1. GENERAL

Scope of the Project is the exploitation of the Awa-Paloukou Oil Fields. The fields are offshore
Congo in about 76 meters water depth.

1.1. Scope and Applicability of the Specification

The scope of the present specification is to define the codes, design, inspection, construction, tests
and the conditions of supply for Pedestal Crane in accordance with codes requested to be installed
in Awa-Paloukou Platform. This specification defines the minimum requirements for the supply and
does not relieve the Vendor of his full responsibility for the design and the reliable operation of the
equipment supplied. Therefore the Vendor will be liable for the correct mechanical operation of
auxiliaries.

1.2. Language and Measurement System

The International Systems of Units (SI), with exception of pressures expressed in bar and English
language shall be used for all documents and drawings. The section of instruction manual
(including manuals of subvendors) relevant to safety, installation, commissioning, maintenance,
shall be in French / English language.

1.3. Applicable Specifications, Codes and Standards

3. GENERAL REQUIREMENTS

3.1 Noise

The Vendor shall provide the noise frequency analysis and the overall Sound Pressure Level in
dBA for the proposed equipment, without special noise reduction equipment. See equipment noise
level sheet 11 of 3032-00-D-M-GA-07116.

3.2 Area Classification

The electrical equipment must be suitable for installation and operation in Safe area.

3.3 Weight Control

The weight control data from the Vendor must be in accordance with the specification
20186.COO.GEN.SDS.

3.4 Certification

The design, construction, inspection and testing shall be in accordance with the relevant
API and OSHA specifications. The Pedestal Crane shall be certified as meeting API
specification 2C by Certifying Body.
The Certifying Body design appraisal shall mainly consist of:
- approval of fabrication drawings and ILO register;
- approval of control and safety systems;
- approval of material, welding and fabrication specifications.
- The survey during fabrication basically consists of the following activities:
- review of welder and NDT personnel qualifications;
- review of welding procedure and qualification tests (WPSs and PQRs);
- verification of materials for load bearing structures components;
- test of components at sub-Vendor premises (wire ropes, chains, rings, hooks, shackles,
swivels, block/sheaves);
- review of Manufacturers certificates for non load bearing components, electrical and
machinery equipment;
- survey during fabrication and NDT;
- visual and dimensional checks for compliance with the approved drawings;
- witnessing of load tests, functional tests and overload tests.

3.5 Safety

It is the intent of the Company that operation hazards be reduced to a minimum. To meet
the above objective, the following guidelines shall be followed:
(i) All controls shall operate in a fail-safe mode.
(ii) All electrical devices shall meet the requirements for the area unclassified. (see point 3.2)
(iii) Drive belts if used shall be anti-static type.
(iv) All ladders, handrails and walkways shall be per OSHA requirements.
(v) Guards for exposed rotating parts, if any shall be provided.

4. SCOPE OF SUPPLY

4.1 Limits of Supply

Pedestal Crane shall include the following components and accessories as a minimum.
Main boom and auxiliary boom (jib), rotating upper-structure including main frame, gantry,
AISI 316L cab with controls and platform walkway and railing.
Hydraulic powered winches with wire ropes.
Diesel engine drive with air motor starter, hydraulic pump and power unit, enclosed in AISI
316L machinery cabin.
Necessary multi-purpose slewing unit including retaining ring.
Controls and electrical devices.
Power supply, lighting, red warning lights (separate circuit) and earthing system.
Safety provisions.
Adequate working area for maintenance of the crane engine, hydraulic system, winches,
crane boom and other accessories.
Mating flange and mounting hardware, for locating the crane on a steel pedestal.
Pedestal adapter.
Provision for crane jacking.
Boom rest.
Counterweight.
Plates, bolts, vibration mountings as necessary.
Painting.
Lubricant, grease and hydraulic oil, for first filling.
Start-up and commissioning spare parts.
Set of standard tools for operational and maintenance use.
Set of outfit spares.
Inspection and shop tests.
Third Party certification and supervision (care and cost).
Documentation.
Packing.

Any items not listed here but required for a complete unattended safe operational unit
shall be included.

Two years operation spare parts to be quoted separately.

4.2 Exclusions
The following items are excluded from the supply:
- All civil and structural works;
- Power and control cable connection from the control panel to electrical substation and
control room.

5. DESIGN DATA

The lifting performances required for the Pedestal Crane are specified in the Data Sheet.

