1.0 OBJECTIVE
To outline the procedure by which crack sealing works are carried out as per JKR standard
specifications.
2.0 SCOPE
3.0 DEFINITION
Cracking in pavement occurs when a stress is built up in a surface layer that exceeds the
tensile or shear strength of the pavement causing a crack to open. Crack types include
fatigue cracks, longitudinal cracks, transverse cracks, block cracks, reflective cracks, edge
cracks, slippage cracks, and joints in PCC pavements. Cracks can be divided into working
and non-working cracks.
Working cracks are active cracks, usually transverse in orientation, which still exhibit
movement due to traffic loading and/or temperature changes. Non-working cracks typically
include diagonal cracks, most longitudinal cracks, and some block cracks, with relatively
little horizontal and/or vertical movements as a result of temperature changes and/or traffic
loading. Because of the relatively close spacing or free edges between non-working cracks,
little movement occurs.
Crack sealing is defined as the method which can be used to repair both working and non-
working cracks in pavement surfaces, by preventing the intrusion of water and
incompressible materials into cracks.
The cause and type of the crack play a dominant role in determining the success of crack
sealing operation.
Normally, working cracks with limited edge deterioration should be sealed, whereas non-
working cracks with moderate to no edge deterioration should be filled. Materials placed in

working cracks must adhere to the crack sidewalls and flex as the crack opens and closes.
Minimal movement in non-working cracks permits the use of less specialized crack-filler
materials.
Ideally crack sealing is conducted shortly after working cracks have developed to an
adequate extent. When newly developed cracks are sealed, deteriorated crack segments
which adversely affect seal performance, are minimized.
In order to determine whether to seal or fill a crack, it must be established whether the
crack is working or non-working and whether the crack undergoes horizontal or vertical
movement. The criteria for working crack is > 6mm of horizontal movement annually, with
the crack width exceeds 6mm.
Placement methods vary according to the nature of the distress. When selecting the
placement method, one should consider the method’s applicability to;
For working cracks, crack sealing is recommended with a reservoir is cut and routed in the
pavement and filled with an elastomeric sealant.
4.0 PROCEDURES
4.1 Upon receiving of Work Order from the S.O., the Project Manager shall prepare
and submit Project Quality Plan (PQP) which consist of the following items for
approval by the S.O.;
a) Work Program.
b) Traffic Management Plan.

4.2 Upon approval of the PQP, the Project Manager shall proceed with site
possession, mobilization of plant and machineries, site demarcation and crack
sealing operations.
4.3 Traffic control and safety shall be in accordance to the Traffic Management Plan
(TMP) as approved by the S.O.
4.4 The crack sealing methods (isolated cracks treatment) outlined are Flush Fill,
Reservoir, Overband, and Combination. The cracks shall be sealed using;
4.4.1 For Flush Fill method, the following procedures shall be used :-

c) Placing of sealant
Crack sealing material shall be simply placed into the existing, uncut
crack and excess material is struck off.
d) Placing of sealant
Crack sealing material shall be placed only within the confines of a cut
crack. The material shall be placed either flush or slightly below the
surface.

c) Placing of sealant
Crack sealing material shall be placed into and over an uncut crack,
shaped into a band over the crack by squeegee that flattens the
material over the crack.

d) Placing of sealant
Crack sealing material shall be placed into and over a cut crack,
shaped into a band over a cut crack by a squeegee, to place the band
centered over the crack reservoir.

4.5 Traffic shall not be allowed on the crack sealing material until it has cured and the
possibility of tracking no longer exists. However, if the S.O. so decides that it is
necessary to allow traffic to pass over the material before adequate curing, clean
sand, quarry dust or other approved materials shall be spread using shovels over
the sealed cracks.
4.6 These materials shall be applied immediately after finishing and shaping so that
they can stick to the sealing material and serve as temporary covers. They shall be
applied in a thin layer and shall fully cover the exposed sealing material.
4.7 Upon completion of work, final inspection/measurement shall be carried out jointly
with the S.O. representatives.
