Summary

This report documents an Archaeological Watching Brief undertaken during ground


disturbance associated with planning application 17/0866/PA; creation of three
apartments and proposed rear extension to 29 High Street, Haverfordwest,
Pembrokeshire.

The associated works where located within the historic core of the medieval town of
Haverfordwest in an area formally laid out as burgage plots.

Previous work in the area by DATFS in 2005 revealed complex features likely
associated with medieval and post-medieval occupation.

The watching brief revealed the property to have been 19thc, built directly onto solid
geology; possibly an infill of an existing accessway between buildings, with a small
coal cellar to the front.

1. Introduction

i. This Archaeological Watching Brief report has been prepared by Dr Neil Phillips, APAC Ltd, in response to a
planning application for the creation of three apartments and a proposed rear extension to the property at 29
High Street, Haverfordwest, Pembrokeshire, SA61 2BW; planning application, reference number 17/0866/PA.

ii. Dyfed Archaeological Trust (DAT), in their capacity as archaeological advisors to Pembrokeshire County
Council (PCC) planning department, had advised that a watching brief was to be carried out during all intrusive
groundworks associated with the proposed development

iii. The approved planning application carried the following condition regarding archaeology:

No development shall take place until a qualified and competent archaeologist has submitted a
written scheme of investigation (WSI) for approval in writing by the local planning authority.
This WSI will describe the different stages of the work and demonstrate that it has been fully
resourced and given adequate time. On behalf of the local planning authority, their
archaeological advisors (DAT DM) will monitor all aspects of this work through to the final
discharging of the condition. This work will not be deemed complete until all aspects of the WSI
have been addressed and the final report submitted and approved.

Reason: To protect the historic environment interest and satisfy the requirements of policy
GN.38 from the LDP adopted February 2013’

iv. As part of the archaeological condition APAC Ltd, prepared the written scheme of investigation, (WSI), detailing
the mitigation process for the proposed watching brief.

v. The WSI; (WSI:WB/CBP/18), was written, submitted and approved by (PCC), with the work arranged to
commence on the 21st January 2018.

2. Location of the Site

i. The site is located within the built-up urban centre of the town of Haverfordwest at 29 High Street (NGR SM
195327 215597 at aOD25m, figure 01).

3. Topography & Geology

i. Haverfordwest is situated at the upper tidal reaches of, and crossing point of the River Cleddau, which
separates the town proper on the west bank from the suburbs on the east.

ii. High Street rises steeply from the western side of the bridge giving access to the upper reaches of the town.

iii. Haverfordwest occupies spurs of Portfield and Haverford mudstone (BGS 2020) with the site on the
southernmost of the two.

4. Brief archaeological and historical background

i. The foundation of the castle and town of Haverfordwest date from the early Norman period, c.1100, and was
largely the work of the first Earl of Pembroke, Gilbert de Clare. Significant numbers of Flemish immigrants
were encouraged to take up residence within the town under royal direction (Soulsby, 1983).

ii. The town was granted a borough charter by William Marshall, Earl of Pembroke between 1189 and 1219,
though it was not until the 13th century that this insignificant community assumed any developed urban
character. After a murage grant was obtained in 1264 the castle was rebuilt in stone and the borough enlarged,
as well as being encircled by defensive walls. (Soulsby, 1983).

iii. The enlarging of the borough in the 13th century expanded the size of the initial Norman settlement four-fold.
It now spread to the south over the course of the ‘Schitrikislake’, a stream which flowed through the town
between the bounds of the Norman settlement and the line of High Street. After its 13th century expansion,

medieval Haverfordwest was consequently a town of significant proportions with as many as 360 burgesses in
1324.

iv. In the 16th century a valuable coastal trade developed with Bristol in brass and pewter, and this appears to have
been a particularly prosperous period in the history of the borough; however, the silting of the Cleddau and
many deaths from plague over the next hundred years checked any further expansion (Soulsy, 1983).

v. Inspection of the Historic Asset Map; figure 02, shows the greater section of Haverfordwest town to be situated
within the conservation area.

