Decalogue of the Ombudswoman of Colombia, Mrs. Iris Marín Ortiz.

1. Women's rights and gender equality. Violence against women is one of the biggest human rights
crises in the country. All directorates, delegates and regional offices of the Ombudsperson’s Office
will have specific objectives to work towards equality and the elimination of discrimination and
violence against women. I will also work to eliminate discrimination and violence against the LGBTQ
population. I will prioritize the promotion of (i) women's participation in public and private affairs
affecting them, and (ii) the prevention of violence against women, as well as their comprehensive
care and guarantees of access to justice. I will strengthen the Office of the Ombudsperson to work
towards the elimination of discrimination and violence against the LGBTQ+ population, consolidate
information systems and statistics on this issue, ensure timely monitoring of compliance with court
orders that establish the protection of their rights, and provide legal and psychological support to
victims of different forms of gender-based violence.

2. Prevention of violence and protection of the population from armed conflicts and violence
caused by organized criminal groups linked to illegal economies. The Ombudsperson's Office will
prioritize its action in the territories most affected by violence, in order to protect the population
by addressing the specific needs of peasant and ethnic communities, women, children and
adolescents, and leaders, in the face of human rights violations and breaches of international
humanitarian law. In particular, I will monitor the security guarantees for the signatories of the 2016
Peace Agreement. To this end, the work of the Early Warning System, individual and collective
protection, humanitarian mechanisms and harmonious cooperation to strengthen local authorities
and their coordination with national authorities will be fundamental.

3. Healthy Environment, Climate Change, Disaster Prevention and Response. The Office of the
Ombudsperson will accompany the formulation and implementation of norms and public policies
for (i) adaptation to climate change with a human rights and gender perspective, (ii) reduction of
deforestation, (iii) comprehensive management with a differentiated approach to human mobility
due to causes related to climate change and environmental degradation: forced displacement,
migration, resettlement and relocation.

4. Economic, Social and Cultural Rights. On the basis of the Constitution, I will strengthen the
monitoring of (i) public policies, with a differentiated approach and considering structural
inequalities between different population groups (ii) "tutela” actions, and (iii) legislative reforms on
the rights to health, work, pensions and education.

5. Victims' rights and peace-building. I will strengthen accompaniment to guarantee the rights of
victims, with a focus on women and gender, to social and humanitarian attention, truth, justice,
reparation and non-recurrence, in relation to the armed conflict and organized criminal groups
linked to the illegal economy and other serious human rights violations committed by the State.

Working within the framework of the Comprehensive System of Truth, Justice, Reparation and Non-
Repetition, as well as with the ordinary judiciary, to urge the advancement of the processes,
including with regard to civilians responsible for the crimes, will be crucial. I will promote the right
to reparation of persons in exile. I will also strengthen the accompaniment and participation of
women as protagonists in peace-building. I will contribute to redoubling efforts to find durable
solutions for displaced persons and to overcome the unconstitutional affairs.
6. The right to development for children and youth and to protective environments. I will work to
ensure that children, adolescents and young people have access to the right to development, which
means that they have the necessary guarantees to enjoy a dignified environment in which they can
develop their life project with the full exercise of their rights. I will do this on the basis of a
comprehensive diagnosis of human rights, and through a differentiated approach, I will promote
and monitor public policies that (i) guarantee their participation, the construction of their citizenship
and their belonging to the political community, (ii) implement strategies to address the risk factors
that limit access to their rights, protection against the different types of violence to which they are
exposed, attention to their mental health, and (iii) the creation of protective environments.

7. Land and territories. I will support the implementation of agrarian justice, agrarian reform, the
multipurpose land registry and the policies of restitution, purchase, equal access and formalization
of land for peasants and ethnic peoples, with guarantees for all rural actors. I will demand greater
coverage and presence of judicial and administrative authorities for the effective and harmonious
resolution of territorial conflicts. I will call for food sustainability programs for families and
communities in the regions and I will ensure that they are heard by government agencies. I will
prioritize and monitor programs for the substitution of illicit crops.

8. Leaders and defenders of human, social and environmental rights. I will support the National
and Territorial Roundtables for Guarantees; the National Program of Guarantees for Human Rights
Leaders and Defenders; individual and collective protection measures and their adoption with a
differentiated approach; measures to prevent and respond to the stigmatization of human rights
work; I will promote the prosecution of those responsible, based on an analysis of the context; and
I will accompany those victimized due to exercising their right to defend human rights.

9. Crisis of the rights of persons deprived of their liberty. I will strengthen the capacity of the
Ombudsperson's Office to monitor the human rights of persons deprived of their liberty in prisons
and temporary detention centers through three priority actions: (i) monitoring and diagnosing the
situation of persons deprived of their liberty, with a human rights and gender approach (ii) advising
on the formulation of criminal policy through my participation in the Criminal Policy Council, (iii)
monitoring compliance with the orders of the Constitutional Court to overcome the unconstitutional
state of affairs in this regard.

10. Cross-border migration in the Colombian-Panamanian jungle “Darién Gap”. I will strengthen
the Ombudsperson's Office in order to (i) contribute to a better provision of humanitarian and
comprehensive attention for migrants, hand in hand with communities and humanitarian
organizations; (ii) participate in the design and implementation of a mechanism for the rescue of
missing persons and the identification and recovery of bodies of people who have died in the jungle;
(iii) document cases of extreme violence, including sexual violence, against migrants and asylum
seekers and accompany the victims to ensure their access to justice. To this end, strengthening
constitutional and human rights education and quality public defense services with adequate
coverage for defendants and victims of crime will be cross-cutting.
