3. RESOURCES

Roles & Responsibilities:


3.1 The Project Manager will be responsible for the following:

➢ To ensure availability of project resources as per planned program of work.


➢ To coordinate with the Consultant, Main Contractor for proper completion of the
project works.
➢ To monitor the progress of work in relation with the work program.
➢ To ensure all the works are carried out according to project specifications.

3.2. The Construction Manager will be responsible for the following:

➢ To ensure that all the preparation and application works are carried out according to
the Contract Specification.
➢ To ensure that the progress of works is carried out according to the planned program
and as per the approved Method Statement.
➢ To ensure that all the equipment’s and materials required to execute the work are
available according to the planned construction program.
➢ To coordinate with the Main Contractor MEP Coordinator & Safety Officer for a safe
and proper execution of the works.
➢ To provide all necessary information and distribute responsibilities to his construction
team.

➢ To monitor the progress of work in relation with the work program and report to the
Project Manager.

3.3. The Project Engineer/ Site Engineer will be responsible for the following:

➢ The Project Engineer/ Site Engineer will carry out his duties by maintaining continuous
coordination with the Construction Manager on daily basis and ensure proper
distribution of the workforce in the required and planned locations.
➢ To ensure that his assistant foreman/ charge hand is aware of the job requirements
and they have enough information to carry out their duties properly.
➢ To ensure in consultation with the Construction Manger that the manpower involved in
the works are moving as agreed and planned for the work.
➢ To ensure that the daily work is progressing as planned and as advised by the
Construction Manager of any requirement for additional resources
➢ To control disposal of waste materials according to the instructions received from the
Construction Manager.
➢ To ensure full coordination with the Safety Officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure
that all his working team are aware of the same to prevent accident and losses.
➢ To inform the Construction Manager of the areas ready for inspection.

3.4 Planning Engineer will be responsible for the following:

➢ To monitor the progress of work in relation with the work program.


➢ To ensure availability of project resources as per planned program of work.
➢ To monitor the progress of work and project resources in relation with the work
program and report to the Project Manager.
➢ To monitor the progress of work in relation with the work program and to report to the
Project Engineer.
➢ To co-ordinate with construction manager and project engineer to ensure the progress
of work is in line with planned programmer of works.

3.5 The Foreman will be responsible for the following:

➢ The foreman will carry out his duties by maintaining continuous coordination with the
Site Engineer on daily basis and ensure proper distribution of the workforce in the
required and planned locations.
➢ To ensure that his assistant foreman/ charge hand is aware of the job requirements
and they have enough information to carry out their duties properly.
➢ To ensure in consultation with the Project Engineer that the manpower in volved in the
works are moving as agreed and planned for the work.
➢ To ensure that the daily work is progressing as planned and as advised by the Site
Engineer of any requirement for additional resources
➢ To control disposal of waste materials according to the instructions received from the
Site Engineer.

3.6 The QA/QC engineer will be responsible for the following:

➢ To abide strictly by the applicable procedures.


➢ To prepare the applicable quality control procedures, inspection & test plans (ITPs’) &
quality control checklists.
➢ To be responsible for all aspect of the project related to quality control and the overall
implementation of quality management system at site.
➢ To carry out in site testing if and when required ensuring compliance with
specifications.
➢ To ensure that all materials to be incorporated in the work are in accordance with
specification and approved by the consultants and/or contractor.
➢ To ensure that all the works executed on site are in accordance with the approved
shop drawings & specifications.
➢ To liaise with customer’s representative for inspection, testing and witnessing for
tests.
➢ To maintain records of inspection and tests.
➢ To prepare non-conformance reports, and coordinates preventive & corrective actions.

3.7 The HSE officer will be responsible for the following

➢ The HSE Officer shall verify the hazard and risk assessment form and make sure that
the controls are being implemented as per the approved Risk Assessment.
➢ The HSE Officer shall conduct HSE Induction for new workers and all HSE related
trainings.
➢ HSE Officer shall ensure that all needed Personal Protective Equipment’s (PPEs) are
available.
➢ The HSE Officer shall verify all work permits issued to ensure that necessary hazard
controls are in place.

4. EQUIPMENT & REQUIREMENTS

All tools and equipment shall be inspected prior to use at site.


The following equipment and tools shall be used during the Installation and Testing of
Lighting Control System

➢ Laptop
➢ Multi meter
➢ Electrician hand tools
➢ Testing kits

5. METHODOLOGY/ PROCEDURE OF TESTING & OPERATION

PRE-COMMISSIONING

Before testing of the system, the following activities and checks shall be performed:
➢ Verify that the factory and site testing of panels completed and all
documentation accepted by the consultant.
➢ Verify completion of installation including termination of all cables.
➢ Verify that copies of up to date load schedules and drawings are available.
➢ Perform visual inspection prior to start the commissioning.

6. Testing of Bus Bar. (HV)

• Insulation Resistance check after H.V test:

Insulation value measured between phase to earth and between phases with the help of 5
KV megger for 60 seconds.

