1. GENERAL
1.1. Introduction
This project quality plan (PQP) is designed to comply with NEOM Schedule
“Q” minimum quality requirements and ISO 9001:2015 requirements and to
establish a comprehensive framework that ensures the delivery of the
project Northern Golf Estate Earthworks, Relax Cluster Trojena, NEOM
meets or exceeds the specified quality standards as per the Employer’s
requirements. It serves as guide for project teams and stakeholders,
outlining the strategies, processes and activities necessary to achieve and
maintain quality throughout the project life cycle.

This Project Quality Plan (PQP) shows the procedures and processes to
control and records the documents to ensure that the required
documentation is identified, maintained and recorded properly.

The KCG QA/QC department is established to ensure that all the systems
and operations are functioning at their best, to monitor not only the
product/deliverables itself, but the way it is installed, stored and
transported, and to meet specific requirements, characteristics and
sepcifications.

The scope of this PQP covers the executon activities, provisions of


installations, inspections and execution of construction works and extends
to the following:
 All company personnel in terms of their individual and corporate
responsibilities for quality, health, safety and environment.
 The quality risks associated to KCG company business that under
proper operational management, cab be controlled, influenced and
improved upon.
 The environemental aspects associated with KCG company business
that under proper operational management, can be controlled,
influenced and improved upon.

KCG is responsible for the quality of work and material, including its
subcontractors or outsourced services, as defined in the contract.
Compliance with quality assurance system shall not relieve the KCG of any
of his duties, obligations, or responsibilities under the contract. For this
document, the term “Employer’ shall mean RUA or its delegates.

Internal Audit An audit of a process or a project is conducted by the


Contractor or its delegate(s) to confirm that project
requirements are implemented and met.

Non- Occurs when the system or product fails to conform


comformacy to its intended requirements. This
can include when:
 The project deliverables fail to meet the
requirements.
 The system procedures are not compatible
with the company’s requirements, and the
requirements of ISO 9001 or any other
standard or code are not fulfilled.

2. SCOPE OF WORKS
This submittal is aimed to establish the requirements for the Quality Control
to be implemented by Kabbani Construction Group (KCG) for Northern Golf
Estate Earthworks project, Relax Cluster – TROJENA.
 Earthworks at the Northern Golf Estate Earthworks by leveling of the
terrain to requiredelevations through cutting and backfilling;
 Construction access roads/ haul roads
 Conducting trial pits to optimize the earthworks methodology.
 Processing of excavated material for backfill, and hauling of material
up to 5 kilometers

4. QUALITY OBJECTIVES
KCG's Quality Objective is to achieve a minimum of 86% in meeting quality
requirements or to exceed the highest standards of quality in all aspects
mandated by the Neom Representative for this project. Additionally, KCG
aims to maintain a PQI score of at least 86% until the project's completion.
These objectives are aligned with the SMART principles: Specific,
Measurable, Achievable, Realistic, and Time-Bound.

4.2. Key Performance Indicators

KCG will determine and analyze the set of perceived Key Performance
Indicators (KPIs) utilized by construction executives and management
In addition to the NEOM and its representative and project required KPIs
that will be monitors through the weekly and monthly meeting, IKK has

the execution phase.

The approaches used for data collection are based on the updated of the
WIRs, MIRs, NCRs, SORs status, Internal Audits and logs etc. ( internally
by issued by KCG and Externally Issued by the NEOM or its
representative).

After collecting data it will be recorded into a excel sheet so that to assess
in PQI Templates (Provided by NEOM or its representative) for analysis
and monitor the trends.

5. QUALITY PLAN RESPONSIBILITIES


5.1. Management, Organization & Responsibilities

For the purpose of administrating the Quality Management System, top


management is defined to include the CEO and Managers responsible for
Operations & Technical, Contracts & Sales, Administration & Human
Resources, Purchasing, Finance & Accounting. Top Management is
committed to communicate the importance of meeting Client requirements.
It is the policy of KCGto ensure that projects will comply with contracts
specifications, drawings and local regulations.

To comply with the above policy, project quality plan is followed. All related
inspections and Quality Control operations will be recorded appropriately
and supplemented the basic requirements and procedures this Project
Quality Plan.

In each separate case KCG will provide additional instructions, technical


or/and administrative to the Quality Control Team.

KCG will provide resources (as per contractural requirements) to implement


the quality system outlined in the Contract for all project activities before
starting the work. KCG will ensure that their employees are competent in
education, training, and experience. The evidence of employees’
competence, i.e., CV and profiles, shall be stored in PMIS. The Employer
has the right to interview the assigned quality personnel.

5.1.1. Project Director


 Provides strategic leadership and technical, operational, financial,
and managerial leadership for successful implementation of project.
 Ensures that the Project is technically sound, evidence-based, and
consistent with NEOM PROJECTS and Projects take Holders.
 Provides oversight of Project including all activities, outputs, and
outcomes related to project management and administration,
including reporting, budget development and monitoring, financial
transactions, execution of project plans, and project performance.

 Oversees the selection and training of qualified project staff,


assigning clear roles and responsibilities, providing effective
supervision, and managing performance to ensure efficient
operations.
 Ensures the project produces the specified results in the annual
work plan(s) to the required standard of quality and within the
timeline and budget parameters.
 Oversees budget pipeline development and budget monitoring.
 Conducts monthly reviews to ensure accountability of all project as
well as the accurate and timely reporting of financial deliverables
and obligations.
 Ensures that the project progresses in accordance with its
contractual obligations and complies with donor regulations and
internal organizational policies.
 Supports the Technical Director by advising on project management,
organizational development, pre-service education, in-service

 Construction Manager (Earthworks) core responsibility is to execute
the work as per schedule, within budget and specification. Ensuring

 Oversee performance of the earthworks scope on the project
including, project status, schedule, cost control, change
management systems;
 Review the design and shop drawings, ensure the shop drawings
are as per design drawings and intimate the concerns if any
variations to correct and get approval from concerns and follow to
updates the quantities.
 Manage and/or coordinate Company personnel and resources for
the project(s);
 Knowledge of material classification and earthwork works as well.
 Request the required resources (materials, manpower, equipment,
sub-contractor etc.) as per the resource plan and requirements &

 KCG will designate full-time qualified and experience Planning &
Control Manager responsible for all the functions related to Planning,
Scheduling and Reporting.
 Prior mobilization, KCG will submit the CV of planning Manager for
approval to NEOM or its representative.
 Planning & Control Manager for creating detail project Schedules
and regular updates project schedule based on on actual progress
 Establish & Maintain the project baseline schedule, tracking
changes and ensuring that any deviation are documented and
approved.
 Work closely with the Project Management team to develop and
manage the project budget, including labor, materials, and
equipment costs.
 Monitor actual costs against the budget, identify variances, and
provide early warnings of potential budget overruns.
 Monitor the progress of project activities, comparing actual progress
with planned progress, and identifying any deviations.
 Generate regular progress reports, including dashboards, S-curves,
and variance analysis, to inform stakeholders of project status.
 Assist in planning and allocating resources, including labor,
equipment, and materials, ensuring that they are available when
needed.
 Work with project managers to optimize resource allocation,

5.1.5. Health & Safety Manager


 HSE Manager shall oversee and coordinate all HSE activities on the
Project. The HSE Manager shall ensure that the appropriate
policies, procedures, work practices and COMPANY Safety, Health
and Environment Management Standards are available to carry out
the HSE activities in an effective way.
 HSE Manager and HSE Supervisor shall be screened by COMPANY
section and all HSE personnel should wear long sleeve shirts and
red helmet which will clearly indicate their safety function. He shall
have a better understanding of the Health and Safety requirements.
He (or his nominated deputy) shall also carry out audits to review
and evaluate the performance of individuals, as well as the project
task force as a whole, to see how far the HSE Policy is being
implemented and to take any steps deemed necessary to improve
performance.
 Advise the Project Managers and Construction Managers on HSE
matters, ensure that work analysis, Hazard Identification Plan and
risk control plan for specific hazardous work are implemented, and
Work Execution Procedures are provided for hazardous or harmful
work. Conduct all type of HSE training for all new employees.

