Executive Summary
An LVAC Load Survey and Generating Set Sizing Study has been undertaken at NG Keadby
to determine if the existing Generating Set and LVAC system are large enough to support
the proposed load for the forthcoming ISS system. The principle conclusions of this work are
as follows:
− The site has existing Generating Set and Transformer supplies rated at 800KVA.
− In assessing the WORST CASE load, it must be remembered that this is a subjective
calculation as to what the worst case diversity of loads for a site could be. Normal NG
policy is apply a diversity of 1.0 for all HV system essential loads and 0.8 for all others. In
this instance, we have also applied the following agreed additional diversity factors:
o General cooling load has been excluded as this is lower than heating load
o Small power has been given a demand factor of 0.1 based on fuse rating
o Reductions for additional water heaters in line with IEE guidance
o All manual motors/tap changers assumed not to be running
o In-rush for UPS/Battery Charger transformers not considered
o SGT cooling load reduced by 1/3 from its maximum
o Quad Booster Shunt Cooler Loads excluded.
The last two provisions are specific provisions made by NG Design Assurance for this
− Based on the above, the site’s existing WORST CASE continuous load was determined
as 672KVA EXCLUDING ISS or Flood Defence Loads or any allowance for future
expansion.
− ISS have proposed an additional load of 131KVA, taking the theoretical worst case load
to 803KVA, excluding flood defence or future expansion. This is larger than either the
mains or Generating Set supplies.
− With the current site loads (excluding ISS/Flood/Future), the existing Generating Set is
theoretically unable to start the second compressor with the first running in the worst
case load scenario as the starting load would exceed the Generating Set’s Peak Power
rating and the transients would also be outside allowable limits.
− With the ISS loads added, the existing Generating Set would theoretically be unable to
start either compressor in the worst case load scenario.
− With the ISS loads added, the Generating Set would also be unable to start any of the
Quad Booster 2 Series Stage Cooling Fans if compressors were running as these would
also mean that the Generating Set would exceed it’s Peak Power Rating.
− Based on all of the above it is therefore concluded that the existing Generating Set and
Tranformer Supplies are not large enough to accommodate the ISS load, the Generating
Set on the grounds of worst case average continuous load, peak power and transient
loads, and the Transformer Supplies based on worst case average continuous load
(remembering that the load level proposed leaves nothing for future expansion).
− It a separate Generating Set is supplied to support the ISS load only, this would need to
be rated at 185KVA.

1. Introduction
An LVAC Load Survey and Generating Set Sizing Study has been undertaken at NG
Keadby to determine if the existing Generating Set and LVAC system are large
enough to support the proposed load for the forthcoming ISS system.
Please remember that this is a calculation of WORST CASE load and may
represent a figure substantially larger than any load experienced on the site.

2. LVAC Load Survey


2.1. Assumptions and Comments
A full Load Survey of the site was undertaken (see Appendix B). Assumptions in
relation to individual or specific loads are given on the survey. The following more
general assumptions/comments are applicable:
− Load Survey has been conducted in accordance with WARDPOWER document
OS733, NG LV Sizing Methods Guidelines, Revision B.
− Where either the number of incidences for a given piece of equipment could not
be determined, or the rating of the equipment could not be determined, an
estimated figure has been used. Typical examples of this would be outdoor
lighting. These loads have marked Estimate.
− Again where either the number incidences or rating of equipment could not be
determined, a known typical figure has been used. Typical examples of this would
be Transformer Tap Changers or Garage Roller Shutter Doors. These loads have
been marked
− Where the number of fittings and load can be identified, this is marked on the
load schedule as “Fixture Count” although in some instance the identification of
load may be generic («looks like a 2KWe heater, assumed to be a 2KW
heater«).
− Any Tap Changers or other intermittent motors on the site (e.g. cranes, roller
shutters, gates) are excluded from the calculation of continual load. The largest
individual of these items, in this case the LARGEST LOAD, is then applied after
all other loads have been applied to ensure that the Generating Set will still be
capable of starting this load.
− Where cooling load is greater than heating load, or vice versa, then the diversity
of the lower load is set to 0 as a logical exclusion. Where air conditioning plant
can be used in either duty, it’s load is considered in both duties.
− In many instances, it was not possible to determine the phase for single phase
loads and as such, sensible assumptions have been made.
− Where motor starting information is not available, DOL start, starting current = 6x
running current, starting power factor 0.4 has been assumed.
− For this site, under guidance from NG Design Assurance:
o The whole of the cooling load for the Shunt units of the Quad Boosters has
been discounted.
o One third of the SGT Cooling Loads have been discounted.

