Skill Hub Initiative - Comprehensive

Overview
The Skill Hub Initiative, launched by the Ministry of Skill Development and
Entrepreneurship in collaboration with the Ministry of Education, aims to integrate
vocational education into the school system and create state-of-the-art Skill Hubs
across India. This comprehensive overview outlines the background, objectives,
implementation model, and benefits of this initiative designed to address the skills
gap and prepare a future-ready workforce.

Background and Introduction to Skill


Hub Initiative
Knowledge and skills are essential for both social development and economic
growth. Currently, there's a mismatch between the demand and supply of skilled
workers, creating a need for an increased skilled workforce in all sectors, from
industry to service. This calls for knowledge and skill-building through vocational
training to prepare a future-ready workforce.

The National Education Policy (NEP) 2020 addresses this need, emphasizing the
integration of vocational education into school systems to break down
educational silos. The policy introduced a credit-based system for skill education,
enabling vertical and horizontal progression pathways for students, ensuring
they are work-ready for modern industry demands.

Introduction to Skill Hub Initiative

The Ministry of Skill Development and Entrepreneurship (MSDE), in


collaboration with the Ministry of Education (MoE), launched the Skill Hub
Initiative under Pradhan Mantri Kaushal Vikas Yojana 3.0 (PMKVY 3.0).
This initiative is a vital part of the NEP 2020 vision, creating state-of-the-art Skill
Hubs across India for vocational education and training.

The scheme ensures:

 Relevant education and training for youth, aligned with industry standards.
 A focus on employment-oriented training programs for target population segments.
 A broad-based, phased convergence of vocational education with formal academic
systems.

Objectives of the Skill Hub Initiative


Mainstream Vocational Education

Integrate vocational education with general academic pathways, allowing students


to gain skills aligned with market demands.

Create Sustainable Training Centers

Establish permanent Skill Hubs across India to ensure that vocational education is
accessible to all, supporting local economic needs and creating skilled labor for
local markets.

Develop Pathways for Skill Progression

Implement a credit-based framework to offer multiple progression routes,


including academic credit, employment, and self-employment.

Maximize Resource Utilization

Use existing infrastructure, such as ITIs, polytechnics, and universities, as training


centers and optimize usage by scheduling courses beyond normal hours and on
weekends.

5. Support for Diverse Stakeholders:


 Collaborate with key stakeholders, including MoE, MSDE, Sector Skill Councils
(SSCs), and State Skill Development Missions (SSDMs), to ensure a seamless flow of
vocational education across various levels.

What is a Skill Hub and Implementation Model

What is a Skill Hub?

Skill Hubs are centralized training centers designated to deliver vocational


training and skill development to targeted population segments. Skill Hubs
provide a structured skill education model for:

 Class 6-8: Early vocational exposure through activities like industry visits and
"bag-less" days.
 Class 9-12: Advanced skill training and career counseling.
 School Dropouts: Certification courses to help individuals earn academic credits
for skill-based knowledge.
 Out-of-education Youth: Reskilling and upskilling opportunities to help
individuals gain certifications and reintegrate into education or employment.

These hubs function as nodal centers that collaborate with local schools, training
institutions, and colleges in a hub-and-spoke model. They leverage local
educational resources to expand training access, ensuring that resources are
optimally utilized.

Implementation Model
Centralized and Phased Roll-Out

5,000 Skill Hubs are planned across India, with phase-wise roll-out to ensure
every district has access to a hub or spoke.
Collaborative Support

Supported by National Skill Development Corporation (NSDC) and State


Education Departments, Skill Hubs are structured to provide broad-based
training aligned with local economies.

Hub-and-Spoke Structure

Hubs serve as the main training centers, while spokes in nearby schools and
colleges provide additional training support, utilizing the Skill Hub's infrastructure.

Operational Oversight

Overseen by District Skill Committees (DSCs) and SSDMs with policy


alignment from the National Policy for Skill Development and
Entrepreneurship, 2015.

Eligible Entities for Skill Hubs

Skill Hubs draw participants from both education and vocational systems,
including institutions with vocational training experience:

 Schools (Government and Private)

 Higher Education Institutions (Engineering, Technical, and General)

 Polytechnics and Industrial Training Institutes (ITIs)

 Other Government Skilling Institutions (RSETI, NIELIT, etc.)

 Pradhan Mantri Kaushal Kendras (PMKKs)

 Corporate Skill Centers and Industry Bodies

 Institutions under Jan Shikshan Sansthan (JSS) Scheme

 Institutes under Ministry of Micro, Small and Medium Enterprises (MSME)


Target Beneficiaries

Skill Hubs offer NSQF-compliant vocational courses for the following target
groups:

1. School Dropouts (6th to 12th


Class):
o These students can earn
vocational skill
certifications and academic
credits, enabling a smoother
transition back into education
or skilled employment.

2. Out-of-Education Youth:
o Youth can earn certifications
through courses in Skilling,
Reskilling, Upskilling,
helping them become eligible
for apprenticeship or
employment.

transgender individuals ensures inclusivity in training.
 Integrated Vocational and Formal Education:
o Trainees benefit from converged educational paths allowing
movement between formal and vocational streams.
 Placement Support:
o Skill Hubs facilitate placement opportunities, linking certified
candidates with employers across various sectors.

