DETAILED SPECIFICATION AND OTHER DETAILS

I. TECHNICAL SPECIFICATIONS
A. Design of each cell
Each Battery Cell shall have individual Positive Plates, Negative Plates, Separators,
Safety Valves, Container and Positive & Negative Terminals. These components shall
meet following requirements:
1. Positive Plate: Flat pasted type with Lead-Calcium High Tin alloy grid to resist
corrosion & provide longer life or SRS Grid Flat Pasted Type equivalent.
2. Negative Plate: Flat pasted type with Lead-Calcium alloy grid for maintenance free
characteristics or equivalent.
3. Separator: Low resistance, high porosity and highly absorbent type glass mat
separator (AGM) type.
4. Electrolyte: High purity Sulphuric Acid (H2SO4) to maximize its shelf life.
5. Terminals: Lead plated Copper inserts for high conductivity.
6. Safety Valve: Self resealing, pressure regulated and explosion proof type.
7. Container: The container and cover shall be made of lightweight, sturdy and acid &
weatherproof materials. It shall be of high impact flame retardant material and design
for better heat dissipation and strength.

B. Specifications of each battery bank


1. The battery bank shall consist of Sealed, Maintenance Free, Valve Regulated Lead
Acid (VRLA) type battery cells i.e. water top-up shall not be required throughout its
lifecycle.
2. Nominal battery bank Voltage: 216 V DC having 108 nos cells of 2.0 V each
3. Nominal capacity of each cell: 300 AH
4. There will be 2 battery rack placed side by side with accessibility of terminals at
opposite sides.
5. Each Battery rack dimensions shall not exceed the following dimensions in either
length, breadth, or height (LXBXH) 3120 mm X 580 mm X 1350 mm. Maximum floor
area is 3200 mm X 650 mm for each battery bank. The battery banks should fit into the
designated area with the above-mentioned dimension. The dimensions include the
battery, rack and battery terminal cover. Individual cells may have preferable dimension
200 mm X 90 mm X 360 mm. However, even if it exceeds, the entire battery bank with
rack, tray, cover etc should fit into the area mentioned in para- 5. Bids not conforming
to this criterion is liable to be rejected.
6. Floor load capacity is 2146 kg / sq m.
7. Vendor shall provide all dimensions, information of the Battery Rack in his bid
including general arrangement diagram.
8. The inter cell connectors shall be Heavy Duty Lead Plated Copper connectors/
busbars.
9. All connectors should be designed for 200 A current flow and designed for 1 hr
discharge rate.
10. The battery bank shall not emit corrosive fumes and the battery bank shall be
capable of being stored and operated in non- ventilated rooms
11. The battery bank shall be of stackable design so that it could be accommodated
within the desired space limitations.
12. The battery bank shall be supplied in factory charged condition, ready to install &
use immediately on receipt at site.
13. Intercell connectors, nuts and bolts, lugs, copper cables to load (approx. 20M) along
with fuses to be supplied along with the battery bank.
14. The front exposed conducting part of the Battery Bank shall be covered by
electrically non-conducting transparent insulated sheet which shall be easily detachable
during maintenance.
15. The Battery Bank shall have provisions for measuring internal resistance and cell
voltage of each individual cell or battery without removing the insulation of the cell or
the battery.

16. The battery bank shall be supplied along with proper, suitable steel racks for
mounting the 108 NOS. OF VRLA cells single Bank. The rack shall include cell mounting
fixtures and cell insulators as required. The rack shall be painted with acid resistant
paint.
17. The replacement warranty of the batteries supplied shall be minimum 12 months
from the date of commissioning or supply whichever is later.
18. The battery shall be in compliance to IEC 15549 standards.

C. Performance of the Battery


The Performance of each battery cell shall conform to the following at 27 degree celcius
1. Self-Discharge: Less than 1 % per week.
2. Shelf Life without recharge upto 5 months.
3. Operating Condition upto 50 degree Celsius.
4. Design Float Life minimum 18 years
5. Design Cycle life shall be minimum 3500 cycles @ 20% DOD,
DOD – Depth of Discharge
6. Recombination efficiency shall be minimum 96%.

II. Accessories:
The Vendor shall supply following accessories along with the Battery bank:
1. Glass Thermometer: 1 no.
2. Digital Multi-meter (Intrinsically Safe) for measuring Cell Voltages, Total bank Voltage
& UPS 3 Phase AC voltage upto 1000 VAC, DC voltage upto 1000 VDC and currents of
brand Preferred Fluke: 1 no with accessories and calibration certificate.
3. Suitable sized insulated Spanner of requisite size for battery maintenance: 2 no.
4. Nuts, bolts, terminals, and other fasteners suitable for battery applications as
required for commissioning. Additional 10 % extra to be supplied as spares.
5.Two Battery bank isolators with appropriate rating and Box to be provided along with
cables with proper lug, glands required for connecting from isolator to the two terminals
of each battery bank.

III. Markings:
1. Marking on the Battery cells:
All the Battery cells shall be marked with manufacturer's name, recognized trademarks,
Serial No., Type, Nominal Cell Voltage, individual Amp Hr capacity, Cell weight and Year
of Manufacturer.
2. The steel racks shall have provision for indicating battery cell No. (1 to 108) for
easier identification during maintenance. The Steel Rack shall be well grounded.

IV. Documents:
The Vendor shall supply, as part of the order 2 sets of the following documents in hard
bound form, along with supply of the battery bank:
1. Operating/ Service instruction booklets.
2. Original test reports/ Certificates of tests (Type & Routine)/Environmental Clearance
Certificates.
3. The Dimensional drawing of Battery Cells.
4. The General Arrangement drawing with minimum clearances required on all sides of
the battery stack.

