1. Scope of Work: a brief description of the activity / work being addressed by this Method Statement

TELECOM SYSTEM

1. ADDRESSABLE FIRE ALARM SYSTEM

1.1 Introduction
This method statement provides the detailed steps for the supply, installation, testing, and handing over of an
Addressable Fire Alarm System in the pump station, including the installation of fire alarm cables, mounted in
EMT conduits or UPVC conduits (for outdoor connections). The cables used will be LSOH (Low Smoke Zero
Halogen), with a minimum specification of 2Cx1.5mm in accordance with NFPA and Civil Defence
requirements and regulations.

1.2 Scope of Work


This method statement covers the following work activities for the successful installation and commissioning
of the addressable fire alarm system:

 Supply and Installation of all necessary materials (addressable control panel, field devices, cables, and
connectors).
 Installation of all components, including control panels, detectors, manual call points (MCPs), notification
devices (e.g., horns and strobes), and any interconnection wiring.
 Routing and installation of fire alarm cables (LSOH 2Cx1.5mm) in EMT or UPVC conduits.
 Testing of system components to ensure proper functionality and integration.
 Final commissioning, documentation, and handover to the client.
 BINYAH shall be responsible for conducting all inspections in accordance with the approved Inspection
and Test Plan (ITP) and the relevant project specifications for the items mentioned above.

1.3 PURPOSE.
The purpose of the fire alarm and telecommunication system installation in pump station is to ensure the
safety of personnel, protect critical infrastructure, and maintain continuous operations during emergency
situations, such as fires, smoke, or electrical faults. These systems shall be designed to detect hazards early,
notify occupants and operators, and integrate with emergency response measures to mitigate risks.

 Materials, Vendors and Technical Submittals should prepare and approved.

 Identify all structures, obstructions and existing facilities within the work area.

 Ensure necessary IFC drawings/shop drawings, tools, materials, equipment and manpower required
for the work to be on site.

 Plan and prepare schedule of activities to be conducted.

 Coordinate with Safety Manager / Safety Officer regarding the risks associated to the activity.

 Barricade the area, provide basic need for facilities & hygiene for people viz. shelter, toilet, drinking
water.

4. Step by step procedure: the sequence of the work

Pre-Installation Activities
 Site Survey: Site survey shall be conducted to confirm the placement of fire alarm control panels,
detectors, notification devices, cable routes, and other system components.

 Review System Design: Approved Design/Drawings shall be Reviewed for the addressable fire alarm
system, including the locations of detectors, call points, and notification devices and other related
components.

 Safety Planning: Safety plan shall be developed to address potential hazards during installation (e.g.,
working with electrical components, using ladders on elevated platforms).

 Tool and Equipment Check: All tools and equipment shall be checked to ensure availability and good
working condition.

Installation of ADDRESSABLE FIRE ALARM SYSTEM.

The scope of work for the installation of the addressable fire alarm system in the pump station
includes:

 Installation of Conduits: Before pulling the fire alarm cables, the conduits must be installed and
properly secured. They should be adequately supported and arranged with suitable bends to prevent
any cable damage. Additionally, the conduits must be appropriately sized to accommodate the
number and type of cables being run.

 Cable/Wiring Pulling: The cables shall be Pulled inside the conduits by using Wire Fish Tape
and cable-pulling lubricants if required.

 Tagging and Identification: After the cable is pulled into the conduit, each cable shall be properly
tagged at both ends with clear identification.

 Visual Inspection: All devices, wiring, and connections shall check for correct installation and
adherence to the design.

 Continuity Testing: Continuity test shall be Perform on all loops to ensure there are no open circuits
or short circuits in the system.

 Installation of Fire Alarm Control Panel (FACP): The FACP shall be mounted in an accessible, dry, and
secure location as per the Project Specification/Approved Shop Drawings.
The location of FACP shall be away from sources of heat, moisture, and electrical interference.
The FACP must be installed in a location that is easily accessible for regular maintenance, servicing,
and troubleshooting.
The FACP shall be connect to a reliable power source with a dedicated circuit, additionally if required
Connect with UPS for continues operation.

 Smoke Detectors: Smoke detectors shall be installed on the ceiling or walls according to the approved
layout plan.

 Heat Detectors: heat detectors shall be Installed in areas where smoke detectors may be unsuitable,
such as kitchens or dusty environments.

 Manual Call Points (MCPs): MCPs shall be Mounted at easily accessible locations, typically near exits,
according to the fire alarm system Layout.
The height of the MCPs shall be complies with regulations (usually between 1.2m to 1.4m from the
floor Level).

