Tie Hon, Judge Bruce Cohen was made aware via a motion to change judge or venue of Judge:
Sharlene Jacksons continued misconduct. Judge Cohen was at the time the Family Court Presiding
judge and had a duty to Supervise Judge Jackson. As Judge Jacksons former Supervisor, Judge Cohen
lhas knowledge of Judge Jacksons misconduct. The following pertains to this complaint.

i.) Canon 4 Rule 4.1: A Judge Shall comply with the Law, including the Judicial Code of Conduct.
) Canon 2 Rule 4.2: A Judge shall act at all times in a manner that promotes public confidence in the
independence, integrity, and impartiality of the judiciary, and shall avoid impropriety and the appearance

smment 1.) TAKING ACTION TO ADDRESS KNOWN MISCONDUCT IS A JUDGE'S OBLIGATION.
IParagraphs (A) and (B) impose an obligation on the judge to report to the appropriate disciplinary
lauthorty the known misconduct of another judge or a lawyer that raised a substantial question regarding
1e honesty, trustworthiness, or fitness of that Judge or Lawyer. Ignoring or denying known misconduct

In this case The Hon. Judge Bruce Cohen was made aware of The Hon. Judge Charlene Jacksons
isconduct she was actively committing in her Courtroom. Judge Cohen did not act as he is obligated to
Bor the Arizona Code of Judicial Conduct. There is no record of any complaints Judge Cohen filed
.gainst Judge Jackson, itis unknown if Judge Cohen tried speaking with Judge Jackson to resolve her
jehavior. IF Judge Cohen did speak with Judge Jackson behind closed doors, his efforts were not
|ecognized by Judge Jackson because Judge Jackson continued her unethical, illegal misconduct.
judge Cohen is also fully aware and has knowledge that Judge Jacksons conduct never stopped. Due
;0 Judge Cohen's inaction the complainant has had to be subjected to more of Judge Jacksons
jsconduct and Judge Jacksons subsequent illegal retaliation against her. Judge Cohen was advised of
Judge Jackson issuing rogue orders that were against Arizona Law. Judge Cohen was also advised of
he fact Judge Jackson was violating Complainant's rights to due process and other Federally Protected
‘onstitutional Rights. Judge Cohen was also advised of the significant, serious case of Domestic.
olence and Child abuse that was being intentionally ignored by Judge Jackson. Judge Cohen was also
ade aware that Judge Jackson was issuing orders inconsistent with the Arizona Constitution and the
lArizona Rules of Family Law Procedure. What did Judge Cohen do to stop any of this? Nothing. While
ludge Jackson is an independent Judge, Judge Cohen while he was acting as the Family Court
Presiding Judge had a responsibilty to Supervise the Maricopa County Family Court Judges.
|Additionally, per the Arizona Code of Judicial Conduct, ANY JUDGE who has information that even
ints to a likelinood that another Judge committed an act of misconduct has an OBLIGATION to report
fat Judge. Did Judge Cohen report Judge Jackson? Absolutely not, therefore Judge Cohen himself
jolated the Arizona Code of Judicial Conduct.
|The purpose of Judicial Discipline is to protect the public and to maintain high standards for the judiciary
1nd the administration of Justice. Any disciplinary remedy or sanction imposed shall be sufficient to
sstore and maintain the dignity and honor of the position and to protect the public by assuring that the
judge will refrain from similar acts of misconduct in the future. In this case Judge Jackson has continued
1er misconduct with impunity, even retaliating against the complainant. As a senior Judge, Judge Cohen
knows he should have reported Judge Jackson when he was made aware of her continued misconduct.
IGrounds for discipline include willful misconduct in office, wilful and persistent failure to perform judicial
luties, habitual intemperance, conduct prejudicial to the administration of justice that brings the judicial
ice into disrepute, or a violation of the code. In this case Judge Cohen violated at least Canon 2 Rule
2 and Canon 2 Rule 2.12 and Canon 2 Rule 2.15,
\dcitionally, there are mitigating factors for the Commission on Judicial Conduct fo consider. Judge
‘ohen was made aware multiple times of Judge Jacksons misconduct but willfully failed to act. The
isconduct took place frequently AND continued escalating over time. The Misconduct took place while
Judge Cohen was acting in his official capacity as both a Judge and a Supervisor. The willull inaction of
Judge Cohen caused substantial injuries to complainant and a minor innocent child.
|At this point Judge Bruce Cohen is a participating party in the continued deprivation of rights and illegal
lactivty that is taking place in Judge Jackson's Courtroom. Judge Cohens wilful failure to report Judge
lackson speaks volumes to the failures of the Judicial System in Maricopa County Family Cour.
