DEFINITION OF TERMS
• Integrity - uncompromising adherence to
moral and ethical principle
• Accountability- responsibility, answerability
• Citizenship- affiliation, loyalty to one’s
country, endowed with rights, benefits,
privileges and duties
• Public servant - a citizen who is employed
in a government office
DEFINITION OF TERMS

• Code - standard, principles, guidelines,


regulation
• Value - the abstract concept of what is
right and worthwhile
• Ethics -standards or norms of behavior that
are considered acceptable based on
morality and laws
PERSONAL INTEGRITY

Integrity commits itself to the following:

• Principle vs. Convenience


• Long view vs. Immediate
• Service vs. Power
• Character vs. Personal Gain
• People vs. Things
LIFE OF INTEGRITY
Keep your word and promises
Back up your word with action
Practice what you preach consistently

Be honest with people


Treat people with respect and candor
Let others know where you stand and how you feel
Speak the truth in love and with sincerity

Be mindful of what your own actions and thoughts


Make sure that your actions and words do not harm others
Be genuine, transparent in relating to people
Be humble and vulnerable towards people;

Be true to your convictions, values and beliefs

WHAT IS A CITIZEN?
• A citizen is a resident/national/inhabitant of a certain
country endowed with rights, benefits, privileges and duties.

WHAT IS A PUBLIC SERVANT?

• A public servant is a citizen who is employed


in a government office.

• Have faith in Divine Providence that guides the


destinies of men and nations.

• Love your country for it is the home of your


people, the seat of your affections, and the
source of your happiness and well-being.
Its defense is your primary duty. Be ready at all
times to sacrifice and die for it if necessary.

• Respect the Constitution which is the


expression of your sovereign will.
The government is your government. It has
been established for your safety and
welfare. Obey the laws and see that they
are observed by all and that public officials
comply with their duties.

• Pay your taxes willingly and promptly.

• Safeguard the purity of suffrage and abide by
the decisions of the majority.

dignified in your dealings with your fellow men

manual labor. Productive toil is conducive
to economic security and adds
to the wealth of the nation.

WHAT IS R.A. 6713?

• Establishes a Code of Conduct and Ethical


Standards for Public Officials and
Employees;

• Grants incentives and rewards for


exemplary service;

• Enumerates prohibited acts and


transactions; and

• Provides penalties for violations.
WHAT IS A CODE OF CONDUCT?
• It is a set of rules to be observed by public officials in
the discharge of their duties and responsibilities

WHO ARE PUBLIC OFFICIALS?


• The term includes elective and appointive officials and
employees, permanent or temporary, whether in the
career or non-career service, including military and
police personnel, whether or not they receive
compensation, regardless of amount
NORMS OF CONDUCT TO BE
OBSERVED BY THE
PUBLIC OFFICIALS AND
EMPLOYEES
COMMITMENT TO
PUBLIC INTEREST
• Public officials and employees must uphold public
interest over and above personal interest and avoid
wastage in public funds and revenues.

PROFESSIONALISM
• Public officials and employees shall
perform and discharge their duties with
excellence, professionalism utmost
devotion and dedication to duty.
JUSTNESS AND SINCERITY
• Public officials and employees shall remain
true to the people at all times, and shall
not discriminate against anyone especially
the poor and the underprivileged.

• They shall not extend undue favors to their


relatives except with respect to
appointment of such relatives to positions
considered strictly confidential or as
members of their personal staff whose terms
are coterminous with theirs.
POLITICAL NEUTRALITY
• Public officials and employees shall provide service to
everyone regardless of party affiliation or preference.

RESPONSIVENESS TO
THE PUBLIC
• Public officials and employees shall
extend prompt, courteous and
adequate service to the public.
NATIONALISM AND
PATRIOTISM
• Public officials and employees shall at all times be
loyal to the Republic and to the Filipino people, and
promote the use of locally produced goods,
resources and technology.

COMMITMENT TO
DEMOCRACY
• Public officials and employees shall
commit to the democratic way of life
and values and uphold the Constitution
and put loyalty to country above
loyalty to persons or party.
SIMPLE LIVING
• Public officials and
employees and their families
shall lead modest lives
appropriate to their and
income. They shall not
indulge in extravagant or
ostentatious display of
wealth in any form.
What are the incentives and
rewards granted to the public
officials for observing the norms
of conduct ?
• Bonuses;
• Citations;
• Directorships in government-owned
and controlled corporations;
• Local and foreign scholarship grants;
• Paid vacations; and
• Promotion to the next higher position.
What are the prohibited acts and
transactions penalized under R.A. 6713?

• Financial and material interest -


Public officials and employees shall not,
directly or indirectly, have any financial or
material interest in any transaction
requiring the approval of their office;

• Outside employment and other activities


related thereto –

Are public officials and
employees mandated to
make public disclosure?

Yes…
They are required to disclose the
statements of their assets, liabilities,
net worth, and financial interests and
connections and those of their
spouses and unmarried children
(under eighteen years of age)
living in their household.
What assets are to be disclosed?

• The assets they are required to disclose


are as follows:
• Real property, its improvements,
acquisition costs, assessed value and
current fair market value;
• Personal property and acquisition cost;
• All other assets such as investments,
cash on hand or in banks, stocks,
bonds, and the like;
HOW WILL THE
DISCLOSURE BE MADE?
• The disclosure has to be made by
filling-up under oath the prescribed
Statement of Assets, Liabilities and
Net worth form and submitting it to
the appropriate agency.
WHAT OTHER INFORMATION
THAT PUBLIC OFFICIALS AND
EMPLOYEES NEED TO
DISCLOSE?
• It shall be the duty of every public
official or employee to identify and
disclose, to the best of his knowledge
and information, his relatives in the
Government in the form, manner and
frequency prescribed by law.
WHEN TO FILE THE SALN?
• Within thirty (30) days after
assumption of office;

• On or before April 30, of every


year thereafter; and

• Within thirty (30) days after


separation from the service
DIVESTMENT
1. What is conflict of interest?

• Conflict of interest occurs when a public


official or employee is a substantial
stockholder, member of the Board of
Director, an officer or owner or a
corporation or a partner in a partnership
and his interest, rights or duties in the
corporation are opposed to or affected
by the faithful performance of his official
duty.
DIVESTMENT

2. In case there is conflict of interest


between the public official’s business
interests and financial connections and his
public office, what is required of him under
R.A. 6713?
• A. He shall resign from his position in any
private business enterprise within thirty (30)
days from assumption of office; and/or
• B. Divest himself of his shareholdings or
interest within sixty (60) days from such
assumption. Divestments shall be to a
person or persons other than his spouse
and relatives within the fourth civil degree
of consanguinity or affinity.
PENALTIES
What are the penalties for the violations of R.A. 6713?

• Fine not exceeding the equivalent


of six months salary;

• Suspension not exceeding one year;

• Removal or dismissal from the service;

• Violations of Section 7, 8 or 9 shall be


punished with imprisonment not exceeding
five years or a fine not exceeding five
thousand pesos or both.
