidence of missing subjects.
Appendix B – Road Rescue Safety Practice
➢ All road rescue responders’ area responsible for their own safety
and the safety of those working with them.
➢ All responders are responsible for continuously identifying unsafe
conditions and are required to report such conditions.
➢ If it looks unsafe, feels unsafe, Don’t Do It, communicate it up.
➢ Any responder is expected to say NO to unsafe practices or
conditions.
➢ Supervisors will not allow unsafe practices.
➢ Safety assessment is continuous and must be part of all on-going
decision making.
