1. INTRODUCTION
North Field Expansion Project EPC-2 (hereafter called Project) maintains the commitment to
promote a high standard of security. In order to achieve this standard, management strives
to provide a secure and productive work environment for the work force, to protect the public,
to protect Project assets. To help achieve these goals, the CONTRACTOR developed this
Security Management Plan and submit to COMPANY for approval. The plan and its
associated documents will define requirements for the security program for the Project.
This plan will be used by the CONTRACTOR as a basis for providing, developing,
implementing, and maintaining security facilities, equipment, materials, consumables,
manuals, procedures and personnel. This document will cover security aspects during
performance of the construction work associated with the CONTRACTOR scope of work and
to provide guidance to the Project security team providers.
The Security & Emergency Management instructions cover elements of the Security
requirements as well as Emergency Management requirements. The Security group is
extensively involved in Emergency Management and coordination, and have many
responsibilities detailed in this section.
CONTRACTOR will act in accordance with the applicable provisions of the applicable LAW
of State of Qatar, the Universal Declaration of Human Rights, the Fundamental Principles
and Rights at Work of the 1998 ILO Declaration.
1.1 Scope
This plan applies to all personnel working on CONTRACTOR scope of work site and
associated location and ancillary facilities related to the project including camps areas.
In order to ensure the CONTRACTOR SHES Policy is effective, the CONTRACTOR Project
Manager and appropriate levels of management will maintain these documented Project
Security Objectives:
• Security is everyone’s responsibility
• Promote security and well-being of all Project employees
• Promote and proactively pursue the goal of zero security incidents
• Demonstrate a professional security image by effective communication and appearance
• Undertake timely and systematic identification of potential security threats across all
areas of exposure
• Conduct risk assessment for every identified security threat and establish adequate risk
control measures
• Record, track and document all actions to mitigate identified security threats across all
phases of the Project
• Conduct regular management reviews and audits of the effectiveness of the security
management system in fulfilling policy, objectives, and performance criteria
Note: Qatar Ministry of Interior (MOI) is responsible for Security Management in RLIC and
takes supremacy over all other security regulations and security requirements.
CONTRACTOR fully understands that successful management of relationships plays a
critical role in minimizing potential conflict. Therefore, CONTRACTOR will communicate and
ensure that our security operators (security provider) thoroughly understand the need to
identify and build sustainable relationships with all key stakeholders.

1.2 Purpose
The purpose of this document is to promote a secured and supportive working environment
through the establishment of a standardized security plan, security policy, guidelines, security
practices, and training. To provide advice, instructions and guidance to the CONTRACTOR
project management team, staff, and subcontractor, in the development and implementation
of the project specific security management program. This program will also ensure
compliance with the COMPANY security procedures, and with all relevant local laws and
regulations.
CONTRACTOR also recognizes that security policies, procedures, and practices must evolve
to meet the emerging challenges. The security system will be developed based on the
principles of deter, detect, delay, deny and respond; with the goal to provide a balanced mix
of security needed to protect our personnel, operations, and business interests, information,
assets and facilities while employing the highest ethical standards and the general philosophy
of “avoid, minimize and mitigate.”
The security management system will be developed to meet the requirements of the
COMPANY.

list provided herewith, CONTRACTOR will ensure compliance with all relevant procedures,
local laws and regulations in areas where activities are performed to ensure that security
objectives are met.

4. ROLES & RESPONSIBILITIES


4.1 Project Manager (PM)
• Contractor’s Project Manager will establish a Security Program and on-site Security
Rules to ensure a secure and healthy work environment for all employees concerned
with construction work.
• He is responsible for implementing this plan; through the various channels he appoints
for the security of this project.
• Will ensure that the project site is controlled by a Company approved Guard Force,
meeting all legislative requirements in accordance with the host country’s standard.
• The Contractor will appoint a Security Management Team composed of a dedicated
Security & Emergency Response Coordinator (SERC) and Supervisors who will liaise
between the Project Management Team and the Company. They will serve as the
Command and Control of the Company approved Guard Force, for the delivery of
effective security service throughout all project site areas.
• Designate an Authorized Person responsible for giving the necessary instructions,
guidance and approval on the fees incurred in cases of Medical and/or Security
Emergencies that would require the assistance of a Third Party Evacuation Service
Provider, and communicating and coordinating with them.
4.2 Project SHES Manager
The Project SHES Manager is primarily an advisory role. The SHES Manager will be aligned
with the Contractor Security & Emergency Response Coordinator (SERC) roles and
responsibility and provide support where required, to ensure that the requirements of this
project’s security plan are met.
4.3 Head of Administration and Personnel (HOAP)
The Head of Administration and Personnel is responsible for supporting the SERC and the
SHES Manager in all matters that require administrative support; including the timely supply
of qualified personnel to fill in the approved infrastructure and logistical plan; and the
integration of the SHES Policies in the hiring and selection process for project personnel and
supply services.
4.4 Project Administrator / Senior Administrator
The Project Administrator / Senior Administrator will support in the enforcement of the SHES

Plans by ensuring that the safety and security considerations are systematically and officially
administered in the project’s day to day operations. The Project Administrator / Senior
Administrator will impose the commensurate disciplinary procedure for non-conforming
personnel. And more importantly, the processing of all RLIC gate pass ID cards will be
handled to the Project Administrator / Senior Administrator.
4.5 Department Managers/Department Heads/Section Heads.
• The Department Managers / Department Heads / Section Heads are responsible for
ensuring that all project assets (manpower and logistics) and all activities that are
directly under their direct supervision will remain compliant with the project SHES
Policies, Plans and Procedures.
• They will not tolerate any form of shortcuts nor non-work related activities in their
respective areas, which will introduce unwanted risks.
• They will be the standard bearers in their respective work groups when it comes to
promoting a safe and secured environment.
• They will have regular dialogues with their respective teams to discuss matters related
to safety, security and welfare. The objective is to perform checks and balance and
promote a healthy channel of communication within the organization.
4.6 Security and Emergency Response Coordinator.(SERC)
• The SERC is responsible for developing the Site Security Plan, and providing the
command and control of the Company approved Security Provider.
• The SERC will lead the Project Security Management Team.
• The SERC will manage and coordinate the development and implementation of policies,
procedures and systems to maintain, measure, and enhance the overall security
function within the assigned site, offices or business unit of the Project.
• The SERC will conduct security surveys, risk assessment and audits to ensure the
effectiveness of the security programs.
• The SERC will identify and report any discrepancies and recommend corrective action
through appropriate reporting relationship and oversee and remedial action.
• The SERC will develop physical security, emergency procedures, and personal
protection plans, programs and criteria so as to respond to security conditions and
incidents, and minimize risk of personal, physical or financial harm to project’s area-of-
responsibility. The SERC will communicate the procedures to the Company /
Subcontractors of the steps and intentions. This will also be aligned with the Company’s
own security related plans and procedures [where applicable].
• The SERC will develop and maintain close professional relationships with peers in
appropriate law enforcement, security, foreign operations agencies, corporate security
and third party information providers, to develop timely, relevant threat information and
to provide advice on travel safety, work site security enhancement feasibility, as well as
security incident management.
• The SERC will supervise the administration, operations, policy formulation and activities
of a project / jobsite / office’s security program to ensure compliance with the host
country’s security rules and regulations, including obtaining security clearances as
required.
• The SERC will submit proposals on security improvement and ensure that all necessary
services to assure the security and protection of building occupants, project property,

equipment and project personnel from injury.


