Project Charter Polio
Project Charter Polio
Project Title: National Initiative for the Eradication of Polio from Pakistan by December 2026
Project Purpose:
The purpose of this project is to completely eliminate polio from Pakistan by December 2026, ensuring
no new cases are reported and maintaining a polio-free status for future generations. This will be
achieved through comprehensive immunization campaigns, public awareness efforts, and robust
surveillance systems.
Project Objectives:
Polio Immunization Coverage: Ensure that 100% of children under 5 years of age across Pakistan receive
multiple rounds of oral polio vaccine (OPV) through regular immunization drives by 2026.
Surveillance and Reporting: Strengthen the surveillance system to detect and investigate all suspected
cases of polio and vaccine-derived poliovirus in real time.
Community Engagement: Engage local communities, religious leaders, and influencers to build trust and
increase awareness of polio vaccination, especially in high-risk areas.
Integration with Health Systems: Coordinate polio eradication efforts with broader health initiatives,
such as routine immunization and maternal and child health services.
Monitoring and Evaluation: Implement a rigorous monitoring and evaluation (M&E) framework to assess
the progress of vaccination campaigns and track key performance indicators (KPIs).
Scope:
In-Scope:
National polio vaccination campaigns, including multiple rounds of immunization across all provinces.
Strengthening partnerships with local and international health organizations (e.g., WHO, UNICEF, Gates
Foundation).
Establishment of communication channels for rapid reporting of suspected cases and vaccine-derived
poliovirus.
Community awareness campaigns to combat vaccine hesitancy, misinformation, and access barriers.
Development of polio vaccination microplans for hard-to-reach areas, including regions with security
concerns.
Out-of-Scope:
Eradication of diseases other than polio (though integration with other immunization efforts may occur).
Long-term healthcare services beyond the scope of the polio eradication campaign.
Key Stakeholders:
Mitigation: Engage community leaders and influencers to advocate for vaccination and use mass media
campaigns to address myths.
Insecurity in High-Risk Areas: Certain areas may be inaccessible due to conflict or security concerns.
Mitigation: Collaborate with law enforcement agencies and local leaders to ensure safe access for
vaccination teams.
Operational Delays: Risk of logistical delays during vaccination campaigns due to weather, resource
shortages, or staff unavailability.
Mitigation: Develop contingency plans for unforeseen disruptions and maintain reserve stock of
vaccines.
Mitigation: Strengthen surveillance to quickly identify and respond to VDPV cases and improve
sanitation and hygiene practices in communities.
Project Benefits:
Polio-Free Pakistan: Complete eradication of polio, ensuring that future generations are free from the
threat of paralysis and death caused by the poliovirus.
Global Health Milestone: Contribution to the global goal of eradicating polio, supporting Pakistan’s
international standing in public health.
Improved Health Systems: Strengthened routine immunization programs and enhanced disease
surveillance systems that will benefit overall healthcare in Pakistan.
Social Impact: Increased public awareness and community engagement in health initiatives, leading to a
more proactive approach to disease prevention.