5.2.1. QAQC Manager


KCG will designate QAC Manager as per the requirements of Schedule Q
across the project life cycle within the “7” calender days of the effective
date of the contract. The QAQC Manager will be directly reporting to
Centralized Quality Manager KCG and functionally reports to the
Employeer and will be independent of KCG organization responsible for
construction. The assigned Quality Manager will be responsible for:
 Preparation, implementation, maintenance and improvement of the
Project Quality Plan
 Ensure that the Project Quality Plan are established, implemented,
maintained and reviewed.
 Determine the structure of the project Quality System.
 Responsible for overseeing the overall Quality System.
 Plan, conduct and review results of quality audits as and when
required.
 Direct personnel to comply with the approved quality system.
 Promote Awareness of customer requirements throughout the
organization
 Provide support, training, advice and assistance as required to the
project team.
 Report to the Contractor’s Representative on the level of
implementation of the quality system.
 Provide quality advice to the Contractor’s Representative and other
personnel as required.
 Approve the ITP’s and check sheets, and other quality related
documentation for all work carried out.
 Ensure sub-contractors/suppliers conform to Project
specification/Standard requirements.
 Liaise with the project manager and Manager(s) for Project QA
requirements.

5.2.2. QMS Auditor

 Verification of Auditor Response and close out of audit defined non-
conformances.
 Moreover, Audits shall be performed using the pre-established
written procedures or checklists to cover the following works.

For each audit, the Auditor shall;

 Contact the auditor at least one week in advance and confirm the
audit scope, agenda, date and time and place, in writing.
 Obtain copies of all relevant documents, e.g. contract, procedures,
correspondence, quality plans, standards, and earlier audit reports,
etc.
 Prepare an audit plan, detailing the appropriate time, subject or
activity and person present at each stage of the audit.
 Prepare audit checklists from the applicable documents defined
above. The checklist shall identify the requirements to be
 evaluated and shall be a guide to the continuity and depth of the
audit.
 Prior to developing the checklists, the auditor shall read the relevant
documents thoroughly. Checklist questions shall address each
significant area of the procedure or system and shall elicit a direct
answer that can be substantiated by documentary evidence.
 Documented evidence of each activity shall be examined in
accordance with the requirements of the quality system.
 However, the auditor shall have the flexibility to determine whether
an activity is acceptable or not, rather than recording a strict “yes” or
“no”.

5.2.3. Procurement Quality Control Supervisor:

His responsibilities include but are not limited to:

 Review requisitions and purchase orders for compliance with


contract requirements.

 Ensure the Employer requirement of Material Category are
Coordinated and Integrate in the procurement plan and provisional

5.2.4. QC Supervisor
 Prepares certificates of compliances and / or analysis, customer
score cards and other customer required documents.
 Ensures that testing standards, procedures, and equipment provide
reliable results and preventshipment of off quality products.
 Facilitate problem-solving and process improvement processes with
manufacturing and thecustomer to achieve resolution and
elimination of current product issues.
 Provide leadership to direct reports in accordance with company
core values.
 Design Review, Materials Testing and Control.
 QA & QC management and strategic implementation in accordance
with ISO 9001 with inconstruction projects.

5.2.5. QC Batch Plant Inspector :

 The QC BP Inspector shall control and coordinate all Work activities


carried out at NEOM approved Batch Plant. His main responsibilities
include but are not limited to:
 Ensure the full implementation of Project Quality Plan under civil
work phase.
 Conduct all concrete raw material sampling and review of third-party
test report.
 Witness the preparation of trial mix at batch plant.
 Witness all concrete test at batching plant.
 Ensure plants scale shall be calibrated and updated.

 Ensure that the Project Quality Plan is implemented at all times
during the stages of work.
 Supervised and control all civil works as per IFC drawings and
Project Specification.
 Initiate the request for inspection at different stages at the work
completion in accordance with the approved inspection and test plan
(ITP).
 To coordinate with construction team giving proactive notes for their
activities to ensure efficient and effective execution of working
activities.
 Develop and maintain criteria for the traceability of inspection points
to ensure that all the points are properly inspected and verified.

5.2.7 Third party vendor inspector

 Conduct thorough inspections of vendor facilities, products, or


services to ensure compliance with quality standards, specifications,
and regulations.
 Review vendor documentation, such as quality manuals,
procedures, and records, to verify their accuracy and completeness.
 Perform audits of vendor processes, systems, and controls to
identify any non-compliance issues or areas for improvement.
 Maintain open and clear communication with both the vendor and
the hiring company to provide timely updates, reports, and
recommendations.
 Identify and assess potential risks associated with the vendor's
operations and provide recommendations for risk mitigation
strategies.
 Investigate and analyze any quality issues or non-conformances to

 Inspecting laboratory equipment, instruments, and calibration
processes to ensure proper functioning, accuracy, and calibration
traceability.
 Monitoring laboratory safety protocols, procedures, and equipment
to ensure a safe working environment for lab personnel and
compliance with health and safety regulations.
 Communicating inspection findings, recommendations, and non-
conformities clearly and effectively to the laboratory management
and providing guidance on corrective actions and improvement

6.2. Document Control Procedure

Document Control Procedure outline the rules for managing documents to


meet the requirements of the contract. The distribution of documents is
defined and managed by the Document Distribution Matrix which is
controlled by the Document Control Manager. The Document Control Plan
outlines the following:

controlled as per the ACONEX guidelines NEOM-NEN-GGD-001 &
PRC-NEN-PRC-030 ACONEX Documents Numbering System &
Revision Procedure.
 System by which documents are transmitted to project participants

Project records and for distribution to the work groups and handover
to the Employer.

6.3. Control of Quality Records

6.3.1. Receipt, Issuance & Storage of Documents

All controlled documents shall be transmitted by the originator of the


documents to Employer, Vendor/ suppliers, Subcontractor(s) and Employer
on a approved Document Transmittal.

All documents submitted to the Neom or its representative for


review/approval shall identify the item transmitted and action to be taken
by the NEOM or its representative. The document status shall be updated
based on the transmittal information.

Methods shall be used to track the status of transmittals that require action
by the recipient. A transmittal log shall be tracked to describe the methods
to be used.

Documents issued for construction will be approved by qualified and


authorized individuals as required by the contract
The issue, control and recall of all engineering documents are under the
jurisdiction of the Design Coordinator, discipline Engineers & Quality
Manager. They will be assisted by Document Controller at Project Site.
Quality Control procedures, Inspection and Test Plans and other related
instructions will be prepared and issued by the QA/QC department.

KCG will submit all the test reports to the Employer’s through Aconex after
the initial review.Inspections and testing reports will be archived in the
Aconex workplace.

Only the latest issue of Project documents shall be available for use by
KCG personnel. Obsolete documents shall be marked as “Superseded” as
a means to prevent the unintentional use of obsolete information.

Copy of the approved Drawings, Method Statements, Quality Control


procedures and Inspection & Test Plans shall be available at all relevant
locations where work is undertaken for this Project. Submittal of
documents/responses to the Employer’s shall be through electronic means.

Document numbering system will be used for Project as per the approved
Document control plan correspondence, issuance of documents,
specifications, data sheet etc. shall follow the Employer’s Communication
Protocol and Configuration and issue reference codes for the Project, as
applicable.

The Project Manager shall identify those records to be transmitted to the


Employer upon completion of the Project and transmit the appropriate
records.

The Project Manager is responsible to review all Project documents for


conformance to the contract prior to submitting to the SC/Employer.

in Site- Office. An index of As- Built documents shall be maintained as part

be transmitted to the SC/Employer through the Project Manager at the end
of the Project.

6.3.2. Changes & Revision

All changes and revisions to documents shall be reviewed and approved in


the same manner as the original. The latest changes in revised documents
shall be highlighted by suitable mean.
Any field changes in the “Issued for Construction” (IFC) drawings shall be
initiated through “Request for Information” (RFI) and corresponding
engineering changes shall be documented.
When revised documents are issued, recipients shall be responsible for the
removal of obsolete documents from their respective areas of work. Copies
of any obsolete documents that are retained for information shall be marked
as ‘Superseded’.
A master list shall be established to identify the current revision of controlled
documents.