• The SERC will (within his scope), ensure against loss or damage from any preventable
cause including, but not limited to, fire, theft, intrusion, sabotage, or any other kind of
criminal activity.
• The SERC will conduct investigations (within his scope), of criminal acts and potential
threats against the project interest.
• The SERC will coordinate investigative activities with appropriate management,
formulates written reports, and presents oral briefings, on security related matters (when
requested).
• The SERC will represent the Security Team at meetings and consultations with
Company / Subcontractor’s representatives, governmental security agencies (as
required).
• The SERC will be responsible to ensure that the security personnel and other project
staffs conduct their duties according to security procedures, physical/emergency, and
personal protection plans.
• The SERC [or his designee] will develop security training, supervise and evaluate the
performance of all assigned security personnel.
• The SERC will ensure that the security services provider remains compliant with all host
country’s rules and regulations; inclusive of security license operation, vetting and
agreed Company requirements.
• The SERC will, in coordination with the SHES Manager, ensure the Emergency
Response (security) capabilities are maintained in a state of readiness, and all
Company related deliverables are met.
• The SERC [or his designee] will in the event of an emergency/security incident, call the
appropriate assistance, Emergency Services, host country local security forces /
agencies (whenever required and it should be aligned with the project line of reporting).
• The SERC [or his designee] will conduct security awareness, education, orientation
programs for project/jobsite/office staff, including security induction for new arrivals to
the project.
• SERC is responsible for the discipline and the welfare of all security staff.
• The SERC [or his designee] will be available to provide coordination and advise on a
24/7 basis.
4.7 Line Supervisors/Engineers/Foremen
• All Line Supervisors/Foreman/Charge hands/Engineers will be responsible for the
behavior and whereabouts of their subordinates while they are inside the project site.
• They will not tolerate any form of non-work related activity which comes to their attention
(including those which are outside their respective work stations). They will act on them
by intervention (if it is safe for them to do so) or referral to their immediate
supervisors/managers.
• All Line Supervisors/Foreman/Charge hands/Engineers will maintain a daily inventory of
all company resources that were allocated to them (manpower, raw materials, tools and
equipment).
• All Line Supervisors/Foreman/Charge hands/Engineers will not leave valuable assets
unattended or prone to unauthorized access. They will organize their work stations and

their manpower in such a way that they will have a dedicated “lookout” over their
respective work stations.
• All Line Supervisors/Foreman/Charge hands/Engineers will secure their respective work
stations and allocated materials (raw materials, tools and equipment) from theft/losses,
damage/vandalism.
• All Line Supervisors/Foreman/Charge hands/Engineers will familiarize themselves with
the location of all emergency exit points, muster points, and first aid stations.
• They will promote safe, healthy and professional work practices within their respective
areas; where they will serve as the lead examples.
• During an emergency situation on or near their area, they will lead their team away from
the line of fire/danger and go towards the safest muster point.
4.8 Project Personnel
• All Project personnel will comply with the project induction and familiarization trainings
to make themselves fully aware of the restrictions, rules and regulations for working in
Contractor’s scope of work area.
• All Project personnel will be familiar with the physical configuration of Contractor Project
site and abide with all the project security and safety requirements/standards.
• Project personnel will confine themselves to their scope of work inside Contractor
Project area. They will not access areas where they have no specific authorized permit.
• No Project personnel will engage in any non-work related activity inside Contractor
Project area.
• All Project personnel will follow the official instructions of all SHES personnel.
• All Project personnel will present their project ID card to the Project Security personnel
whenever required.
5. SECURITY MANAGEMENT
The Project Manager (who takes full ownership of the Site Security Plan and the Emergency
Response and Preparedness Plan appoints his Security and Emergency Response
Coordinator (SERC) to implement it.
CONTRACTOR shall provide and implement necessary policy directives to the Project
Security guard force for the delivery of effective security service throughout all areas of
Contractor scope of work.
Contractor will appoint a specialist Security Subcontractor to provide Security services on the
Project. The Subcontractor shall have all regulatory requirements in place to operate as a
Security service provider. Contractor will submit the proposed Security Subcontractor for
COMPANY APPROVAL, including:
• Demonstration of Major Project Security Service experience
• Relevant registration and confirmation that it is authorized to operate as a Security
Service provider
• Summary of means in which the Security Subcontractor shall ensure compliance to the
Project instructions, as per the Contractor Project SHES instructions requirements.
• Details of specific experience and certification of key personnel as required in terms of
Emergency Response and Coordination.
The authorized security services provider will portray a vital function as the working arm of

the SERC in the implementation of the Site Security Plan and Emergency Response and
Preparedness Plan. They will be engaged primarily on the perimeter and main access
points; but will also respond to incidents inside the project area.
The first layer of the asset protection system consists of physical barriers (personnel and
infrastructures) that will uphold the access control procedure of the Contractor Project site.
The main access points and the perimeter of the project site will be subjected to a cycle of
routine activities specifically designed to detect, deter, delay, deny and respond to any threats
(or disruptions) to Contractor.
The second layer of the security system calls for the integration of all necessary
considerations and measures (into day-to-day activities of non-security personnel) that will
eliminate (or reduce) internal security concerns. Among these internal security concerns
include theft, pilferage, vandalism, sabotage, and other non-work related activities that could
pose a threat to the normal operations of Contractor.
This system will demonstrate Contractor strong commitment in promoting a safe, secured
and supportive work environment.
Project security guards will not take any orders and instructions from any other personnel
other than Contractor Security & Emergency Response Coordinator, unless it is a real time
emergency requiring immediate action. Requesters will be politely informed that all routine
or non-emergency requests or concerns will be addressed to relevant line Management.
5.1 Security Strategy
All project security resources will be working together towards the elimination or containment
of all identified (and perceived) security threats. In order to achieve this, the Asset Protection
System is designed to follow the basic strategies of Deterrence, Detection, Delay, Deny and
(Timely) Response.
5.1.1 Deterrence
Malevolent acts such as theft, sabotage and criminal activities may be prevented by deterring
the adversary – by implementing measures that are perceived by potential adversaries as
too difficult to circumvent. This makes the specific asset or facility an unattractive target,
resulting in the potential adversary abandoning attempts to act against it.
The deployment of Security Guards stationed at key locations within the site, and the effective
patrolling by both foot and mobile patrols are the principal features that will be used to deter
criminal activity
5.1.2 Detection
Detection is the security strategy employed with the aim to discover an adversary’s actions.
The effectiveness of the detection function is based upon the probability of sensing the
adversarial action and providing the time required for reporting and assessing the incident or
alarm.
Detection measures will be employed at the site – including the screening of personnel for
unauthorized entry and possession of prohibited items. Guards at fixed positions and on
patrol will maintain high levels of vigilance and will detect intrusions or criminal activity
5.1.3 Delay
The Delay function of the overall security strategy entails the use of barriers, locks and
security personnel in well-positioned fixed posts and mobile patrols working in conjunction to
slow down the adversary’s progress

5.1.4 Deny
To deny is to redirect the threat away from the protected area. This is the first action to be
taken as part of the Response strategy. Customer service approach is used. A classic
example is to politely collect the contact information of the concerned party and inform them
that they will be notified once their appointment has been verified. From there, the security
personnel may keep them outside the main access so that they can attend to the rest of their
itineraries while waiting to be notified.
5.1.5 Respond
A significant security tasking will be to respond both rapidly and effectively to Security
Incidents and thereby prevent the adversary’s successful penetration or action. The response
will be sufficiently manned, trained and equipped to ensure the interruption of the adversary’s
progress and to execute their response duties effectively. The main success indicator is the
response time from receiving the communication of a suspicious activity or incident to the
security responder’s arrival at the location and their effective handling of the security incident.
6. SECURITY, THREATS AND VULNERABILITY
6.1 Security Threats
With reference to Company developed Security and Threat Risk Assessment (NFE-ON-SA-
001) a list of security threats have been identified. CONTRACTOR will review the Security
Threat Risk Assessment and update in line with the actual SITE condition.
The credible scenarios include:
1) IED/VBIED: Although IED’s and VBIEDs are common within the MENA, it is unlikely
that they would be utilized on a construction site, in particular prior to the introduction of
hydrocarbons. Other high value targets within RLIC would have far greater effect and
impact.
2) Bomb Threat: A bomb threat would have a certain nuisance value, but would not be
that credible, in particular in reference to scenario 1 (i.e., IED/VBIED).
3) Sabotage: Incidents of sabotage have occurred on projects in RLIC in the past due to
attempts of contractor prolongation or to avenge perceived mistreatment or unfairness.
4) Labour Unrest: Violent Riot: Violent riots have occurred within RLIC involving
extensive destruction of property and injuries. Most of these are linked to wage or living
condition disputes.
5) Labour Unrest: Peaceful sit in: Similarly, to the scenario of violent labour unrest,
peaceful unrest is also typically driven by similar reasons, but it does not involve
destruction of property nor injuries.
6) Hostage or Kidnapping: Isolated incidents have occurred in the past where
Management has been held hostage or threatened, principally during labour unrest;
kidnapping for material reward is not common.
7) Assault: Individuals fighting; assault by a number of workers on a supervisor or
colleague or ethnic groups clashing occurs regularly within RLIC.
8) Theft of Materials: Large Scale: Large scale theft of materials has occurred in RLIC
and normally involves a syndicate or a gang.
9) Theft of Materials: Pilferage: Low level pilferage of tools and small materials by
workers for personal gain is relatively common.
10) Road Traffic Accident (RTA): with casualties: This is considered a safety risk;
however, this is included in this assessment due to Security involvement in the

