2. PURPOSE:
· To standardize the policies and procedures in providing appropriate
honors to retiring AFP personnel in order to ensure that the AFP provides due
recognition to their unselfish, faitbful.and.de~tedservjcaJ:eLldered to: the AFP and to
the nation. It shall also provide a clear guidance with regard to the conduct of
Testimonial Review, Retirement Ceremony, Testimonial Dinner, and giving of plaques
and mementos to compulsorily retiring members of the AFP and their respective
spouses or their immediate family members.

3. SCOPE:

This Standard Operating Procedure (SOP) applies to all military Officers,


Enlisted Personnel (EP)..and._CiYilian,.EmpJoyee.s...(.C_E)-Mt.bo~wjll compulsorily retire from
the military/government service. Further, only retiring AFP personnel who has no
pending case and/or has not been demoted within the duration of his/her service and
has been issued with retirement orders may avail of the ceremonies and privileges
stated herein.
4. DEFINITIONOF TERMS:
a. Change of Command Ceremony - a formal rite marking the
change of Commanders of AFP units down to the Battalion level or its equivalent in
the Philippine Air Force (PAF) and Philippine Navy (PN). It includes the handover of a
unit and its color to the new Commander.
b. Change of Chief of Office Ceremony - a formal rite marking the
change of Chief of Joint, Personal and Special (JPS) Staff, Division, Brigade Staff or
its equivalent in the PAF and PN and/or AFP-Wide Support and Separate Units
(AFPWSSUs) Staff. It includes the handover of the office and its symbol to the new
Chief of Office.
c. Command Plaque - an award given/presented by the Chief of
Staff, AFP (CSAFP), Major Service Commanders/Unified Commanders or any

Commander with Table_of Qr;:garuzation (IlO).:.Rank,otat..Je.ast 0-7 to any military or
civilian personnel or private person, corporations or entity to recognize their important
role and remarkable service.
d. Departure Honors - a ceremony conducted after the Change of
Command/Change of Chief of Office/Retirement Ceremonies only for the outgoing
Commander/Chief of Office.
e. Indoor - ceremonies done inside a building or covered/sheltered
areas, including, but not limited to, offices, penthouse and/or conference rooms.
f. Outdoor - ceremonies done in open/shaded areas, such as, but
not limited to, parade grounds, grandstand, gym, hangar and canopy. Gym hangar
and canopy are considered outdoors for ceremonial purposes.
g. Plcfque of Appreciation
1) It is an award given by any Chief of Office/Unit
Commander to military or civilian personnel in grateful acknowledgment of their
contribution and support to the accomplishment of the AFP's mission.
2) Likewise, this is an award of gratitude given to the
spouses/immediate family members of compulsorily retiring military personnel to
recognize their unselfisl,; faithfalt'Sn&deve1ed-st:1pport-tcr-t:t-le honoree.
h. Plaque of Honorable Service - an award given/presented by the
CSAFP to compulsorily retiring AFP personnel in recognition of their unwavering
dedication and service to the AFP.

i. Retirement Award - an award which shall be given to a civilian


retiree/honoree who had rendered at least 30 years of satisfactory government service
in the AFP. This award shall be in the form of a Plaque of Appreciation, to be signed
by The Deputy Chief of Staff, AFP (TDCSAFP) for the -General Headquarters (GHQ)
and AFPWSSUs)/Unified .Commands .. (UCs).and .. respecnve.Ccmmanoers of the Major
Services.

j. Retirement Ceremony - a timed honored ceremony accorded to


any military Officer who will compulsorily retire in the military service honoring his/her
faithful and honorable service in the AFP.

k. Testimonial Review with Retirement Ceremony - an evening


ceremony rendered to compulsorily retiring military personnel by virtue of their rank
and position.

I. Testimonial Dinner/Luncheon/Golf - a tradition tendered by the


CSAFP, Vice Chief· of Staff, AFP (VCSAFP), TDCSAFP and Major Service
Commanders to compulsorily retiring Generals/Flag Officers holding key positions in
theAFP.

2) The present unit/office of the retiring General/Flag Officer


shall provide the appropriate award to be conferred during the Change of
Command/Change of Chief of Office Ceremony.

3) The plaques and mementos shall be given during the


scheduled Retirement Ceremony.