6.3.3. Project Master Document Register

The Project Master Document Register (MDR) Listing – List all Project
Documents retained on the EDMS which includes Deliverables and Non-
Deliverables.
 The Contract Data Requirement List (CDRL) – list all Project
Deliverable documents. When the date of submissions run in line
with the Master Schedule, this will be referred to as the Schedule of
Submittals.

 Documents Retention – KCG will retain all documents and records


in the Project Office for the specified contract period as per the
requirements for final acceptance.

 Archiving – Archiving will be carried out in accordance with the


Document Control Plan. All records are established and maintained
to provide evidence of conformity to requirements and of the
effective operations of the Project and to KCG Quality Management
System. The Project shall maintain all records to demonstrate the
achievement of the required product quality and the effective
operation of the quality system for the fulfillment of this Project
QA/QC Plan.

 All records shall be legible, dated, complete, and signed by


authorized personnel. The records maintained in a manner to ensure
that they are secure and easily retrievable for inspection.

 A Register of all quality records shall be maintained detailing the


revision number, record type, location and minimum retention
period. Records are made available to the stakeholders at anytime.

6.3.4. Document of External Origin

Documents of external origin such as standards, codes and specifications


and customer documents such as Definition drawings, response to RFI’s,
as-built conditions on IFC drawings shall be identified and tracked till
completion of the Project.

6.3.5. Maintenance of Quality Records

Quality Control Records from Inspections will be prepared and issued by


the QA/QC department. Test reports will be prepared and issued by
discipline Inspectors. QA/QC document controller will maintain these
documents in respective files per discipline. These Records will be filed in
the Project final documentation for Handover.

6.3.6. Project Specific Forms

A list of documents will be used for monitoring the Quality Control


Procedure. These documents have already been formatted as Project
Specific enclosed at the end of this document. These Project Specific forms
and documents will be reviewed whenever necessary.

6.3.7. Approval of Materials and Equipment

The contractor will prepare material list and categorize the criticality (NC,
C1, C2, C3) as per NEOM critical material list and submit that list to NEOM
PROJECTS for review and approval. For each material or item of
equipment intended for the permanent Works, a MATERIAL SUBMITTAL
FORM will be completed. A document package, comprising the form and
relevant attachments such as a product data sheet and Material
Compliance Sheet [MCS], will be prepared by the construction or
Procurement section and reviewed by the Project QA/QC Manager. A copy
of the document package for each approved material will be passed to the
Safety Manager for action, if any, such as the identification of Hazardous
Materials. The above information will be submitted to Client for approval.
When the submittal is returned from Client, approved or not, the Project
QA/QC Manager will file the original records and compile and maintain the
Register of Materials and Equipment. The register will include the following
information:

 Material or equipment description and trade name


 Manufacturer

Copies of the Register of Materials and Equipment will be circulated to the


Project’s management team. For items of material and equipment that will
require Inspection at the site prior to use or at the Manufacturer’s or
Supplier's Plant, these will be submitted to Client on a MATERIAL
INSPECTION REQUEST FORM, [MIR] refer to and will include the
following

1. Country of Date Due on Site


Purchase/Fabrication
2. Description of the Pay item Number
Material/Equipment
3. Purchase Order Number Supplier QC Requirements

4. Date of Material Order Contractor’s In-plant Inspections

The Inspection procedure includes items to be inspected, Hold Points,


Tests to be performed, Test and Documentation Report Formats,
Frequency and Acceptance criteria for inspection and testing. On arrival of
any Material related to approved Submittals, the Project QA/QC Manager
will inform the relevant Q.C. Personnel as to what has been approved, so
that they will be aware of what they must inspect on site. Method
Statements and Procedures.

6.3.8. Maintenance of Test Reports

Test reports & certificates issued by the sub-contractors/3rd Parties etc.


after initial review by KCG and will be stored in Aconex for information and
approval. These reports shall be filed in the Project final documentation for
handover.

A copy of initial Test Reports will be attached with WIRs (Work Inspection
Report) and will be submitted to the NEOM or its representative within 24
hours of the test through ACONEX.

6.3.9. Approved of Procedures and Method Statements

Prior to the commencement of any work, Method Statements or procedures


for construction will be submitted to Client for approval, using the approved
General Transmittal Form.

Method statements will be accompanied by a Specification Reference, the


related ITP and the Safety Hazards and Risk Assessment. The Method
Statement List down and contain copies of checklist forms referred to in the
procedure.

The Project QA/QC Manager will distribute the approved Method Statement
to the relevant/QC Engineers. He will also decide whether any quality
Training is required for all personnel involved in the work described in the
Method Statement.

6.3.10. RFI- (Request for Information) and DR (Deviation Requests)

RFI (Request for Information) will be raised seeking a clarification on a


technical issue, which is not clearly defined or if there is any
ambiguity/conflict between multiple specification and the scope of work.
RFI (Request for information) will be submitted through the ACONEX by
the KCG to the Supervision to NEOM or its representative. In case a
response generates a potential variation to works, KCG will immediately
raise this to NEOM or its representative before execution of works.

KCG and its approved Vendors/Suppliers and Sub-contractors will not


eliminate or wave the requirements of any PQP, ITP previously approved
by NEOM or its representative without the express written consent of
NEOM or its representative approval.

KCG will maintain a detail log for all NEOM approved waivers of mandatory
engineering and standards applicable to WORK, including waivers
approved by NEOM on, before or after the Contract Effective Date. This log
will identify and describe each applicable waiver by identification number,
date of issue, review and Approval status, the standard document and the
section reference numner to be waived and brief intruduction to applicable
scope of WORK.

Deviation request (DR) will be raissed by KCG to Neom or its representative


for seeking their permission for any deviation. DR will include proposed
variationin details and explain the reason for the request.

6.4. Design Procurement & Construction

6.4.1. Design Phase Activities

KCG Technical Team shall be responsible for preparing shop drawings and
submit for information or approval to client.

6.4.2. Procurement Phase Activities

KCG Procurement and Purchasing Plan & Procedures ensures that


controls for criteria for the selection, evaluation and assessment of vendors
and suppliers will be process in accordance with the project requirements.
All procurement documents issued to its subcontractors should contain and
reference to all applicable requirements specified in the Specification which
are necessary to enable KCG to fulfil those requirements. KCG shall verify
that all sub- contractor’s purchase orders, manufacturers or other suppliers
similarly identify all applicable requirements. KCG shall verify final list of
procurement items & category of materials as per schedule Q.

6.4.3. Control of Changes

This relates to ISO 9001:2015 Par 8.2.4 (Changes to requirements for


products and services) upon change request, the Project Manager shall do
the following:

Any request for a change to the contract, initiated by KCG, CLIENT, or the
Client Representative, is reviewed to assess its impact on the project
schedule and any cost implications.

 Approval for all work performed outside of the contract is sought and
received prior to the commencement of additional works.
 A register of all contract changes is maintained.
 Relevant personnel are notified of contract and scope changes.
 KCG implements, and Client manages the implementation of
approved changes on site.
 Such changes shall be documented, and Client shall provide
approval whether these changes will ultimately have Time and/or
Cost Impact to the project.

6.5. Risk Based Thinking

There are situations wherein risk-based thinking are needed to be taken


due to potential conditions which might lead to non-conformance later if not
changed or to instigate measures to improve the process to minimize the
likelihood of problems recurring. Corrective / Preventive action, Inspection
records, audit results, reviews on Quality objectives, Customer complaints,
etc. can all be the source of Information for such conditions. Further
preventive actions may be identified and recorded during management
review meetings. The risk-based thinking shall be handled and verified in a
similar manner to corrective action as described above. The preventive
actions shall be appropriate to the magnitude of the problems and
commensurate with the operational issue and address the root cause of
potential non-conformance and ensure that appropriate Control measures
necessary to avoid occurrence of non-conformance is taken. Corrective /
Preventive actions status shall also be reported in the monthly progress
reports to the NEOM Projects.