11) Road Traffic Accident (RTA): No casualties: This is considered a safety risk; however,
this is included in this assessment due to Security involvement in the mitigation.
12) Information Security violations: Primarily leaving sensitive information in a location
where it can be found by unauthorized persons.
13) Code of Ethics Violation: Violation of code of business ethics such as conflict of
interest or discrimination.
14) Cyber Attack: It has occurred in the past and although unlikely to re-occur, there is a
small possibility of a cyber-attack.
A Security Threat Risk Assessment (SRA) and A Security Vulnerability Risk Assessment
(SVA) will be conducted at the beginning of the project, and this exercise will be repeated
every three (3) months and immediately at the aftermath of a major security incident in the
project.
6.2 Security Vulnerability Assessment
CONTRACTOR will carry out a Security Vulnerability Assessment as part of SHES
deliverables. The Vulnerability assessment will consider potential areas of Vulnerability, such
as (but not limited to):
• Power supply
• Potable water supply
• Fire water network
• IT & Telecom services
• Food services
• Dining / messing facilities
• Material storage areas
• Office areas including confidential/ sensitive information
• Traffic routes
The assessment will cover all activities including site and camp, and provide recommended
mitigation for potential vulnerable areas. The assessment will be submitted to COMPANY
for review and approval and updated when required.
6.3 High Profile Areas
CONTRACTOR will develop a High Profile Area Program. The designated security services
provider will be tasked to pay close attention to potential problems associated with the
following areas and activities (which are not limited to the following):
6.3.1 Main Gate
• Inadequate Lighting
• Attempted entry with no valid pass or a fraudulent pass
• Unauthorized vehicles
• Visitor control (unplanned)
• Smuggling in of unauthorized items (i.e., alcohol, weapons, etc.)

7. SECURITY INSTRUCTIONS
7.1 Access Control:
CONTRACTOR will implement a suitable and sufficient access control system for site areas
to ensure that only authorized persons enter the site facilities. The authorization to enter
includes a record for access/ egress; personal information of person entering/ exiting site
areas; relevant SHES training or in case of visitors appointment/ escort.
CONTRACTOR will ensure that the access control system is be supported by sufficient
resources and infrastructure to ensure that no unauthorized access/ egress is made from site
facilities, including (but not limited to):
• COMPANY approved Security guard force, meeting all legislative requirements
• Access control points (including manned and unmanned points)
• Guard houses with provision for guards on shift (day and night)
• Electronic access control system to log access/ egress times of individuals linked to a
personal ID badge
• ID badges with RFID and/or barcodes assigned to individuals who are authorized to
access the site
• Access control readers including fixed and portable hand held type
• Sufficient staging areas to allow smooth access/ingress of people, equipment and
vehicles including searches
• Tools and equipment to enable efficient communication within the Security team
including phones.
• Equipment to perform suitable and sufficient searches of persons, vehicles and
equipment entering and exiting the facility
• Material exit pass system in line with COMPANY and RLIC requirements
• Batons for controlling traffic (green and red) with illuminating capability to ensure
visibility during hours of darkness
• Guards to observe conditions of vehicles/ equipment entering the site, and if any
obvious defects are noticed, i.e. flat tire, broken windscreen, broken lights, the Guard
shall inform his Supervisor who shall notify relevant SHES personnel for further
inspection
CONTRACTOR will plan access control, including location of scanning of ID cards, layby
areas, holding points etc., to ensure that sufficient space is provided for access and egress
areas.
Contractor will ensure that a suitable means of tracking access/ egress is implemented.
CONTRACTOR shall take full responsibility for the timely application and issuance of RLIC
ID badges:
• All project personnel shall be issued with an RLIC/ GDIS issued ID cards

• All project personnel shall be issued with Personal Photo I.D. Cards
• All Personal ID cards shall have RFID or barcodes to interface with electronic access
control system
• All project vehicles will be issued with Vehicle I.D. Passes
• Visitors will surrender their Qatari I.D. Card (or passport for short term visitors) and be
issued with a temporary project I.D. Card
• A log book will be maintained for all visitors entering the site
CONTRACTOR will ensure that the RLIC pass application process is managed in line with
COMPANY and RLIC procedures. Sufficient competent personnel will be provided by
CONTRACTOR to process RLIC gate passes and CONTRACTOR will maintain an accurate
record of site personnel issued with RLIC badges. The RLIC badge validity will be linked to
the site access and CONTRACTOR will take all reasonable steps to ensure that RLIC badge
requirements are complied with.
Access control measures will be concentrated on the designated main gates; and it will be
supported by regular patrols on all areas project site. Each security gate will have security
personnel. This quantity may increase along with the forecasted increase of manpower and
valuables inside the project area.
The entire project site will have a see through fence with dedicated access points that have
a security outpost manned by Subcontractor security personnel.
All designated access points on the fenced perimeter will have a gate number and barriers.
There will be a separate lane for entry and for exit. Pedestrians are only allowed to use
pedestrian access gates. All gates will be kept closed unless required for use (i.e., if there is
an authorized access activity). The manning and deployment plan for the security outposts
will be reflected in the Security Infrastructure and Resources Plan (documents no: NFXP2-
SSG-SH-PLN-00016)
7.1.1 Personnel
• Verify all project personnel and authorized visitors
• Direct all personnel to use the designated access points only.
• Issue Visitor’s ID card to all authorized visitors.
• Personnel with hand carried containers to be subjected to random inspection prior to
entry/exit.
• Operate the access card readers at all main access points of the project area
• Ensure that there is always a fully functional portable card reader at each access point
for the vans, coasters, buses.
• Maintain and secure all log books.
Data relating to personnel access will remain strictly confidential. Requests for data must be
made in writing to the Administration Manager and SHES Manager.
7.1.2 Vehicles
• All vehicles to be directed to use the designated access point only.
• Vehicles entering or leaving the project site to be subjected to random inspection.
• All Project vehicles will be issued with Vehicle Passes before they can enter the project
site except for RLIC and all identified authorities in the State of Qatar.

Data relating to vehicle access will remain strictly confidential. Requests for data must be
made in writing to the Administration Manager and SHES Manager.
7.1.3 Material delivery
• Material delivery documents must have the correct address.
• Delivery vehicles with visible damages on its body (tires, lights, axle, chassis, etc.) will
be put on hold outside the gate. The matter will be referred to the SHES
Manager/Construction SHES Manager and to the Transport Officer/ relevant
department for their action and advice.
• Material deliveries will pass through the designated access points only.
• Materials with visible damages (including the packaging) will be put on hold outside the
gate. The matter will be referred to the consignee for his deliberation and advice.
• Material deliveries intended for the construction site will not be allowed to pass through
the office areas.
• Delivery vehicles for Fuel / Chemical / and other Corrosive substances will be allowed
to pass through a separate lane [away from other delivery vehicles].
• A log book will be maintained for all deliveries entering the Project site.
Data relating to vehicle access will remain strictly confidential. Requests for data must be
made in writing to the Administration Manager and SHES Manager
7.1.4 Materials leaving
• Construction materials, office furniture and equipment, office supplies, and IT related
equipment being transferred must be covered with a valid Material Gate Pass. Example
include IT equipment (such as a printer) being transferred from TSF office to
Construction Site office).
• All Section Heads/Department Heads are only allowed to sign for the materials that are
directly related to their respective section/department. Only the Project Director may
sign for any type of material. Example: Material transfer permits / Material Exit Permits
for a PMV generator cannot be signed by a Civil Department.
• Material Gate Passes are valid only on the specific date and for the specific locations
indicated.
• In case of conflict on the materials indicated on the document and the actual materials
presented, the transaction will be put on hold until the matter was cleared from the
concerned Section Head/Department Head.
• Only the IT Manager or the IT Section Head may sign for the transfer of any IT related
material/tool/equipment. In their absence, the Project Manager or the Project Director
may approve such transactions.
• The original document and a photocopy must be presented at the security gate. The
security at the gate will verify the document and the materials presented and will only
allow the egress if there is no conflicting situation.
• In the event of any suspicious/fraudulent transaction, the document will be confiscated
and the materials are to be handed over to the concerned Section Head/Department
Head.
Data relating to material gate passes will remain strictly confidential. Requests for data
must be made in writing to the Administration Manager and SHE&S Manager

7.1.5 Materials Leaving the CONTRACTOR Project scope of work site but inside RLIC
• Construction materials, office furniture and equipment, office supplies, and IT related
equipment being transferred from Contractor scope of work site to another location not
related to Contractor Project scope of work area inside RLIC, must be covered with a
valid Material Gate Pass. Example: AC unit being transferred from Contractor scope of
work area to QG area).
• All Section Heads/Department Heads are only allowed to sign for the materials that are
directly related to their respective section/department. Only the Project Director/Project
Manager may sign for any type of material. Example: Material transfer permits / Material
Exit Permits for a PMV generator cannot be signed by a Civil Department.
• Material Gate Passes are valid only on the specific date and for the specific locations
indicated.
• In case of conflict on the materials indicated on the document and the actual materials
presented, the transaction will be put on hold until the matter was cleared from the
concerned Section Head/Department Head.