5.1. Cab

The cab shall be mounted in such a position as to provide the operator with full vision of boom and
load tackle at all times (including operations at the sea water level and at the maximum height of
the boom). The operators cabin shall be arranged so as to have a clear and unobstructed escape
from crane in any position. Cab shall be fully enclosed and equipped with sliding door, shatter-
proof glass windows, (all four sides, overhead and cab floor), horn, lights, fan, suitable adjustable
seat for operator, windshield wipers, sun hood, suitable air conditioning system for cabin, service
walkway 1000 mm wide extending all around the unit and equipped with handrails and to e plates.
The cabin walls shall be insulated against noise and heat. The noise level in the cabin will not
exceed the value indicated in the noise Data Sheet. Controls, indicators, and alarms specified
hereafter shall be located within the cab a stainless steel load chart shall be fitted inside the cab,
and another stainless steel loads signal chart provided outside at a convenient and easily
noticeable position. A rigidly mounted tool box with complete set of tools shall also be provided in
the cab.

5.2. Prime Mover

5.2.1 The primary power shall be supplied by a heavy duty, industrial type diesel engine for
driving the hydraulic pumps. The engine shall be equipped with an air starting system.
Starting equipment shall include the starting air motor with valve, strainer and lubricator.
The system shall have automatic and manual valve operation to supply air to the starting
motor for cranking the diesel engine. System equipment shall comprise of diesel engine

drive hydraulic pump, hydraulic motor, control valves, etc. The crane is to be fitted with a
swivel connector installed in a central position to which the air hose is attached to supply
the compressed air needed for the first start-up of the diesel engine.

5.2.2 Diesel engine shall be radiator cooled and the cooling system shall be adequate for
continuous full power operation at the maximum specified ambient temperature. Radiator
fan and water circulating pump shall be driven from engine shaft. The diesel engine rating
shall be of sufficient horse power to permit three simultaneous Pedestal Crane operations
at rated capacity.

5.2.3 The diesel engine exhaust system shall be jacketed with engine operating at full load.
Exhaust silencer shall be spark arresting type. The open end of the exhaust pipe shall be
fitted with a suitable rain hood.

5.2.4 Diesel engine instrumentation shall include tachometers, hourmeter, fuel gauge, oil
pressure gauge and water temperature gauge located in the operator’s cab. A hydraulic
pressure gauge shall also be fitted on the diesel engine instrument panel.

5.2.5 A fuel daily tank sized to provide for at least 12 hours operation of the Pedestal
Crane at full load shall be furnished. The tank shall have all necessary piping, connections,
safety vent, with flame arrest 3/4” drain valve with end flanged, level indicator ad other
standard fittings.

5.2.6 Diesel engine intake air filter shall be replaceable and dry type

5.2.7 Suitable side panel protection shall be provided for the prime mover.

5.2.8 Multi-swivel connection for starting air, diesel fuel and electrical swivel for paging and
intercom, lighting shall be provided and shall suit utility specifications.

5.3. Hydraulic System

A three section hydraulic gear pump shall be provided for main and auxiliary hoists, boom hoist
and swing functions. Suitably sized hydraulic reservoir, filters, relief valves and air to oil finned tube
heat exchanger shall be provided. Hydraulic system components and piping shall be located within
drip pans. Vendor shall advise temperature limitation for recommended hydraulic oil. Flexible high
pressure lines shall be of wire spiral hose with a rated working pressure of at least 210 Bar.
Flexible low pressure lines shall be of wire spiral hose with a rated working pressure of at least 35
Bar.
Prime Mover and Hydraulic System (Diesel Hydraulic Power Pack) shall be enclosed within an
AISI 316L machinery cabin.

5.4. Hoist and Winches

5.4.1 The Pedestal Crane shall have main hoist, auxiliary hoist, and boom hoist winches driven
by hydraulic motors and fitted with automatic braking systems. A separate hydraulic motor
shall be provided for the swing drive.

5.4.2 The main winch shall have both low speed and high speed range with shift from one to
other possible from operator’s controls.

5.4.3 Wire rope, drum, and sheave diameters shall comply with requirements of API Spec. 2C.

5.4.4 Wire ropes shall be suitable for the high humidity, salty atmosphere of a tropical offshore
platform. Wire rope supplied shall be based on industry standard of extra improved low
steel non-rotating or spin-resistant type. The rope shall be impregnated and lubricated
with a special compound to minimize corrosion both internally and externally. The wire
rope test certificate are required.

