The Project Proposal for the Tivat – Jaz Road Rehabilitation Project

1. Project Purpose
The Tivat-Jaz main road (M-2 Debeli Brijeg-Tivat-Budva) is a 16 km long route that starts
approximately 100 meters before the entrance to Tivat Airport (at 885 km + 500) and ends at the
existing roundabout at Jaz, north of Budva (at 901 km + 500). The current road is a two-lane road with
a width of around 7 meters. The plan is to widen the entire 16 km stretch to have two lanes in each
direction, with a central reservation of 2 meters, sidewalks of 2 meters, and a green belt of
approximately 1.5 meters. The new corridor will generally be up to 21 meters wide, except for at
bridges, where it will reduce. The design includes five main bridges, namely "Odolješnica" (100 meters
long), "Mills Radanovic" (600 meters long), "Lukavac" (140 meters long), "Blacksmiths" (60 meters
long), and "Drenovštica" (140 meters long).

As a part of the project, a new underpass will be constructed for the school to ensure the safety of
children while accessing it. The road will have 11 roundabout intersections, and two-sided bus stops
will be provided at the junctions where the road connects with local roads. The access to local
settlements and frontages will be maintained as much as possible. A central barrier will be installed to
prevent pedestrians from crossing the widened carriageway, and pedestrian crossings will mainly be
located at the intersections. Road lighting will be provided throughout the upgraded road section, and
various structures, such as bridges, retaining walls, and drainage infrastructure, will be built. The
upgraded stormwater system will collect runoff, pass it through separators, and then discharge it into
watercourses. The widening of the road will require the construction of new bridges or the widening of
existing ones across five natural and artificial watercourses, which may affect the watercourse/channel

bed and side banks. Biodiversity studies will be conducted to assess the impacts and identify
mitigation measures for the watercourse crossings. Additionally, two photographs of watercourses
along the route are provided as examples.

2. Project Scope and Deliverables


The ESIA report for the Tivat-Jaz Road Rehabilitation Project will be conducted in line with the
International Finance Corporation (IFC) Performance Standards, as well as Montenegrin
environmental and social regulations. The following components will be included in the study:

Baseline data collection: collection of information on the project area, including land use, natural
resources, biodiversity, and socio-economic conditions.
Identification of potential impacts: identification of environmental and social impacts associated with
the project, including direct and indirect impacts, cumulative impacts, and potential impacts from
accidents and emergencies.
Assessment of impacts: assessment of the magnitude, duration, frequency, and spatial extent of the
identified impacts, as well as the significance of the impacts based on established criteria.
Development of mitigation measures: development of measures to avoid, minimize, or compensate for
the identified impacts.
Preparation of an Environmental and Social Management Plan (ESMP): preparation of an ESMP to
ensure that the mitigation measures are implemented and monitored throughout the project lifecycle.
Public consultation and stakeholder engagement: consultation with stakeholders to identify their
concerns, opinions, and preferences, and to ensure that their views are taken into account in the
decision-making process.
Monitoring and reporting: development of a monitoring plan to ensure that the mitigation measures are
effective and to track the progress of the project in meeting its environmental and social commitments.

The deliverables of the project would include an Environmental and Social Impact
Assessment (ESIA) report that is prepared in line with the International Finance
Corporation (IFC) performance standards. The report would identify potential
environmental and social impacts of the project and propose measures to mitigate them.
The above mentioned performance standards as follows:

The report will also provide a comprehensive analysis of the project's potential impacts
on biodiversity, land use, community safety, amenity, access, noise and vibration, air
quality, and visual effects resulting from the widened road. The report should be
comprehensive and provide detailed information on the technical methodology used, the
qualifications of the team carrying out the study, and the schedule for the study.

3. Geographical focus
This Project is the rehabilitation and upgrade of the Tivat – Jaz road section in south-west Montenegro
indicated in the map below:

The Tivat-Jaz Road section is planned to be reconstructed and upgraded according to the Spatial Plan
of Montenegro and the Regional Plan of Montenegro. The existing road runs through agricultural
farmland and scattered settlements, passing over watercourses and bridges, and through a valley with
woodland cover on escarpments. The widened road will be slightly further away from the protected
Tivat Saline wetland and will move the traffic closer to houses and businesses along the route. The
design will consider limiting any drainage or run-off to prevent potential impacts on the wetland. Some
vegetation clearance will be required, mainly along the degraded habitat on the existing road corridor
edge. The project owner will provide existing and future predicted traffic flows to support the
assessment of effects. The construction will require the removal of cut materials, and surplus material
disposal arrangements need to be considered.

4. Project Team membership and required functional expertise


The proposed team for the ESIA study includes experts in environmental and social impact
assessment, ecology, hydrology, traffic and noise impact assessment, cultural heritage, and
community engagement. All team members have relevant academic qualifications and extensive

experience in their respective fields. The team includes experts with experience in Montenegro,
familiarity with the local context, and proficiency in the local language. The team has worked on similar
projects, including road rehabilitation and upgrades, and is committed to conducting the study in
compliance with international and national standards.

5. Timetable
The proposed ESIA study will take approximately six months to complete, divided
into three phases. Phase 1 will involve the baseline study and will take approximately
two months. Phase 2 will involve impact assessment and will take approximately two
months. Phase 3 will involve the development of the ESMP, consultation and
disclosure, and the finalization of the report, and will take approximately two months.
The tasks for each phase and their duration are provided in the chart below.

Overall, the proposed study will be conducted in a systematic and comprehensive


manner, following the IFC's Performance Standards and Montenegro regulations and
standards. The proposed team has the necessary expertise, experience, and
qualifications to carry out the study effectively and efficiently within the proposed
timeline.