7.1.6 Monitoring the assets materials leaving the project
Assets such as survey tools and equipment, gas testers, portable welding machines, speed
radars – which are used to perform a special task for a defined period of time inside or
outside; and are to return within 24 hours, will not be required to present a Material Gate
Pass. Instead, they will be required to present a MEMO which contains the following
information.
• The list and specifications of the materials/tools/equipment that they will be carrying
around the project sites.
• Details of the specific custodians for the said materials / tools / equipment.
• The task to be undertaken and the location where they will be working.
• The starting date and ending date of the activity – it should be inclusive. Example: from
0600H to 1700H starting Nov 30, 2020 until Dec 30, 2020.
• The approval and signature from the Section Head or the Department Head.
All tools and equipment covered by a Material Custodian Tool Kit are not required to
present a signed MEMO since it is already covered by the document they signed at the
Contractor (Samsung C&T) store. Hence, they will be responsible for the safe keeping of
the tools or equipment issued to them.

7.1.7 Project Materials that will go outside RLIC


Any project materials that need to go outside RLIC needs to have a valid RLIC materials exit
pass.
Note: The RLC Tool/Equipment list will be only applicable to move equipment in and out of
RLC Port Gate.
7.1.8 PMV equipment that will go outside RLIC
Any project materials that need to go outside RLIC needs to have a valid RLIC form for
Tool/Equipment/Material list.
7.1.9 Company property inside CONTRACTOR project site
Company property inside CONTRACTOR project site will be properly marked (labelled) for
identification purposes.
Removable of Qatargas tools / equipment / materials requires the approval of the QG Project
movement Team (PMT) or his designee. In the event that such approval cannot be verified
nor confirmed, the security at the gate will call the attention of the SERC or the QG SHES
Manager for their instruction.
Qatargas form for Tool/Equipment/Material List is accepted at CONTRACTOR security gates.
The security personnel at the gate may require a photo copy of the original document for
future reference.
7.1.10 Personal effects / Personal belongings.
Personal effects/Personal belongings such as cellular phones, electronic gadgets, wallet,
purse, bags, personal money, Debit cards, Credit cards, jewelries, and other similar items –
fall under the direct responsibility of their owners. They must not be left unattended at-all-
times while inside the project site.
It is the sole responsibility of the owner to take good care of his personal belongings.
CONTRACTOR is not liable for any damage or loss to personal properties which resulted out
of negligence by their owners. Such act of negligence includes leaving their personal
belongings unattended.
7.1.11 Motion and Time Simulation
As part of the SHES deliverables, CONTRACTOR will prepare a motion-time simulation for
access and egress to all SITE facilities. The simulation will be based on expected manpower
and equipment ramp up, with demonstration of infrastructure and resources required to
enable access/egress to the SITE. The simulation objectives will include (but not limited to):
• An accurate estimation of motion-time of personnel, equipment, vehicles, busses
entering and exiting the SITE (including all areas where access control is applied)
• Recommendation of suitable and sufficient resources and infrastructure to support the
motion-time simulation
• Control measures to help ensure suitable and sufficient searches can be performed and
staging areas are provided for deliveries and visitor reception
• Suitable means to prevent bottlenecks and/or traffic jams at access/egress points
• Design requirements to mitigate potential man-machine interface at access/ egress
points including personnel entering/ exiting the SITE and security personnel
• Prevention of delays at access/egress points due to inadequate design, infrastructure or
resources

7.1.12 Penetration Tests


CONTRACTOR will conduct penetration tests announced and unannounced to determine
the efficiency level of access control systems for the project. Such activities will be properly
supervised by a senior project official (i.e., SERC/SHES Manager/Senior Administrator). All
relevant findings and observation will be documented and the lessons learned will help in the
development of the overall security plan of the CONTRACTOR. CONTRACTOR will review
planned tests with COMPANY prior to execution, and submit penetration test reports to
COMPANY for review and approval.
7.1.13 Alcohol and Drug Policy
All project personnel are required to adhere to the Alcohol and Drug Policy. Any project
personnel who cannot comply to this policy will not be allowed to carry out work related
activities. The appropriate disciplinary measure will be served against those project
personnel involved in any activity related to the possession, storage, distribution, selling,
usage under the influence of manufacturing of prohibited substances and intoxicating
liquids in the state of Qatar.
CONTRACTOR will ensure that any person failing to follow this policy receive disciplinary
action, up to and including possible removal from the project and/or report to regulatory
bodies.
7.1.14 Alcohol and Drug Policy & Testing
The use of / being under the influence of drugs and alcohol while at SITE is strictly prohibited.
This includes using, possessing, distributing, manufacturing, being under the influence of, or
otherwise being involved in illegal drugs and the abusive use of chemicals or controlled
substances while on SITE.
CONTRACTOR will ensure that any person failing to follow this policy receive disciplinary
action, up to and including possible removal from the Project and/or report to regulatory
bodies.
CONTRACTOR security team supports the enforcement of the Alcohol and Drug Policy.
Security personnel who will be assigned to conduct the tests will be adequately trained on
this type of operation such as pre-ops, maintenance, documentation and how to handle any
non-conforming situations however drug testing will only be witnessed by Security personnel
(when requested by medical staff). All security personnel who use breathalyzer machines will
be suitably trained and competent to carry out breathalyzer testing including random- as well
as for-cause testing. All breathalyzer machines will be calibrated and disposable
mouthpieces will be used prior to each test.
Security personnel will carry out breathalyzer testing:
• Random and for-cause testing at security access points
• Testing after each vehicle accident at site
• Second breathalyser test if medical personnel identify a positive result
• For-cause testing when required due to reasonable suspicion of persons under the
influence of alcohol on site
• Security Personnel will actively participate in all scheduled [and unscheduled] Breath
Analyser Test Activities.
All non-conformities will be well documented and each case will be referred to the
Administration Department for their immediate deliberation/action. Those who fail to pass the
test will not be granted access into the work site. Those who fail the test while inside the
project site will be removed from the project site immediately while awaiting official

instructions from the Administration Department Manager/Project Administrator.


7.2 Traffic Violations
CONTRACTOR will implement Traffic Violations measures. CONTRACTOR will ensure that
the following traffic RULES will be applied on SITE, and security personnel will assist with
the enforcement of these RULES.
CONTRACTOR security team will support in the enforcement of the following:
• No overtaking on site.
• No using of mobile phones, audio cables attached to the ears and other audio visual
electronic gadgets [including Bluetooth devices attached to the ears] while operating a
vehicle.
• Obey the Speed Limit
• Driver and Passenger seatbelts to be worn at all times.
• Always follow the safe distance rule (3-second rule)
• Report all near misses and accidents immediately.
• No driving without a valid driving license & defensive driver training.
• No parking in unauthorized parking places
• Mandatory reverse parking
• No overloading over vehicles and/or inadequate seating arrangements.
• No misuse of vehicle passes (i.e., pass number does not match the license plate)
• Not slowing down at the security gates, and, or, check points.
• Ignoring the traffic signs
• Crossing road intersections without stopping or slowing down.
• Mounting or dismounting passengers while the vehicle is in motion.
• Ignoring or failing to use the signal indicator lights
• Driving a motorized vehicle while under the influence of intoxicating liquids or prohibited
substances.
• Carrying passengers in vehicles not designed to carry passengers or without seating
and hardtop roofs
• Not using the headlights while travelling on site or in camp areas.
• Not giving way to pedestrians.
The instructions will be communicated clearly through CONTRACTOR’s SHES training
program and enforced by all SITE personnel with strong support from the security group.
7.3 Theft Prevention and Damage Control Plan
CONTRACTOR will implement suitable and sufficient control measures to mitigate against
theft and damage of property on the Project. The security team will enforce the following
proactive measures in aid of Theft Prevention and Damage Control in the work site:
• Control access to work site areas and camp.
• Authorized Project badge holders only

• Visitor log in and log out registers


• Ensure material gate passes are used and checked
• Pay special attention to suspicious activities / vulnerable areas
• Regularly patrol the areas where equipment, work tools, work sheds and vehicles may
be carelessly left unattended or unsecured at the end of a work day
• Frequently patrol perimeter fence
• Random vehicle searches and searches of suspicious vehicles and persons
• Supervision, familiarization training and refresher trainings for all members of the
project security team.
• Review security threats, vulnerabilities and high profile areas regularly and follow the
procedures correctly.
• Always check and confirm any suspicious activity – if it is safe to do so
• Be vigilant; observe and report any suspicious person or movement
• Discuss suspicious matters with your supervisor and change your patrol routes
regularly.
• Report any defective locks and defective keys.
• Report suspected misuse or damage of locks or keys.
• Ensure that all entry or exit points are securely locked when not in use.
• Check all exterior doors and gate locks.
• Use key control register for opening doors for employees. Check name against
company roster
7.4 Photography
Cameras, digital cameras, video cameras, camcorders are classified as prohibited items
and will not be permitted on SITE without a valid camera permit issued by RLIC. Any
unauthorized activities will be reported by CONTRACTOR to COMPANY.
7.5 Bomb Threat
Bomb Threats may come from:
• Hoaxes/Practical jokes
• Personnel deliberately causing inconvenience but not necessarily motivated to cause
damage or harm persons.
• Disgruntled employees with malicious intentions.
• Extremist organizations.
The project security team will implement these guidelines for dealing with bomb threats:
• When bomb threats are received, three steps will be considered;
Step 1: Control
Step 2: Search
Step 3: Evacuate
• Always adopt a professional approach, never treat a bomb threat as a hoax. Always

consider a bomb threat as a genuine threat.


