Cyclone Probable affected districts

 14 Districts- Puri, Jagatsinghpur, Kendrapara, Bhadrak, Balasore, Mayurbhanj, Angul, Jajpur,


Cuttack, Nayagarh, Khordha Keonjhar, Dhenkanal and Ganjam.
Shelter Buildings
 842 Multipurpose cyclone shelters/Multipurpose flood shelters ready to accommodate the evacuated
people. Besides, 5402 temporary shelter buildings have been identified by the district administration
and ready for accommodation. About 10.60 Lakh people from 3026 low lying vulnerable villages will
be evacuated in the above 14 districts by today evening. Necessary arrangements have been made for
provision of food, drinking water, lighting, sanitation and health facility along with baby food in such
shelters.
 In addition Lady Constable/ Home-guards/ ASHA/ AWC workers shall be deployed in the shelters by
Collectors.
Response Forces
 51 ODRAF Teams, 178 fire service teams and 20 NDRF teams have been deployed.
 Additional 40 Fire services teams are ready for deployment.
 Additional 5 NDRF teams have been airlifted from Bhatinda and will be deployed as per requirement.
 Collectors will make arrangement regarding boarding and lodging for the NDRF Teams deployed, along
with Nodal Officers for the purpose.
 Animal Rescue shall also be taken up along with Human Rescue work by all rescue teams.
Review Meetings
 Hon’ble Chief Minister in the presence of Hon’ble Minister, Revenue & DM took a meeting on
21.10.2024 with the concerned Collectors, Secretaries of the concerned Departments and gave
necessary instructions.
 Hon’ble Minister, Revenue and Disaster Management reviewed the situation with the Collectors and
Secretaries on 22.10.2024.
 Chief Secretary also took a meeting on 20.10.2024 with the concerned Collectors, Secretaries of the
concerned Departments and gave instructions to ensure preparedness in Energy, Health, Fisheries &
ARD, Drinking Water, Food Supplies, Agriculture and other sectors.
Deployment of Senior Officers for Supervision
 6 Senior IAS officers having the experience in managing disasters have been deployed in 6 more
vulnerable districts namely Puri, Jagatsinghpur, Kendrapara, Mayurbhanj, Bhadrak and Balasore for
overall supervision of rescue and relief operation.
 6 senior OAS officers having previous experience in the affected districts have also been deployed to
assist the district administration.
Precautionary Measures taken to combat the situation
 Engineering Departments have made necessary advance arrangements for clearance of road traffic after
the cyclone. At least 3/4 Earthmovers/Excavators along with Tractors shall be kept in readiness to assist
the work.
 All fishing boats numbering 19362 plying Odisha coast are safely berthed in their respective FLCs/ FH.
 Ministry of Home Affairs, Govt. of India has been requested to provide one Helicopter to be used for
relief and rescue operations.
 Schools, Colleges, Universities as well as Anganwadi Centres in the 14 districts under warning shall
remain closed from 23rd to 25th October.
 Leave of Government officers have been cancelled from 23rd to 25th October.
 All the three port authorities Gopalpur, Paradip and Dhamara have been instructed to hoist signal DC-
I.
 To keep overhead water tanks filled in private and public buildings.
 Hoardings to be removed especially in coastal districts.
 Safety of Habishyalis and other Tourists in Puri are to be ensured by the district administration.
 Anti snake venoms and adequate no. of technical personnel are readily available at PHC level.
 All the Telecom Service Providers have been requested for uninterrupted service through Telecom
Towers with Genset, fuel backup. “Cell on Wheels” (CoWs) shall be arranged by the TSPs if required.
 Diesel, Kerosene, Petrol, LPG already available with the stockists.
 Sufficient no. of polythene sheets are available with the district administration to be used as temporary
shelter materials. Besides, 2500 MT polythene sheets are also available with the SRC as buffer stock.
 Hoarding of Essential Commodities and inflation of rates thereof shall be strictly dealt with by the
Collector and FS & CW officials. Simultaneously, awareness drives to prevent panic buying by
Consumers.
 739 gangs are available with the DISCOMS for power restoration.

Post Cyclone Damage Assessment and provision of assistance

 The Agriculture and FE Department will assess the loss of agriculture and horticulture crops and take
steps to provide input subsidy to the affected farmers.
 All the engineering departments shall make arrangement for immediate repair of the damaged roads.
 Energy department shall take immediate steps for restoration of power supply in the affected areas
through TPCODL/ TPNODL by deployment of adequate manpower, equipment and gangs, especially
in Hospitals, Cyclone/ Flood Shelters, Drinking Water facilities on priority basis.