7. RESOURCES

In consideration with the contract / project requirements , KCG will provide


the required resources for the establishment, implementation, maintenance
and continual improvement of the quality management system as per the
approved manpower histogram.

These resources may include, People, Information, Infrastructure, Work


Environment and Financial Resources.

7.1. People:

In order to achieve effective resources management, KCG Project


Management will be closely monitoring the supply of qualified personnel.
Qualified and suitable persons are supplied from:

 Within KCG Organization


 New recruitment
 Local Suppliers
 Subcontractors

QAQC Manager shall direct the Project quality-related activities and


coordinate with the Project Manager while reporting directly to KCG ’s
Centralized Quality Manager.

Following QC personnel (as per the contract) shall also be provided to


support the QAQC Manager and to meet the Project quality requirements;

 QAQC Supervisors
 QAQC Inspectors
 Third Party Laboratory (Where applicable)

KCG subcontractor and third-party agency’s quality personnel assigned


to the work shall meet the minimum qualification requirements of Schedule
Q and must be technically competent to perform their duties.

KCG will make quality personnel changes required due to vacations,


illness, temporary assignments, emergency leave, resignations or other
reasons as necessary to maintain required quality coverage. KCG will notify
NEOM or its representative (30) calenders days in advance of schedule
absence or changes. All other changes such as illness and emergency
leaves, shall be notify within one calender day.

The Project Director, Construction Managers, Discipline Engineers, will


provide full support day-to-day basis for the effective implementation of the
quality management system, and for the operation and control of its
processes.

7.2. Materials, Products and Services:

KCG will ensure to meet the requirements, specifications or standards for


all the procured materials that will be used in the project as per the NEOM
Schedule Q requirements and other applicable procedures and standards.
KCG will evaluate supplier Quality Management System meeting
ISO9001:2015 system requirements.

In order to achieve this KCG procurement team will ensure to prepare,


submit PQD of its Vendors/ Suppliers and Sub-contractors as per the
Schedule Q, Appendix B requirements and get the NEOM’s or its
representative approval placing any Purchase order. KCG will establish
and apply criteria for the evaluation, selection and monitoring of
performance of sub-contractors and sub-vendors.

For equipment and materials for which inspection requirements are


specified, KCG will prequalify each manufacturer and its specific
manufacturing site as described in Schedule Q B1.1.2 through B1.1.5. KCG
will share evidence of the prequalification will be provided to the NEOM
representative for its review and approval at least (14) working days prior
to the placement of the purchase order.

KCG will strictly comply with procurement Quality requirements of


Schedule Q appendix B and contractural requirements.

KCG will retain documented information of all the controlling activities


related to evaluation related to evaluation, selection and monitoring of the
performance of
subcontractors and sub-vendors

7.3. Infrastructure and Work Environment

The Infrastructure for efficient execution of the Project shall be


implemented under control of the Project Director. This shall include but be
not limited to:

 Workspace, offices, workshops, warehouse, storage yards and


associated utilities;
 Equipment, hardware, software and internet.
 Telephones in the offices or equivalent
 Administrative services
 Suitable maintenance of construction and test equipment
 Transportation, and other related services.

Furthermore Department’s Managers are responsible for identifying the need


and requirements for new, and/or modification of existing infrastructure and
facilities in their departments. Requests for significant changes and/or
expansions of facilities are submitted to the top management for review and
approval. KCG has an adequate infrastructure.

7.4. Competence, Awareness & Training

KCG will conduct quality training, including Contract specific induction, pre-
work briefings, skills training, and formal training conducted by Centralized
QAQC department ,training professionals or agencies (If required) for all the
personnel deployed by the KCG as per the traning plan. KCG will maintain
records of all training.

KCG will provide awareness to KCG ’s and the Supervision


Consultant/Employer teams on the method statement before the start of the
relevant work activity Quality site induction.

7.5. Organizational Knowledge

KCG also determines the knowledge necessary for the operation of its
processes and to achieve conformity of products and services. This may
include knowledge and information obtained from:

 Internal sources, such as lessons learned, feedback from subject


matter experts, and/or intellectual property.
 External sources such as standards, academia, conferences, and/or
information gathered from clients or suppliers.
 This knowledge shall be maintained and made available to the extent
necessary.
 When addressing changing needs and trends, KCG shall consider its
current knowledge and determine how to acquire or access the
necessary additional knowledge.

8. CUSTOMER AND OTHER INTERESTED PARTIES COMMUNICATION

The Project Director is responsible to establish and maintain


communication with the NEOM and its representation regarding
engineering, construction, handling enquiries, contracts or orders, including
changes.

Mode of communication will be general correspondence, weekly and


monthly meetings or other modes as specified by the NEOM or its
representative.

QAQC Manager is responsible for communication with the NEOM or its


quality representative. He will attend weekly and montly quality meetings.

A document transmittal system shall be used for transferring documents in


accordance with the Employer’s requirements. The Project Director is
responsible for the evaluation of Customer complaints or compliments.

Customer complaints or compliments should be communicated through


formal correspondence or by confirmation of verbal instructions.

The Project Director shall take immediate action to resolve any complaint
in an effective and timely manner.

KCG will share a Communication Plan related to project communication


with NEOM or its representative.

8.1. Contractors Internal Quality Meetings

KCG will ensure the effective implementation of the Quality Standards by


arranging weekly internal quality meetings. These meetings are integral to
our quality management process, allowing for continuous monitoring,
review, and enhancement of project quality. The meetings include key
stakeholders, such as project managers, quality assurance teams, and
relevant department heads, to address quality-related issues, review
performance metrics, and discuss corrective actions. By maintaining this
regular cadence of quality meetings, KCG upholds its commitment to
delivering projects that meet the highest standards of excellence.

8.2. Quality Meetings with NEOM

KCG will attend weekly and monthly quality meetings with NEOM or its
representative as per the schedule shared These meetings will provide a
collaborative platform for discussing project quality performance,
addressing any issues, and reviewing corrective actions. By involving the
client in these regular quality meetings, KCG ensures transparency, fosters
strong communication, and aligns project outcomes with the client's
expectations and quality standards. This approach underscores KCG's
dedication to delivering projects that consistently meet or exceed quality
requirements.

8.3. Interface Management

KCG will ensures effective Interface Management throughout the project


lifecycle, recognizing that seamless coordination between various teams,
systems, and external stakeholders is crucial for project success. The
approach to Interface Management includes the following key practices:

 KCG will identifies all critical interfaces between project


components, systems, contractors, and stakeholders at the onset of
the project.
 KCG will arrange regular interface coordination meetings with all
relevant stakeholders to discuss progress, resolve issues, and
ensure alignment.
 KCG will facilitates clear and open communication channels
between all interfacing parties to prevent misunderstandings and
ensure timely information exchange.
 KCG will establish procedures to monitor and control interfaces,
ensuring that any changes in one area are communicated and
managed across all affected interfaces.
 KCG will identifies and assesses potential risks associated with
interfaces, implementing mitigation strategies to minimize the impact
on the project.
 KCG will document all interface activities, decisions, and changes
are to provide a clear record for future reference and audit purposes.

8.4. Contractors Quality Report

8.4.1. Weekly Quality Reports

 An Internal, Weekly QA/QC Progress Report, and monitor daily


inspection activities. This report will include:
 Names of the QA/QC Site Personnel involved in inspection activities.
 Amount of work inspected per discipline findings and success ratio.
 Materials and Equipment received and inspected; findings and
action taken.
 Samples taken, tests made, and results received including action
taken for failed tests
 Any Non-conformances identified and/or corrected.
 Quality instructions received from NEOM or its representative
 Offsite inspections and tests of materials and equipment.

These Weekly Site Reports will be accumulated and submitted to NEOM


or its representative and reference will be made in the Weekly progress
meeting.