• Try to keep the caller talking. Ask the caller to repeat the message. Record every word
spoken by the person. If the caller does not indicate the location of the bomb or the time
of the possible detonation, ask for this information. Inform the caller that the building is
occupied and the detonation of a bomb could result in death or serious injury to many
innocent people.
• Always stay calm. Pay particular attention to background noises, such as motor
running, music playing, airplanes flying, machinery work and any other noise, which
may give a clue to the possible location of the caller.
• Listen to everything that is said (Exact words of the message)
• Try to make an impression about the caller. Does he seem to have mental health
issues? Is he intoxicated? Angry? Etc.
• Listen closely to the voice (is it a male or a female?); voice quality (calm, excited, etc);
accents and speech impediments. Once the caller hangs up, the Security
Supervisor/JOC must be informed immediately.
• Upon completion of the required actions in response to a bomb threat, the Project
Security Management Team will immediately forward this case to the Police
department, fire department and other appropriate agencies for action.
In addition to the above provisions in relation to Bomb Threat response, the below
guidelines will be observed:
• Never discuss the bomb threat to anyone except with the Project Security Management
Team and the Police Authorities.
• The minimum exclusion zones which will be considered are as follows 300 feet (91
meters) for a package brief case. 1750 feet (533 meters) for a car bomb.
• If the danger zone is located, the area should be isolated with relevant exclusion zone
and cordoned off until the object has been removed or disarmed. The scene has to be
secured by hazard tapes and “No Entry” signs posted, and post sentries as required.
• Take notes to record all the actions that were taken and at what period of time.
• Make sure that no one attempts to move or disarm the suspected device. This action is
only for Qatar government specialist department.
• Do not use radios or mobile phones on or near the vicinity as it could result to
premature detonation of initiators.
• Be aware – there may be other secondary explosive devices (booby trap)
• Never attempt to cover suspicious packages.
CONTRACTOR will implement these guidelines as part of the actions to be taken in the
event that a suspicious package was identified, as part of the Standing instructions,
including UXO:
• Do not touch nor move the object
• Note the description of the suspicious object, and determine why it is suspicious
• After establishing the facts, immediately call the Supervisor who will, after
authentication, determine what assistance is required in addition to calling the attention
of the SERC and take the appropriate action.
• Make an assessment of the scene and establish the most direct route to the object.

Plan for an alternate route in case the first route is in danger.


• Stand by to receive the relevant Qatar government specialist department and guide
them to the incident scene.
7.6 Key Control
CONTRACTOR will implement the following Key Control Plan:
• All security personnel will maintain a positive control over all keys at all times.
• All key boxes will remain locked at all times unless removing or replacing a key.
• A joint key box inventory will be carried out by the security supervisors as part of the
hand over take over in between shifts. The inventory will be logged onto the
supervisor’s daily activity report.
• At no time will any guard force member either issue out or turn over the control of any
key to any person without the written consent from the SERC or his designee. This
include the handing over of keys to the Company.
• Proper identification will be checked for any personnel requesting entry into a building,
office or a room. No valid identification card means no entry and no exemption (except
for identified local authorities). The acceptable identification is an RLIC ID card or a
CONTRACTOR ID card.
• Security personnel will maintain an access log where they are deployed. Both the
opening start of working hours and closing of the doors after working hours will be
recorded in the security logbook.
• Security personnel will personally hold the key and walk to the location of the door to
unlock it. Under no circumstances will the non-security personnel take possession of
the key; nor should it be left on the door.
• When a door is requested to be secured, the guard will make a physical inspection of
the room for any signs of damage. He will ensure that the windows are locked. He will
make sure that lights that are not in use are switched off. He will call the attention of the
office personnel for any running electronic devices or computers to inquire if they can
be switched off or if they are to be left o
7.7 Security Personnel
7.7.1 Professional Capabilities
CONTRACTOR security guards will meet the following expectations:
• To be able to deal with any emergency situations and know how to summon assistance
when required.
• To be able to communicate in English effectively.
• To be alert at all times while on duty and observe activities, unsafe conditions or
hazards, which could result in injury or damage to property, equipment or personnel
• To maintain the highest level of personal discipline and behave in a manner to
command respect
• To strictly comply with site security orders and instructions in force without favouritism
or exception
• To apply their specialist knowledge, which would help them get work done effectively
and efficiently

• To be courteous and well mannered. Their approach can reflect good image of the
Employer on whose premises they work
The General Duties of the NFEP Onshore Security Personnel includes:
• Prevention of unlawful / unauthorized access
• Prevention of theft / pilferage
• Ensure Employer’s rules are not broken
• Fire Prevention
• Being alert and report any security / safety hazards
• Being familiar with the area of their responsibility and be able to direct people as
necessary
• Enforcing security procedures and policies
• Keeping fire hydrants and roadways clear in case of emergency
• Reporting any unusual acts immediately
• Detain suspicious or disorderly persons and inform your Supervisor accordingly
CONTRACTOR will develop a Security Guard performance matrix, together with its
Security service provider and measure the performance of its Security Personnel.
CONTRACTOR will take relevant actions in case of good and poor performance, and such
performance matrix and actions will be shared with COMPANY.
7.7.2 Security Administration
CONTRACTOR Security Personnel must be capable of the following basic duties:
• Write simple report forms
• Communicate via telephone and radio
• Understand and follow instructions given in English
• Understand and interpret safety signs
• Summon emergency services
• Identify potential security threat and safety hazards
• Work in adverse weather / site working conditions
7.7.3 Code of Conduct
CONTRACTOR will implement the below standing instructions related to expected Security
Guard Code of Conduct. The following Code of Conduct will be implemented (as a minimum):
• Guards will carry out security guarding duties or other related tasks within the given area
of responsibility
• Guards will protect the area of responsibility from loss and damages. Guards will apply
their specialist knowledge in the prevention, detection and reduction of loss and damage
and ensure that the CONTRACTOR’s rules are not broken
• Guards will maintain log books according to the “scope of work” for the location and
forward verbal or written reports as and when necessary
• Guards will promptly carry out the work entrusted to them during weekdays, weekends,
official or public holidays in accordance with their shift schedules

• Guards will unconditionally abide by the CONTRACTOR ’s rules & regulations without
any deviations
• Guards will promptly respond to riots, public disturbances; fighting or exchange of foul
language between any employees in CONTRACTOR premises and report to their
Supervisors
• In the event of any traffic accident, guards will promptly inform the matter to their
Supervisors and will attempt to secure the incident scene if it is safe to do so.
• In the event of personal injury, guards will promptly notify their Supervisors and will
attempt to secure the incident scene.
• Guards will ensure that CONTRACTOR equipment or materials will not leave the project
gates/perimeter without a valid Material Gate pass or expressed authority of the
CONTRACTOR Project Management.
• Guards will hand over all ‘lost and found’ items to their Supervisors accordingly. Refer to
Lost and Found Form.
• Guards will not loiter around or remain in any office, buildings, installations, recreation
facilities any longer than necessary to carry out the assigned duties
• Guards will immediately report any crimes, discrepancies, irregularities or security
breaches to their Supervisors
• Guards are responsible to implement security rules. Guards will not neglect nor without
due or sufficient cause, omit to promptly and diligently carry out any tasks given to them
during the course of their duties
• Guards will be familiar with the property they are protecting including name or number,
designation of areas, patrol routes, buildings doors and fire exits
• Guards will not fake nor exaggerate any sickness or injury with a view of evading their
duties
• Guards will strictly adhere to all orders and instructions given to them by the Project
Security Management Team. They will comply with “Post Assignment Instructions” and
follow the cause with the highest integrity
• Guard that obtain results at the cost of violation of laws or other unscrupulous acts will
be terminated
• Guards will not make any false verbal statements nor written reports of whatever
descriptions
• Guards on conviction of any crime will notify their Supervisor immediately
• Guards will remain courteous and tactful whilst on duty. They will not be uncivil to persons
encountered in the course of duty, or use unnecessary authority. They will never resort
to violence or arguments and any disagreement or misunderstanding will be immediately
informed to their Supervisors
• Guards will not disclose, dispose nor divulge any information, classified information or
proprietary information, without the express written agreement of the CONTRACTOR
Project Management and COMPANY. Offenders are liable for prosecutions and
termination of employment without notice or benefits
• Guards will not associate nor have any dealings with any person or organizations
advocating or fostering hatred or prejudice against any racial or religious groups