5.4.5 A weighted ball shall be fitted on the auxiliary hoist line. Safety latches shall be provided
on hooks for main load block as well as the auxiliary hoist.

5.4.6 The winches must provide a sufficient rope to move the maximum rated loads through the
required distance and to leave at least two full wraps on each drum.

5.4.7 Hook block stop limit switches with warning lights and audible device for both load line
and whip line shall be provided. All hoists must employ power load lowering against
brakes. Means shall be provided for Manual controlled lowering of load in case of power
or control failure.

5.4.8 The drums shall be Manufacturer standard. The end flanges shall be sufficiently sized to
prevent the rope jumping off the drum. The luffing drum shall be Manufacture standard. All
bearings shall be sealed to prevent salt water ingress.

5.5. Boom

The Pedestal Crane boom shall be of latticed construction with suitably connected sections, and
complete with cable guards, deflectors, and shock absorbing boom stops. It shall also be fitted with
a hydraulic boom stop valve to prevent over topping of the boom. Automatic high an low boom
angle limit switches shall be provided along with audible warning devices. A manually engaged
locking pawl shall also be provided for the boom hoist drum. A suitable boom rest shall also be
supplied for installation by Others on the platform deck. The boom rest shall be installed in such a
way that there shall be no obstruction for helicopter at least from three sides as per API. Suitable
provision (cat ladder) shall be integrated in the construction of boom to enable reaching boom tip
from boom base.

5.6. Swing

Pedestal Crane shall be capable of rotating 360 degrees with a swing speed of zero to 1.5 rpm.
Adjustable stop switches shall be provided to enable fixing of crane rotation limits at a future date.
A lever operated swing brake shall be provided. The swing circle shall consist of a slewing ring
bearing with integral swing gear of gear and pinion type and flange for mounting it on the adapter
ring flange at the top of the pedestal. The swing drive shall be equipped with a mechanical positive
lock. The slewing ring shall be designed to absorb all vertical and horizontal forces and overturning
moments induced due to both static and dynamic loading.

5.7. Mounting

The Pedestal Crane will be mounted on pedestal support supplied by Others. Pedestal Crane
Manufacturer shall furnish the required flanged adapter ring with the stub tapered, if required, for
welding to the pedestal. The adapter shall be complete with mounting bolts and machined
washers. Bolting between base ring gear and pedestal shall be plated or coated with corrosion
resistant finish. Pedestal Crane cabin shall be approachable from working platform/deck at all
angles for Pedestal Crane position.

5.8. Pedestal Adapter

The Vendor shall state pedestal adapter design loading including applied moments axial loads,
shear load and torsion at maximum loading. The adapter shall be designed to suit the diameters of
the pedestal and the slewing ring. The lower end of adapter shall be shaped to meet the top of the
pedestal, and the dimensions with tolerances shall be indicated on the drawings and approved by
the Purchaser.
Purchaser shall supply a vertical ladder with back loops, with suitable rest platforms, on the outside
of the pedestal to give access to the platform from the main deck level. The adapter shall be
provided with a manway for maintenance access to the collector column and slewing inspection. A
circular outside platform shall be provided on the adapter and shall be arranged to give access to
the slewing structure, slewing ring bolt fastening during bolt tensioning and as a work area when
jacking up the Pedestal Crane to replace the slewing bearing. Vendor shall supply a set of special
devices for slew ring changing.

5.9. Controls

5.9.1 Controls shall be designed such that one operator can conveniently perform all
manoeuvres and speed control. Control levers shall return to neutral position when
released by the operator. Brakes shall engage automatically when any control is placed
in the neutral position and also in the event of engine power failure, loss of hydraulic

pressure or control failure. Foot pedal for diesel engine throttling shall be provided in the
cab.

5.9.2 Main hoist line and auxiliary hoist line shall each be equipped with two anti blocking
devices.

5.9.3 The Pedestal Crane shall be fitted with a load sensing device which shall automatically
and continuously weigh the load being carried to an accuracy of ±5 per cent and register
the weight as well as the radius on an indicator clearly visible to the operator. The
indicator shall be calibrated for the applicable boom length and load ratings resulting
from this specification. A boom angle indicator shall also be provided near the boom
base.