2.2 Previous Load Analysis


The following is an excerpt of the original sizing study done for this site in 2003-4:
This set has been sized based upon the PB Power report for Keadby. However, the rating was
confirmed on the basis of a full load test performed on site by Paul Balcon and SAP Pete
Sturmey.
Total steady state load to be applied. The needle on the ammeter recorded for general
loading:
'R' phase 600A (431KVA)
'Y' phase 540A (388KVA)
'B' phase 560A (403KVA)
When the compressor load was applied the needle went up to 900A (647KVA) steady state.
As we have recommended a 750KVA standby diesel system the total steady state load can be
supported.
It should be remembered that this is not a fool proof method as it does not take into
account loads that cannot be manually controlled such as, for example, the charge
state of the batteries. In the case of this site, the battery chargers are calculated as
up to 42KVA of the potential load. Similarly, heating is up to 93KVA of the site load.
How much of either of these would have been present in any test cannot be
determined.

2.3 Load Analysis


From the full load survey described in section 2.1. above the following loads were
determined:

Conclusions based on these results are as follows:
− Based on a typical power factor of 0.8, this leads to an estimated load of 672KVA
on Generating Set and 706KVA on Mains Supply. This is before provision for
future expansion or addition of the ISS loads.
− The load is shown as having significant phase imbalance. This is due to the
impracticality of tracing back many of the Relay Room circuits to distribution
phases. Historical meter readings for the site shown unusual phase imbalance
and this is therefore not believed to be an issue for the site.

2.4 Provision for Future Loads


We are advised that the following loads are to be added for ISS (email from Chris
Steenson, 30-Jun-14):

This equates to a load of 131KVA/104KWe at 0.8pf. This load does not include for
transformer in-rush.

It is also known that Flood Defence are to visit this site but no information is available
for the loads for this equipment.

3. Generating Set Sizing Studies


Scenario B1: Existing Site Load
The first scenario that has been considered is the Existing Generating Set against
the Existing Site Load but not including ISS loads and with no other allowance for
future expansion or Flood Defence loads.
From this Sizing Study, the following performance requirements for the Generating
Set were identified:
Worst Case Average Continuous Load 537KWe/671KVA
Peak Power 708KWe – 133% load
This is at 30s upon start of
Compressor 2, SGT Bank 2 Cooling,
Quad Booster later stage cooling.
Largest Transient Load 574KWe
Upon application of standing load.
Largest Transient 13.5% Frequency (Limit is 10%)
33.1% Voltage (Limit is 15%)
Conclusions based on these results are as follows:
− Based on the above, the determining sizing characteristic is seen to be peak
power
− Based on the above, the existing Generating Set would not be able to deal with
the existing worst case site load.
− It can be seen from this scenario that the starting loads of the two compressors
(285KWe and 266KWe) are a significant proportion of the sets rating (44% and
42% respectively). As the remainder of the existing site load excluding the
running load of these compressors is 442KWe then it can be seen that starting
either one compressor with the remainder of the standing load present would
take the set to 708KWe (in the case of the smaller one) against peak power for
the set of 708KWe. Starting the larger one would therefore exceed this. Starting a
second compressor when the first compressor was already running would
definitely exceed the maximum peak power rating of the set.
− If the ISS load of an additional 104KWe was added to the set then the same
position would exist but worst with a worst case continuous load of 546KWe.
Consequently, theoretically, the Generating Set would be unable to start either
compressor. In addition, the Quad Booster Series Stage Cooler Loads are
156KWe, so set would also be perilously close to being unable to start these
without exceeding its peak power limit (a 702KWe peak v a 708KWe limit) and
would not be able to start these if either compressor was running.
− From all of the above, it can be seen that the Existing Generating Set is not
capable of supporting the proposed existing worst case load plus the new ISS
load.
The following comments are applicable:
− Transient Performance is calculated in line with the requirements of NG
Engineering Bulletin 23/2012.

Scenario B2: ISS Load Only


This is the sizing for a Generating Set to support the ISS loads only. 10% has been
included for future expansion. Transformer inrush loads have not been considered
but typical load staging has.
From this Sizing Study, the following performance requirements for the Generating
Set were identified:
Worst Case Average Continuous Load 115KWe/141KVA
Peak Power 115KWe –78% load
Largest Transient Load 115KWe
Upon application of standing load.
Largest Transient 6.8% Frequency (Limit is 10%)
8.1% Voltage (Limit is 15%)
Conclusions based on these results are as follows:
− Based on the above, the determining sizing characteristic is average continuous
load.