• Guards will not act in manner reasonably likely to bring discredit upon CONTRACTOR or
their fellow employees
• Guards will complete “Daily Guards Report”. The report will cover every event that has
taken place during the tour of duty and actions taken
• Guards will complete an “Incident Report” for any events that are outside the scope of
Daily Guards Report. The report will cover the nature of incident, date, time, event, people
involved and any recommendations
• Guards will always remain vigilant and alert. They will not sleep whilst on duty. Failing to
do so may result in disciplinary action taken against the offenders
• Guards will maintain a high standard of personal discipline and be firm, calm and
courteous while enforcing the rules and display a spirit of “Accepting Ownership of
Problems”
• Guards will report to duty at the correct times specified by their Supervisors
• Any complaints against the individual guards must be entered in the Daily Guards Report
and notified to the Supervisors accordingly
• Guards will without fail brief their relievers accordingly. Such briefings may include verbal
instructions, telephone messages or the change of plans or orders
• Guards are to assure by posted checklist that all equipment placed under their charge is
accounted for; and in working condition. Any defects or deficiencies are to be reported
without any delay and logged in the Daily Guards Report accordingly
• Guards will not use telephones, other communication equipment or office equipment for
unofficial or private or personal use. The only exception to this rule is during emergency
cases where they may be required to present justifications
• Guards will not neglect the performance of their duties. This includes, but not limited to,
failure to promptly report any security incidents, failure to make required post checks,
sleeping on duty, unreasonable delays or failures to carry out assigned tasks, conducting
personal affairs during duty hours, and refusing to render assistance or cooperate in
upholding the integrity of the work site’s security. Disciplinary action will be taken against
the offenders
• Guards will not smoke whilst on duty. Smoking will take place only in the designated
smoking areas during break/ rest periods
• Guards will remain on duty until properly relived by another guard. They will not leave
their assigned duties without expressed permission or sufficient cause except during
emergency situations. In such cases, they will notify the Supervisor immediately
• Guards will report to duty on the correct specified time as per their schedule. If they are
unable to report to duty due to illness or injury, they will notify their Supervisor immediately
• Guards will not wear uniform other than those approved by GDIS that is applicable for
CONTRACTOR site. They will maintain neat and clean appearance and observe high
standard of personal hygiene. Such requirements include regular trimming of hair/
fingernails, clean-shaven face, buttoned shirt, wearing proper uniform and head-dress,
and well-polished shoes and generally smart appearance. They will not wear uniform in
public areas after duty hours unless expressly authorized
• Guards will upkeep the public relations with employees and the general public in order to
carry out their duties effectively

• Guards will observe parking regulations and report any violations to the Supervisor
• Guards will at all times observe and maintain their personal hygiene and generally smart
appearance
• Guards will attend and investigate all security breaches and report the matter promptly to
their Supervisors accordingly
• Guards will ensure that all equipment in their charge are in working condition
• Guards are responsible for the safe custody of all keys under their control. Keys must not
be issued to unauthorized personnel janitors or duplicated. The movements of keys are
to be recorded in the Key Control Register
• Guards will ensure that they are law abiding and respectful of the local cultural traditions.
They will not indulge, consume, deal or be in possession or be under the influence of any
debilitating or intoxicating substances including without limitation of alcohol or
unauthorized drugs other than those prescribed by competent medical authorities
• Guards will not work whilst under the influence of alcohol, nor consume any alcohol whilst
at work. Serious disciplinary action will be taken against the offenders
• Guards will report any unusual occurrences, security breaches (sign of interferences or
intrusions, defects, etc), fire, and safety hazards promptly to the Supervisors. These
reports will either be verbal or in writing. If “break-in” is suspected – they will not attempt
to enter, touch or remove anything behind until the crime scene is cleared. Report such
incident immediately
• Guards will ensure that all fire-fighting equipment are in the correct designated locations
or fire cabinets and that emergency escape routes are clear of obstacles.
• Guards will note any accumulation of garbage or obstacles in fire exits, fire doors,
electrical rooms, stores and fire extinguishers and take appropriate action as necessary
• Guards will fight fire with proper firefighting equipment provided at the site according with
their experience/training and never put their life in danger
• Guards will know how to operate fire extinguishers, fire alarms and other fire protection
system used in the site
• Guards will be familiar with the “Emergency Call Out” procedure when dealing with fires
or other emergencies. Guards will know their specific duties under such plans
• In the event of an outbreak of fire, a guard will be posted at the Main Gate to guide the
Fire Service to the scene of fire to ensure unnecessary time is not lost
• Guards will regularly assess the level of security threat and ensure that adequate security
measures are taken at all times
• Guards will always remain vigilant and alert and report any suspicious activities within the
area of their responsibilities and know how to summon assistance during emergency
• Guards will deny access to any persons/ vehicles that in their knowledge are in
possession of firearms, explosives, or other harmful or dangerous materials or
substances [except for Qatar Government Specialists who are acting in the performance
of their duties]. In such cases, they will inform their Supervisor immediately
• Guards will have the authority to conduct vehicles and personnel search. Such
requirements will be defined by CONTRACTOR according to Security threat issued by
RLIC.

• Guards will not touch nor remove any suspicious materials or packages left unattended.
Such materials or packages will be reported to the Supervisor immediately
• Guards will report any suspicious persons, activities or objects immediately to their
Supervisors
• Guards will challenge any strangers or person who are suspiciously behaving or loitering
in the premises. Guards will do so politely, positively and professionally as they may be
genuine employees or visitors
• Guards will search all vehicles and personnel entering or leaving the premises in
accordance with the “Scope of Work” or as and when ordered by the CONTRACTOR
Security Management Team.
• Guards will regularly keep in touch with the Site Supervisor in order to effectively
implement and coordinate security function at the site
• Guards will not patrol nor be present in ‘Exclusion Areas/ Zones’ where the
CONTRACTOR prohibits the entry of guards or where the CONTRACTOR Project
Management does not desire the presence of guards
• Guards will patrol the assigned routes at the frequency assigned to them by their
Supervisors.
• Guards will not misuse the vehicle for private/ unofficial journeys.
7.7.4 Customer Care
CONTRACTOR will ensure that a Customer Care Program is adopted by the security
services provider for the Project. In many occasions guards are the first person to come in
contact with visitors or customers. Creating a good relationship with all stakeholders at a
professional level is of vital importance and the following care will be undertaken by all:
• It is essential that guards display a spirit of friendliness, courtesy and cooperation and
present a business-like appearance. Guards will conduct themselves in a professional
manner at all times
• Good manners can help you gain respect from the people you work with
• Carry out a request willingly and be prepared to assist as long as it does not conflict with
your responsibilities. If you are in doubt, check with your supervisor
• Being clean, tidy and smart will promote customer relations. Both in personal appearance
and at place of work
• Be cheerful and obliging. This will not make you less professional but will enhance your
credibility and respect in the work place.
7.7.5 Customer Complaints
All complaints no matter how minor will be referred to the proper channel (i.e., SERC) and
recorded in ‘Daily Guards Report’. All requests for the security supervisor’s or security
coordinator’s name and phone number will be answered. COMPANY will be notified the
information of all complaints, and immediate notification if complaints are received which may
be of a serious nature.
7.7.6 Guard’s Familiarization and Development Training
CONTRACTOR in coordination with the security services provider, will implement a Security
Guard Familiarization and Development Training Program. As part of the security function
orientation program, all security personnel will be familiar with the following:

7.7.7 Confidentiality
All members of the project Security Team will protect confidential materials and information
against unauthorized disclosures. Any member of the security team found in breach of this
rule will be liable for criminal prosecution.
Members of the security team will treat all information covering, arising out of, or received
by virtue of the contract as confidential. Security personnel will not, except as may be
required by law or regulations, in any manner, advertise, publish or release any statement
or information relating to the project scope of work or use any other materials without prior
written agreement by CONTRACTOR Project Management.
7.7.8 Personal Protective Equipment (PPE)
CONTRACTOR will make sure that all members of the project security team will wear the
prescribed PPE requirements to work in Project site. Including:
• Safety Hat
• Approved safety glasses with side shields – dark lens during the day and clear lens
during darkness
• Safety boots or safety shoes