5.9.4 An automatic safe load indicator shall be provided to give the Pedestal Crane operator a
clear and continuous visual warning when the load being carried exceeds a figure not
less than 90 percent and not more than 97.5 percent of the safe working load of the
crane at that radius and to give the crane operator and any other person in the vicinity of
the crane a continuos audible low level alarm when the load exceeds a figure not less
than 97.5 percent and not more than 102.5 percent. Continuous visual and audible high
level alarm shall be given when the load exceeds a figure not less than 102.5 percent of
the safe working load of the crane at that radius. All alarms shall be based on dynamic
lifting capacity.

5.10 Electrical
5.10.1 Power supply for lighting, starting air compressor and other electrical users on the
Pedestal Crane shall be provided from the platform source through an explosion-proof
collector ring (swivel) which shall be included in Vendor’s Scope of Supply. This shall
have fitted inside as a minimum 5 terminals suitable for 16 mm² cables (power supply 400
V, 3 PH + N, earthing cable will be separate from supply cable), n° 2 terminals suitable for
4 mm² 110 VDC power cable (red warning light).
Size of cables shall be confirmed later.

5.10.2 Lighting arrangement shall be provided as a minimum:


a) Two 400 watt swivel type flood lights on the boom.
b) One 100 watt cab light and one cab fan.
d) Corridor lighting.
e) Necessary switches for cab light, fan and boom lights.
All the fixtures shall be rated for 230 V, 50 Hz. Single phase A.C. supply.

5.10.3 One red aircraft warning lights on the tip of the boom and another on the top of the crane
frame shall be provided complete with electrical control.
Relevant power supply shall be 110 VDC from platform source, the voltage rated value
shall be confirmed later.

5.10.4 Provision shall be made for installing an intercom handset station and one speaker which
will be connected with platform paging and intercom system.

5.10.5 Two earthing terminals shall be provided on Pedestal Crane main frame.

5.10.6 Vendor shall provide full earthing system within is scope of supply and shall terminate it to
a marshalling bar.

6. RESPONSIBILITIES OF THE VENDOR

The Pedestal Crane Vendor shall be the prime Vendor for the Package. The prime Vendor shall
assume overall design/manufacturing responsibility for the entire package including the motor and
associated auxiliaries. The design supply testing and operation must be in accordance with the
specifications.

7. INSPECTION AND TESTS

The supplier shall be responsible for performing, checking and reporting all inspection and test.
Testing will be as indicated on Inspection Data Sheet (I.D.S.). Vendor shall submit with his
proposal a detailed test procedure including a description of test facilities. Purchaser inspection
after test shall consist of full dimensional and auxiliary piping check, test data and material
certificate examination.
Inspection and test of the following components shall be carried out as a minimum requested:
- structural materials
- bolts
- fixed and removable accessories:
as defined in and provided by the regulations of the Certifying Body
- hooks:
as provided by the regulation of the Certifying Body, including non-destructive tests
- ropes:
as defined by the regulations of the Certifying Body
- diesel engine:
including the noise test
- electric motors
- pumps and hydraulic motors
- electric wiring
- as defined by the regulations of the Certifying Body
- packing.

8. PREPARATION FOR SHIPMENT

The equipment must be packed in accordance with SPEC. 05883.VAR.GEN.SPEC.


The type of packing must be to "Overseas" Standards.
As a basic reference, the general requirements for transport analysis of skid mounted equipment
can be found in the Eni spec. 07606-PKG.MET.SPC, whose basic concepts also apply to
equipment without skid.
In fact, the actual accelerations applied to an equipment during sea transport of the deck change
with the project case and depend on various considerations:
- equipment position and orientation on the deck
- deck position onto the transportation barge
- barge motion characteristics
- actual seastate conditions foreseen
- reference rules and formulas used for force evaluation and structural check.
A complete information is normally available only at a late stage of the project, hence preliminary
assumptions have to be done in order to define reasonable design acceleration values for
equipment check purposes and for the identification of possible need of temporary sea-fastening.
At the present stage of the AWA project, the following transportation condition is foreseen:
- transported onto a standard cargo barge 300'x900'x20'
- deck possibly located close to one end of the barge
- longitudinal axis of the deck coincident with the longitudinal axis of the barge
- upper deck located about 22m above sea level.
The maximum transport accelerations arise on the upper deck corner; this ref. point case can
therefore be used to develop a (conservative) design limit of the accelerations for equipment
located anywhere on the deck. Following the Noble Denton design criteria (ROLL = 20 deg.,
PITCH = 12.5 deg., HEAVE = 0.2g, all wind effects already included) the following acceleration
values have been derived:
- max acceleration in transverse direction due to ROLL and gravity effects of deck inclination: 0.7g
(positive or negative)
- max. acceleration in longitudinal direction due to PITCH and gravity effect of deck inclination:
0.4g (positive or negative)
- max. acceleration in vertical direction due to HEAVE, weight, ROLL or PITCH vertical component
and gravity effect of deck inclination: 0.4g to 1.6g (downward)
The above values should be combined following the Noble Denton criteria:
- ROLL and HEAVE
- PITCH and HEAVE
that is using the maximum accelerations for longitudinal direction or transverse direction, but
without combining them. Simultaneous application of longitudinal and transverse accelerations
may sometimes be necessary for equipment check purposes; in these cases, a scale factor of 0.7
should be applied to the acceleration components in the two horizontal directions. It should be
noted that the equipment orientation is indicated on the layout, but may need to be changed during
the project development; it is therefore necessary to use engineering judgement and, whenever is
possible, consider the worst case.
When the structural check is done according to API / AISC, the basic allowable stresses can be
increased by one third for transport conditions; if the checks are done according to other codes,
similar considerations may be applied.