8.4.2. Monthly Progress Status Report

The KCG will submit a monthly Quality Management Report in a format


acceptable to NEOM or its representative including the analysis and
evaluation of the data and information arising from the monitoring and
measurement to demonstrate the effective implementation of the KCG's
Quality Management System. Contents of Quality Monthly report will follow
as per schedule Q requirements and will be submitted to NEOM or its
representative. This report will include the following:

 A summation of all WIR’s executed and the rate of success


 The number of NCR’s and the proportion of Sign-offs
 The total number of SI’s, MS and MIR’s.
 Daily and 2 weeks look-ahead program
 The list of materials approved to date.
 Proposed Quality Control Program Improvements.
 All ITL testing Reports submitted to NEOM or its representative.
 Revisions to Frequency of Testing.
 This report will be submitted to NEOM or its representative for
information on the 30th of each calendar month

9. DESIGN & DEVELOPMENT

9.1. Design and Development Process

The scope of work of design and engineering comprises the preparation of


all documents and drawings, data sheets, requisitions, reports,
calculations, and operating manuals (taking into consideration the existing
information in the contract including definition drawings and technical
specifications) required as per the Schedule Q.

The Engineering Technical Manager of KCG will initiate reviews on all


design input data supplied by, during the contract to verify that it conforms
to the agreed standards and will notify NEOM or its representative fourteen
(14) working days. KCG will retain documented information of such KCG
design reviews according to approved PQP, including recording and
resolution of all comments.

KCG will ensure that any changes in design are identified, recorded,
reviewed, verified, validated and approved before being implemented.

9.2. Design and Development Planning

While planning for design and development, KCG will consider the following
in determining the stages and controls for design and development:

 Nature, duration, and complexity of the design and development


activities.
 The required process stages, including applicable design and
development reviews; The required design and development
verification and validation activities.
 The responsibilities and authorities involved in the design and
development process.
 The internal and external resource needs for the design and
development of products and services.
 The need to control interfaces between persons involved in the
design and development process.
 The need for involvement of customers and users in the design and
development process.
 The requirements for subsequent provision of products and
services;- The level of control expected for the design and
development process by customers and other relevant interested
parties.
 The documented information needed to demonstrate that design
and development requirements have been met.

9.3. Design & Development Input

KCG will determine the requirements essential for the specific type of
products and services being designed and developed, including, as
applicable, functional and performance requirements; applicable legal
requirements; information derived from previous similar design and
development activities; standards or codes of practice the organization has
committed to implement; potential consequences of failure due to the

nature of products and services; Ensure inputs are adequate for design and
development purpose, complete, and unambiguous. Resolve conflicts

Design Inputs are gathered from many pottential sources, but are primarly
driven by the NEOM requirements, technical specifications and definitions.
Design inputs become parts of the design record, either physically or by
reference, and the records are stored in accordance with the Control of
Records procedure upon completion of the design process. Design inputs
include, as applicable:

 Employer’s requirements
 Employer’s Drawings
 Employer’s Technical Specifications
 Industry standards as referenced by the Contract

9.4. Control of Design and Development Changes

The project document control procedure will be used for controlling and
managing any design issue that may arise during the course of the Project.

 KCG will apply controls to the design and development process to


ensure that results to be achieved by the design and development
activities are clearly defined.
 Design and development reviews are conducted as planned.
 Verification activities are conducted to ensure that the design and
development outputs have met the design and development input
requirements.
 Validation activities are conducted to ensure that the resulting
products and services are capable of meeting the requirements for
the specified application or intended use (when known).
 KCG will take any necessary actions on the problems determined
during the reviews, or verification and validation activities.
 KCG will maintain- Any documented information about these
activities. Design and development reviews, verification and
validation have distinct purposes. They can be conducted separately
or in any combination. As is suitable for the products and services of
KCG

9.5. Design & Development Outputs

Validation shall be performed in accordance with planned arrangements to


ensure that the resulting product is capable of meeting the requirements for
the specified application or intended use, where known. Applicable Mock-
up, control samples shall be prepared for design validation. Records of the
results of the validation and necessary actions shall be maintained.

KCG will ensure that design and development outputs meet the input
requirements for design and development. They should be adequate for
the subsequent processes for the provision of products and services. KCG

will include or have a reference of monitoring and measuring requirements,


and acceptance criteria, as applicable. KCG will ensure products to be
produced, or services to be provided, are fit for the intended purpose and
their safe and proper use.

9.6. Design & Development Changes

KCG will identify, review and control changes made (during the design and
development of products and services, or subsequently) to design inputs
and design outputs to the extent that there is no adverse impact on
conformity to requirements. KCG will retain documented information on
design and development changes, the result of the review, the
authorization of changes and action taken to prevent adverse impact.

Design and development activities needed for products and services are
required to be planned and controlled through an established,
implemented, and maintained process. This process may be used for both
products and services and for associated processes. It is required to
include the following:

 Planning to determine design stages considering activities such as


verification and validation, control of design interfaces, design
review, resources needed for design and development, customer
involvement, and the documented information needed to confirm
that input requirements are met.

 Determination of the design and development inputs required,


including such things as functional requirements, regulatory and
statutory requirements, applicable standards or codes, information
from earlier projects, and potential consequences of failure.

 Conflicting requirements are required to be resolved. Design and


development controls, including clear delineation of the results to be
achieved, planning and conducting design and development reviews
and verification activities to ensure design outputs meet input
requirements, and validation to ensure the products and services
meet the requirement for the application intended.

 Design and development outputs are required to meet input


requirements, to be adequate for subsequent processes in the
provision of the product or service, and to ensure the products and
services are fit for their intended purpose.

 Design and development changes are required to be identified,


reviewed, and controlled. This includes changes to design inputs or
outputs. Controls are required to ensure that changes do not have
an impact on the products and service conformity.

10. EXTERNALLY PROVIDED PROCESSES, PRODUCTS AND SERVICES

KCG will ensure that externally provided processes, products, and services
conform to specified requirements of NEOM as per the Schedule Q. KCG
will apply the specified requirements as per Schedule Q for control of
externally provided products and services.

 when products and services are provided by external providers for


incorporation into the organization’s own products and services
 products and services are provided directly to the client by external
providers on behalf of the organization
 a process or part of a process is provided by an external provider as
a result of a decision by organization to outsource a process or
function.

KCG will determine and apply criteria for evaluation, selection, monitoring
of performance, and re- evaluation of external providers based on their
ability to provide processes or products and services in accordance with
specified requirements of Schedule Q. KCG will retain appropriate
documented information of the above-mentioned activities and any
necessary action arising out of the evaluation.

10.1. Type & Extent of Control

KCG will ensure that externally provided processes, products, and services
do not adversely affect the organization’s ability to consistently deliver
conforming products and services to its NEOM. KCG will ensure that
externally provided processes remain within the control of its quality
management system. It should define both the controls that it intends to
apply to an external provider and those it intends to apply to the resulting
output. In determining type and extent of controls to be applied to external
provision of processes, products, and services, KCG will consider the
potential impact of the externally provided processes, products, and
services on the KCG’s ability to consistently meet NEOM and applicable
legal requirements and effectiveness of the controls applied by the external
provider. KCG will establish and implement verification or other activities
necessary to ensure the externally provided processes, products, and
services meet the requirements.

10.2. Information & External Providers

KCG will ensure the adequacy of specified requirements prior to their


communication to external providers. KCG should communicate to external
provider’s applicable requirements for the following:

 Products and services to be provided or the processes to be


performed on behalf of the organization.
 Approval or release of products and services, methods, processes
or equipment; competence of personnel, including necessary
qualification.
 Their interactions with the organization’s quality management
system.
 Control and monitoring of the external provider’s performance to be
applied by the organization.
 Verification activities that the organization, or its customer, intends
to perform at the external provider’s premises.
 Externally provided processes, products and services includes
Purchasing from a supplier an arrangement with an associate
company Outsourcing processes to an external provider.
 The controls required for external provision can vary widely
depending on the nature of the processes, products, and services.
KCG can apply risk-based thinking to determine the type and extent
of controls appropriate to particular external providers and externally
provided processes, products, and services.