After HV test to find out any detonation of insulation material after the HV test voltage
stress. And to be compare with the IR values taken before the HV test.

7. CURRENT TRANSFORMER

The following are the tests to be conducted for a current transformer.

• Insulation Resistance Test.


• Winding Resistance Test.
• Polarity Test.
• Knee point Test
• Ratio Test
• Primary Injection Test
• Insulation Resistance Test :

To know the insulation value of CT windings. We will be applying primary to Earth 5kv for 60
seconds, primary to secondary 2.5 kv for 60 seconds & secondary to Earth 1000v for 60
seconds.

Winding Resistance Test, Polarity Test, Knee Point Voltage Test and Ratio Tests are carried
out with equipment named CT Analyzer.

The following are the basic wiring for a CT Analyzer to perform the above
mentioned Tests,

1. Connect the CT Analyzer’s equipotential terminal to protective earth (PE).


2. Make sure that the primary side of the CT is connected to PE on one side and
open on the other side.
3. Disconnect all the secondary windings of the CT in order to remove any load from
the CT. Every kind of load remaining on the secondary side of the CT during
measurement leads to incorrect measurement results or error messages.
4. Connect the black socket of CT Analyzer input "Prim" to the grounded side of the
CT’s primary circuit and the red socket of this input to the open (ungrounded) side.
5. Connect the black "Output" socket and the black socket of input "Sec" of the CT
Analyzer to that terminal on the secondary side of the CT that is connected to PE.
6. Connect the red "Output" socket and the red socket of input "Sec" of the CT
Analyzer to the other (ungrounded) terminal on the secondary side of the

Once the basic wirings are completed, Name Plate details of the Current
Transformer should be feed as provided by manufacturer. Tests will be carried out
in reference with the details mentioned by the operator. Software results will be
attached with assessements.

• Primary Injection Test :

To verify the ratio error of the CT this test is performed with help of primary injection kit. Inject
the current through P1- P2 (primary of CT Terminals) and measure the corresponding
secondary side output current and calculate the ratio error from actual and measured values.
Also Measure the relay side and meter side check the status.

8. OVER CURRENT AND EARTH FAULT RELAY TEST (Secondary Injection Test)

Pick up test :

Set TMS to 0.1 and plug setting to the desired value. Inject the current above than the
plug setting value and note down the disc starting & closing currents. Starting current
should be in the range of 102 % -105 % and closing current should be in the range of
105% to 120%.

If any error this should be adjusted with the spring provided at bottom of the relay disc
the relay.

The same procedure is followed for earth fault pick up test also.

PHASE OVER CURRENT TIMING TEST:

With desired current plug setting TMS 0.1 the tripping time should be Measured
for 2 Is value and 5 Is value. For normal inverse curve 2 times of fault current the
tripping time should be 10 seconds at TMS 1.0 For 5 times of fault current the tripping
time should be 4.4 seconds at TMS 1.0.

INSTATANEOUS ELEMENT CHECKING:

Set the desired instantaneous value. Inject the current and measure the pickup value
of instantaneous element. Apply 2 times of pick up value and note done the reading.
This should be in the range of 50 milli-seconds.

9. FUNCTIONAL CHECKS

During the functional test the overall operation of the switchgear is checked in
accordance to the approved and as manufactured schematic drawings, the general
functional like closing/opening/tripping/indication/annunciation from Local/Remote.

Finally subsequent to the second injection relay test and completion of function tests, a
trip test is conducted for each feeder by primary injection and the tripping of CB is
confirmed.

10. TRANSFORMER TESTS

10.1 Insulation Resistance Test:

The Purpose of insulation resistance (IR) measurement is to determine the insulation


conditions of the transformer's windings to earth and between windings. Test shall be carried
out as follow.
A. INSULATION RESISTANCE TEST: (HV – EARTH) - 5kV @ 1 Min.
• Connect IR tester (Megger) between HV winding / terminal to the Earth as shown
in fig1.
• Set and inject the 5000V for 1 Min and record the value in the attached test
format.
B. INSULATION RESISTANCE TEST: (LV – EARTH) - 1kV @ 1 Min.
• Connect IR tester (Megger) between LV winding / terminal to the Earth.
• Set and inject the 1000V for 1 Min and record the value in the attached test
format.
C. INSULATION RESISTANCE TEST: (HV – LV) - 5kV @ 1 Min.
• Connect IR tester (Megger) between HV winding / terminal to LV winding /
terminal.
• Set and inject the 5000V for 1 Min and record the value in the attached test
format.

10.2 WINDING RESISTANCE TEST

The Purpose of Measurement is to check correctness of transformer windings and terminal


connections. Measuring the winding resistance will be done by injecting DC voltage to the
winding and measuring the current through the same. This is dependent on temperature.
Temperature correction will be made according to reference temperature (750C).
Measurements are made at all tap positions and all phases.
Ambient temperature must be measured and resistance values to be calculated for reference
temperature.

