1.0 INTRODUCTION
Power Gas Ebedei Limited (PEL) intends to offtake natural gas (Lean Gas) from Platform Petroleum
Limited through a new route downstream the Egbaoma Gas Processing Company’s (EGPCL) gas
compressors. PEL has an existing gas supply route directly from the lean gas return line from PNG
Limited through a LACT unit to its facility to produce Compressed Natural Gas (CNG).
The existing route posed some challenges in meeting PEL compressor suction set pressure, thus,
the need for further review to identify a possible offtake tie-in point that will be beneficial to both PEL
and EGPCL.
Platform Petroleum Limited (PPL) and its JV partner, Newcross Petroleum Limited (NPL) supplies
lean natural gas to Power Gas Ebedei Limited (PEL) for the purposes of production of Compressed
Natural Gas (CNG). The existing facility entails direct tie-in on the PNG gas return manifold and
subsequent metering before sending the gas to PEL facility.
The proposed modification seeks to tie-in to the EGPCL compressors discharge header and route a
6inch schedule 80 pipe through a distance of about 550m (distance to be verified on site) to the PEL
metering unit and other accessories including a section of 8inch (Proposed line sizes shall be verified
at FEED & DED). The line is planned to be furnished with a Pressure Reduction Valve (PRV) to
dissipate the pressure from the EGPCL compressors discharge header to meet the requirement of
the PEL compressors inlet pressure and flowrate.
The document describes the routing selection for the new 6” pipeline to be installed as well as
includes all route activities and features associated with provision of accurate data for the proper
execution of FEED and DED for new six (6”) inches lean gas supply line from the Egbaoma Gas
Compression Station to Power Gas Ebedei Limited (PEL). These features include roads and existing
buried facilities along the pipeline ROW.
The pipeline route analysis has been carried out using the information gotten from the geophysical
survey.
2.1 Abbreviations
Engineering design shall be in accordance with applicable Nigerian regulations, International Codes,
and Recommended Practices. The latest edition of the international codes and standards shall be
utilised for the design.
In the event of any conflict between the documents, the following order of priority shall prevail:
• Nigerian laws, Regulations, acts and their amendments
• Project specifications
• International or industry standards.
Any conflict in the above shall be intimated to the COMPANY without delay for further instruction in
writing. No assumptions shall be made to interpret the contents in the documents, should such a
conflict arise.
3.2 General
Apart from the specifications included in this document Contractor shall comply with the relevant
sections of International Codes and Standards of Practice applicable to the Oil Transmission System,
except where amended by the specifications forming part of the Contract documents.
All conflicts between the requirements of this specification and related documentation shall be
referred to Contractor for clarification upon discovery; anyway, as a general rule, the following order
of priority shall govern:
• Codes and standards referred to within this Specification and its attachments.
Principal legislation, codes and standards applicable to the Project are listed below.
1. The Mineral Oils (Safety) Regulations Act 1997of the Federal Republic of Nigeria
2. Federal Republic of Nigerian Official Gazette: Oil Pipelines Act (CAP 338 LFN) Oil & Gas

The following listing includes the principal International Codes and Standards applicable to the scope
of work covered by the contractual documents. Other standards and codes of practice referred to in
the text of items listed shall also be adhered to.

3.7 Legislation
In Nigeria, specific laws regulate activities of oil and gas industries. The Federal Ministry of
Environment (FMEnv), the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) at the
federal level, and applicable State Environmental Regulating Agencies at the state level implement
these laws.
Government has also set up bodies such as the Nigerian Upstream Petroleum Regulatory
Commission (NUPRC), the Federal and state ministries of environment and other agencies to ensure
full implementation and compliance to these laws.
The pipelines generally have been routed to avoid settlements and built up areas, that is class 2
locations or higher. This is to reduce the exposure of communities to hazards normally associated
with high-pressure pipelines while also reducing the risk of third party interference with the lines.
In general, the route should be the most direct line, from an onsite start point at Egbaoma
compressor station to the end point at power gas Ebedei limited. The route shall consider pipeline
traveling outside the faciliry along the fence. The objective of the pipeline routing study is to locate
the lowest cost route, which meets with the operational and safety requirements of both the facility
and the general public, whilst minimising the impact on the environment, human settlements, and
authorities. The Pipeline route shall endeavor to avoid areas with environmental, archaeological,
laydown areas and historical importance and areas used for commercial purposes.
Considerations to improve access to avoid areas where there may be difficulties with the pipeline
construction was taking into account.
A major opportunity has been the use of existing ROW to ensure reduced land take, environmental
conservation and operational accessibility.
The 6” Egbaoma - PEL pipeline will traverse a land around the facility area. Although land-take and
width of ROWs have been reduced with the philosophy of option for utilising existing route, footprints
on the environment may still be unavoidable. Environmental, social and safety factors have therefore
been minimize with the least potential negative impact on the natural and human ecology, and also
ensure public safety during construction and operation of the pipeline.
In general, the pipeline route selected imposes minimal impact on the environment, with due
consideration to terrain, natural features.
Included here are factors that have potential significant impact on the pipeline design, development
schedule and life cycle cost:
1. Route length: the longer the route, the longer the pipeline and the greater the capital costs
and construction challenges.
2. Pipeline operations: considered here are the potential difficulties in accessing the pipeline for
operations and integrity maintenance purposes, such as CP potential survey and emergency
response.
3. Existing ROWs or route corridors offer a major opportunity for reducing land take and
avoiding environmental and social issues. Acquiring additional land along existing ROW is
generally considered less impact on the environment than acquiring the same width of ROW
as fresh footprint.
4. Existing facilities. The pipeline has been routed to minimise impact or interference with
existing facilities such as pipelines and cables, processing plants and power transmission
installations.
Considered under constructability are challenges that are posed by the location or topography of the
pipeline route. The constructability factors that impact on routes considered were:
1. Crossings: water and road crossings have significant impact on pipeline installation cost and
schedule. The existing route selected considers minimal road crossings and no water
crossing.
2. Construction logistics: the nearness to logistics base and access of construction materials
and equipment to installation site was considered in utilizing the ROW.
Generally, the pipeline route has been proposed to be in an existing ROW around the production
facility along the perimeter fence. The route shall be accessed by 6” x 0.450km pipeline transporting
lean gas from gas compressor station at Egbaoma to power gas Ebedei while crossing roads and
other buried facilities.
The pipeline will navigate through available space within the ROW while maintaining the allowable
separation distance apart between existing lines.
The main map grid coordinate system used for all route map survey is the Nigerian West Belt grid
projection in conjunction with Minna Datum and Clarke 1880 (modified) ellipsoid.
The proposed start and end point of the 6” x 0.450 km lean gas pipeline is as follows;
• Start Point KP = 0 + 000 (EGPCL Node)

The proposed pipeline route shall be crossing existing road crossing and the details is as follows;
6.0 CONCLUSION
• The proposed pipeline ROW shall be fully utilized for the pipeline construction works
(includes permanent and working ROW), hence eliminating the need for additional land
acquisition.
• The new 6” x 0.450km pipeline ROW will be around the Platform Pteroleum Limited and
Newcross Petroleum Limited Joint Venture Flow Station, Ebedei facility perimeter fence and
shall cover a distance of approximately 450m between the two tie-in points of Egbaoma Gas
Processing Company Limited (EGPCL), Platform Petroleum Limited (PPL) and Newcross
Petroleum Limited (NPL) Joint Venture Facilities.
• The pipeline shall traverse one existing road along the existing pipeline right of way route.
• Turning points and change in directions of the line within the pipeline route shall be achieved
by employing hot and cold Bends as well as pipeline elastic bend.