10.3. Control of Production & Services

KCG will implement production and service provision under controlled


conditions. Include these controlled conditions, as applicable.

 Availability of documented information that defines characteristics of


products and services. Availability of documented information that
defines activities to be performed and results to be achieved.
 Availability and use of suitable monitoring and measuring resources.
 Implementation of monitoring and measurement activities at
appropriate stages to verify that criteria for control of processes and
process outputs, and acceptance criteria for products and services,
have been met.
 Use and control of suitable infrastructure and process environment
for operation of process. Appointment of competent person and,
where applicable, required qualification of persons; Validation, and
periodic revalidation, of ability to achieve planned results of any
processor production and service provision where resulting output
cannot be verified by subsequent monitoring or measurement.
 Implementation of products and services release, delivery, and post-
delivery activities.

11. PRODUCTION AND SERVICE PROVISION

The Contractor ISAM KABBANI & PARTNERS CO. LTD. shall


procure all materials, equipment, tools, plant, manpower,
explosives and machinery as required to complete the project on
time and as per approved quality.

All equipment shall be inspected by NEOM before it is applied or


installed. The Contractor shall submit quantities, vendor
information, data sheets, calibration certificates, procedures,
inspection and testing plan, and delivery durations for approval.

All material and equipment to be brought to site under this project


shall comply with the manufacturer’s recommendations,
applicable Engineering Standards and Performance
Specifications.

All inspections, certificates, records, and data for works


performed, materials and equipment shall be submitted or
performed in accordance with the NEOM approved Inspection
Procedures.

CVs of all key positions shall be submitted to NEOM for approval.


All key personnel/technical personnel shall be brought to site with
appropriate educational qualifications, valid certifications and
acceptable technical and HSE trainings. NEOM will have the right
to remove any personnel from site if found not complying with
NEOM HSE and Quality requirements.

11.1. Planning of Process Realization

Quality objectives for the company are defined in all documents, internal
and external standards, workmanship standards, and applicable legal and
regulatory requirements. Effectiveness of Process Controls applied is
fundamental to the proficiency of the Systems operated by ISAM KABBANI
& PARTNERS CO. LTD. to service/product realization. Accordingly, the
controls applied to the processes operated by ISAM KABBANI &
PARTNERS CO. LTD. will be subject to Advance Planning and formally
documented systems designed to reduce or eliminate the probability of
errors and assure the optimum proficiency and productivity of all functions.
The Advance Planning and documenting of the systems will consider all
inputs to the Process required to obtain the predetermined standards of
excellence associated with ISAM KABBANI & PARTNERS CO. LTD.

Process Controls applied will ensure that:

 Responsibilities are clearly defined.

 The people employed are adequately skilled to perform their allotted


tasks.
 Machinery and equipment employed in the process is regularly
serviced and is capable of operation to the required quality
standards.
 Inspection and test criteria are clearly defined together with
accept/reject criteria.
 Any Statistical Techniques employed are proven as valid.
 Materials availability is scheduled.
 Legislation, Standards and Codes of Practice, where appropriate,
are complied with.
 No process operation is omitted.
 Records are established and maintained.
 Conducting Environmental and/or Health and Safety Analysis to
identify the Environmental aspects, Hazards Identifications and Risk
Assessments of our Company’s activities and products that can be
controlled or influenced, including any Legal and other requirements
to which our Company subscribes that are relevant to our business
in terms of the Environment
 Planning and establishing objectives and targets at each relevant
level or function of the Organization appropriate to identified
Significant Environmental Aspects, H & S Issues, Technological
Options, Financial, Operational and Business Requirements, also
considering the Opinions of Interested Parties. The objectives and
targets will be consistent with our Company’s Quality Policy.
 The establishment of a management program defining the
measurable or performance parameters to be applied, the
designation of responsibilities for achieving the objectives or targets
and the timeframe by which they are to be achieved.

The continuing suitability of the process controls will be monitored by


means of planned Internal Audits and the review and evaluation of records
produced. Where opportunity to improve or ‘add value’ to processes is
identified, such will be formally implemented; the effects of any process
being reviewed for effectiveness.

Process Verification and Validation Planning

Process verification and validation plans determine the inspection process.


This includes:

 Identification of inspection points,


 Inspection scope and method,
 Acceptance criteria.

 Inspection and Test Plans is the quality plan for each construction
work phase discipline showing in details the methods and timing for
examinations, measurement or tests to assure compliance with
contract job requirements.
 The ITP’s shall ensure that the inspection and testing activities take
place under controlled conditions
 and that both construction and quality personnel are aware of the
inspection and test requirements.
 The ITP shall list in sequence all inspections and tests associated
with an activity. Against each inspection and test requirement.
 The reference document controlling the activity.
 The acceptance/rejection criteria for the activity being inspected or
tested. The responsibility of KCG and other parties towards the
activity inspection

11.2.2. Work Inspection Report/ Material Inspection Report

Inspections and tests required to verify the work shall be performed in


accordance with the approved ITP.

 Requests for Inspection shall be raised by the concerned Site


Engineer (internal request), whenever an inspection or test is
required.
 Any inspection or test required by applicable law, rules and
regulation of KSA that need to be witnessed by the NEOM
Representative, the contractor shall notify the NEOM
Representative to attend (2) weeks prior to start of the inspection or
testing. If any part of the work or facilities is closed or covered before
the required inspection or witness has been performed or without
agreement by the NEOM Representative. If required by the NEOM
Representative, it must be opened or uncovered for inspection and
re closed or recovered at contractor’s expense. (NEOM- NEN-SCH-
002-4.00)
 Work Inspection Request and reviewed by section engineer, KCG
Quality department, shall perform preliminary inspection before
liaising with Client Rep by WIR which done by quality department.
 Any inspection, re inspection, test or retest directed or performed by
the NEOM Representative, or by another party at the direction of the
NEOM Representative, reveals any defect in contractor’s supplied
materials or work done, the contractor shall bear the cost of such
materials, inspection and testing, shall promptly correct such defect
at its own expense, the NEOM Representative shall have the right
to reject defective material and workmanship.
 Rejected materials shall be promptly segregated and removed from
the Project Area and replaced with materials of specified quality by
the contractor. In the event of non-attendance by the NEOM
Representative, this does not absolve the contractor from
responsibility for ensuring the inspection and/ or test is to contract
and schedule compliance.

 Engineer regarding to the involvement in the inspection according to


the approved ITP. Additionally, surveillance of the work shall be
undertaken by the Quality department and construction personnel
on an ongoing basis.
 Prior to performing an inspection or test, the Quality Department
shall ensure that all previous inspections and tests relating to the
activity have been completed satisfactorily and their results
documented.
 The Quality Department shall maintain all inspection and test
records generated upon the project.
 The quality records shall be verified by the Quality Department on
an ongoing basis and shall be filed, to allow ready retrieval.
 The records shall be progressively compiled into dossiers
representing specific packages of work. The Contractor has primary
responsibility for performing verification activities for their scope of
work.
 Inspection and Test Plans are assigned Hold Points, Witness Points
and the method of Verification by the Contractor, Client/Bechtel, and
Other Project Stakeholders. Hold and Witness points are normally
assigned when:
 Verification cannot be performed due to subsequent work
processes.
 The activity has to be verified immediately due to its complexity and
importance.
 When a Hold Point is identified on the Inspection and Test Plan, the
Contractor cannot proceed with the relevant activity until the activity
has been observed.
 A minimum of 24-hour notification is required in advance of reaching
the Hold Point.
 When a Witness Point is identified, the Contactor may proceed with
the relevant activity if the organization is not present at the
appropriate time and place based on previous notification provided
by the Contractor.
 A minimum of 24-hour notification is required in advance of reaching
the Witness Point.
 Only if the organization responsible for the inspection fails to
respond to the Witness point, or has previously waived the witness
point in writing, the Contractor may proceed.

project requirements

of verifying (such as, Compaction, NDE,
Test (T) Hydrostatic, etc.), to pre-defined Values that
activities are in compliance with project
requirements.