• Connect Voltage and Current leads of test set to Transformer HV Terminal R Phase
as fig.2
• Inject the specified dc voltage. The resistance will appear on the winding
resistance test set after measured current by test set. Record the value in the
attached test form.
• Repeat the same above for the other phases and LV windings as well. Record the
value in the test form.

10.3 VOLTAGE RATIO TEST.


The purpose of the ratio test is to confirm the no-load voltage ratio of HV winding and
LV winding as per given the name plate data and customer order specifications.
Measurements are made at all tap positions and all phases.
• Transformer Voltage Ratio test will be conducted by using automated Transformer
Turns Ratio (TTR) test kit interfaced with PC module as per fig.3
• Connect the HV and LV Test leads to corresponding HV and LV transformer
terminals.
• Check the transformer tap position.
• Set the voltage to auto mode, set the primary and secondary voltages and Tap
positions in the test template of TTR test set.
• Start the TTR test set. Test Results will appear in the PC with tabulated format.
• Repeat the above steps for all available taps.
• Save the test results and attach in to the test form.

The voltage ratios will be measured for each tapping connection of the transformer. In the
report the relevant tapping voltage ratios will appear, the measured ratios and their deviations
as well will appear.

10.4 VECTOR GROUP TEST


The purpose of Vector group test is to determine the conditions or connections of both
the windings and to check phase displacement.
The connection diagram (vector Group) of the transformer is checked in conjunction
with the voltage ratio measurement. When the measuring leads from the transformer are
connected to the bridge according to the relevant vector diagram shown in fig.4 (for Dyn11),
the bridge can be balanced only if the transformer connection is correct which will be notified
in the TTR test set.
• Vector group test will be conducted by using automated Transformer Turns Ratio
(TTR) test kit interfaced with PC module.
• Connect the test leads as same as voltage ratio check as per fig.3.
• Set the vector group connection as per the Name plate details in TTR test set
under diagram option.
• Start the TTR test set. Test Results will appear in the PC with tabulated format.
• Save the test results and attach in to the test form.

10.5 MAGNETIZING CURRENT TEST.

This test is to verify there is no internal fault on transformer. Test voltage will be applied
across primary side of transformer and secondary side kept open circuited. The current in the
in the primary side will be measured which is magnetizing current drawn by the winding.

• Magnetizing current will be conducted by using automated Transformer Turns


Ratio(TTR) test kit interfaced with PC module.
• Connect the test leads as same as voltage ratio check as per fig.3.
• Start the TTR test set. Test Results will appear in the PC with tabulated format.
• Save the test results and attach in to the test form.

10.6 MAGNETIC BALANCE TEST

The purpose of test is to check whether the transformer core is magnetically balanced
or not and also about winding conditions.
• Apply the 3 phase 415 V to the Primary of transformer and cut one phase(R Phase)
supply.
• Measure the voltages in other two phases and record the values in the attached
test form.
• Repeat the above same steps to other phase in any of two Phases (Y and B Phases)
and record the value.

11. HEALTH, SAFETY & ENVIRONMENT


All activities will be performed according to the procedures and requirements of the
approved Health and Safety Plan and Construction Demolition Waste Management
Plan.

➢ Ensure adequate lighting is provided in the working area.


➢ Ensure workers to wear safety gloves, shoes and personal protective
equipment.
➢ Ensure full compliance with the main contractor’s approved safety plan.

11.3. Safety Training and Emergency Procedures

Before commencing any works, all employees will attend a site safety induction training to
ensure all safety measures are understood and implemented and to cover specific procedures
in case of emergency. If necessary, practical training exercises will be conducted on escape
routes, signage, evacuation and rescue.

11.4 Toolbox Talks:


Prior to the commencement of site activities, the Supervisor, with support from the HSE
Officer, shall conduct a pre-start toolbox talk with all the crew present. The Supervisor shall
explain this method statement to the appointed trained personnel who will visit the site
regularly focusing on the hazards and risks involved in the activity and the mitigation
measures that shall be taken as detailed in the Risk Assessment.
This will include a practical talk-through of the work to be completed and the delegation of the
individual roles and responsibilities of the team members in conducting the work.

Regular Toolbox talks shall be conducted in order to prevent complacency within the crew.
The Supervisor shall conduct a Pre-start toolbox talk for the new person/s prior to starting
work.

11.5 Permit to Work:


A Permit to Work shall be obtained, in accordance with the requirements of Permit to Work
Procedure prior to performing the installation and testing of Central battery system.
The supervisor will ensure that all relevant risk assessments, method statements and permit
to work control measures are in place and that all relevant procedures contained within these
documents are fully understood by the operative personnel.

11.6 Training of Personnel:


Safety Training - All personnel involved in the Installation and testing of Central battery
system works shall be trained in accordance with the requirements of the Project HSE
Program.

No personnel shall be assigned tasks that they have not received appropriate training in or
have been assessed for competency. Further training shall be given as required and when
additional training is identified during the risk assessment process.

12. QUALITY REQUIREMENTS


• Work should be approved by Engineer.
• The approved Inspection & Test Plan shall be strictly followed.