Infrastructure and Resources

1. Training Facilities:
o Each Skill Hub is equipped with modern laboratories, classrooms,
and tools that meet high standards for hands-on skill training.
2. Experienced Trainers:
o Trainers are certified in their fields, ensuring trainees receive quality
education that meets industry demands.
3. Job Role-Specific Hours:
o Courses have predetermined training hours for each job role,
allowing trainees to complete the required practical and theoretical
components effectively.
4. Access to NSDC Resources:
o Skill Hubs can draw on NSDC's resources, including mobilization and
skill assessment centers, for comprehensive training support.

Application Process
1. Offline Application Process

1. Step 1: Locate the Nearest Skill Hub Center Candidates should identify
the nearest Skill Hub center. Information about the centers is available
through local _District Skill Committees_ or can be found by visiting
_NSDC resource centers_ in localities.
2. Step 2: Visit the Skill Hub Center Once at the center, candidates can
approach the _counseling desk_ or inquire at the reception for guidance on
the registration process.
3. Step 3: Speak with a Counselor A counselor at the center assists in
selecting suitable courses based on the candidate's background, interests, and
employment aspirations. They explain available courses, eligibility
requirements, and the benefits each course offers.
4. Step 4: Complete the Registration Form Counselors provide the necessary
application form, which the candidate fills in with personal information,
educational background, and the desired vocational course. Counselors are
available to assist with any questions during this step.
5. Step 5: Submit Required Documents Candidates must bring original
documents and copies, including *Aadhar Card, **school certificates/mark
sheets, and any additional relevant documents like *_bank details_ for
reward money or _disability certificates_ if applicable.
6. Step 6: Confirmation and Orientation After document verification,
candidates receive a confirmation letter or receipt detailing the course start
date, schedule, and any necessary orientation details.

2. Online Application Process

1. Step 1: Visit the NSDC Official Website Go to NSDC's website, select the
_Skill Hub section_, and navigate to the registration or application page.
2. Step 2: Create an Account or Log In New users need to create an account
by providing an email address and setting a password. Returning users can
log in with their credentials.
3. Step 3: Fill in the Online Registration Form Complete the form by
entering details like name, age, educational qualifications, and select the
desired vocational course. Be thorough with information to ensure accuracy.
4. Step 4: Upload Required Documents Upload clear copies of necessary
documents, including *Aadhar Card, **education certificates, *_bank
details_, and any additional documentation required for eligibility or support
services.
5. Step 5: Submit Application and Receive Confirmation Once all
information is complete and verified, submit the form. Candidates will
receive a confirmation email or SMS with registration details, along with a
notification about course schedules and orientation information.
Documents Required
Aadhar Card

- *Purpose*: Acts as proof of identity and address.

- *Details*: The Aadhar card serves as the primary identity document,


confirming the applicant's citizenship, age, and place of residence.

- *Submission*: Applicants should bring both the **original Aadhar card** and
**one photocopy** for submission.

Community Certificate

- *Purpose*: Verifies the applicant belongs to one of the six notified minority
communities (Muslims, Christians, Sikhs, Buddhists, Jains, and Parsis).

- *Details*: This document ensures the applicant qualifies under the scheme's
focus on minority communities.

- *Submission*: Submit both the **original community certificate** and **one


photocopy**. Ensure that the certificate is up-to-date and issued by a recognized
authority.

Educational Qualification Certificates

*Purpose*: Demonstrates that the applicant meets the educational requirements for
the chosen vocational course.

- *Details*: Certificates or mark sheets from the highest level of education


attained (e.g., 10th or 12th grade) are typically required. If the candidate is a school
dropout, the last completed academic certificate is sufficient.

- *Submission*: Provide **original certificates** for verification along with


**one photocopy** of each document. Additional educational certificates may be
required for courses with specific educational prerequisites.

Age Proof

- *Purpose*: Confirms that the applicant is within the eligible age range for the
scheme (typically 14–35 years).
- *Details*: Any government-issued document showing the date of birth, such as
a **Birth Certificate**, **Aadhar card** (if the date of birth is included), or
**School Leaving Certificate**.

- *Submission*: Submit the **original document** for verification and a


**photocopy** for records.

Bank Account Details

- *Purpose*: Required for the transfer of any stipend, reward, or financial aid
directly to the applicant’s account.

- *Details*: Applicants need to provide their bank’s **account number, IFSC


code**, and **branch details**. The bank passbook’s front page copy (showing
account details) or a recent bank statement will be sufficient.

- *Submission*: A **photocopy of the passbook’s first page** or a printed bank


statement showing the account details is required. Ensure the bank account is
active and in the applicant’s name.

Passport-Size Photographs

- *Purpose*: Used for identification purposes in documentation, ID card creation,


and course enrollment records.

- *Details*: Recent, clear passport-size photos (usually 2–4 copies). Background


color may vary, but a white background is generally preferred.

- *Submission*: Submit **2–4 passport-size photos** depending on the center's


requirements. Photos should be recent and match the applicant's current
appearance.

Additional Documents (If Applicable)

- **Disability Certificate**: For candidates with disabilities, a disability


certificate is required to ensure any additional support services or accommodations
can be provided. This must be issued by a recognized medical authority.