vi. Situated to the north of 29, Highstreet is the scheduled ancient monument; (SAM) of Haverfordwest castle;
Cadw ref; PE366.

vii. Information found on the Castleswales.com website suggests “The castle stands on a superb, naturally
defensive position at the end of a strong isolated ridge with a sheer cliff to the east”.

viii. The castle is thought to be first established by Gilbert De Claire, earl of Pembroke in the mid-12th century”.
Ibid. With it being converted from a probable earth and timber construction, to stone one by 1220.

ix. The information also states that the castle was “acquired by Queen Eleanor (wife of Edward the I) in 1289, who
immediately began building there on a large scale”. (Ibid), much of the remaining masonry is thought to date
to this period of construction.

x. According to the information gleaned, the Castle was the turned into a prison in the 18th century, this information
in itself would suggest the town to be thriving from Medieval to current times.

xi. The historic asset map, figure 02, also details many grade II listed buildings centred around the castle.

xii. Within a 50-metre radius; centred around the current site. and along the High Street, there are total of 15 such
buildings, the majority of which being late 18th to 19th century Georgian town houses, listed for their surviving
Georgian and Victorian architectural importance, (see below),

xiii. NB, Cadw ref:12102, although the building features much the same way as the other buildings listed above, it
is of specific interest due to its cellar and some of the original timber framed structure of an earlier building;
which is thought to be one of the only surviving examples left in Haverfordwest.

xiv. Also, the cellar listing records the possibility of fragmental remains of a medieval sculpture.

xv. Unfortunately, the historic asset map, figure 02 doesn’t offer any information regarding No 29; noting a vacant
gap between listed buildings, at its location.

xvi. The 1819 first series, ordnance survey map of Haverfordwest; “Vision of Britain”, figure 03a, depicts the town
as built up to the south of the castle.

xvii. The map, allowances made for artistic license and quality, does show the placement of what is now High Street,

and buildings can be seen lining both the northern and southern boundaries of the street.

xviii. On the 1899 map, figure 03b, the town has undergone some observable change, with many of the areas becoming
built-up; presumably a result of population increase.

xix. High street itself has been developed with buildings covering both northern and southern sides of the street.

xx. The mapping now shows a building occupying the space where No 29 currently resides, and it is worth noting
the retention of outlined burgage plots associated with each property; possibly owing to their placement in the
medieval period.

xxi. There also appears to be small patches of land between the back of buildings, including number 29, possibly
marking space between buildings or small internal courtyards/gardens.

xxii. Little has changed by the 1908 map, figure 03b; one significant change being the small
patches/gardens/courtyards mentioned above, are no longer apparent on the map.

xxiii. Until recent times, the building has been a commercial property featuring a traditional late 19th/early 20th c
design.

xxiv. Remains of this can be seen in PL01; taken in 2017, the remains of the frontage can be seen, whilst the shop
windows have been decorated with images of a women’s clothing shop, (C. Cheeseman,
https://www.geograph.org.uk/photo/6009810).

NB: The sale board in the photograph went up in July 2010.

xxv. An APAC Ltd, site visit in March 2018, recorded some detail of the façade, prior to redevelopment: PL02,
PL03, PL04, PL05.

xxvi. None of the external features remained at the start of the watching brief and the front had been boarded over to
make it secure.

xxvii. The frontispiece, image IMG_6849, shows the internal view of the gutted building with the boarded-up front of
the shop at the rear.

5. Aims and Objectives

i. The aims of an archaeological watching brief, as defined by the chartered Institute of Field Archaeologists
(CIFA, 2014) are:

• To ensure that any buried remains located within the development area are fully investigated and recorded
if revealed as a consequence of the site works;
• To provide an opportunity for the archaeologists present to signal to all interested parties, before the
destruction of the material in question, that an archaeological find has been made for which the resources
of the watching brief itself are not sufficient to support treatment to a satisfactory and proper standard;
• If such a find is made, representatives of both the client and the regional Development Control
Officer/County Archaeologist will be informed and a site meeting organised, as appropriate.
• The watching brief also ensured that: in the event of archaeological resources of significance, being
discovered and requiring treatment beyond the remit of the watching brief, that steps would be implemented
to ensure that their treatment would be undertaken within the standards recommended by the CIFA

ii. The findings of this programme of work will be used to inform future proposed work at the site

