sub: Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirement for
Compulsory Registration) Order, 2019: Clarification

With reference to the Approved Models and Manufacturers of Solar Photovoltaic Modules
(Requirements for Compulsory k8gistration) Order1 2019 and subsequent amenflments & clarification
bargtc; ;nd’(iLidelines +or entistmg’nt under'the said Order, the undersigned is directed to convey that
UNRE Jidb itg O.M. .,. 283/54/2018-GRID SOLAR-Part(5) dated 07.10.2022 (copy enclosed) had
inter-alia clarified that:

“The amendments of even no. dated 13.01.2022 and 28.03.2022, shall not be applicable for
open access and net-metering renewable energY projects where the First Application J for grant
of .
• In-principle approval; or
• No Objection Certificate (NOC); or
• Government Order; or
+ Any other such approvals as may be required for open access and net-metering of
the renewable energy projects I

as per the provisions of respective State/UT policY or as per the rules and regulations of
respective Electricity Regulatory Commission, has been made befOFe Ol.10.2022, to.anY.
rel;vant entities viz. Distribution licensee(s)/ State Transmission UtilitY (STU)/ State Load
Despatch Centre (SLDC)/ State Nodal AgencY for Renewable EnergY/ (Power/EnergY/
Renewable Energy Department of the State/UT).”

2. In this regard, it is once again reiterated and clarified that ALMM Order shall not be applicable for
open access and net-metering renewable energy projects where the First Applicationl for grant of:

In-principle approval; or
e No Objection Certificate (NOC); or
e Government Order; or

Any other such approvals as may be required for open access and net-metering of
the renewable energy projects;

as per the provisions of respective Central / State / UT policy or as per the rules and regulations