7.8 Searches
The Project Security Team will be guided by the following provisions during the conduct of
search activities.
Two types of search applicable in the work site are provided below:
• Vehicle Search
• Personnel Search
7.8.1 General Guidelines
• Male guards will not perform a search on a female
• Guards will not use any amount of force to carry out a search
• Always obtain permission first before you attempt a search
• BE POLITE, always treat people the way that you would expect them to treat you
• BE POSITIVE, don’t be afraid to question something that does not appear to be correct
• BE PROFESSIONAL, be firm but fair and use tact and courtesy at all times
• Always thank the person at the end of the search
• All searches will be conducted in pairs
7.8.2 Random Search
Random search is a potentially strong deterrence against the possibility of a bomb attack or
pilferages, as people will be unaware when a search may be conducted. The security
services provider for CONTRACTOR will develop a ratio for random searches and refrain
from searching the same vehicle or person repeatedly unless there is a probable cause.
7.8.3 Emergency Search
A more stringent search procedure will be applied during high security alert state as
determined by RLIC/GDIS.
Descriptive Report
All suspicious movement or activity will be reported to JOC for proper action.
7.8.4 Suspicious Vehicle/s
Any suspicious vehicles in or around the work site will be reported to JOC for the proper
action.
7.8.5 Right to Deny Access
CONTRACTOR and COMPANY reserves the right to deny site access to those who
refuse to be searched. Any personnel irrespective of their company on their refusal to
search will not be given access to the site.

7.9 Prohibited Items
The following are classified as restricted items and are not permitted in the NFE EPC-2
worksite:
• Firearms or any kind, shotguns, air guns, hand guns, flare pistols, starting pistols and
stun guns
• Replica or imitation of firearms, toy guns (plastic or metal)
• Ammunitions, detonators, grenades, dynamites, explosive and accessories or devices
(commercial or homemade)
• Incendiary materials of any nature
• Radioactive/ magnetic items (unless transported by an authorized CONTRACTOR /
Subcontractor with relevant valid certifications and permits in place)
• Flammable gases, liquids or substances, toxic chemicals or gases not limited to
ammonia, nitrous fumes, carbon monoxide, hydrogen cyanide (unless transported by
an authorized CONTRACTOR/Subcontractor with relevant valid certifications and
permits in place)
• Pointed objects, weapons, bladed items and sharp-edged weapons adapted to cause
injury, e.g.:

for Project. All project personnel, however have a responsibility to safeguard critical
information. Reproduction of controlled documents without approval from DCC is strictly
prohibited.
The following minimum guidelines will be observed to prevent the unauthorized distribution
or the mishandling of official documents.
• Keeping all office doors locked when there is no work
• Confidential documents to be filled / stored out of view
• Lock all office drawers which contain confidential information.
• The use of portable devices with recording functions is strictly prohibited in offices with
confidential documents in view.
• Computers are to be locked before leaving the work station. And to be shut down if not
to be used over a period of time such as the end of a work shift.
• Maintain a clean desk policy.
7.11 Security Subcontractor
CONTRACTOR will subcontract a specialized Security Subcontractor which is approved as
such in the State of Qatar. It is of utmost importance that CONTRACTOR has selected the
Security Subcontractor and agreed to the service conditions prior to the commencement of
the project. The Security Subcontractor’s service will commence upon site mobilization of
CONTRACTOR.
Under no circumstances will CONTRACTOR be permitted to mobilize personnel to site and
commence any site activities if the Security Subcontractor is not mobilized at site.
COMPANY will utilize a “Go/No-Go Checklist” to verify CONTRACTOR’s readiness to
mobilize to site.
8. REPORTING AND RECORDING
8.1 Daily Security Observations
CONTRACTOR will ensure that security personnel maintain daily reports for all relevant
guard posts. The Security Supervisor will review the daily records and regular checks shall
be done by the CONTRACTOR Security & Emergency Coordinator.
Each security outpost will maintain a security logbook which will contain the following
information:
• Contact details of the security personnel on duty at any particular shift.
• Time and Date of hand over take over between shifts
• Inventory of equipment under the care of the specific security post
• Status of keys and locks at the start of shift and at the end of shift
• Status of the physical security cabin/office at the start of shift and at the end of shift
• Status of all communication devices at the start of shift and at the end of shift.
• Security alert level from the start of shift until end of shift
• Weather conditions / Environmental conditions.
• Time and date of visits made by company officials or local authorities on or near the
security outpost.

• Security related incidents and events
• Emergency Drills and exercises
• Inspections and Patrols
All of the above records will be inspected by the Security Supervisor on a per shift basis. In
addition to the unscheduled inspections that will be conducted by the SERC, and, or
COMPANY.

9.1 Appendix 1 - Guard Post Specific Orders


Security Guard Post orders
Each member of the CONTRACTOR security team will:
• Not leave the duty post for any reason during their official shift duty without being
properly relieved and replaced by a qualified guard
• Remain vigilant, alert and awake whilst on duty and wear full uniform including
appropriate PPE at all times
• Perform guard duties in a professional manner and with respect to all
• Immediately report any fire, accidents or incidents regardless of the nature to their
supervisor immediately
• Enforce RLIC rules and regulations as they apply
• Enforce PPE rules, safety and security procedures
• Guards will politely challenge any strangers (as they might be genuine employees or
visitors) who do not display their ID badges. Violators are to be escorted out of the area
and reported to the supervisor immediately and documented
• Ensure smoking rules are strictly applied by all personnel. Guards will not smoke in
accommodation buildings or whilst on duty. Smoking will take place only in the
designated smoking areas during rest periods
• Enforce traffic rules as they apply
• Immediately report any suspicious activities, personnel or objects, irregularities or
security breaches to the supervisor accordingly
• Do not disclose, dispose or divulge any information, classified information or proprietary
information without express written agreement of the CONTRACTOR as they apply
• Not use telephones or other communication equipment for their personal use
• Not indulge, consume, be in possession or be under the influence of or have any form
of dealings with any debilitating or intoxicating substances including alcohol or
unauthorized drugs other than those prescribed by competent medical authorities
• Report to duty on the correct specified times as per their schedule
• Remain courteous and tactful whilst on duty. They will never resort to violence or
arguments
• They will not neglect nor without due or sufficient cause, omit to promptly and diligently
carry out any tasks given to them by the CONTRACTOR Security Management Team.
• Be familiar with the property they are protecting including the name or number,
designation of areas, buildings, fire exits and muster points
• Be familiar with “Emergency Call Out” procedures
• Immediately report any illegal entry, forced entry or any untoward or unusual incidents
to Supervisor
• Be in possession of pen and notebook.
• Turn off all electrical lightings except those, which are to remain on

• Ensure ‘Snag Reports’ are timely completed forwarded to the maintenance department
• Maintain lost and found register

Security Post at the Access Gate - Specific Orders
• The primary duty of the gate guard is to control the access to and from the construction
site area
• A minimum of two guards will be at the access control check point. One for ingress and
one for egress
• The primary point of contact for security related issues during is the Security Supervisor
or the JOC
• The only acceptable documents that would allow for unobstructed access to the gate
are CONTRACTOR ID card and the CONTRACTOR Vehicle Pass.
• Security Guards will inspect the Project badges of all personnel entering and exiting the
gate. VEHICLES WILL NOT BE ALLOWED TO ENTER THE SITE UNLESS
AUTHORIZED BY THE SITE MANAGER
• Workers entering and exiting the gate are to alight from the vehicle at the gate and scan
their Project badge in the proximity reader in order to have access to the area
• Any or all personnel found to be without a Project badge or who have their Project
badge rejected by the scanner will be put on hold for inquiry prior to giving access to the
area
• All visitors will be signed in at the gate. All visitors must present a valid RLIC gate pass
to enter. The ID will be retained by the gate guard while inside the project area. It will be
returned upon exit. All badges are controlled issue documents and any discrepancies or
missing badges will be reported to the Supervisor immediately. Visitor badges are valid
for one time – one day only
• Guards will positively verify the ID cards against the person to determine the true
likeness
• All NFEP Onshore Project Security personnel are also required to swipe their RFID
cards for approval to enter the area. Should cards be rejected or not accepted the duty
guards will immediately verify authorization to enter by checking the badge for the
proper access code
• Personnel with expired RLIC gate pass will not be allowed entry into the gate. If found,
their name, company and badge number will be documented and the ID card
confiscated. It will be held and turned in to the JOC
• Visitors must have a contact name and telephone number of whom they wish to visit.
Guards will verify the visit with the hosts to determine whether the visit is accepted or
not.
• All authorized visitors will be logged and issued with a temporary Visitor Pass. All
drivers will be checked for a valid driver’s license; passes are to be withdrawn upon
their leaving the gate
• If needed guards will assist the visitors by giving general direction to them
• All incoming/ outgoing visitor vehicles will be logged