6. Procedures

i. As the site is on a public access route, the contractor had secured the area with boarding and had fitted
appropriate signage; as per Health and Safety guidelines.

ii. The already limited internal area was hampered by the need for periodic removal of accumulated spoil, for
which access led through the secured frontage onto the main thoroughfare, which itself had limited parking.

iii. All of the work was undertaken under artificial lighting kindly made available by the contractor.

iv. Before the watching brief took place, all internal structure had been removed as it was deemed unsafe,
therefore, there was already a certain amount of necessary surface disturbance, PL06 & PL07.

v. The ground disturbance work observed under the watching brief, was undertaken in two phases as dictated by
the building project.

vi. The first phase, 12th/13th December 2018, was conducted to the rear of the property and concerned the removal
of the ground surface between the two adjacent buildings in order to prepare for a new floor.

vii. The second phase 12th and 19th August 2019 focused to the front of the building where a deep foundation was
required to stabilise the three-storey frontage of the property.

viii. All excavation was undertaken by hand; the work observed under archaeological supervision.

ix. A photographic record of the ground disturbance was kept using high resolution digital cameras with images
recorded as both high res jpg & tiff.

x. Each photograph contains a scale where possible and its detail recorded on site in a photographic register.

xi. Contexts were recorded on pro-forma sheets and listed in an index register.

xii. Drawings were made on graph paper to appropriate scale and recorded in the site register.

xiii. A few non-significant, 19th/20th c finds occurred during the excavation of phase one, PL08 but these were
not retained.

xiv. Phase 2 yielded five 20th c embossed glass bottle tops and some coal fragments, again these were not retained.

7. Results

All contexts are denoted with (#) and cross referenced with appendix I, (context list and Harris matrix) & II,
(Photographic list). Plates are denoted by PL## and cross referenced with appendix II Photographic list.

Phase 1, rear of Property

i. As stated above, 6.iv, demolition of upstanding fabric to the rear of the property and the internal soft strip was
undertaken prior to the commencement of the watching brief works, PL06 & PL07.

ii. The watching brief commenced during reduction of ground level and excavation of foundation trenches within
the rear room of the property at 29 High Street, Haverfordwest, figure 4.

iii. Removal of internal partitions and floor levels within the rear of the property showed an area of black/brown
silt overburden (001) measuring approximately 4x5m, PL09.

iv. Excavation through this layer was undertaken by hand; it was found to be up to 0.15m deep and overlay the
patchy/fragmentary remains of a lime mortar floor surface (003) with occasional coal flecks.

v. This, in turn, directly overlay the natural bedrock (005), PL10, which had been cut flat to form a level surface.

vi. Located above mortar floor (003) and bedrock (005) was a thin (0.25m) wall foundation (002), PL11, crossing
the rear room on an east to west alignment.

vii. This was approximately 4m in length, 0.2m in height, and was constructed of small, lime mortar bound, stone
blocks.

viii. The remnants of a timber beam, PL12, were observed across the surface of the wall (002), suggesting its use
as either a floor joist support or an earlier internal timber partition within the rear of the property.

ix. A 19th century drain cut [004], with in situ ceramic drain (006), PL13, was noted cut into the natural bedrock
(005); running parallel with the base of the structure’s western wall.

x. This remained unexcavated as it was below the required formation depth.

xi. Hand cleaning of the natural bedrock across the area of the watching brief revealed no further features cut into
its surface.

xii. After initial inspection of foundation trench excavation, it was clear that only natural bedrock was being
removed with no likely impact on any archaeological features.

xiii. Small amounts of animal bone, along with modern ceramic and glass, PL08, was recovered from within
overburden deposit (001).

xiv. As these were all modern in date, they were not retained to form part of the archive.