9. SPARE PARTS

The spare parts proposal must consider the following requirements:


- Commissioning and start-up spares
- Operating spares for 2 years.
Each item to be priced separately. The Vendor must submit his spare parts proposal on
individual spare parts form fully completed. Spare parts shall be provided as per “General
Specification - Spare Parts for Vendor” SPC. 20182.COO.GEN.SDS and
SPC.05882.C00.MEC.PRG. Purchase of the 2 years operation spare parts is optional for
the Company only.

10. SPECIAL TOOLS

The supply shall include one set of special tools and wrenches, that shall be suitable for
carrying out routine maintenance and major overhaul.

11. ASSISTANCE

The Vendor shall include in his quotation the rate for whatever possible assistance for
equipment erection, commissioning, start up, operation and maintenance.

12. VENDORS LIST

The sub-Vendors list shall be attached to the commercial part. The Vendor shall strictly
respect this list any exceptions shall be discussed in the proposal only.

13. GUARANTEE AND WARRANTY

All equipment and component parts shall be guaranteed by the Vendor against faulty design,
defective or improper materials, poor workmanship, and failure due to normal usage for a period of
12 months of continuous operation, starting from the last test run certificate issue date or of 24
months from the delivery date, which ever is the later, unless otherwise specified in the order.
Items replaced through this period shall have a further 12 months warranty period, starting from the
date of replacement.
If any defects or malfunctions occur during the warranty period, the Vendor shall make all
necessary or desirable alterations, repairs, and replacements at no extra charge to the Purchaser.
If the replacement, renewal or repair may affect the performance of the unit or of any portion of it
the Company may give notice in writing to the Supplier, within one month from that date, requiring
and additional test run on completion of the work. The Vendor shall also guarantee the following:

- Weights and dimensions as listed in the Vendor Weight Control Data Sheet.
- All equipment shall be guaranteed for satisfactory performance at all operating condition
specified in data sheet.
- Diesel engine fuel and oil consumption figures shall be guaranteed at design operating
conditions.
Action to be Taken in Case of Non-Compliance with the Guaranteed Performance Criteria Results
from performance tests whether at the Vendor’s works or at site,
shall be compared with the contractual performance guarantee criteria data as per Section 12 of
this specification. Should the actual values be outside the limits specified, the equipment will not be
acceptable.
Consequently, the Vendor shall in agreement with the Purchaser, take all necessary action to
correct the shortfall and achieve the guaranteed values. This shall be demonstrated during a
subsequent repeat performance test.
Any remedial work or repeat tests required as a consequence of the application of the above
clause shall be conducted by the Vendor entirely at his expense.

14. PAINTING

All the main equipment, included the associated auxiliary equipment, shall be painted in
accordance with:
- 20000.VAR.PAI.FUN
Vendor shall guarantee the painting of the supply for a period of 38 (thirty eight) months.

15. DRAWINGS AND DOCUMENTATION

The Vendor shall provide complete sets of documentation as specified in the R.D.D.S. No. 3032-
00-D-M-GA-07511, and in accordance with specification for documentation to be supplied by
Vendors.

16. PROJECT COORDINATION

Correspondence and drawings shall be in English Language.

Lines of communication shall follow the instructions reported on Procedure FOR Control of Vendor