• Guards will not allow any unauthorized vehicles, persons or materials to enter the gate
• Guards will inspect all incoming vehicles to ensure that the vehicles are free from
dangerous or restricted items and check to ensure loads is safely secured
• Guards will inspect all outgoing vehicles to ensure that they are not in possession of
items being illegally removed from the construction site
• Guards will safely operate access gates during site emergencies or evacuation
• Guards will visually observe the perimeter fence area to ensure that there are no
intruders
• Conduct vehicle search as and when directed by CONTRACTOR.
• Guards will prevent build-up of vehicular traffic at the access gates
• Guard will not allow any un-authorized personnel in the guard house
• Guard Members will observe the workers entering the site area for minimum required
PPE
• Only construction equipment vehicles are permitted inside the work site
• Guards will prevent illegal or unauthorized servicing or washing of vehicles on or near
the site
Roving Guards / Patrolling Guards - Specific Orders:
• The main aim of roving security guards is to deter or prevent theft, forced entry,
vandalism, fire and other criminal activities
• A minimum of two guards will be on roving patrol checking the fence line and between
buildings at all times
• Security Guards will check each building under their control at least four times during
the shift if the buildings are not occupied. All discrepancies will be noted and reported
accordingly.
• Security Guards will conduct foot patrol (in pairs) within the perimeter fence lines,
ablution blocks, and general areas. The access point guards and roving guards are to
changeover their duty every hour. Record of patrol ‘out’ and ‘in’ will be recorded in the
Daily Guards Report
• Security Guards will not patrol in any “Exclusion Areas” where the CONTRACTOR
prohibits; or is off limits.
• Security Guards are to report any security hazards and/ or damage to the security
supervisor immediately
• Security Guards will immediately report any fighting, rioting, public disturbances,
gambling, drinking and/or exchange of foul words between any employees
• Security Guards will ensure that safety and emergency procedures are strictly followed.
They will immediately respond to fire alarms, bomb threats and other emergencies
• Security Guards will ensure that no other personnel except for those with the
appropriate Project ID card are found within their areas of responsibility.
• Security Guards will immediately report any suspicious persons, objects, activities,
accidents and/or incidents to their Supervisors
• Be vigilant and report any personnel behaving suspiciously or loitering in the area

• Check unoccupied building/ rooms doors and windows to ensure that they are
secured/locked
• Regularly monitor fire panel boards and promptly respond to any fire alarms
• Ensure fire extinguishers are free of obstructions. Remove any obstructions from the
fire exits
• Check fire hose reel cabinets to ensure that there are no suspicious objects hidden
• Report any illegal use of electrical or paraffin portable heaters
• Ensure no private cooking is carried out in the construction site area
• Ensure Rest Shelters are not being used beyond the permitted time limit unless
authorized by the Site Manager or the SHES Manager
• Check generator room(s) to ensure that there are no safety and security hazards
• Report any horseplay, defective security lightings, and damages, gap-holes in perimeter
fence, sign of forced entry, untoward or unusual incidents to supervisor
• Patrol the parking areas and report any unlocked cars to Security Supervisor. Prepare a
spot report on any and all personnel found to be loitering in parking lot areas or near
parked vehicles
• All visitors into the CONTRACTOR “MUST” be escorted by an authorized
representative.
Emergencies – Specific Orders:
RLIC ES will provide first medical response for all site emergencies.
Emergencies are any situation that will require the assistance or response from an
Emergency Services Element, this can be a crisis, disaster, fire, explosion, and accident
with injuries or a terrorist act.
The activation of an emergency alarm system will trigger RLIC ES assistance unless
confirmed that it is not an emergency situation
The emergency alarm system for the site and warehouses will be tested on a weekly basis
– unless otherwise specifically scheduled.
In the event of any emergency situation Security Personnel will immediately notify JOC
If the Security Guard is unsure whether or not, he has an emergency situation he will call
the duty Security Supervisor or the JOC for guidance.
Should an emergency situation occur, guard force members will comply with the following:
• Immediately notify JOC
• Immediately contact CONTRACTOR SERC or QG SERC
• Stop all personnel and vehicles from entering into the area unless they are ES
personnel
• Follow the instructions of any ES personnel that require your assistance
• Follow the instructions of the Project Security Management Team
• Direct all personnel that exit from the site to the safest muster point
• Ensure all personnel remain at the muster point and do not leave or wander off until told
to do so or their lives become endangered from the incident

• Instruct all vehicles that are close to the area to move to a safe distance and do not
allow any vehicles to park close to the area or block any roads that may be needed by
ES vehicles
During emergencies, Security Personnel are to remain at their duty post provided it is safe
to do so, or unless instructed to move (or) leave the post unattended. Should this be
required the Security Personnel will secure the guard house and shut down all power prior
to departing.
Civil Unrest - Specific Orders:
The following procedures are established to provide the project security team and site
managers a guideline for responding to incidents of civil unrest that may occur. These
procedures are to be used as the minimum guidelines and are not meant to be all inclusive
of any other possible type of action(s) that may be needed. The severity of the situation and
the possibility of escalation will dictate most actions needed.
Execution:
In the event of a civil unrest situation it is imperative that all first responders know the
correct phone numbers and names of the person(s) to be called for assistance. The
immediate response and assessment of the situation by the first responder is extremely
important. Any civil unrest incident must be contained and controlled at all costs. Failure to
properly manage and interact effectively could result in further involvement by other
employees and the possibility of violence and property destruction increase if fueled
beyond control.
Civil Unrest:
Civil unrest can usually be defined as any situation that involves three (3) or more
personnel and has the potential to escalate to violence against other persons or damage to
property if not properly controlled. Some examples that can be classified as possible civil
unrest “situations” or potential unrest situations are:
• Refusal to work or go to work. Situation could escalate
• Refusing to leave an area when instructed individuals. Remaining in large numbers or
in groups
• Slamming items on tables or floors and attempting to cause a disturbance
• One or more person (s) instigating others to become violent, disobedient or destructive
• Massing in crowds, hollering or screaming for the purpose of disrupting normal activities
• Fights involving large numbers of employees
• Wilful damage to property or assaults involving more than two instigators
The response guidelines listed below are intended for the use of the contracted guard force
members; but may be utilized by any first responder to an emergency. Positive control of
the situation is a key element in any emergency.
Guard Force Instructions:
Upon being notified of or observing what may be classified as a civil unrest situation the
guard force first responder/other will ensure the following procedure is implemented
immediately.
• Immediately investigate to ascertain the type of unrest (if applicable) that is occurring
and notify the shift supervisor

• Security Supervisor will call the JOC


• The SERC and the Site Manager will determine the amount of further assistance
required and initiate the call to RLIC. Regardless of the level of the disturbance, RLIC
must be notified
• Site Managers and guard force personnel will approach the employees involved only if
it is deemed safe to do so and there is good reason to believe that no violence will be
directed toward them. Should the situation become loud, destructive, violent or
uncontrollable all personnel will immediately leave the area and await assistance
• For emergency assistance request personnel from RLIC IMMEDIATELY
• RLIC EMERGENCY SERVICES WILL BE CALLED DIRECTLY BY THE JOC
• Guard force members located at the main access control point will prevent any and all
non-essential personal from entering; including visitors.
• Attempt to remove all non-essential personnel from the area or building and only allow
in Project Security Management Team Local Authorities.
• JOC and the Security Supervisor will begin a log of times, locations and events for
reporting
• One security guard will remain standing by at the access control gate to escort or direct
RLIC emergency services to the location
• Place additional guards at intersections or locations deemed important for directional
purposes.
• Assist RLIC Emergency Services personnel as and if requested.
• Follow instructions from the lead RLIC Security Officer or Police Officer or
CONTRACTOR SERC or QG SERC
• Do not remove guard force members from the building/area until instructed to do so by
SERC or JOC. The request to remove guards from the area can be done by phone
• The Security Supervisor or lead guard will have the following information available to
JOC upon request but no later than 30 minutes after the incident is reported
o Details of personnel involved in the incident (identify as much personnel as
possible)
o Name of Company(s) involved
o Location or locations of incident
o Date and time incident occurred
o Short detail of events. who, what, when, where, why and how
• A full report will be completed and turned over to the JOC not later than one hour after
the scene of the incident has been cleared.