 Notification Devices (Horns, Strobes): Notification devices shall be installed in strategic locations to
ensure audibility and visibility of the alarm throughout the pump station.

 Addressable Loop: All addressable devices shall be Connect to the FACP by using the addressable
loop, and to be Ensure that each device is connected properly.

 Cable Termination: Terminate the cables at designated points, following manufacturer guidelines and
industry standards for proper connection.
Check all the cables are securely and correctly connected at control panels, detectors, manual call
points, etc.

Initial Testing
 Visual Inspection: All devices, wiring, and connections shall be check for correct installation and
adherence to the design.

 Loop Continuity Test: Continuity test on all loops shall be Perform to ensure there are no open
circuits or short circuits in the system.

 Device Addressing: Ensure that all devices are correctly addressed and recognized by the fire alarm
control panel. Test each device individually to confirm that the panel detects it.

 Control Panel Operations: Test the control panel for its ability to correctly monitor and respond to
fire alarm conditions, including the operation of the output relay for other systems (e.g., emergency
shutdown of equipment, activation of fire doors).

 System Integration (if required)


If required the fire alarm system shall be integrated with other systems (e.g., HVAC shutdown,
emergency lighting, pumps).

 Final Acceptance Testing


Final acceptance test shall be Perform to ensure that the entire system operates as intended.
All test results, including any deficiencies shall be recorded.

Quality Assurance & Quality Control


Quality Assurance and Quality Control requirement shall be followed as follow:

• All quality requirements shall be met in addition to the requirements of the General and Particular
specifications (Division 28- Section 28 46 00 )
• Notification shall be given to the Engineer a minimum of 24 hours in advance for inspection of finished
works.
• Submission of the required documents prior to the start of the work (Method statement, ITP, Calibration
certificates, etc.)
• The use of suitable instrument, in good working condition and of known reliability (Must do tools
inspection by safety officer prior use),
• The implementation of monitoring, measurement, identifying and evaluating actual or potential problems
that may affect quality.
 Submission inspection requests once work requirements are fulfilled as
telecom ITP (004/09-10-2024 - BNY-ICL-ELC-003 Rev.C0).

5. Outline of Significant Hazards and controls


1. Struck by moving equipment
 The work area will be segregated from all other personnel.
 The Binyah Field Safety Officer will ensure that only authorized personnel enter the work area.
 The Binyah FSO will ensure that all personnel stand outside of the crane/boom truck swing zone.
 The Binyah FSO will ensure that the Spotter will stand outside of the crane/boom truck swing zone.
 The crane/boom truck operator has unobstructed all-round field of vision and will be banked into position
under instruction by a flag man as and when required.
 All tasks associated with this work will be closely supervised by Binyah and under constant monitoring by
RSG personnel.

2. Slips, trips and falls from height


 The work area will be segregated from other personnel. Only authorized personnel will be permitted in
the area. This will be enforced by the Binyah FSO.
 Rough terrain can cause slipping hazards. All workers are encouraged to choose pedestrian routes
cautiously and to reduce their walking activities.
 Unwanted waste & debris will be removed from the site at the end of each shift.

3. Confined Space hazards


 Will conduct gas tests by certified gas tester prior to entry.
 Area will be properly barricaded & signboards will be placed.
 Trained employees will be sent inside confined space with full body harness.
 Proper breathing apparatus (SCBA) are being provided as required.
 Tripod is being provided.
 Proper ventilation device & communication system (radio) are being provided.
 Standby man will always be present during the work activity.

4. Lifting by crane or boom truck hazards – fall of load, failure of slings


 Area will be barricaded & only authorized personnel (crane/boom truck operator, rigger, rope handlers)
will be allowed inside the swing radius.
 Proper inspection of slings, tools & shackles will be done prior to use.
 Lifting plan will be in place prior to any lifting with proper lifting techniques.

5. Working in an excavation hazard


 Soil type has been classified & proper shoring, benching has been provided.
 To protect any cave-in, shuttering material has been provided at locations where soil strength is week.
 Ladder / slopes are provided for access & egress at every 25mts.

7. Waste Disposal & Environmental Impacts

Empty Can – collected in plastic trash bags and send to waste disposal area.
All waste will be sent to RSG approved disposal area.
Please note that the jointing adhesives are special waste and will be disposed of through a licensed waste
contractor (Manifest will be received from the disposal agency).
Pipe scrap - send to waste disposal area.
Worn out or used grinding disk – collected in plastic trash bags and send to waste disposal area.