4) • To avoid duplication, Major Service Commanders shall


give Command Plaque/Plaque of Appreciation to the retiring General/Flag Officers
assigned in the GHQ, UCs and AFPWSSUs who shall be tendered with Testimonial
Review at their respective Major"Service··Heaa·quarters. ··

5) Those who shall opt to waive attendance at the said


retirement ceremony will also be given the same plaque(s)/certificate(s)and

3) The Major Services, UCs, and AFPWSSUs shall conduct
Retirement Ceremony to all their respective retiring military personnel and CEs
assigned thereat, other than those specified in paras 5.b.1) and 5.b.2), prior to
retirement date to be held at respective unit headquarters.
4) The General Headquarters & Headquarters Service
command (GHQ & HSC), AFP shall also conduct Retirement Ceremony to the
compulsorily retiring Military Personnel and Civilian Employees assigned in GHQ
other than those specified in para 5.b.1) and 5.b.2) during flag retreat at the GHQ
Canopy every last Friday of the Month.
c. PRESIDING OFFICERS:
In instances where the Retirement Ceremony includes Change of
Command/Chief of Office Ceremony, the following guidelines shall determine the

1) The honoree may request any of the following Testimonial


activities that would commemorate his/her retirement: ·,

and the maximum duration of the program must be two (2) hours;

b) Testimonial luncheon;

c) Testimonial Golf to be scheduled on a Saturday.

3) .lt is the duty of the Administrative Officer of every


unit/office to coordinate the requirements with the Office of the Secretary Joint Staff
(OSJS)/Major Service Secretaries of Staff for the conduct of Testimonial
Dinner/luncheon/Golf. Thus, the Unit of Primary Responsibility/Office of Primary
Responsibility (UPR/OPR) ,. is the unit/office concerned in coordinating with the
SJS/Major Service Secretaries of Staff. It must be noted that the Testimonial
Dinner/luncheon/Golf is an activity of the host and not of the honoree/retiree.
Therefore, it is the desire of the host that must be followed.

e. MILITARY HOST AND CEREMONIAL ELEMENTS:

1) Respective Deputy/Executive Officer (Ex-0) shall be the


military host for the ,arrival honors of incoming Commanders/Chiefs of Office/Unit.
Further, the newly designated-©ommander1Chiefof'0ffice·sttall be the military host for
the departure honors.

2) For other honorees, respective units/offices shall designate


a military host, subject to the provisions of rank requirement and availability of
Officers.

4) Major· Services shall also follow the same level of
precedence in the designation of Military Host and the size of ceremonial elements

f. OTHERS:

1) During the rehearsals and the actual review for the Change
of Command/Chief of Office with Retirement Ceremony in honor of the CSAFP,
VCSAFP and TDCSAFP, the Office of the Deputy Chief of Staff (ODCS) for
Operations, J3 (OJ3) shall provide the snacks/refreshments of the ceremonial
elements. For all other Officers, the concerned unit/office shall provide for the
snacks/refreshments of their respective ceremonial elements.

2) Requests for ceremonial activities shall be submitted 45


days before the retirement date. Late requests will no longer be processed.

3} Any · retiring militarypersonnel and CEs may have the


option to waive the testimonial review and/or retirement ceremony. However, all the
medals, plaques and mementos shall mandatorily be given except for the funds
intended for the ceremonies. Said funds will not be subjected to any form of
conversion.

5) The giving of gifts is hereby discouraged.

6. PROCEDURES:

a. Respective units/offices of retiring military personnel and Civilian


Employees shall submiflhe"requAesffo 0J1)Major'Service Ones, indicating the intent
of the honoree whether or not to avail the provisions of this SOP 45 days before the
retirement date. The request shall include the name of spouse or immediate family
member to be recognized, the availability of the Presiding Officer and the venue of the
ceremonies among others.

b. OJ 1 /Major Service Ones shall facilitate the approval "of the


request and initiate a coordinating conference to ensure the completeness of
requirements for the Change of Command/Chief of Office and Testimonial Review
with Retirement Ceremony.

c. OSJS/Major Service Secretaries of Staff shall initiate a


coordinating conference to ensure the completeness of requirements for the
Testimonial Dinner/Luncheon/Golf, relay the intent of the host, accommodate request
of the honoree and prepare other details as necessary.

d. OJ3/Major Services 3s and their counterpart from the UCs to


include Joint Task Force-Capital Region (JTF-NCR),. Philippine Military Academy
"(PMA) and GHQ & HSC, AFP shall be the QPR for the conduct of the
arrival/departure honors- and- Testimonia~.,·Heview; ·including rehearsals, and shall
determine the UPRs for such purpose.

e. Funding requirements for the implementation of this SOP shall be


provided by the concerned offices/units/services through respective Office of the
Financial Management (OFMs).

7. RESCISSION:

The following SOP and Letter Directive are hereby rescinded:

a. SOP Nr 10, GHQ, AFP dated 15 · November 1993, Subject:


Honors Upon Retirement/Separation; and

b. Letter Directive Nr 13, GHQ, AFP dated 17 March 2009, Subject:


Retirement Ceremony, Awards, and Mementos to be Accorded to the AFP Officers
Who Will Compulsorily Retire from the Service and the Giving of Plaques/Certificates