Phase 2, front of Property

xv. Excavation at the front of the building was located along the ‘shop front’ wall, which as can be seen from PL01,
was mostly a façade of glass and wood.

xvi. The whole upper storeys were on a timber lintel across masonry posts, (removed before they could be recorded,
safety issue) and probably the cause of the building’s instability.

xvii. The proposed solution to stabilise the building was to replace the front wall with a stable foundation; hence the
two excavation trenches each side of the door.

xviii. A localised portion of terrazzo floor, (205), was removed prior to the watching brief, which gave access for the
excavation to begin.

xix. Beneath the terrazzo floor was a 750/800mm depth of rubble backfill (200), PL14, which contained early to
mid-20th c material; embossed glass tops & some ceramic sherds.

xx. On the eastern side of the doorway, the excavation revealed two masonry pillars (201) and (202) with an
intervening space of just over 1m providing access under the pavement, (203), outside of the shop front.

xxi. The sub pavement area had been backfilled with rubble to a similar depth, but no attempt was made to investigate
it as it was outside of the site boundary and could de-stabilise the pavement and possibly road.

xxii. At a depth 800mm from the terrazzo floor level a partial flagstone floor (206), PL15, was uncovered at the base
of pillar (201).

xxiii. At the eastern pillar, (202), a single width, PL16, three course, PL17, brick and masonry wall, (209), provided
a base for timber floorboards (211), PL18 (extreme left of brick wall).

xxiv. Within the void created by building’s eastern wall, pillar (202), brick wall (209) and rubble fill (200) PL16, was
a black deposit of fine coal dust (208).

xxv. The flagstone remains (206) were lifted and shown to have been lain on bedrock (210).

xxvi. The trench to the west of the door had no features and was entirely filled with rubble (200) on natural degraded
bedrock (210), with on isolated slab of slate, (212) at the limit of excavation, PL19.

8. Interpretation

i. Inference based on the map progressions above would suggest that the building was an infill of an earlier space,
sometime close the end of the 19th century.

ii. This may help to explain the lack of any significant foundations both internally and to the rear of the building;
wall-plates and beams sitting directly on the degrading bedrock.

iii. At the front of the building, the masonry and brick pillars exposed, at sub floor level, , PL20, were used to
support the a main lintel across the width at first floor level (obscured by building stabilization work at the time
of the watching brief).

iv. The masonry pillars extended beyond the excavation trench depth, which bottomed at 1m.

v. However, between the supporting pillars on the west there was no evidence of an outside wall to the road, whilst
on the east there was a wall towards the bottom and a partial slope outward to the road, PL20.

vi. As there was evidence of a flag floor, and possible wooden floor, it can be concluded that the building had some
sort of a cellar; furthermore, the coal dust, sloped wall and position to the pavement would confirm its use as a
coal cellar.

vii. No further work to excavate beyond the rubble fill was done so there was no opportunity to investigate the
extent of the cellar, any access way, or indeed its relationship to the underlying bedrock.

9. Archive
i. As the archive has no artefacts, digital copies of the report; following current published guidance, will be
deposited with the following:

iii. The project archives will consist of all original records, and all documentation that relates to the watching
brief; copies of the WSI and any relevant correspondence will be included.

iv. The archives will be prepared according to the Management of Archaeological Projects, English Heritage,
MoRPHE V1.2 (2015) so the records will be fully ordered and indexed.

v. The archives will be deposited within twelve months of the completion of the watching brief and with the
agreement of the landowner.

vi. A synopsis of the project will be submitted to CBA Wales.

10. Staff

i. Dr Neil Phillips, A.P.A.C. Ltd, managed the project, undertook the second phase of fieldwork and report
production.

Dr N. Phillips has been active in archaeology since 1997, completing his 1st degree in
1999 followed by a research PhD in 2004. Dr Phillips started, and has been director of
A.P.A.C. Ltd since 2004.

A.P.A.C. Ltd is an archaeological consultancy specialising in landscape archaeology and


survey work. Dr Phillips interests lie locally with the medieval period and industrial
period although he has been involved in international Palaeolithic projects both in the UK
as well as Europe and Africa. Scibd currently carries a range of archaeological projects
completed by APAC Ltd (search APAC. Ltd or Dr N Phillips).