11.2.4. Material Control Procedure

 The Storekeeper shall ensure that the materials delivered to site


stores are accepted only after the physical verification handling,
segregation and identification, storage and maintenance of material
and reviewing of relevant documents as stated in the approved
material inspection request (MIR). The Site Store-keeper shall
orderly maintain the copies of approved material, related purchase
orders and delivery notes. Materials shall be received and accepted,
only after a thorough physical inspection for quantity, condition and

verification of related/applicable test certificates/ Manufacturer's


certificates.Proper handling/lifting and transport of all materials shall
be observed at all times. This shall be carried out with the use of
appropriate handling, lifting and transport method/technique,
equipment and devices.
 All newly arrived/delivered materials shall be unload on allocated
receiving area wherever possible.
 All non-confirming items shall be identified and segregated from
those that are accepted.
 The accepted/rejected/hold items shall be stored in the designated
areas and as per the Manufacturer or Supplier's written instructions.
Site Storekeeper shall prepare "Summary of Daily Materials
Receipt" and related documents received for the materials shall be
forward to the QA/QC Personnel who will carry out the final
inspection on all materials and the documents sent along with the
materials.QA/QC
 Personnel shall raise an (MIR) Material Inspection Request for the
materials received and submit it to the Client/Consultant for
approval.
 The purpose is to ensure that the supplier/client approved and
properly selected materials are to be used for our work.

12. IDENTIFICATION & TRACEABILITY

All materials shall be uniquely identified and inspected at appropriate


stages to ensure that they conform to requirements, have the necessary
certification where applicable and have been installed in accordance with
drawings and specifications.

The identification and traceability system shall be applied for the following:

 Material for final location


 Other permanent items / equipment incorporated in the construction
 Inspection, test and quality verification status

Products and construction activities shall be identified during all phases of


product realization by means of legible and durable markings maintained
from initial receipt to destination and/or by using relevant follow-up
documentation.

The identification of items or equipment and certified materials, ITP and all
test records shall be maintained by the Project. Material test certificates,
inspection reports are supporting elements for identification and traceability
of products.

QA/QC Manager establishes and ensures appropriate system for


identification and traceability and Construction team implements measures
for identification and traceability. Identification of an item shall be
addressed either by using tags, stamps, color coding, stencils, or labels.

Documents and records shall enable an item to be traced throughout


fabrication, erection, installation, repair, modification, and use of the item.

12.1. Material Identification

Materials are identified and cross-referenced with the designations used in


drawings, specifications, bills of materials, parts list, purchase orders, etc.
Identification of an item will be addressed either by using tags, stamps,
color coding, stencils or labels. The location and the method of identification
shall not affect the function or quality of the item being identified. The
procedure shall require that verification of correct identification of material,
parts and components be made and documented prior to installation.

12.2. Traceability

As required, traceability may apply to materials, components, parts,


processes, batches, inspection and testing, and personnel responsible for
processing and verification of material. Traceability shall be maintained on
equipment, materials, parts and components, as specified in NEOM
standards and manufacturer’s specifications. Unless otherwise specified in
the Contract.

13. PROPERTY BELONGINGS TO CUSTOMER OR EXTERNAL PROVIDER

The KCG will exercise care with client property while it is under its control
or being used by the company. KCG will implement a documented control
system for all NEOM’s supplied material or equipment. KCG will identify,
verify, protect and safeguard client property provided for use or
incorporation into the product. If any client property is lost, damaged or
otherwise found to be unsuitable for use, the company shall report this to
NEOM 24 hours from first being identified.

14. PRESERVATION OF OUTPUTS

14.1. Delivery & Handling of Product

KCG will be responsible for the unpacking, checking and repacking of all
deliveries to Site and ensuring that the components delivered are in
accordance with the Delivery Note, Purchase Order, Neom requirements
and Project Specification and are not damaged.In cases where the supplier
is responsible for export packing, the final disposition report shall be
prepared after export packing has been inspected and accepted by the
KCG Quality Requirements of Construction. KCG will ensure that the
materials, construction activities, or other process outputs that do not
conform to their requirements are identified and controlled to prevent
unintended use or delivery.

KCG will deployed individuals responsible for special handling, storage and
preservation will be fully qualified to do so and will be supplied with
predetermined work and inspections requests.

14.2. Protection of Material & Storage

KCG will be responsible for the protection of the materials stored on Site
for incorporation into the Works. All material found damaged by whatever
means shall be treated in accordance with the NCR procedure.

14.3. Client Furnished Equipment

KCG will not expedite equipment or material purchased by the NEOM


unless explicitly required to do so by the NEOM. KCG shall obtain delivery
status reports from the NEOM. KCG will perform all unloading, hauling,
storage (including special storage requirements of equipment vendors),
protection, reloading and re-hauling of all Project equipment/materials
furnished by it and by the NEOM including equipment already in storage as
required by vendor procedure or the NEOM. KCG will inspect the
equipment/materials upon reception for apparent damages and report the
same to the NOEM.

15. CONTROL OF NON-CONFORMING OUTPUTS

KCG to control of non-conforming product for the entire project includes


Engineering, procurement, construction and pre-commissioning. The
QA/QC Manager will control the known nonconformance’s, the
nonconformance’s can be describing items, material or services which do
not meet the specified standard requirement. All non-conformities shall be
reported to QA/QC manager and shall be identified by marking, tagging or
physical segregation where practicable from the work to prevent their
inadvertent use or installation. No further processing or delivery of such
product shall be carried out until the non-conformance is removed or
adequately dis-positioned. An applicable Non-Conformance Report (NCR)
shall be completed identifying the product, deviation or discrepancy
forwarded to quality assurance for review at which point the product is
classified as follows:

a. Rework/ Repair
b. Reject or Scrap

KCG will submit a copy of each NCR disposition to Customer within 48


hours. Quality personnel responsible for disposition non-conformities shall
ascertain that the deviation or discrepancy is clearly described relative to
the acceptance criteria. Where for reasons of urgent production purpose
continuation of processing is deemed necessary, KCG shall have the
authority to release the material, provided that it shall be positively identified
and recorded in order to permit immediate recall in the event of a reject
disposition. KCG will ensure process outputs, products, and services that
do not conform to requirements are identified and controlled to prevent

unintended use or delivery. KCG will take appropriate action based on the
nature of nonconformity and its impact on the conformity of products and
services. This is applicable also to nonconforming products and services
detected after delivery of products during or after the provision of service.
KCG will deal with nonconforming outputs in one or more of these ways:
KCG will follow in principle the standard procedure of Non-Conformities and
corrective/Risk-based thinking.

Work activities, which do not comply with the project specifications,


approved drawings, standards, method statement etc., shall be identified
and reported on a Non-Conformance Report (NCR).

The KCG will forward to the NEOM Representative records of all recorded
nonconformities within (24) hours of issue as per the Schedule Q
requirements. For KCG’s Internal NCRs, The KCG will investigate the root
cause of nonconformities and initiate corrective action plan to prevent the
recurrence of nonconformities not later than (2) days from the issue date
and NCRs need to be finally closed by KCG within 14 days from date of
approval of corrective action. Sub-contractor raised NCR's shall be covered
by KCG NCR for processing as above. Where the proposal includes raising
a concession request, the Construction Manager shall use the agreed
format. KCG will maintain records of all NCR dispositions which will be used
for non-conformance trend analysis. The Project Manager or his designee
shall determine compliance with corrective action requirements and identify
the need for follow-up action. KCG will review the NCR log weekly and will
submit a copy of the NCR to CLIENT. Copy distribution of all such follow-
up NCR correspondence shall be the same as the original NCR and shall
be filed in the appropriate NCR file.

