II. Criminal Investigator

Q. Who is Criminal Investigator?

➢ Refers to the person who performs an criminal investigation. Criminal investigator also known as
prober. (Cael and Ags, 2000). The criminal investigator seeks to ascertain the methods, motives, and
identities of criminals and the identity of victims and may also search for and interrogate witnesses.

Q. Who is Police Investigator?


➢ Refers to a PNP uniformed personnel both Police Commissioned Officer (PCO) and Police Non-
Commissioned Officer (PNCO’s) conferred with the appropriate certification to investigate with care
and accuracy, by conducting step-by-step examination, through patient inquiry and meticulous
observation, data and other pertinent matters to support crime theories establish relevant facts to aid in
identifying the offense and criminal offender, locating him, and providing evidence of his/her guilt
leading to the successful filing and prosecution of the offense. A police Investigator must be a
graduate of Criminal Investigation Course (CIC), for Police Non-Commissioned Officer (PNCO), and
Investigation Officer Basic Course (IOBC) for Police Commission Officer (PCO), (NAPOLCOM Circular
No. 2013-002).

Q. Who is Police Detective?


➢ Refers to PNP uniformed personnel who was previously certified as a Police Investigator but was able
to complete 18 Units of Master’s Degree, and Completed the Police Detective Course (PDC), and
acquired the requisite experience relating to investigation of cases and appearance in court duties to
support the successful filing and prosecution of the offense (NAPOLCOM Circular No. 2013-002).

Q. Who is Case Manager?


➢ Refers to a PCO who was previously certified as the Police Investigator (PCO Category) but was able
to complete a Master Degree, completed the Investigation Officers Management Course (IOMC), and
recorded the number of required investigation and prosecution of cases, (NAPOLCOM Circular No.
2013-002).

a. Crime Scene Investigator Duties and Responsibilities


➢ A crime scene investigator (CSI), also known as a forensic science technician, plays a crucial role
in the criminal justice system by meticulously documenting and collecting evidence at crime
scenes. Their primary responsibility is to “ensure that all physical evidence is properly collected,
preserved, and documented according to strict standards, providing crucial information for forensic
analysis and legal proceedings”.
➢ A crime scene investigator is a law enforcement team member who manages the physical evidence
found at the location of a crime. When a crime occurs, the investigator must travel to the scene to
identify, collect, package and preserve evidence, which is then passed on to the forensic team to be
tested and examined. Some crime scene investigators work in forensic labs to perform the testing
processes, although most perform the majority of their work at crime scenes. Duties of a crime scene
investigator include:
✓ Working with other members of law enforcement to secure crime scene
✓ Identifying and marking crime scene
✓ Preserving, collecting and packaging evidence found at crime scenes
✓ Repairing and maintaining equipment needed for evidence collection
✓ Creating and maintaining logs, reports and other tracking data
✓ Testifying in court regarding evidence collected
✓ Transporting evidence to forensic laboratories
✓ Communicating findings to forensic scientists and law enforcement professionals

Q. What are the primary responsibilities of Prober?


➢ The primary job of the investigator is to discover whether or not an offense has been committed under
the law, after determining what specific offense has been committed, he must discover how it was
committed, by whom, where it was committed, when and why it was committed (Cardinal points of
Investigation 5W’s and 1H).

1. Determine whether the crime has been committed or not.
2. Identify the victim/s, witness and the perpetrator.
3. Locate and apprehend the perpetrator.
4. Present sufficient evidence for his/her guilt.
5. Assist in case follow-up. (De Vera, 2008).