V. PAINTING AND PRESERVATION:


1. All parts of the battery bank & its auxiliaries shall be free from cracks, pits, blow
holes, seams and other manufacturing defects.
2. All metallic parts of the battery stack shall be protected against rust by suitable
coating or paint.

VI. INSTALLATION & COMMISSIONING
1. Installation and commissioning procedure of the new battery bank shall be carried
out as per approved OEM SOPs or manual.
2. Battery capacity test shall also be carried out during commissioning stage as per IS
1651.
3. Dismantling of old banks and installation and commissioning of new banks at site to
be done by successful vendor.
4. The vendor (Contractor) shall be required to take back the old batteries at his own
cost and shall pay OIL the quoted buyback price for old batteries. Installation and
commissioning shall be deemed as completed only after the vendor takes back the old
batteries and pay the quoted buy back price to OIL. Applicable GST against the buyback
of old batteries shall be borne by the vendor.
5. Unloading of the new batteries (216 nos.) and erection/installation and
commissioning shall be within the scope of the Vendor (Contractor)
6. Technical literature, instruction Manual for Initial charging & routine maintenance,
test and calibration certificate shall be provided along with the quotation.
7. Transportation of the batteries from the storage area of OIL (The Owner) to the battery
room for installation and commissioning is under the scope of the vendor. Also, it is the
responsibility of the vendor to decommission, dismantle and pick up the old batteries
along with the rack from the owner's premises and the same is solely under the scope
of the vendor.
8. Delivery, Installation & Commissioning: Two banks, each comprising of 108 nos. of
batteries and accessories as per clause II above shall be delivered, installed &
commissioned at:
Pump Station-8, Oil India Limited, PO- Haptiagach, Near Dhumdangi Rly Station,
Sonapur, Dist: Uttar Dinajpur, West Bengal, Pin code 733202 (Haptiagach).

VII. PICKUP OF OLD BATTERIES


1. The vendor shall pick up the Old Batteries (216 Nos) from site at his own cost as part
of installation and commissioning.
2. The vendor shall intimate OIL one week ahead of scheduled PICK UP of OLD batteries.
3. The vendor shall provide details of the concerned person and the PICK UP Vehicle.
4. In case of any injury or damage to OIL asset during the pickup, the vendor shall be
responsible for repairing of such damage or injury at his own cost.
5. Vendor shall provide the bill to address details to OIL for OIL to generate necessary
invoice (Sales order) for these old batteries.

VIII. Warranty:
The warranty shall be 12 months reckon from the date of commissioning of the entire
battery bank. Warranty shall cover free replacement of faulty or defect items supplied
under this contract. Warranty shall also cover rectification of any defect in workmanship
without any cost to OIL.

IX. COMPLIANCE OF SAFETY MANAGEMENT SYSTEM:


The vendor must comply to various guidelines on safety management system being
followed in OIL for executing works under the scope. Salient points of this Safety
Management System are mentioned below:
1. The vendor shall engage only skilled, capable, and competent personnel who are fully
conversant with the system for installation & commissioning(I&C) and
repair/maintenance jobs. The Vendor shall ensure that the personnel engaged for I&C
activities have prior experience of the same and provide documentary proof or
undertaking of the same.
2. The vendor shall ensure complete safety of the equipment and personnel deployed by
him and must take full responsibility for their safety.
3. The vendor shall provide the necessary safety gadgets and personal protective devices
and Personnel Protective Equipment (PPEs) to his personnel.

4. The vendor's personnel shall follow and take necessary work permit before carrying
out any work.
5. The vendor's personnel shall take every possible care to keep the environment clean
and free from pollution during delivery & I&C of the material.
6. The vendor's personnel should understand the implication of the known hazards
related to the work undertaken by them and the necessity of having an emergency plan
ready to counter them, should anything go wrong.
7. While providing the services, the vendor's personnel shall follow the procedures and
systems taking all control measures in all the stages of works to avoid any untoward
incidents.
8. The vendor shall fully understand OIL's safety policy and should take necessary steps
to align their safety policy with OIL's; so as to accommodate and implement OIL's safety
policy in the jobs undertaken by them.
9. The vendor shall have to report all sorts of near misses, incidents and accidents to
OIL Engineer immediately. For any clarification with regard to the above, the Vendor
may contact concerned OIL Engineer.

X. Instructions to the Bidder


1. The bidder shall provide detailed technical literature and the datasheet of the battery
unit to be supplied indicating all the parameters as per technical Specifications along
with their bids.
2. The Battery shall be designed for high integrity and long life.
3. The bidder shall quote for the battery bank and installation & commissioning charges
for two battery banks. Each battery bank shall consist of 108 nos. of batteries. Each
battery shall be of 2V & 300 AH capacity of SMF VRLA type.
4. The bidder shall provide each clause wise conformation in tabular format as per
Annexure -I while submitting his bid and general arrangement with dimensional details
of the battery rack.
5. The bidder has to strictly comply with the technical specifications as per Clause I and
deviation, if any, may lead to rejection of the bid.
6. The Warranty of the items supplied shall be minimum 12 months from the date of
commissioning or supply whichever is later.
7. The bidder shall separately quote for the buyback price for the old batteries including
the existing racks to be picked up from the site. For price evaluation of the bid, the total
bid price shall be considered after buy back price is deducted from the total quoted price
for battery inclusive all accessories and installation & commissioning charges.
8. The quote for the battery shall be inclusive of the cost of the battery rack and all the
accessories to be supplied along with battery as per the tender.
9. The quote for installation and commissioning charges shall be separate from the
quote of the battery and accessories.
10. In case the Bidder not Original Equipment Manufacturer (OEM), the vendor along
with his bid shall also submit a proof of certificate or authorisation letter or
distributorship certificate of supplying or dealing with the items quoted in his bid with
validity at least till bid closing date.