16. MONITORING & MEASUREMENTS

16.1. Control of Monitoring and Measurements

KCG will include procedures for the control of inspection, measuring and
testing equipment. Specific tools and equipment shall be identified to make
and perform tests in the field with instructions for their use, calibration, and
storage. The KCG will identify, maintain, control, adjust, and calibrate all
tools, gauges, instruments and other measuring and testing devices used
for controlling quality as per Schedule Q requirements. Calibration shall be
performed at established periods as specified in applicable standards, or
manufacturer recommendations; if no standards apply, the calibration cycle
shall not exceed six months. KCG will provide backup equipment when the
primary equipment is being calibrated or tested. KCG will maintain a log of
all testing, measuring and inspection equipment calibration status and
expiry date. KCG personnel performing tests and calibrations shall be
trained per applicable international or manufacturer requirements. KCG
testing and calibration personnel as well as testing facilities shall be subject
to CLIENT approval. If KCG personnel do not perform tests and calibrations,
KCG shall request NEOM or its representative approval for the agencies or
the manufacturers selected to perform tests and calibrations KCG will

review and document the validity of previous inspection and test results
when inspection, measuring and test equipment is found to be out of
calibration. A copy of the report shall be submitted to NEOM or its
representative.

16.2. Monitoring & Measuring of the Process

KCG will continuously monitor and measure the subcontractor’s critical


processes throughout the WORK. The quality plan shall include suitable
measurement methods to evaluate the ability of the process to achieve
planned results. As a minimum, KCG will evaluate the following as
appropriate per the Scope of Work:

 Lessons Learned from previous projects

16.3. Management Review Meetings

Quality Management System of KCG is designed following the philosophy


of PLAN – DO – CHECK – ACT. To support the basic theme of the Quality
Management System, Management Review Meetings are arranged at
approximately six months’ intervals. These meetings ensure that the
systems developed are effective and provide continuing suitability
throughout the changing circumstances. These management reviews are
additional to the findings of internal audits conducted to ensure continued
adherence to the system. During Management Review Meetings the
attendees review the results of different system practices and monitor the
implementation of corrective action and risk. Management Review meetings
are used to assess opportunities to improve Quality Management System
and to enhance customer satisfaction. The all the participants to submit their
inputs to the Quality Manager prior to the Management Review Meeting, so
that he could communicate these inputs to other participants for discussion
during the meeting. Management reviews are chaired by the CEO and are
attended by the Department’s Managers. Management reviews are
conducted at least once in 6 Months. More frequent reviews are scheduled
in periods when organizational or process changes or other circumstances
require increased attention and input from the top management. KCG will
submit the management review meeting report to client for information.

17. AUDITS

17.1. Internal Audits

The QC Group headed by the QA/QC Manager carries the responsibility of


conducting audits of the project to ensure that project quality plan will be
followed. In the same manner the client has the right to conduct his own
audit on any activity within the project in accordance with their own
established audit procedures. KCG will follow Schedule Q to conduct the
internal audit procedure. The KCG swill conduct internal audits for projects
with a duration of (3) months or longer. For projects with duration of 3 to 6
months, at least one audit will be conducted at 45% progress stage and for

projects with duration greater than 6 months, first audit will be conducted at
15% progress stage and the second at 60% progress stage in accordance
with the latest version of ISO 9001. This program shall also include Quality
Management System audits for all subcontractors.

KCG will assign a competent Internal auditor not directly responsible for the
area being audited and his qualifications and resumes will be shared with
NEOM or its representative.

Responsible Management shall take prompt action to correct deficiencies


as identified. Audits can be conducted to assess the adequacy of procedure
and instructions for accomplishment of set objectives and to verify
compliance to the requirement of the project. The result of the audit shall
be reported to appropriate management level.
Within KCG organization, regular audits shall be made on a quarterly basis.
In any event, depending on the situation, a spot audit shall be performed.
Follow up audits shall be conducted whenever it is necessary to verify
effectiveness of correction action. Audit Findings shall be contained in a
written report addressed to the personnel responsible for the audited
activity. Findings which fall on any category of non-conformance shall be
controlled in accordance with the action on control of non-conforming items.
The Document controller or QC Supervisor under the supervision of the
Quality Manager shall be responsible for scheduling auditing programs and
effective implementation of audits.

Non- conformities raised during audits are recorded and an audit report is
prepared. KCG will submit the audit report to NEOM or its representative
within (7) calender days.

The results of audits are communicated to respective managers who are


responsible for timely implementation of agreed corrective actions as per
the KCG quality procedure. If required, besides the planned auditing, at the
discretion of KCG top Management or Quality Manager, random auditing
can be conducted Records of such auditing shall be maintained. Follow-up
audit to verify the implementation of previous audit results shall be
conducted as appropriate and necessary. Reports of all kinds of audit shall

and carried out as per contract and customer’s requirement. Audits shall be
performed in accordance with documented procedures and checklists that
identify essential characteristics.

17.2. Subcontractor and Supplier Audits

Internal & External (Supplier/Subcontractor) audits are performed using


trained and qualified auditors in accordance with the Internal Audit
Procedure and will be carried out by persons independent of the activity
being audited. The audit process will be implemented in a planned manner
and based on the status and importance of the processes and activities,

and the results of the previous audits. KCG will submit the audit report to
SC/Employer within 14 calender days of its completion.

17.3. Audit Schedule

Audit will be planned and conducted in accordance with all aspects of


project quality plan and the audit schedule will share with NEOM or its
representative for review and approval within (21) calender days from the
effective date of contract.

17.4. Auditor Qualifications

KCG will assign a competent Internal auditor not directly responsible for the
area being audited and his qualifications and resumes will be shared with
NEOM or its representative.

17.5. Statistical Techniques

As the work progresses, the results of all inspections, material and drawing
submissions, follow-ups of NCRs, and site instructions will be transmitted
by the QA/QC Manager through Aconex in the form of logs, and the results
will be circulated with weekly and monthly progress reports. NEOM or its
representative may have access to the system at any time.

Whenever a WIR inspection outcome is rejected, the QA/QC Manager will


report the details in the WIR register and state the reasons in the weekly
and monthly reports. The QA/QC Manager will review the inspection
statistics and rejection information and, where appropriate, discuss the
actions to be taken with the Centralized QA/QC Manager and other
members of the project management team. A record of the discussion and
the actions to be taken, will be maintained in the project's files.

17.6 Continual Improvement

KCG will continually improve the effectiveness of the quality management


system through the use of the quality policy, quality objectives, audit
results, analysis of data, corrective and preventive action and management
review meetings.

17.6.1 Opportunities for Improvements

Opportunities and priorities for improvement are identified by comparing


present Quality performance to objectives defined in the Quality policy and
Quality objectives. This process of facilitating continual improvement
though the use of Quality policy, objectives, and analysis of data.

17.6.2 Client Satisfaction

The Sales department is responsible for developing suitable indicators of


client satisfaction, and for defining methods for collecting and analyzing
pertinent information. Information and data pertaining to client satisfaction
are collected from several sources. Control of Nonconformity, following
preventive measures and analyzing work on quality risk assessment to
control the forecasted non-conformities.

17.6.3 Client Feedback & Surveys

Client complaints, spontaneous expressions of satisfaction, and other


unsolicited client feedback are collected and processed by the Sales
department. These activities include, Control of Nonconformity; the
resulting data is periodically analyzed by the Management Representative
and is presented and discussed at management review meetings. The
Sales department conducts client satisfaction surveys every six months.
Survey results are compiled and analyzed and are combined with client
satisfaction data for compatible aspects of processes and services.
Conclusions are presented and discussed at management review
meetings.

17.6.4 Corrective Action

The need for corrective action is determined based on identified actual


nonconformities. Corrective action requests are typically triggered by such
events as a client complaint, nonconforming delivery from a supplier, or a

17.6.5 Processing of Corrective Action

Corrective actions are initiated, processed and followed up using a Non-


Conformance Report (NCR). Corrective Actions, explains how to use the
NCR system. Refer to Appendix A. Flow chart for Non-Conformance Report
(NCR).

17.6.6 Lesson Learned

KCG has a comprehensive system for getting data, information,


compilation and analysis of lesson learning. Analysis is presented at
different levels for decision & improvements.
