II. MOTIVATION FOR ADOPTION

The adopting couple has been married for five years now but they have not
been blessed with a child of their own. Thus, when minor Maria Lynn Tagabi
was offered for adoption by his parents, they immediately accepted. Ma.
Lynn is the son out of wedlock of Jessica Tagabi, a neighbor of Evangelina’s
friend. They have been providing a home to the child since he was 1 year
and 5 months old. In the span of more than one year, the couple has
developed emotional attachment, love and affection for the child. The
adopting couple desires to legalize their relationship with the child, hence,
the proposed adoption. The couple is prepared in adopting a child as they
have undergone pre-adoption counseling services prior to their application
and their relatives and friends strongly support them.

III. BACKGROUND INFORMATION

Ericson hails from Apalit, Pampanga. He is the youngest among the five (5)
children of the late Dr. Jose Tagabi and Ms. Cresenciana Tagabi. His parents
were both natives of Apalit, Pampanga. Ericson grew up in a middle class
family. His father was a private dentist while his mother was a public
elementary school teacher. His father died of diabetes in 2013 while his
mother passed away in 1999, due to breast cancer. Ericson described his
parents as supportive, loving, caring, God-fearing who is contented of a
simple way of living. His parents inculcated to them positive Filipino values
and traditions such as respect for elders, honesty, and simplicity and have
fear and strong faith to God.

Ericson finished elementary at San Vicente Central School in Apalit,


Pampanga. He obtained his baccalaureate degree at the Manila Central
University (MCU), Caloocan City. At present, Ericson owns and manages a
small restaurant in Laoag City. He has been operating the said business for
three years now and is gaining. Ericson is enjoying his work as he possesses
skill in cookery.

On the other hand, Evangelina Pipo -- Tagabi was born and grew up in Laoag
City, Ilocos Norte. Evangelina comes from a big family of nine (9) children
and is the sixth among them. Her father is the late Eugenio Pipo, a
government employee at the Department of Public Works and Highways,
while her mother Elizabeth Rafael, still alive, is a retired elementary public
school teacher. She described her parents as conservative, God-fearing
persons and strict disciplinarians.

Evangelina finished her basic education at Shamrock Elementary School and


completed high school at Holy Spirit Academy of Laoag. She finished her pre-
medicine course at the University of Santo Tomas, Sampaloc, Manila. She
pursued her Doctor of Medicine at the Fatima University, Valenzuela City.
Her work experiences include working as General practitioner in a private
hospital in Pampanga. She has a Diplomate in Internal Medicine and
Endocrinology.

At present, Evangelina is affiliated with the Black Nazarene Hospital, San


Nicolas, Ilocos Norte; Mariano Marcos Memorial Hospital and Medical Center,
Batac City, I.N.; and Karmelli Hospital, Laoag City, I.N.

IV. MARITAL AND FAMILY RELATIONSHIP

Ericson and Evangelina were high school sweethearts. Thus, having known
each other long, they know the other pretty well. They have a harmonious
relationship despite being childless. Just like any other couple,
disagreements would come up but they are always able to settle the same
with peacefully.

Despite their packed work schedules, they perform their roles as husband
and wife. They share family expenses and save and invest their money. They
have considered the opinions and support of relatives about their plan of
adopting a child. Through their positive response, they became eager and
firm in pursuing their plan. The couple claimed that they have a strong
marital relationship. They maintain their love and trust for each other. They
have accepted the fact of being childless but this did not affect their
relationship because they were open about the idea of adoption as an
alternative way of having a child.

V. CHILD REARING AND ATTITUDE TOWARDS CHILDREN

The couple are very much fond of children. Evangelina has eight nephews
and nieces from her siblings who she takes care of whenever she has the
time. Meanwhile, Ericson has five nephews and nieces. Their siblings’
children love the couple very much and are always happy to see them and
spend time with them.

When the child Ma. Lynn was turned over to them, they made sure to spend
enough time with the child. Evangelina would read her bed time stories.
Meanwhile, Ericson is very willing take part in taking care of the child such as
change diapers, giving baths, and playing with her. They would take her to
the mall, the beach, the playground and expose her to various positive
experiences and stimuli. They behave the child by chastising her, giving her
light spank, or withholding from her things that she likes. They always try to
explain to her and make her understand what it is she has done wrong
according to her level of intellectual maturity and comprehension.

They plan to send the child to the best schools, and give her the freedom to
choose her career path. They plan to raise the child with positive Christian
values. They also intend to let Ma. Lynn know that she is adopted as early as
possible and make her feel very much loved notwithstanding such fact. If
they will be able to conceive a child of their own later on, the couple are sure
that they will love Ma. Lynn just the same. They strongly believe that
through their unconditional love and support, the Ma. Lynn will grow up as a
good and responsible member of the society.

During the span of time that they had Ma. Lynn under their care and
custody, Ericson and Evangelina were able to assess their capabilities as
parents and readiness to assume the parental obligations entrusted to them.

VI. HOME AND ECONOMIC CONDITION

Spouses Ericson and Evangelina are currently staying at rented house in #2


Real St., Brgy. 1, Laoag City, Ilocos Norte. The unit has two storeys with two
rooms and one bath, and a garage space good for one car. The unit is
spacious enough for a family of three and is conducive for the rearing of a
child. They recently purchased a lot at Brgy. Sta. Maria, Laoag City and are
saving up for the construction of their residential house thereon.

Ericson and Evangelina are gainfully employed. Ericson owns and manages
his own restaurant in Ablan Ave., Laoag City. The restaurant business has
been in operation for two years now and he is currently earning P35,000.00
monthly therefrom. On the other hand, Evangelina is an Endocrinologist in
three hospitals in Ilocos Norte. In a month, she receives an approximately
income of P100,000.

VII. RELIGIOUS AND COMMUNITY PARTICIPATION

Ericson and Evangelina are members of the Roman Catholic Church. Both of
them were raised to have fear and strong faith in God. Having grown up from
a religious family, they were taught to attend Sunday Mass, pray the rosary
and doing things that are acceptable to God. They help others whenever
they can. They want to raise the child with the same Christian teachings and
values that their parents taught them.

VIII. HEALTH CONDITION

Spouses Ericson and Evangelina Tagabi were certified to be physically and


mentally fit as per medical certificates issued by Dr. Philip T. Ko of the
Mariano Marcos Memorial Hospital, Batac. Although both their families have
history of dreaded diseases, they maintain good physical condition through
healthy living. They maintain proper diet, regular exercise and are free from
vices.

IX. CLEARANCES
Ericson and Evangelina were certified to be free from any derogatory records
as shown in their Police and NBI Clearances. They are known in the
community for their good reputation and readiness to help others.

X. EVALUATION AND RECOMMENDATION:

Ericson and Evangelina are humble, responsible, hardworking, caring and


God-fearing individuals. The couple is gainfully employed, matured and
ready to assume parental responsibilities. However, in their 5 years of
marriage, the spouses remain childless. Hence, they opted alternative way of
having a child. They willingly took Ma. Lynn under their wing when she was
offered to them by her biological parent. The couple provided unconditional
care, love and support to the child since then. In that period, they were able
to personally assess their capabilities as parents and they have shown that
they are in a better position to continue performing parental obligations to
the child. The couple established emotional attachment to the child and they
now desire to legalize their relationship through adoption.

In view of the above information, undersigned worker favorably recommends


unto this Honorable Court that the petition for adoption of minor Maria Lynn
David by Spouses Ericson and Evangelina Tagabi be granted for the child’s
best welfare and interest.
